THIS MEETING IS BEING HELD PURSUANT TO SECTION THREE OF EXECUTIVE ORDER IN 29, 20 ISSUED BY GOVERNOR NEWSOME ON MARCH 17TH, 2020 MAYOR.

HEAVENLY FATHER, WE CAN'T BE AFRAID TO ASK FOR YOUR FORGIVENESS AND TO SEEK YOUR WISDOM AND GUIDANCE.

WE ASK THAT YOU HEAL OUR NATION, BRING PEACE AND HEAL.

ALL THOSE WHO ARE SICK FROM COVID-19.

WE BELIEVE AND HAVE FAITH THAT YOU WILL END THIS PANDEMIC AND REDEEM OUR NATION.

LORD, GIVE OUR LEADERS BOTH FEDERAL AND LOCAL.

SO AFTER WISDOM, THEY NEED TO NAVIGATE THIS UNPRECEDENTED AND CHALLENGING TIMES.

WE ARE IN GRACIOUS LOVING FATHER.

AS OUR CIVIC LEADERS CONVENE THIS EVENING, PLEASE ORCHESTRATE THEIR TIME TOGETHER WITH YOUR PRESENCE AND GUIDANCE GRANT EACH AND EVERY ONE OF OUR CITY, LITTLE DISCERNMENT AND GRACE.

SO THEY MAY ENCOURAGE AND UPLIFT ONE ANOTHER.

HOLY SPIRIT WILL BE IN THIS SPACE AND ALLOW OUR LEADER TO REPRESENT AND BE, OH BOY, FOR THOSE WHO ARE WEAK AND THOSE WHO ARE POOR AND IN NEED JUST AS CHRIST WAS ON THIS ART, BUILD THEM UP IN YOUR IMAGE, GOD, SO THAT THEY MAY SORT OF HUMBLY WITH COMPASSION, EMPATHY, AND INTEGRITY, GUIDE OUR CONVERSATION THIS EVENING AND BE WITH THEM.

SO THIS CHRISTMAS, MAYBE A TRULY BRIGHT AND MEANINGFUL SEASON, EVEN IN THE MIDST OF A HARDSHIPS AND DIFFICULTIES LOVING GOD, USE OUR HARDSHIPS TO PAVE THE WAY FOR THE SPIRITUAL RENEWAL OF OUR NATION AND COMMUNITY.

UH, I JUST WANTED TO THANK YOU VERY MUCH AND THANK THE GOOD SHEPHERD PRESBYTERIAN CHURCH FOR THE GENEROUS CONTRIBUTION YOU ARE IN THE PROCESS OF MAKING IN THE AMOUNT OF $2,000, WHICH IS GOING TO FUND THE VETERANS MONUMENT FLAG AND LIGHTED FLAGPOLE, UH, THAT IS BEING PUT UP TO HONOR OUR VETERANS AND TO BE A FOCAL POINT THERE NEXT TO OUR VETERANS MONUMENT.

[4. NOVEMBER 3, 2020 GENERAL MUNICIPAL ELECTION: Adopt a Resolution reciting the fact of the General Municipal Election held on November 3, 2020, declaring the result and such other matters as provided by law]

YOU MIND GIVING US OUR ELECTION RESULT? YES.

THE FIRST ITEM ON THE AGENDA IS A CERTIFICATION OF THE NOVEMBER 3RD, 2020 ELECTION.

THE RESULTS INDICATE THAT ART BENNETT AND CYNTHIA MORAN HAVE BEEN REELECTED AS COUNCIL MEMBERS FOR THE CITY OF CHINO HILLS AND MEASURE M WAS APPROVED BY A MAJORITY OF THE VOTERS.

AT THIS TIME, WE WOULD NEED A MOTION AND A SECOND TO ADOPT THE RESOLUTION RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION, WHICH WAS HELD ON NOVEMBER 3RD, 2020, DECLARING THE RESULT IN SUCH OTHER MATTERS AS PROVIDED BY LAW.

FIRST OF ALL, CONGRATULATIONS, BOTH OF YOU, UM, AND CONGRATULATIONS TO THE RESIDENTS OF CHINO HILLS FOR A SECOND, SUCH AS TABLE, MY FRIENDS THREE GET REELECTED BECAUSE YOU'RE DOING SUCH A GREAT JOB FOR THEM AT CHINO HILLS IS DEFINITELY THE DIAMOND OF SAN BERNARDINO COUNTY ALWAYS HAS BEEN AND WILL CONTINUE TO BE UNDER THE CURRENT LEADERSHIP AND THE COUNCILS HERE.

[5. OUTGOING MAYOR - Presentation to outgoing Mayor Art Bennett for his dedicated service as Mayor from December 1, 2019, through November 30, 2020]

ALL RIGHT.

AND AT THIS TIME WE ARE GOING TO HONOR OUR OUTGOING MAYOR, MAYOR BENNETT.

TONIGHT, WE'RE GOING TO RECOGNIZE ART FOR HIS YEAR OF SERVICE FROM DECEMBER 1ST THROUGH NOVEMBER 30TH OF THIS YEAR OF 2019 THROUGH 2020.

ART HAS BEEN ACTIVE IN CHINO HILLS SINCE 1993, WHEN HE SERVED ON THE, HE SERVED ON THE GENERAL PLAN ADVISORY COMMITTEE TO DEVELOP THE CITY'S FIRST GENERAL PLAN.

HE WAS APPOINTED TO THE PLANNING COMMISSION IN 1995 AND SERVED THERE FOR 14 YEARS.

HE BECAME A CITY COUNCIL MEMBER IN 2008 AND WAS REELECTED IN 20 AND WAS ELECTED IN 2012, 2016.

AND JUST AGAIN, IT'S NOVEMBER, THIS IS ART'S THIRD TERM AS MAYOR HE'S, SIR, UH, RECENTLY SERVED AS CHAIRMAN TO THE BOARD, THE BOARD FOR THE CHINO VALLEY CHAMBER OF COMMERCE.

AND SHE'S WHAT TURNED OUT A LOT DIFFERENTLY THAN YOU THOUGHT ON THE CHAMBER BOARD.

JEEZ, GOING TO HAVE COVID AND TO SAY, TO SAY THE LEAST 2020 HAS BEEN A WEIRD YEAR BETWEEN THE PANDEMIC PROTESTS, HEAT WAVES, BLUE RIDGE FIRE POWER SHUT DOWNS.

AND OF COURSE, BACK TO COVID INSTEAD OF BEING OUT, VISITING NEW BUSINESSES AT RIBBON CUTTINGS, MAYOR BENNETT ENDED UP PRESIDING OVER CITY COUNCIL MEETINGS OVER ZOOM AS COVID 19 REALLY HAS CHANGED OUR,

OUR WAY OF LIFE.

UM, CITY HALL HAD TO CLOSE TO THE PUBLIC CITY STAFF HAD TO SPLIT THEIR TIME AND HOW THEY WORKED.

WE FOUND NEW WAYS TO SERVE OUR RESIDENTS AND TO SERVE BUSINESSES.

THE MAYOR FOUND HIMSELF TAPING.

PSA'S DOING EVERYTHING HE COULD TO ENCOURAGE OUR RESIDENTS TO KEEP THEMSELVES SAFE, TO WEAR MASKS.

AND OF COURSE, WASH YOUR HANDS.

UH, HE WAS VERY ENGAGED WITH STATE AND COUNTY OFFICIALS.

HE MADE SURE TO GIVE THE CHINO HILLS PERSPECTIVE, AS WE LOOKED AT REOPENING AND COPING WITH THIS, UM, IN ART'S OTHER ROLE WITH THE CHAMBER, THEY STARTED HAVING ZOOM BREAKFAST MEETINGS.

THEY TRIED TO CONNECT AS BEST THEY COULD OVER THE INTERNET WITH LOCAL BUSINESSES TO MAKE SURE THAT THEY HAD ALL OF THE RESOURCES THAT WERE CERTAINLY NEEDED TO KEEP, UH, KEEP THE DOORS OPEN AND EVEN FOUND NEW WAYS TO HELP BUSINESSES, INCLUDING RESTAURANT RESTAURANT MONTH AND INCLUDING PERKS FOR RESIDENTS THAT TOOK PART IN IT.

YOU KNOW, MAYORS ALWAYS LOVE IT WHEN GOOD THINGS HAPPEN DURING THEIR TERM.

SO HERE ARE A FEW EXAMPLES OF SOME OF THE BRIGHT SPOTS FROM ARTS TERMS AS MAYOR.

UH, WE HELPED RESIDENTS FIND, FIND OUT WHEN STORES HAD SPECIAL HOURS FOR, UH, FOR THE VULNERABLE AND MADE THOSE KNOWN.

WE OFTEN RE-EVALUATED HOW QUICKLY WE COULD REOPEN OUR CITY TRAILS AND CITY PARKS.

WE LAUNCHED HYBRID CITY COUNCIL MEETINGS WITH COUNCIL AND STAFF IN THE BUILDING.

WE LAUNCHED VIRTUAL PARKS AND REC PROGRAMS. WE'VE HAD DRIVE INS.

WE'VE HAD CONCERTS IN THE PARKING LOT.

UH, WE'VE ARRANGED ICE CREAM SOCIALS FOR SENIORS AND REC TO GO PROGRAM FOR OUR KIDS.

WE'VE ASSISTED OUR RESTAURANTS WITH EASING THE PROCESS FOR THEM THAT GO TO OUTDOOR DINING WE'VE PROVIDED CARES, ACT GRANTS TO LOCAL BUSINESSES, AND WE'RE CONTINUING TO DO SO.

I KNOW SOME OF US WENT AND HANDED OUT THAT FIRST INITIAL ROUND OF CHECKS TO OUR SMALL BUSINESSES AND THE, THE, THE LIGHT THAT, YOU KNOW, THE DELIGHT THAT YOU COULD SEE FROM THESE BUSINESSES WHEN THE MAYOR SHOWS UP WITH A CHECK IS CERTAINLY SOMETHING WAS CERTAINLY SOMETHING TO SEE, YOU KNOW, WHETHER IT WAS FROM TEARS, FROM RESIDENT OR FROM BUSINESSES, JUST, YOU CAN TELL HOW GRATEFUL THEY WERE.

IT'S NOT TOO OFTEN WHEN THE GOVERNMENT OFFICIAL COMES TO YOU WITH A CHECK.

SO IT WAS REALLY NICE TO SEE, TO SEE ART IN THAT ROLE.

WE HELD A EMERGENCY PREPAREDNESS EVENT THAT WAS A HELD VIA, VIA ZOOM AND HAD OVER A HUNDRED PEOPLE PARTICIPATE.

I THINK IT WAS RIGHT BEFORE THE BLUE RIDGE FIRE TOO.

SO IT'S ALL ABOUT TIMING.

WE'VE HAD OUR FIRST DRIVE-THROUGH TRICK-OR-TREAT EVENT.

THAT WAS A GREAT SUCCESS.

AND IN NOVEMBER IN KEEPING WITH OUR TRADITION, WITH HAVING A MEAL FOR OUR VETERANS TO HONOR THEM FOR VETERAN'S DAY, MAYOR BENNETT HAD A WONDERFUL SUGGESTION TO SEE IF WE COULD HAVE LOCAL BUSINESS CHICK-FIL-A STEP UP AND HELP US TO
