CHRIS SPENT TWO AND A HALF YEARS IN PHOENIX, ARIZONA WORKING FOR MARICOPA COUNTY AS A HUMAN RESOURCES ANALYST.

SHE GREW UP IN SAN FRANCISCO OR IN THE SAN FRANCISCO AREA AND RECEIVED HER BACHELOR OF ARTS DEGREE IN LIBERAL STUDIES FROM UC SB.

SHE STARTED HER CAREER IN LOCAL GOVERNMENT WITH THE CITY OF HAYWARD IN 2002 AND VARIOUS HR POSITIONS.

SHE THEN WORKED FOR THE CITY OF SAN MATEO IN 2011 AS THE SENIOR HR ANALYST, MANAGING RECRUITMENT'S TRAINING CLASSIFICATION AND COMPENSATION STUDIES UNTIL MOVING TO ARIZONA IN 2018.

THEN IN NOVEMBER OF 2020, SHE MOVED BACK TO CALIFORNIA TO BE CLOSER TO FAMILY.

SHE HAS TWO CHILDREN, A SON WHO'S 25 AND A DAUGHTER WHO IS 20.

CHRIS IS AN AVID SPORTS FAN OF ALL THE BAY AREA TEAMS. AND I HOPE THAT BERKELEY GOLDEN BEARS ARE ONE OF THEM.

AND PRIOR TO THE COVID 19 PANDEMIC, SHE LOVED THE TRAVEL.

SHE IS SUPER EXCITED TO BE BACK IN THE GOLDEN STATE AS WE ARE TO HAVE HER BACK.

SO WELCOME TO THE CITY OF CHINO HILLS, CHRIS.

ITEM FIVE, OUR, A WINTER HIGHLIGHTED VOLUNTEER, UH, RECOGNITION OF RIO COMPO FOR HIS VOLUNTEERING, HIS TIME WITH THE CHINO HILLS ON JEWELRY, RADIO TEAM CHART AND CITIZENS ON PATROL, UM, RIGHT.

IT'S WITH, UH, I THINK RAY'S ON THE CALL, CORRECT.

WONDERFUL RAY.

IT IS WITH GREAT PLEASURE THAT WE RECOGNIZE YOU FOR YOUR VOLUNTEER SERVICES WITH THE CHINO HILLS AUXILIARY RADIO TEAM AND CITIZENS ON PATROL.

RAY BECAME A MEMBER OF THE CHINO HILLS AUXILIARY RADIO TEAM IN 2009 AND WAS AWARDED A TEN-YEAR VOLUNTEER SERVICE PIN FROM THE CITY OF CHINO HILLS.

HE ALSO VOLUNTEERS FROM THE SAN BERNARDINO COUNTY SHERIFF'S DEPARTMENT AS A MEMBER OF THE CITIZENS ON PATROL AFTER FOUR YEARS OF VOLUNTEER WORK, RAY NOW SERVES AS THE VICE COMMANDER OF THE GROUP.

AND IN 2018 WAS RECOGNIZED BY THE SHERIFF'S DEPARTMENT AS THE CITIZEN ON PATROL OF THE YEAR.

WHAT AN HONOR, UH, RAY SAYS THAT HIS VOLUNTEERING PROVIDES HIM WITH SATISFACTION TO GIVING BACK TO HIS COMMUNITY AND ALLOW SAM TO SET AN EXAMPLE FOR HIS CHILDREN, WHICH WE GREATLY APPRECIATE.

GREY HAS BEEN A CHINO HILLS RESIDENT SINCE MID 1990S, AND CURRENTLY LIVES HERE WITH HIS WIFE AND KIDS WHO HAVE ALL MOVED BACK TO RAISE FAMILIES OF THEIR OWN AFTER RETIRING IN 2015 AS A CAREER, UH, AS A CAREER, UH, FEDERAL SERVICE OFFICER AND THE DEPARTMENT OF HOMELAND SECURITY, HE NOW SPENDS HIS TIME ENJOYING GARDENING, BONSAI, PROPAGATION, WOODWORKING, TRAVELING TO OTHER COUNTRIES AND PHOTOGRAPHY.

PETER, MAYBE I CAN GIVE YOU SOME TIPS ON BEHALF OF THE CITY COUNCIL, THANK YOU FOR YOUR CONTINUED DEDICATION AND VOLUNTEERING TO OUR COMMUNITY.

UH, THE, I WANT TO REPORT OUT THAT THE CITY HAS ENTERED INTO A SETTLEMENT AGREEMENT WITH WG P ALANO LLC.

UH, THE WTP VELANO OWNS THE, UH, PROPERTY IN THE BLONDEAU DEVELOPMENT AREA, WHICH USED TO BE THE GOLF COURSE.

AND, UH, THEY HAD CONSTRUCTED A CHAIN-LINK FENCE AROUND THAT GOLF COURSE WHEN IT DECIDED TO SHUT DOWN THE GOLF COURSE.

UH, THERE WAS A DISPUTE BETWEEN THE CITY AND WTP BOLANO ABOUT THE USE OF CHAIN-LINK FENCE.

UM, THE PARTIES HAVE ENTERED INTO THE SETTLEMENT AND WT P VELANO IS NOW OBLIGATED TO REMOVE THAT FENCE WITHIN SIX MONTHS.

UH, AND, AND THE SETTLEMENT IS JUST ON THAT SUBJECT MATTER ONLY.

AND SO THE, THE FENCE WILL BE REMOVED WITHIN THE NEXT SIX MONTHS, UM, AT THE END OF MY REPORT.

WHEN I BEGAN MY TIME IN CHINO HILLS FIVE AND A HALF YEARS AGO, I REMEMBER TELLING MY FRIENDS AND FAMILY THAT I FELT LIKE I HIT THE JACKPOT FOR JOBS.

I WALKED INTO A HARMONIOUS ENVIRONMENT IN WHICH THE COUNCIL SUPPORT STAFF AND STAFF WORK COHESIVELY TO MAKE THINGS HAPPEN FOR THE COMMUNITY.

OVER MY YEARS IN CHANNEL HILLS, I'VE HAD THE PRIVILEGE OF WORKING TO COORDINATE COMMUNITY EVENTS, SUCH AS THE SPECIAL OLYMPIC WORLD GAMES CELEBRATION FOR THE POLISH AND LAOTIAN ATHLETES IN 2015, THE CITY'S 25TH ANNIVERSARY EVENT IN 2016, THE GRAND OPENING OF PINEHURST PARK IN 2017, THE CITY-WIDE WORKPLACE VIOLENCE TRAINING AND ACTIVE SHOOTER EXERCISE IN 2018, THE GRAND OPENING OF LOS DRAMAS PARK IN 2019, THE EVER INVOLVE THE EVOLVING ANNUAL BOAT PARADE, AND FINALLY THE IMPLEMENTATION OF THE DRIVE IN MOVIE, THE 2020 WHILE NO EVENTS OR PROGRAMS GO WITHOUT CHALLENGES.

THE BEAUTIFUL, THE BEAUTIFUL THING THAT I DISCOVERED ABOUT THE CHINO HILLS WAY IS THAT EVERYONE INVOLVED TRULY HAS THE GREATER GOOD OF THE COMMUNITY.

IN MIND.

I COULD NOT HAVE BEEN BLESSED MORE THAN TO HAVE HAD A STRONG STAFF TO GUIDE OPEN-MINDED COLLEAGUES, TO COLLABORATE WITH AND THE SUPPORTIVE AND PROACTIVE COUNCIL MEMBERS, COMMISSIONERS, AND COMMUNITY PARTNERS TO WORK WITH.

I'M PROUD OF THE WORK I'VE DONE WITH THE COMMUNITY SERVICES TEAM, WHETHER IT WAS YOUTH PROGRAMS, SPORTS PROGRAMS, COMMUNITY INVOLVEMENT, PROGRAMS, OUR PARKS AND ATHLETIC FACILITIES, THE HEALTHY HILLS PROGRAM, OR MOST RECENTLY THE VIRTUAL RECREATION PROGRAM.

I HOPE I PROVIDED MY STAFF WITH THE SUPPORT TOOLS AND RESOURCES.

THEY NEEDED TO BE CONFIDENT IN THEIR DAY-TO-DAY OPERATIONS MOVING FORWARD WHILE I MIGHT NOT HAVE ALWAYS HAD ALL THE ANSWERS.

I HOPE I EMPOWERED MY TEAM TO GET CREATIVE AND MAKE THINGS HAPPEN TO POSITIVELY SERVE THE COMMUNITY.

CHINO HILLS HAS BEEN A WONDERFUL COMMUNITY TO SERVE, AND I TRULY HOPE I'VE LEFT A POSITIVE IMPACT ON EVERYONE THAT I'VE ENCOUNTERED.

NOW THIS ATTACK RESULTED AS YOU KNOW, IN SERIOUS DAMAGE TO THE CAPITOL BUILDING AND DECKS.

I ADDRESS YOU OUR LOCAL GOVERNING BODY AND OUR LAW ENFORCEMENT, ESPECIALLY CATHERINE WALKER, WHO MUST BE AS DISTURBED AS MANY OF OUR RESIDENTS AT THIS UNLAWFUL VIOLENT INSURRECTION THAT ATTEMPTED TO FORT A LEGALLY BINDING NATIONAL ELECTION AND CAPTURE AND OR KILL DULY ELECTED REPRESENTATIVES AT OUR NATION'S CAPITOL.

THIS WAS BASED ON UNPROVEN CLAIMS THAT THE PRESIDENTIAL ELECTION WAS RIGGED IN SPITE OF THE LACK OF DEMAND, DEMANDS, RIPPLE, EVIDENCE, AND DISMISSED, AND OVER 60 VARIOUS STATE COURT CHALLENGES.

NOW I RESPECTFULLY ASK THAT YOU PUBLICLY AND FIRMLY COMMUNICATE TO OUR COMMUNITY THAT THIS IS AN UNACCEPTABLE RESPONSE TO ONE OF OUR MOST SACRED DEMOCRATIC INSTITUTIONS.

THAT'S THE RIGHT TO VOTE FOLLOWED BY A LAWFUL TRANSITION TO POWER.

NOW, LAST YEAR, I WANT TO REMIND YOU THAT YOU EXPRESSED A PROPER PUBLIC STATEMENT WHEN YOU PRAISED OUR LOCAL BLACK LIVES RALLIES FOR EXERCISING, THEIR FIRST AMENDMENT RIGHTS, PEACEFULLY, NO ATTACKS ON PROPERTY OR PERSON.

I WAS PRETTY PLEASED TO HEAR THAT.

SO THIS TIME THE CONVERSE, I THINK MUST BE DISPLAYED TO LET ALL OF OUR RESIDENTS KNOW THAT VIOLENCE AND DAMAGE TO OUR INSTITUTIONS IS NOT AN ACCEPTABLE RESPONSE TO AN ELECTION OUTCOME.

UM, I'M HERE TO MAKE SOME COMMENTS ABOUT ISSUES THAT HAVE RECENTLY HAPPENED THIS PAST NOVEMBER.

I WORKED SEVEN DAYS AS A VOLUNTEER FOR THE CITY OF SAN BERNARDINO OR FOR THE COUNTY OF SAN BERNANDINO AS A, UM, POLL WORKER SUPERVISOR AT A POLLING PLACE UP IN MOUNT BALDY IN THAT POSITION.

UM, I WOULD JUST LIKE TO SAY THAT, YOU KNOW, WITH ANY ELECTION, THERE'S ALWAYS SOME TYPE OF FRAUD.

WHEN I SAY FRAUD.

I MEAN, THINGS THAT, YOU KNOW, PEOPLE WHO MAY HAVE INACCURATE ADDRESSES OR PEOPLE WHO, YOU KNOW, HAVE SIMILAR NAMES AND, YOU KNOW, AREN'T PAYING AS MUCH ATTENTION WHEN THEY ARE, YOU KNOW, REGISTERING TO VOTE, BUT MOST OF THESE ARE CLERICAL OR PAPERWORK ISSUES OR THINGS WHERE, YOU KNOW, PEOPLE ARE, UM, YOU KNOW, JUST NOT AS THOUGHTFUL AND IS NOT AS, AS, AS THOROUGH AS THEY SHOULD BE.

THAT IS NOT TO SAY THAT, YOU KNOW, THERE COULD NOT BE IMPROVEMENTS.

THERE CAN ALWAYS BE IMPROVEMENTS TO THINGS, BUT WITH THE, WITH THE INCREASED TURNOUT THAT WE HAD OVER THIS PAST ELECTION IN CALIFORNIA AND THROUGHOUT THE NATION, I THINK WE SHOULD ALL BE PROUD OF WHAT WAS DONE, WHAT WAS DONE BY ALL THESE INDIVIDUALS AND TO HAVE, YOU KNOW, NOT, NOT MY HARD WORK, BUT JUST THE HARD WORK OF PEOPLE WHO WORKED MORE HOURS THAN I DID.

AND PUT MORE EFFORT INTO THIS TO HAVE IT QUESTIONED BY PEOPLE WHO AREN'T EVEN WILLING WHEN IT IS COMPLETE ABLE FOR YOU, ME OR ANYONE ELSE TO GO TO ANY POLLING SITE OR ANY REGISTER OF VOTER SOPHOS ANYWHERE IN THE NATION AND WATCH THEM DO ALL THE WORK THIS ON THERE'S NOTHING THAT IS DONE BEHIND CLOSED DOORS, WHERE PEOPLE CAN REVIEW OR SEE THIS TO HAVE THAT QUESTIONS.

AND THEN TO NOT HAVE A COMMENT, UM, A PRESS RELEASE OR SOME TYPE OF STATEMENT RELEASED BY THE CITY IS VERY CONCERNING, ESPECIALLY WITH ALL THE ATTENTION THAT WAS PAID THIS PAST SUMMER WITH THE PROTEST, I LISTENED TO MULTIPLE CITY COUNCIL MEETINGS WHERE DIFFERENT MEMBERS OF THIS COMMUNITY, UM, ALL DIFFERENT TYPES, ALL DIFFERENT LEVELS, COMPLAIN AND TALK ABOUT THE TRAVESTIES OF CHURCHES BEING BURNED AND STUFF LIKE THIS.

BUT THE FOREFRONT AND MOST PROMINENT IDEAL OF OUR DEMOCRACY WAS BROKEN INTO.

AND IF IT WASN'T FOR THE GOOD WORK, AND EVERYONE SAID, YOU KNOW, THE CAPITOL POLICE SPELLED IN THEIR WORK, THEY DID NOT.

THEY PROTECTED PEOPLE OVER CITIZENS, BUT YET TWO OFFICERS AND FOR THE PEOPLE DIED.

AND YET THERE'S NOT BEEN THE PRESS RELEASE BY THE CITY COUNCIL.

IT'S VERY CONCERNING IN MY EYES AND I THINK IT SHOULD IMMEDIATELY BE ADDRESSED.

HIKE THESE TRAILS IN THE NORTHERN PORTION OF OUR CITY WHILE THEY ARE AMAZING AS A CITY RESIDENT FOR OVER 22 YEARS, I'LL ADMIT I HADN'T REALIZED HOW BEAUTIFUL AND CLEAN THEY ARE SO MUCH SO THAT MY FRIENDS FROM SOUTH ORANGE COUNTY TRAVELED TO OUR CITY TO HIKE THE TRAILS.

ALSO, THIS CITY IS VERY LUCKY AND BLESSED TO HAVE SUCH GREAT LEADERSHIP.

SO WITH THAT, I CAN THINK OF A LITTLE BIT OF A REPORT ON THAT EVERY YEAR WE, UH, EVERY TWO YEARS WE HAVE STAGGERED TERMS FOR OUR COMMISSIONERS.

AND EVERY TWO YEARS IN THE EVEN YEARS, WE HAVE COMMISSIONERS WHOSE TERMS HAVE EXPIRED.

THE CITY COUNCIL THEN OPENS UP A RECRUITMENT TO ACCEPT APPLICATIONS.

THEY, UH, LOOK AT THOSE APPLICATION, THEY CONDUCT INTERVIEWS IF THEY SO CHOOSE, AND THEN THEY MAKE THEIR APPOINTMENTS TYPICALLY IN DECEMBER, BUT ON ELECTION YEARS, A WE GENERALLY DO IT IN JANUARY.

SO, UH, FOR THIS PARTICULAR MEETING, UM, COUNCIL MEMBERS, MORAN AND COUNCIL MEMBER BENNETT, BOTH HAD, UH, APPOINTMENTS TO BE MADE.
