PRESENTATION THIS EVENING, RECOGNIZING DEPUTIES, ALEX BERRERA AND JULIO VASCONCELOS FROM OUR SHERIFF'S DEPARTMENT FOR A LIFESAVING AWARD CONGRATULATE, DEPUTY BARRERA AND DEPUTY VASCONCELLOS FOR RECEIVING THE LIFESAVING AWARD, THEIR QUICK THINKING AND DECISIVE ACTIONS HELP SAVE THE LIVES OF ONE INDIVIDUAL INVOLVED IN A MOTORCYCLE ACCIDENT.

AND ONE PERSON WHO HAD DIALED NINE 11 FOR MEDICAL ASSISTANCE.

CATHERINE WALKER, WOULD YOU MIND TELLING US THE STORY OF WHY WE'RE HERE TODAY? FIRST I'D LIKE TO TELL YOU ABOUT DEPUTY ALEX.

BREYER'S QUICK ACTION.

UM, THAT SAVED THE LIFE OF KEVIN SIBOS IN MAY OF 2020.

DEPUTY BREYER WAS ON PATROL.

WHEN YOU HEARD A CALL ABOUT A MOTORCYCLE DOWN, BREYER DROVE TO AN UNFAMILIAR AREA WHERE HE CAME UPON MR. WHO HAD OBVIOUS LIFE-THREATENING INJURIES TO HIS RIGHT ARM.

PARDON? DEPUTY DEPUTY BREYER USED HIS TRAINING, TOOK IMMEDIATE LIFESAVING ACTION AND APPLIED A TOURNIQUET TO THE SEVERELY INJURED ARM, WHICH SLOWED THE BLOOD LOSS UNTIL PARAMEDICS ARRIVED.

FOUR MINUTES LATER, SYMBIOSIS TRANSPORTED TO THE HOSPITAL, UNDERWENT SURGERY AND SURVIVED.

UM, MY UNDERSTAND THAT MR. IS ON THE LINE AND WOULD LIKE TO SAY A FEW WORDS SHOW.

SO RESPONDED TO A CALL FOR MEDICAL AID FOR A MALE WHO WAS NOT BREATHING.

DEPUTY BASKIN SWISS ARRIVED WITHIN MINUTES AND USED HIS TRAINING TO START CPR ON A CHINO HILLS RESIDENCE.

JOHN, A MEXICAN AM ALEXA.

HE CONTINUED WITH CHEST COMPRESSIONS FOR A FEW MINUTES UNTIL FIRE PERSONNEL ARRIVED.

PARAMEDICS WERE GETTING TO PULSE AND TRANSPORTED.

MR. MA MLXN TO THE HOSPITAL FOR FURTHER TREATMENT, UH, CHINO VALLEY, UM, CHINO VALLEY FIRE PERSONNEL THANKED DEPUTY BASKIN SWELLS FOR HIS QUICK RESPONSE AND DECISIVE ACTIONS THAT WERE CRITICAL IN SAVING HIS LIFE.

DEPUTY BASKIN SALES FOLLOWED UP WITH THE FAMILY THE FOLLOWING DAY AND LEARNED THAT HE HAD SURVIVED AND WAS RECOVERING.

MY NAME IS BRIAN PETROFF, AND I AM WRITING THIS LETTER TO YOU BECAUSE I'M CONCERNED WITH STATE BILL AB SIX, EIGHT, SIX, WHICH WAS SIGNED INTO LAW BY GOVERNOR ON SEPTEMBER 30TH, 2018, AND MANDATES THE CITY OF CHINO HILLS TO BUILD 3,720 HIGH DENSITY HOMES ON UNDEVELOPED AND DEVELOPED LAND THROUGHOUT THE CITY.

SHE, NO HILLS IS WELL-KNOWN FOR ITS HIGH QUALITY OF LIFE AND BEAUTIFUL RURAL ATMOSPHERE, WHICH IS THE REASON I MOVED HERE 35 YEARS AGO IN 1986, I LIVE IN DISTRICT TWO COUNCIL MEMBER ROGERS DISTRICT, MY HOMELESS SURROUNDED BY HIGH DENSITY HOUSING ON ALL SIDES.

I LIVED NEAR CROSSROADS MARKETPLACE, WHICH IS IN COUNCIL MEMBER.

MARK HAS DISTRICT ONE IN AN ARTICLE IN THE CHAMPION IS PAPER DATED FEBRUARY 20TH, 2021 COMMUNITY DEVELOPMENT DIRECTOR, JOANN LOMBARDO STATED THAT THE CITY WOULD, COULD BE IN GOOD SHAPE.

IF THE CITY CAN INCLUDE DEVELOP SITES SUCH AS COMMERCIAL SITES, THE DIRECTOR FURTHER STATED THAT THERE IS A KEEN INTEREST FROM CERTAIN PROPERTY OWNERS TO BUILD HOUSING BECAUSE OF A CHANGE IN THE RETAIL MARKET.

THE OWNER'S REPRESENTATIVE, JOHN MITCHELL OF CROSSROADS MARKETPLACE STATED THAT THEIR RETAIL CENTER IS ENCUMBERED BY BIG BOX STORES THAT ARE NOW VACANT AND COULD BE APPROPRIATE FOR HOUSING.

REALLY, AS YOU ARE ALL AWARE, THE PAST OWNER LET THE RETAIL CENTER GO INTO DISREPAIR FOR YEARS THINKING HE WOULD REPURPOSE THE SITE.

IN SEPTEMBER, 2016, HE SUBMITTED A PLAN TO THE CITY TO BUILD A HIGH RISE, APARTMENT COMPLEX PARKING STRUCTURE, KOREAN THEATER, NIGHTCLUB, AND SHOPS.

HIS PLAN WAS SHOT DOWN BY THE COMMUNITY.

THE RETAIL

CENTER WAS SUBSEQUENTLY SOLD TO THE CURRENT OWNER WHO HAS BEEN RENOVATING AND REPAIRING IT FOR THE PAST THREE YEARS.

THIS RETAIL CENTER HAS NOW PETS NOW HAS PETSMART AND DOLLAR TREE, WHICH ARE BOTH BIG BOX STORES.

THE STORES THAT RELOCATED AND ARE STILL IN BUSINESS ARE BEST BUY BED, BATH AND BEYOND AND BEVMO.

ALL OF WHICH MOVED TO THE CITY OF CHINO SPORTS CHALET DUE TO COMPETITION, WENT OUT OF BUSINESS.

DICK'S SPORTING GOODS, WHICH IS ALSO IN CHINO.

AND ONE OF THE COMPETITORS OF SPORTS CHALET IS ALSO A BIG BOX STORE.

MY POINT IS THAT BIG BACK STORE BOX STORES ARE HERE TO STAY.

IF THE NEW OWNER CAN'T LEASE THEM, THEN DIVIDE THEM INTO SMALLER UNIT.

SIMILAR TO WHAT HAPPENED TO THE K-MART CENTER IN DIAMOND BAR, LOCATED ON DIAMOND BAR BOULEVARD AT THE 60 FREEWAY, WHICH WAS CONVERTED TO THREE BUSINESSES IN THE FORMER KMART BUILDING.

I AM TOTALLY AGAINST ANY MORE HIGH DENSITY HOUSING DEVELOPMENTS IN MY NEIGHBORHOOD.

WE HAVE ARE ENOUGH ALREADY.

PLEASE FIND A DIFFERENT LOCATION.

THE CITY NEED THE TAX REC NEEDS.

THE TAX REVENUE THAT THESE RETAIL COMMERCIAL CENTERS PROVIDE.

ONE OF THE POTENTIAL ALTERNATIVE LOCATIONS THAT THE CITY COUNCIL SHOULD CONSIDER IS THE AEROJET PROPERTY.

NOW ON BY CORP, THERE ARE 400 ACRES.

PLUS WHEN YOU ADD IN THE MCDERMOTT RANCH, THERE ARE A TOTAL OF 580 ACRES.

ACCORDING TO THE CHAMPION NEWSPAPER ARTICLE PUBLISHED IN 2004, DTSC STATED IN THEIR REPORT THAT THE PROPERTIES USE IS UNRESTRICTED, INCLUDING FOR RESIDENTIAL HOUSING.

MY CONCERNS ARE WATER SHORTAGE DUE TO DROUGHT NOISE IMPACT ON LOCAL SCHOOLS, INCREASED TRAFFIC LOSS OF REVENUE FROM LOSING A RETAIL CENTER.

IN 1996, THE CITY ENTERED INTO A LONG-TERM LEASE, UH, AFTER THE PROPERTY WAS GIVEN, UH, FOR THE CITY TO CARE FOR IT, ESSENTIALLY AS STEWARDS AT THE CULMINATION OF THAT LEASE, WE HAVE THE OPTION TO BUY THE PROPERTY FOR A DOLLAR.

UH, THERE WAS A CASH CONTRIBUTION FROM THE MCCOY'S AS WELL, WHICH WENT TOWARD THE, UH,

UH, OVER THE COURSE OF THE 25 YEARS, THE CITY HAS ALSO CONTRIBUTED SIGNIFICANTLY TO THE FACILITY.

UH, AND THEN TONIGHT, UH, THE GOAL IS TO HAVE THE COUNCIL RATIFY US, TAKING THE STEPS TO MAKE THAT FACILITY GO FROM THE TRUSTEES TO THE CITY.

TRUST THE PURPOSE OF THIS TRUST WAS TO, AND I QUOTE PROVIDING SOLELY WITHIN THE CITY OF CHINO HILLS, WHERE THE PUBLIC MAY HAVE THE OPPORTUNITY OF PARTICIPATING IN A QUESTION ACTIVITIES OF ALL MATRON TIMES IN QUOTE, THE CITY OF CHINO HILLS WAS TO DO THIS.

AND AGAIN, I QUOTE AS THEY DEEM APPROPRIATE INPUT FOR THIS TO HAPPEN, HELEN GAVE A TRUST CONSIDERABLE AMOUNT OF MONEY TO MAKE OR DEEMED HER DREAM OF REAL DANNY.

AND MY JOB WAS TO MAKE SURE THE CITY DID NOT REACH THE LEASE AND THAT HER PROPERTY WAS BEING USED IN THE MANNER SHE INTENDED.

IF YOU WALK THROUGH THE 20 ACRES OF THE MCCOY CRESTRON CENTER, SEE THAT THE CITY OF CHINO HILLS DID AN AMAZING JOB AT KEEPING ELLEN'S DREAM ALIVE.

ELLEN, HOWEVER WAS, WAS NOTHING.

IF NOT A REALIST, SHE LIVED ON THE PROPERTY UNTIL SHE DIED, WHERE SHE COULD SEE THE PROGRESS OF IT ALL COMING TOGETHER.

YES, SHE WANTED A QUESTION ACTIVITIES, BUT SHE WAS TICKLED WHEN SHE SAW HER OLD BARN BEING USED FOR PARTIES AFTER IT WAS REDONE, SOMETHING SHE GLAD THEY PAID FOR.

THE CITIZENS OF CHINO HILLS ARE NOT ONLY EQUESTRIAN EVENTS, BUT FOR ALL OF THE OTHER GREAT THINGS THAT CAN TAKE PLACE THERE IT'S LOCATION NEXT TO OUR NEWER COMMUNITY CENTER GIVES THE CITY SOMETHING SPECIAL THAT YOU CANNOT FIND ANYWHERE ELSE.

AS YOU KNOW, THIS WONDERFUL FACILITY WAS DONATED TO THE CITY BY LONG-TIME RESIDENTS, FRANK AND HELEN MCCOY FOR USE AS AN EQUESTRIAN CENTER.

THEY ALSO DONATED VIA MCCOY.

TRUST THEM, EQUATE TRUST MILLIONS OF DOLLARS FOR IMPROVEMENTS WITH THE STIPULATION THAT AFTER THE 25 YEAR LEASE EXPIRE, THE CITY COULD BUY THE QUESTION'S CENTER FOR $1.

THAT PURCHASE IS SET TO TAKE PLACE THIS WEEK AND RANKS UP THERE WITH NATIVE SELLING MANHATTAN ISLAND FOR A HANDFUL OF BEADS AS A GREAT DEAL FOR THE BUYER.

WHEN THE CHINO HILLS EQUESTRIAN OVERLAY WAS FINALIZED IN 2016, CITY COUNCIL PROMISED, CONCERNED RESIDENTS THAT AN EQUESTRIAN COMMITTEE WOULD BE CREATED TO HELP GUIDE FUTURE HORSE RELATED ACTIVITIES, INCLUDING THE USE OF MCCOY'S, BUT THAT COMMITTEE WAS NEVER FORMED.

SO NOW THE CITY IS ABOUT TO OWN A JUUL OF A SMALL EQUESTRIAN FACILITY WITHOUT EXPERTISE OR
