AS A CITY, WE NEED TO CONTINUE TO ATTRACT YOUNG WORKERS AND FAMILIES IN ORDER TO SUSTAIN THE HEALTH OF OUR ECONOMY. BY 2030, MILLENNIALS AND GEN Z WILL MAKE UP 58% OF THE WORKFORCE. OUR GENERATIONS WANT ACCESS TO PUBLIC TRANSPORTATION IN ORDER TO REDUCE TRAVEL EXPENSES, REDUCE OUR CARBON EMISSIONS, AND IN ORDER TO SPEND LESS TIME IN TRAFFIC, UM, AND MORE TIME SPENDING OUR DISPOSABLE INCOMES ON GOODS AND SERVICES THAT IMPROVE THE ECONOMIC SUCCESS OF LOCAL BUSINESSES. ACCORDING TO THE AMERICAN PUBLIC TRANSPORTATION ASSOCIATION, 71% OF PEOPLE WHO USE PUBLIC TRANSPORTATION IN THE US ARE WORKERS, AND 7% ARE STUDENTS. THE AMENDMENT ESTABLISHES CONDITIONS, UH, RELATED TO THE RELEASE AND RETURN OF ANIMALS, WHICH FURTHER IS INTENDED TO ENSURE THE SAFETY OF THE COMMUNITY. ADDITIONALLY, THE CODE, UH, WAS AMENDED AND ESTABLISHES AN ADMINISTRATIVE HEARING PROCESS TO DETERMINE IF DOGS ARE EITHER POTENTIALLY DANGEROUS OR VICIOUS. AND THIS NEW PROCESS WILL EXPEDITE THE DETERMINATION, WHICH WAS PREVIOUSLY HANDLED BY THE COURTS, AND HAS BEEN ADVERSELY IMPACTED AND DELAYED, UH, SINCE THE ONSET OF COVID. THE NEW HEARING PROCESS ALSO INCLUDES THE ABILITY TO APPEAL THE ADMINISTRATIVE DECISION TO THE CITY MANAGER AND ULTIMATELY TO THE SUPERIOR COURTS. BRUNER AND, UH, AND HE BROUGHT THIS ISSUE UP WHEN THIS, UH, MATTER CAME FORWARD, UH, ABOUT A MONTH OR SO AGO ON THE, UH, WASTEWATER FEES, IS HE, UM, THERE ARE THREE DIFFERENT TYPES OF GOVERNMENT, UM, UH, REVENUE DEVICES THAT WERE, UM, UH, REVENUE GENERATING MECHANISMS WERE ADDRESSED BY PROP TWO 18. ONE IS TAXES, ANOTHER IS ASSESSMENT DISTRICTS. HERE IN THE CITY, WE HAVE OUR LIGHTING LANDSCAPING DISTRICTS AND, UM, STREET SWEEPING DISTRICT. AND THEN WE HAVE, UM, AND THEN THE THIRD PART IS FEES, WHICH GENERALLY FOR CITIES, THAT MEANS WATER, WASTEWATER AND SOLID WASTE FEES, TRASH FEES. AND THE TAX ISSUE IS, UM, THAT IS A MATTER THAT IS TAKEN TO THE VOTERS ON A REGULAR BALLOT IN MARCH, NOVEMBER, DEPENDING ON WHEN THE, UH, ELECTION'S HELD. BUT VOTERS HAVE TO APPROVE AT THE BALLOT BY EITHER A MAJORITY VOTE, UM, A GENERAL TAX, OR IF IT'S A SPECIAL TAX, THAT MEANS IT'S, IT'S DEDICATED TOWARDS LIKE POLICE FIRE. SOMETHING LIKE THAT TAKES TWO THIRDS VOTES FOR AN ASSESSMENT DISTRICT. IT IS A, UM, IT TAKES A MAJORITY OF THE PARCELS THAT ARE PART OF THE ASSESSMENT DISTRICT TO APPROVE THE ASSESSMENT. IT'S ON A WEIGHTED BASIS BASED UPON THE AMOUNT OF THE ASSESSMENT. THAT'S THE PROCESS. THE THIRD TYPE IS FEES. AND THAT WAS THE ONE THAT WOULD, I THINK MR. BRUNER WAS REALLY, UH, ADDRESSING WHEN AND HIS OBJECTION [01:20:01] THAT, UH, THE, THE PROCESS THAT IS UTILIZED IS IT'S A, UM, IT'S AN, AN OBJECTION PROCESS. THAT IS, THE LAW REQUIRES THAT A MAJORITY OF THE PARCELS HAVE TO FILE A, UM, OPPOSITION OR OBJECTION, IF YOU WILL, TO THE, UM, FEE. AND IF THEY DO, THEN THE COUNSEL CANNOT IMPOSE THE FEE. HE WOULD LIKE TO CHANGE THAT AND MAKE IT A MAJORITY APPROVAL PROCESS. AND WHAT I EXPLAINED PREVIOUSLY, AND I EXPLAINED AGAIN THIS EVENING, IS PROP TWO 18 WAS A CALIFORNIA CONSTITUTION, UH, PROVISION THAT WAS PUT ON THE BALLOT BACK IN 1995. IT WAS APPROVED BY THE VOTERS. THE CITY DOES NOT HAVE THE AUTHORITY TO CHANGE THE PROCESS. IF HE WANTS TO CHANGE THAT PROCESS, CONTACT THE HOWARD JARVIS TAXPAYER ASSOCIATION, AND, YOU KNOW, THEY'RE THE ONES THAT BRING FORWARD THESE TAX MEASURES AND GET THOSE THINGS, UM, TO THE VOTERS APPROVED. BUT THE CITY OF CHINO HILLS CANNOT JUST CHANGE THE PROCESS FOR FEES. UH, IT'S, AGAIN, IT'S A STATE CONSTITUTIONAL PROVISION. IT, UH, THE CITY CAN'T CHANGE IT. I DON'T KNOW IF I'M, HOPEFULLY I'M CLEAR ENOUGH. I KNOW I'VE EXPLAINED THIS A NUMBER OF TIMES. UM, YOU EXPLAINED IT THE NIGHT OF THE LAST, UH, TWO 18 VOTE. AND I WOULD SAY TOO THAT THE COUNCIL ON THIS CITY GOES BEYOND AND ABOVE WHAT IS REQUIRED, BROUGHT BY PROP TWO 18 AS FAR AS ALERTING THE AMOUNT OF INFORMATION THAT'S PROVIDED TO THE RATE PAYERS IN THE CITY. YOU PROVIDE THEM WITH A, A PROTEST BALLOT SO THAT YOU MAKE IT EASIER FOR THEM TO PROTEST IT IF THEY WANT TO. YOU GIVE THEM AN ENVELOPE. UM, AND A LOT OF CITIES DON'T DO THAT. AND I KNOW IT WAS BROUGHT UP THAT EVENING THAT WHILE YOU HAD, UM, I DON'T REMEMBER THE EXACT NUMBER, THAT 6,068, ABOUT 6,800 THAT OBJECTED OR, UM, TO THE, UH, THE PROPOSED FEE INCREASE IN CHINO WHERE THEY DON'T GET ALL THE INFORMATION. THEY HAD LIKE ONE OR 2% OR SOMETHING MORE GET A BALLOT TO, TO MAIL BACK. RIGHT. THEY DON'T, THEY DON'T GET ANY INFORMATION. SO YEAH, CHINO HILLS IS VERY TRANSPARENT ABOUT THE PROCESS. YOU FOLLOW THE RULES, UM, GO ABOVE AND BEYOND, GO ABOVE, ABOVE AND BEYOND. AND IF, IF MR. BRUNO WANTS TO CHANGE IT AGAIN, YOU REALLY OUGHT TO CONTACT THE HOWARD JARVIS TAXPAYER ASSOCIATION. AND IT WAS AWESOME TO SEE HOW MANY PARTICIPANTS WERE GOING ON OR ATTENDING THERE, AND HOW THEY PARKED THEIR VEHICLES UNDER ALL THE TREES, ET CETERA. IT WAS GREAT TO SEE. UH, SO THAT WAS A GREAT DAY. WE HAD A LOT OF ACTIVITIES GOING ON. AND THEN OF COURSE, FINALLY OUR 9, 9 11 CEREMONY THAT OUR FIRE DEPARTMENT PUTS ON. AND THEY ALWAYS DO A STELLAR JOB. I KNOW THE GIRL SCOUT TROOP WAS THERE. AND IT, IT WAS, UH, AS USUAL, UH, WELL DONE EVENT. AND IT REMINDS US OF WHAT TOOK PLACE 22 YEARS AGO. AND, UM, SOMETIMES PEOPLE FORGET. AND THAT WAS, I THINK, RENAMED PATRIOTS DAY ALSO. SO HOPEFULLY SOME PEOPLE PUT THEIR FLAGS OUT. HE REALLY BROUGHT IT BACK ALIVE, RESONATED WITH THE VALUES THAT EACH COMMUNITY SEEKS SERVICE, UNITY AND PROGRESS. BUT IT WAS HIS DEDICATION TO THE CHINO CITY COUNCIL THAT TRULY SET HIM APART. HE SERVED AS A COUNCIL MEMBER FOR 25 YEARS, ATTENDING OVER 600 COUNCIL MEETINGS AND COUNTLESS CIVIC MEETINGS, ALWAYS WITH THE GOAL OF MAKING A POSITIVE DIFFERENCE IN THE LIVES OF CHINO RESIDENTS. GLENN AND I SERVED TOGETHER FOR MANY YEARS ON THE WATER FACILITIES AUTHORITY AND C D A, WHICH I JUST GAVE A REPORT ON THOSE BOARDS ALONG WITH THE CHAMBER OF COMMERCE BOARD FOR MANY YEARS.
