WE HAVE BEEN THE ONES TO WAVE OUR GREEN, WHITE, AND RED FLAGS AMONG THOSE OF OTHER COUNTRIES. WE HAVE BEEN THE ONES TO STRUM THE GUITARS AND SHOUT THE LYRICS OF OUR OWN HISTORIES. WE HAVE MADE IT OUR OWN DUTY TO TELL OUR FELLOW LATINOS NOT TO TAKE THEREBY LITERACY FOR GRANTED. HIGH PERCENTAGES OF SPANISH SPEAKING STUDENTS POPULATE CLASSROOMS IN AP SPANISH LANGUAGE, A CLASS THAT SERVES AS A PATHWAY TOWARDS THE CALIFORNIA SEAL OF BILITERACY. SOMETHING I HAVE EARNED MYSELF AND CARRY WITH PRIDE AS WE SPEAK. WE ARE DEVELOPING AN OLYMPIAD OF SORTS TO PROMOTE HEALTHY ENGAGEMENT AND COMPETITION IN THE SPANISH LANGUAGE THAT WILL BE OPEN TO SCHOOLS ACROSS THE DISTRICT. STUDENTS WILL LEARN ABOUT THE SPANISH LANGUAGE AND THE LATINO CULTURE THAT DEFINES SOUTHERN CALIFORNIA AND THE CHINO HILLS COMMUNITY. AND THEY WILL HAVE JUST AS MUCH FUN TEACHING, LEARNING IT AS WE WILL TEACHING IT. IT IS A PRIDE FOR WHERE WE COME FROM THAT KEEPS OUR HEADS HELD HIGH, OUR SHOULDERS SQUARE, AND OUR CHEST JUST A LITTLE BIT MORE PUFFED. AND IT'S NOT JUST DURING HISPANIC HERITAGE MONTH, THOUGH IT MAY BE ONLY NOW THAT WE HAVE THE MICROPHONE. YOU HAVE ALLOWED US TO MAKE IT OUR LASTING ENDEAVOR TO CREATE OUR OWN FUTURE BY NEVER FORGETTING THE PAST SACRIFICES THAT HAVE PUT US RIGHT WHERE WE STAND TODAY. NOT ONLY DID MR. ZALE DISREGARD THE GUIDELINES, BUT HE ALSO VIOLATED TWO IMPORTANT MUNICIPAL CODES, C H M C 16.0 0.030, PERTAINING TO THE IMPERVIOUS SERVICE CODE AND C H M C 16.062 PERTAINING TO FENCES, WALLS, AND HEDGES. THESE TWO VIOLATIONS COMPROMISE THE SAFETY OF HIS NEIGHBORS AND OUR COMMUNITY. THIS DISPLACED LATENT DISREGARD, UH, FOR THE RULES THAT GOVERN OUR COMMUNITY SETS OF DANGEROUS PRECEDENT AND RAISES QUESTIONS ABOUT THE INTEGRITY OF OUR CITY'S ENFORCEMENT MECHANISMS TO ADDRESS THIS MATTER, WE, THE CONCERNED RESIDENTS HAVE TAKEN APPROPRIATE ACTION. OVER 60 OF US HAVE SIGNED A PETITION AND SUBMITTED TO THE CITY PLANNING DEPARTMENT HIGHLIGHTING THE MUNICIPAL CODE VIOLATIONS AND URGING, REQUESTING REIN UH, ENFORCEMENT. HOWEVER, THE RESPONSE FROM THE CODE ENFORCEMENT FROM THE CITY MANAGER'S OFFICE HAS BEEN LESS THAN SATISFACTORY. WE WERE INFORMED THAT BECAUSE THE PLANNING DE DEPARTMENT DECIDED TWO DAYS AFTER OUR LETTER, THE MUNICIPAL CODES WERE BEING UNDER REVIEW AND THE VIOLATIONS WERE EFFECTIVELY PUT ON HOLD. IT'S BEEN TWO MONTHS SINCE, AND THIS RESPONSE IS UNACCEPTABLE. IT'S INCONCEIVABLE THAT VIOLATIONS THAT CAN AFFECT THIS NEIGHBOR, HIS NEIGHBORS, ARE NOT PROMPTLY ADDRESSED. COMPARING IT TO SPEED LIMITS UNDER REVIEW ON ROADS WHERE VIOLATORS ARE NOT GIVEN A FREE PASS DURING THE REVIEW PROCESS, WE FIND THIS LACK OF ENFORCEMENT COMPLETELY UNACCEPTABLE. MOREOVER, WE ARE DEEPLY CONCERNED ABOUT THE POTENTIAL INFLUENCE THAT PERSONAL RELATIONSHIPS AND AFFILIATIONS HAVE MAY HAVE ON THE ENFORCEMENT PROCESS. WE ARE WELL AWARE OF MR. ZALES CONNECTIONS WITHIN OUR COMMUNITY, INCLUDING HIS INVOLVEMENT WITH THE B A P TEMPLE AND VARIOUS CITIZEN CITY OFFICIALS. WE ARE COUNSEL TO ACT IMPARTIALLY AND REINFORCE THE LAWS THAT PROTECT OUR COMMUNITY, ENSURING THAT NO PERSONAL RELATIONSHIPS COMPROMISE THE INTEGRITY OF OUR CITY'S ENFORCEMENT PROCEDURES. WE ARE HERE TONIGHT TO RECOMMEND THE APPROVAL OF THE C D B G 2223 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT REFERRED TO AS THE CAPER, WHICH SUMMARIZES THE ACTIVITIES THAT TOOK PLACE DURING THE PROGRAM HERE. LAST YEAR, THE CITY WAS AWARDED 387,000 IN C D B G FUNDS. PLUS THERE WAS AN ADDITIONAL 13,000 FROM PRIOR YEAR UNSPENT FUNDS, PLUS 17,000 IN HOME IMPROVEMENT PROGRAM FUNDS THAT WERE CARRIED OVER A TOTAL OF 167,000 FUNDS WERE SPENT DURING THE PROGRAM. YEAR 36% WAS SPENT ON ADMINISTRATION, WHICH INCLUDES FUNDING TO INLAND FAIR HOUSING AND MEDIATION BOARD FOR FAIR HOUSING SERVICES. AND THERE'S AN UNUSED BALANCE OF 16,700 THAT WILL BE ALLOCATED DURING THE UPCOMING YEAR. 30% WAS SPENT ON PUBLIC SERVICE. UM, I KNOW WE HAVE TENNIS COURTS THROUGHOUT CHINO HILLS, AND I KNOW WE JUST TALKED ABOUT PICKLEBALL, THAT COULD BE A SOLUTION, BUT, UM, WE REALLY HAVEN'T HAD ANY GOOD DIALOGUE AS FAR AS THE TENNIS COURTS AT THE HIGH SCHOOL, AND I WOULD IMAGINE WE POSSIBLY COULD MAKE THAT WORK. SO IT, IT'S, IT'S A VERY ENCOURAGING THING. AND THAT, UH, ORGANIZATION HAS DONE A LOT OF GREAT THINGS AND TURNED AROUND A LOT OF PEOPLE, UH, WHO WERE, UH, HEADED THE WRONG DIRECTION IN LIFE AND, AND ACTUALLY TURNED AROUND AND MADE SOMETHING, UH, VERY USEFUL AND PRODUCTIVE OF THEIR LIVES. NOT TO THROW YOU ON THE SPOT, JONATHAN, IF YOU DON'T KNOW, IT'S COOL. WELL, ACTUALLY, WE HAD A MEETING THE OTHER DAY WITH THE CONSULTANT. NICE. UH, FOR THE FIRST TIME AFTER THE AGREEMENT WAS SIGNED. AND, UH, WE WENT OVER, UH, VARIOUS ITEMS AT THE SKATE PARK. EVERYTHING FROM, UH, SOME PREVENTATIVE MAINTENANCE OF COURSE. UM, THE SKATE PARK IS, UH, 15 YEARS OLD, I THINK. MM-HMM. SOMETHING IN THAT NEIGHBORHOOD THERE. SO AS YOU CAN IMAGINE WITH ANY KIND OF CONCRETE AND STUFF, IT STARTS CRACKING AND, AND SUCH. SO, UM, AND THEN THERE'S SOME OTHER AREAS THAT THEY WERE TALKING ABOUT, UH, SOME IDEAS TO ENHANCE THE EXISTING SKATE PARK AS WE HAVE IT AND SUCH. SO WHAT'S HAPPENING NOW IS, IS THAT I WOULD SAY PROBABLY OVER THE NEXT SIX TO EIGHT WEEK PERIOD OF TIME, THEY'RE GONNA COME UP WITH A, A VARIETY OF RECOMMENDATIONS FOR THE, UH, SKATE PARK AND THEN PRESENT IT TO US, AND THEN WE WILL LOOK AT IT IN THE CONTEXT OF THE BUDGET, WHAT MONIES WE DO HAVE. UM, ORIGINALLY WE HAD $200,000 AVAILABLE TO, UM, DO, UM, A SIMPLER PROJECT WOULD, WHICH WOULD'VE BEEN JUST THE LIGHTS AND SOME PICNIC BENCHES AND ALSO SOME, UM, SHADE, UH, STRUCTURES THERE AND SUCH. AND SO, UM, WE TOOK A LITTLE MORE AGGRESSIVE LOOK AT IT THE OTHER DAY AND SUCH. AND SO WE'LL LOOK TO SEE WHAT THEY HAVE IN MIND. THEY'VE DONE A LOT OF RENOVATIONS TO A LOT OF, UH, PARKS AND, OR A LOT OF CITIES OF SKATE PARKS AND SUCH AND SO, SO TO, TO GREAT SUCCESS ACTUALLY. AND SO WE'LL LOOK FORWARD TO THAT. AND THEN ONCE WE GET THAT, THEN WE COULD LOOK TO, UH, UM, WE'RE GONNA HAVE, WE WANT TO HAVE A WORKSHOP OR WE'RE GONNA HAVE A WORKSHOP. WE'RE GONNA DO IT ACTUALLY OUT AT THE SKATE PARK ITSELF TO WHERE THE SKATERS DON'T HAVE TO COME HERE. WE'RE GONNA GO TO THE SKATERS AND SEE WHAT THOUGHTS AND IDEAS THEY MAY HAVE TOO BASED ON, UM, WHAT THE CONSULTANT'S GONNA COME UP WITH, UM, AS WELL.
