CITY TILE - Presentation of City Tile to Mike Adams for his years of service in the Community Services Department from March 31, 2008 to October 6, 2023] THE FIRST ITEM ON THE AGENDA IS THE PRESENTATION OF A CITY TILE TO MIKE ADAMS FOR HIS YEARS OF SERVICE IN THE COMMUNITY SERVICES DEPARTMENT FROM MARCH 31ST, 20 2008 TO OCTOBER 6TH, 2023. MIKE, WILL YOU PLEASE JOIN THE MAYOR AT THE PODIUM? YOU KNOW THE ROUTINE, MIKE, COME ON DOWN. OKAY. THIS IS BITTERSWEET. YOU HAVE ONE LAST CHANCE TO CHANGE YOUR MIND. , ONE LAST CHANCE NOW. OKAY. THEN WE'LL MOVE ON. WE'RE GOING TO GIVE A PRESENTATION, A TILE TO, UM, MIKE ADAMS. SO MIKE ADAMS IN RECOGNITION OF HIS SERVICE TO THE CITY OF CHINO HILLS, UH, SINCE MARCH 31ST, 2008, SO 15 YEARS, AS YOU CAN IMAGINE, IN HIS 15 YEAR CAREER IN ONE ORGANIZATION, A LOT CAN BE ACCOMPLISHED THROUGHOUT THE SPAN OF HIS CAREER. MIKE WORE MANY HATS HERE AND WORKED HIS WAY UP THE LADDER. HE WAS ONCE A RECREATION SPECIALIST, A UTILITY CONSERVATION SPECIALIST, AND A COMMUNITY SERVICES COORDINATOR ALL BEFORE FINISHING HIS TIME HERE NOW AS COMMUNITY SERVICES SUPERVISOR. SOME OF MIKE'S MORE SIGNIFICANT ACHIEVEMENTS INCLUDE THE CREATION OF THE CITY'S FIRST ADULT EASTER EGG SCRAMBLE EVENT, WHICH HAS GROWN TO BE A FAN FAVORITE IN THE COMMUNITY AND OUTSIDE THE COMMUNITY. BEING THE PROJECT MANAGER FOR THE CITY'S TRAIL SYSTEM PROJECT, WHICH INCLUDED REVISING THE THE CITY TRAIL MAPS FOR ALL 28 TRAILS, CREATING TRAIL SIGNAGE AND FACILITATING THE PLACEMENT OF MILE MARKERS AND TRAILHEAD KIOSKS AMONG, BUT AMONG THE MANY ACCOMPLISHMENTS THAT HE'S, UH, ACHIEVED, HIS MOST CURRENT AND POSSIBLY BIGGEST PROJECT WAS THE RENOVATION AND REHABILITATION OF THE COMMUNITY PARK. MIKE TOOK ON THE ROLE AS LEAD TEAM MEMBER AND OVERSAW MUCH OF THE WORK TO GIVE OUR COMMUNITY PARK A MUCH NEEDED FACELIFT, WHICH WAS ORIGINALLY DEDICATED IN 2007. AS YOU KNOW, MIKE, THE PROJECT, UH, HAS COME A LONG WAY AND IS VERY NICELY, AND OUR PART GOERS ARE INCREDIBLY PLEASED. BRIAN [00:05:01] SEES IT PROBABLY EVERY OTHER DAY AND HEARS FROM PEOPLE HOW THE ENHANCEMENTS HAVE REALLY COME ALONG SO NICELY. SO, THANK YOU FOR BEING THE PROJECT MANAGER ON THAT PROJECT, AND WE'RE NOT DONE YET, BUT YOU'RE MOVING ON. BUT THANK YOU FOR KICK STARTING THAT, UH, THAT TWO PHASES OF THAT PROJECT. WHAT ALWAYS SETS MIKE APART IS HOW HARDWORKING HE IS DEDICATED AND DETAIL ORIENTED. AS A RESULT, MANY OF OUR EMPLOYEES WOULD AGREE THAT HE IS ALWAYS A PLEASURE TO WORK WITH, AND THE COUNCIL MEMBERS WOULD AGREE. ALSO, VERY POPULAR PERSON IN IN CITY HALL. WE WISH YOU THE BEST WITH YOUR FUTURE ENDEAVORS. MIKE, ON BEHALF OF THE ENTIRE CITY COUNCIL, THANK YOU FOR YOUR SERVICE. WE HAVE A CITY TILE FOR YOU, WHICH I'LL GIVE YOU IN A MOMENT, AS WELL AS RECOGNITION CERTIFICATES FROM CONGRESSWOMAN KIM, SENATOR NEWMAN, ASSEMBLY MEMBER CHEN, AND COUNTY SUPERVISOR HAGMAN, ALONG WITH WHOEVER, SIRI, ALONG WITH SIRI, WHOEVER THAT WAS JUST NOW . SO, UH, I'M GONNA GIVE YOU THIS, BUT BEFORE, WHY DON'T YOU SAY A FEW WORDS. I KNOW IT'LL BE SEMI EMOTIONAL. IT WAS LAST WEEK WHEN YOU SAID GOODBYE TO THE STAFF. UH, SO YOU'RE ON, AND WE'LL GET YOU SOME OF YOUR RECOGNITIONS. WELL, I, I FIRST WANNA SAY THANK YOU, AND, UH, I WAS WARNED BEFORE THIS THAT, UH, THERE'S A TWO MINUTE, UH, HOLD, SO I CAN'T GIVE YOU THE SAME SPEECH THAT I STRUGGLED TO GET THROUGH LAST WEEK. BUT, UM, YOU KNOW, I JUST REALLY WANNA START BY SAYING THANK YOU, UM, FOR EVERYTHING. UH, IT'S BEEN HARD TO, UH, STAND HERE AFTER 15 YEARS AND, UH, , I'M NOT GONNA DO THIS AGAIN, BUT, UH, YOU NEED ME TO READ YOUR SPEECH. UM, YOU KNOW, IT WAS EXTREMELY DIFFICULT, UH, AND I HAD A REALLY DIFFICULT TIME MAKING THIS DECISION, AND HONESTLY, I DIDN'T THINK IT WAS GONNA BE AS EMOTIONAL AS IT WAS TO LEAVE. UH, YOU KNOW, MY FAMILY'S HERE WITH ME TONIGHT BECAUSE THEY KNOW THAT THIS PLACE HOLDS A SPECIAL, UH, UH, HEART, UH, HOLDS A SPECIAL PLACE IN MY HEART. YOU KNOW, I GREW UP WORKING HERE, UH, STARTED AT THE AGE OF 21, 22, AND, UH, YOU KNOW, I CAN TRULY SAY THAT, UH, I MADE LIFELONG FRIENDS HERE AND LIFELONG MEMORIES. UM, YOU KNOW, BUT MOST IMPORTANTLY, I HAD THE OPPORTUNITY TO WORK WITH A COMMUNITY THAT I REALLY GREW TO LOVE AND REALLY CONNECTED WITH. UH, AND I'M THANKFUL FOR ALL THE OPPORTUNITIES THAT THIS AGENCY HAS PROVIDED ME THROUGHOUT MY CAREER, UH, AND THE SUPPORT THAT'S BEEN PROVIDED BY THE CITY COUNCIL. UM, WHILE MY TIME WITH CHINO HILLS HAS COME, UH, TO AN END IN THIS CAPACITY, UH, FOR NOW, YOU KNOW, MY MY COMMITMENT TO THIS COMMUNITY ISN'T, UH, YOU'LL CONTINUE TO SEE ME VOLUNTEERING MY TIME AS A COACH OVER WITH A Y S O, UH, CHINO HILLS GIRLS SOFTBALL, AND I'LL PROBABLY BE GETTING ROPED INTO CHINO HILLS' PONY BY SPRINGTIME WHEN MY SON STARTS . UH, YOU MAY EVEN SEE ME VOLUNTEERING MY TIME TO HELP PROVIDE ASSISTANCE AT EVENTS SUCH AS BOAT PARADE, JUST BECAUSE, UH, AS MY WIFE SAID, I CAN'T LET IT GO. UH, AND I JUST WANT TO KEEP HELPING OUT. AND SO, UM, I'M EVEN, UH, LOOKING AT POSSIBLY GETTING INVOLVED AS A BOARD MEMBER WITH THE ESPORTS ORGANIZATION. SO I'LL STILL BE SERVING THIS, UH, THIS COMMUNITY IN SOME TYPE OF CAPACITY, UH, AND LOOK FORWARD TO. AND SO, YOU KNOW, NO DOOR EVER CLOSES. AND OF COURSE, IF THERE'S EVER AN OPPORTUNITY TO RETURN, UH, IT WILL BE FULLY CONSIDERED AS, UH, THIS PLACE HAS BEEN MY HOME AND, AND WILL CONTINUE TO BE THAT. UH, THANK YOU FOR EVERYTHING, AND I WISH YOU GUYS ALL THE BEST. MIKE, YOU CAN PROBABLY FINALLY, UH, PARTICIPATE IN THE WINE WALK AS A REAL PARTICIPANT , I, UH, I'VE BEEN TOLD I CANNOT DO THAT THIS YEAR, UH, THIS YEAR. THAT IF I DO THAT, THEY'RE ALL GONNA SHUN ME. SO , FOR SURE. ANYBODY, ANY COLLEAGUES WANNA SAY ANYTHING? NOW'S THE TIME. OKAY. IT'S NOT A ROAST , IT COULD BE. ALRIGHT, WELL, FIRST OF ALL, RAY AND I CAUTION YOU ON GOING ON THE BOARD OF DIRECTORS OF A, OF A YOUTH SPORTS ORGANIZATION. LOOK WHAT HAPPENED TO US. IT LED US TO A CITY COUNCIL. BUT ON BEHALF OF ALL MY COLLEAGUES AND THE CITIZENS OF CHINO HILLS AND STAFF, WE WANT TO GIVE YOU WITH THE COVETED, UH, PLAQUE THAT, UH, TILE THAT EVERYBODY RECEIVES, IF YOU'VE HAD LONG-TERM SERVICE OR AS A COMMISSIONER OR AS A COUNCIL MEMBER. SO, MIKE, THIS IS FOR YOU. AND ALSO WE'VE GOT CERTIFICATES, WHICH YOU CAN TAKE BACK AND, UH, PROUDLY DISPLAY FROM, AS I MENTIONED EARLIER, ALL THE REPRESENTATIVES FOR CHIN HILLS. SO CONGRATULATIONS. AS YOU MOVE ON, MAYBE WE'LL SEE YOU BACK DOWN THE ROAD. SO WE'LL DO THE GROUP PHOTO WITH ALL OF US, UH, WHICH MAKES SENSE. SO WE'RE ON CONGRATULATIONS. DO DO, YEAH, THIS IS GOOD. YEAH, THIS IS GOOD. YEAH. LITTLE COLOR. [00:10:03] IT HAS FAMILY. WHAT ABOUT YOUR WIFE AND YOUR YEAH, FAMILY. COME ON UP. I HAVE YOUR MOM COME UP TOO. I KEEP MINE FROM CRYING. COME ON, MOM. YOU HAVE TO COME UP HERE TOO. YES, YES, YES. COME ON, . YOU'RE PART OF THIS DECISION. WE HAVE A PHOTOGRAPHER. SHE'LL, SHE'LL TAKE CARE OF IT FOR YOU. COME ON, WHAT WE DO, WE HAVE A PHOTOGRAPHER. . SO CUTE. GOOD LUCK, MIKE. WE'RE PROUD OF GOOD LUCK. OH, NO. BYE. NICE TO SEE YOU. NEXT [2. UH, GOOD EVENING, UM, MAYOR, COUNCIL AND COMMUNITY MEMBERS, I REALLY WANT TO JUST, UH, SAY THANK YOU FIRST AND FOREMOST FOR THE RECOGNITION. UH, AS MOST LEADERS KNOW THAT THIS JOB DOESN'T GET DONE WITHOUT, UH, THE FOLKS THAT ARE OUT THERE DOING THE GOOD WORK. SO I REALLY WOULD LIKE TO EXTEND A, A, A VERY HEARTFELT THANK YOU TO OUR FIRE MARSHAL DANIELLE O'TOOLE, WHO COULDN'T BE HERE TONIGHT, UH, WITHOUT HER. AND THE GOOD WORK SHE DOES IN THE FIRE PREVENTION AND MAKING SURE THAT THE COMMUNITY MEMBERS HAVE ALL THE INFORMATION THEY NEED TO MAINTAIN A SAFE COMMUNITY. UH, UH, NONE OF THIS WOULD BE POSSIBLE. CRIME PREVENTION PROGRAMS LIKE THE ANNUAL NATIONAL NIGHT OUT EVENT IN THE NEIGHBORHOOD WATCH PROGRAM ARE EFFECTIVE BECAUSE THEY ENCOURAGE PARTNERSHIPS BETWEEN LAW ENFORCEMENT AND THE REST OF OUR COMMUNITY. THROUGH EDUCATION, THROUGH [00:15:01] EDUCATIONAL OPPORTUNITIES LIKE THESE, OUR RESIDENTS ARE GIVEN A CHANCE TO LEARN THE STEPS THEY CAN TAKE TO REDUCE THE CHANCES OF BECOMING A VICTIM. AH, TED. TED AND YOU, WHATEVER YOUR NAME IS. OKAY. SO WHO WOULD LIKE TO SAY A FEW WORDS? I'LL SAY? ALL RIGHT. THAT'S OKAY. MCGRATH MCGRATH, THANK YOU. WE WANTED TO THANK YOU SO MUCH, SIR, AND FOR CITY COUNCIL FOR RECOGNIZING THAT THIS IS SUCH AN IMPORTANT MONTH FOR US. I KNOW THAT MOST FACES OUT THERE DO RECOGNIZE OUR FAVORITE DOG DETECTIVE, RIGHT? IT IS HIS BIRTHDAY THIS MONTH. UM, HE WAS INTRODUCED INTO THE SCENE IN 1982, SO IT'S A BIG MONTH FOR US. AND WHY WE WANTED TO BRING HIM IS THAT THE NATIONAL CRIME PREVENTION COUNCIL. THIS MONTH IS REALLY FOCUSED ON MCGRUFF. SO THEY'RE TRYING TO REALLY BRING HIM BACK OUT AGAIN INTO THE PUBLIC EYE. SO WE WANTED TO JUST SAY THANK YOU AGAIN, THANK YOU FOR THE RECOGNITION AND, UM, ANY, ANYTHING YOU NEED. PROCLAMATION - Proclaiming October as Breast Cancer Awareness Month] NEXT, WE HAVE A PROCLAMATION PROCLAIMING OCTOBER AS BREAST CANCER AWARENESS MONTH TO BE ACCEPTED BY KIM CARU FROM PEACE LOVE TOTE. KIM, WILL YOU JOIN THE MAYOR HERE? KIM, COME ON OVER THERE. WELCOME. NICE TO SEE YOU. EVERY OCTOBER, AMERICANS STAND IN SOLIDARITY WITH THOSE WHO ARE BATTLING BREAST CANCER AND THOSE AT RISK OF BREAST CANCER. BREAST CANCER TOUCHES THE LIVES OF AMERICANS FROM EVERY BACKGROUND AND IN EVERY COMMUNITY IN OUR NATION. WE ENCOURAGE EVERYONE TO RECOGNIZE THAT THOSE WHO ARE BATTLING BREAST CANCER AS WELL AS THE ONGOING EFFORTS OF DEDICATED ADVOCATES, RESEARCHERS, AND HEALTHCARE PROVIDERS WHO STRIVE EVERY DAY TO DEFEAT THIS TERRIBLE DISEASE, TO ACCEPT THIS PROCLAMATION AS KIM CREW OF PEACE, LOVE, TOTE. YOU GOT IT. ALL RIGHT, YOU'RE ON, KIM. UM, MY NAME IS KIM AND I'M AN EIGHT YEAR CANCER SURVIVOR. AND, AND, UM, IT WAS A TOUGH JOURNEY FOR ME AND, UM, AT THAT TIME I KNEW NO ONE WHO HAD BEEN THROUGH IT, SO IT WAS A REALLY TOUGH TIME. SO WHEN I DID GET THROUGH IT, ABOUT TWO AND A HALF YEARS LATER, I DECIDED TO START MY OWN FOUNDATION AND HELP OTHER PEOPLE GOING THROUGH CANCER TREATMENTS. AND TO BE HERE TONIGHT IS SUCH AN HONOR BECAUSE I HAVE LIVED IN CHINO HILLS FOR 31 YEARS, AND I'M AN ENGLISH TEACHER AT CANYON HILLS JUNIOR HIGH. THIS IS MY 18TH YEAR. SO TO HELP PEOPLE IN MY OWN COMMUNITY IS JUST BRINGS ME SO MUCH JOY AND, UM, SUCH AN HONOR TO HELP THEM. AND I APPRECIATE EVERYONE HERE SO MUCH FOR ACKNOWLEDGING MY FOUNDATION. YOU'RE WELCOME. IT MEANS SO MUCH TO ME. THANK YOU. AWESOME, KIM. THANK YOU. SO, ON BEHALF OF CITY COUNCIL AND OUR CITIZENS, HERE'S YOUR PROCLAMATION AND LET'S DO A PHOTO. THANK, THANK YOU. I'LL [00:20:01] THANK YOU. WE HAVE THEM GOING ON THAT BRIGHT POWER RIGHT NOW. OKAY. THANK YOU. THANK YOU, KIM. NEXT [5. PROCLAMATION - Proclaiming October as Domestic Violence Awareness Month] WE HAVE A PROCLAMATION PROCLAIMING OCTOBER AS DOMESTIC VIOLENCE AWARENESS MONTH TO BE ACCEPTED BY RHONDA BELTRAN AND PAT BELL FROM THE HOUSE OF RUTH. WILL YOU JOIN THE MAYOR? HEY PAT, WELCOME. IT'S JUST YOU TONIGHT. ALRIGHT. WELCOME. NICE TO, NICE TO SEE YOU. NICE TO YOU. THANK YOU. YOU'RE WELCOME. DOMESTIC VIOLENCE AFFECTS PEOPLE OF ALL GENDERS, AGES, UH, ETHNIC CULTURES, SOCIAL, RELIGIOUS ECONOMIC GROUPS THROUGHOUT OUR NATION. IN CALIFORNIA, APPROXIMATELY 35% OF WOMEN AND 31% OF MEN EXPERIENCE PHYSICAL, INTIMATE PARTNER VIOLENCE IN THEIR LIFETIMES. AS A RESULT, DOMESTIC VIOLENCE PROGRAMS ARE MADE AVAILABLE IN CALIFORNIA TO PROVIDE ESSENTIAL SERVICES FOR SURVIVORS AND THEIR FAMILIES, AS WELL AS SPREAD AWARENESS ABOUT THIS ISSUE, WHICH IS KEY. ON BEHALF OF THE CITY COUNCIL, WE PROCLAIM, UH, THE MONTH OF OCTOBER AS DOMESTIC VIOLENCE AWARENESS MONTH AND ENCOURAGE RESIDENTS TO SUPPORT AND AMPLIFY DOMESTIC VIOLENCE PREVENTION EFFORTS TO DECREASE THE LIKELIHOOD OF PERPETRATION AND CREATE A SAFER IN COMMUNITY ENVIRONMENT. TO ACCEPT THIS PROCLAMATION, WE HAVE PAT BELL, CHIEF EXECUTIVE OFFICER OF HOUSE OF RUTH, WHO WE LOVE AND TRY TO SUPPORT EVERY YEAR. SO PAT, THE MICROPHONE IS YOURS. TAKE AS MUCH TIME AS YOU NEED TO TALK ABOUT THE ISSUE. THANK YOU VERY MUCH, MAYOR. IT IS AN HONOR TO BE HERE TONIGHT AND WITH ALL OF MY FAVORITE CITY COUNCIL PEOPLE THAT, THAT TRULY DO SUPPORT OUR MISSION AND HAVE SUPPORTED OUR AGENCY FOR YEARS. WE ARE VERY APPRECIATIVE OF CHINO HILLS. AND I JUST WANT TO SAY TO ALL OF THE RESIDENTS OF THIS COMMUNITY THAT DOMESTIC VIOLENCE IS PREVALENT. THIS IS OUR MONTH TO LIFT UP THE AWARENESS AROUND IT AND LET EVERYONE KNOW THAT HOUSE OF RUTH IS AVAILABLE TO OFFER SUPPORTIVE SERVICES TO YOU. AND THE THE BRAVEST THING THAT A PERSON CAN DO IS PICK UP THE PHONE AND CALL OUR HOTLINE. AND OUR HOTLINE NUMBER IS 8 7 7 9 8 8 5 5 5 9. AND WE ARE HERE TO HELP, WHETHER IT'S SHELTER, COUNSELING, UH, SUPPORTIVE SERVICES, CHILDREN'S THERAPY, WE DO ALL OF THAT AND WE CAN HELP YOU FIND SAFETY AND, UH, A STEPPING STONE ONTO YOUR NEW JOURNEY. SO THANK YOU VERY MUCH TO THE CITY OF CHINO HILLS FOR ASSISTING US AND PROVIDING SUPPORT, AS YOU ALWAYS DO. WE, WE DO HAVE A COUPLE OF QUICK EVENTS COMING UP FOR THIS MONTH TO CELEBRATE DOMESTIC VIOLENCE AWARENESS. TOMORROW NIGHT, WE'RE HOSTING A SURVIVOR'S PANEL AT OUR MAIN OUTREACH OFFICE IN POMONA ON THE 14TH. THIS SATURDAY WE'RE HOSTING MOVABLE FEAST, WHICH IS A WONDERFUL DINNER FUNDRAISER. AND ON OCTOBER 26TH, WE'RE HOSTING OUR ANNUAL CANDLELIGHT VIGIL, WHICH HONORS THOSE THAT HAVE LOST THEIR LIVES TO A DOMESTIC VIOLENCE INCIDENT. SO THANK YOU VERY MUCH AGAIN, THANK YOU FROM OUR CITY COUNCIL MEMBERS AND THE COMMUNITY, UH, SEEKING AWARENESS FOR DOMESTIC VIOLENCE. SO THANK YOU FOR BEING HERE. THANK YOU. LET'S DO A PHOTO. YES, PETER, WHERE YOU WALK UP. I WANNA JUST DO A SIDE NOTE WITH, UM, PEACE, LOVE TOTE BEFORE SHE LEAVES. SHE, SHE SELLS HERSELF SHORT AND SHE'S VERY HUMBLE LADY. BUT SPECIFICALLY WHAT, WHAT KIM DOES, WHICH IS SO AMAZING, JUST, I DON'T KNOW, A WEEK AGO I HAVE A NEIGHBOR AND CLOSE FRIEND THAT WAS DIAGNOSED WITH BREAST CANCER AND I CALLED KIM. AND WITHIN 24 HOURS SHE DELIVERED THIS BEAUTIFUL TOTE BAG THAT IS JUST STUFFED WITH ALL THE ITEMS THAT SOMEONE WILL NEED GOING THROUGH CANCER TREATMENT, UM, THINGS YOU WOULDN'T EVEN THINK OF. AND THEN, UM, SHE WRITES A REALLY HEARTFELT NOTE. UM, SHE WOULDN'T TAKE ANY MONEY, WHICH SHAME ON YOU, BUT WE'RE GONNA FIND A WAY TO DONATE TO YOU. AND, UM, SHE JUST DOES THAT WITH THE BIGGEST HEART AND SHE DOES IT THROUGHOUT OUR COMMUNITY. SO I ENCOURAGE YOU, IF YOU HAVE A LOVED ONE THAT'S GOING THROUGH THIS TO PLEASE REACH OUT TO KIM. AND THIS IS WHAT HER MISSION IS, IS TO DELIVER A TOTE TO YOUR HOUSE OR DIRECTLY TO, UH, YOUR FRIEND THAT'S GOING THROUGH THAT. SO IT WAS AN HONOR TO HAVE YOU HERE TONIGHT, KIM. THANK YOU. THANK YOU. AND I LEFT OUT ON THE THERE. OH, GOOD. GOING THROUGH CANCER, PLEASE, KIM. APPRECIATE IT. [00:25:03] ALRIGHT, MOVING [6. PUBLIC COMMENTS: At this time, members of the public may address the City Council regarding any items within the subject matter jurisdiction of the Council, whether or not the item appears on the agenda, except testimony on Public Hearing items must be provided during those hearings. Please complete and submit to the City Clerk a "Request to Speak" card. Comments will be limited to three minutes per speaker.] ON. AT THIS TIME, MEMBERS OF THE PUBLIC MAY ADDRESS THE CITY COUNCIL REGARDING ANY ITEMS WITHIN THE SUBJECT MATTER JURISDICTION OF THE COUNCIL, WHETHER OR NOT THE ITEM APPEARS ON THE AGENDA, EXCEPT TESTIMONY ON PUBLIC HEARING ITEMS, WHICH MUST BE PROVIDED DURING THOSE HEARINGS. PLEASE COMPLETE AND SUBMIT TO THE DEPUTY CITY CLERK A REQUEST TO SPEAK CARD. COMMENTS WILL BE LIMITED TO THREE SPEAKERS PER MINUTE. MAYOR, I DO HAVE, UM, THREE SPEAKER CARDS FOR ITEM NUMBER 13. DO YOU WANT THEM TO SPEAK DURING PUBLIC COMMENTS OR WILL THAT ITEM BE PULLED OR, UH, LET'S DO THAT. UM, LET'S GO AND DO THAT NOW. DO THAT NOW. OUR FIRST SPEAKER IS BOB GOODMAN. GOODMAN. GOOD EVENING COUNSEL. GOOD EVENING, RESIDENTS OF CHINO HILLS. MY NAME IS BOB GOODWIN. UM, I'M HERE TONIGHT TO TALK ABOUT THE ITEM THAT I SAW THAT WAS GOING TO BE DISCUSSED TONIGHT. THE MAYOR'S WALL DISPLAY THAT IS BACK ON THE TABLE. UM, I WAS A LITTLE DISHEARTENED TO SEE THAT. UM, I THINK THERE'S A LEGITIMATE CONCERN AMONGST THE PUBLIC AS TO THIS EXPENDITURE OF 30, ROUGHLY 35 TO $38,000 FOR A MONUMENT. THAT REALLY WHAT'S THE NEED? WHAT'S THE REASON? WHAT'S THE LOGIC? UM, THE MAYOR IS NOT AN ELECTED POSITION IN CHINO HILLS. IT'S APPOINTED THROUGH THE ROTATION BASIS WITH THE CITY COUNCIL. UH, THE RESIDENTS VOTE FOR THE COUNCIL, BUT RESIDENTS DON'T VOTE FOR THE MAYOR STAFF TIME AND MONEY TO GO INTO THE CREATION. THE DEVELOPMENT AND THE MAINTENANCE OF THIS, I THINK COULD BE SPENT IN OTHER MORE EFFECTIVE WAYS, NOT IN PROMOTING, UM, OUR COUNCIL, OUR MAYORS, OR WHAT HAVE YOU. UM, YOU KNOW, WE'RE 32 YEARS OLD AND THIS HAS NEVER BEEN AN ISSUE. WHY HAS IT BECOME AN ISSUE OR BECOME A NEED AT THIS POINT? I DON'T UNDERSTAND. UM, YOU KNOW, PUBLIC SERVICE IS EXACTLY THAT. PUBLIC SERVICE. UM, I DON'T KNOW WHERE OR WHO OR WHY SOME WOULD, WOULD GET INTO IT FOR PUBLIC RECOGNITION. UM, BUT THAT SEEMS TO BE WHAT THIS TO ME ON THE SURFACE APPEARS TO BE ABOUT. NOT A TESTIMONY TO THE PEOPLE THAT PRECEDED ALL OF US OR PRECEDED YOU OR, OR WHATEVER, OR DOWN THE ROAD. I JUST REALLY THINK THAT THERE ARE BETTER THINGS WE CAN SPEND THIS MONEY ON IN, WITHIN THE PUBLIC SECTOR AND NOT USE PUBLIC FUNDS TO CREATE A MONUMENT FOR, I DON'T KNOW WHAT, FOR SELF GRATIFICATION. I QUESTION THAT. THANK YOU. OKAY. OUR NEXT SPEAKER IS GREG FRESH ZAKI ZAKI MAYA, MY APOLOGIES. HELLO CITY COUNCIL. HELLO, GREG. HI, NOW AM I SUPPOSED TO TALK FOR TWO HOURS AND 56 MINUTES? AND YOU WILL. I'M GONNA BE A LITTLE SHORTER THAN THAT. UH, ABOUT TWO YEARS AGO, COUNCILMAN BRIAN JOES SUGGESTED AN EAGLE BUILDING $50,000 MEMORIAL FOR THE HISTORY AND LEADERSHIP OF CHINO HILLS TO RECOGNIZE THE MAYORS AND FUNDED BY THE CITY CITIZENS. TONIGHT, THE SHRINE FOR ALL CITY MAYOR . TONIGHT THE SHRINE FOR ALL CITY MAYORS IS ON THE AGENDA. AGAIN, THE FACT THAT THIS WAS SUGGESTED BY A FORMER MAYOR WITH LITTLE COMMUNITY SUPPORT REEKS OF NARCISSISM AND A HIGHLY EXAGGERATED SENSE OF ENTITLEMENT AS DESCRIBED, THIS MEMORIAL FEATURE OF FIVE INCH BY SEVEN INCH PHOTO OF EACH MAYOR AND HAVE SUFFICIENT SPACE TO COVER THE MAS THROUGH 2099 MM-HMM BY THE END, BY BY 29, BY THE TURN OF THE NEXT CENTURY, THERE'LL BE A HUNDRED MAYORS ON THIS WALL AT FIVE INCH BY SEVEN INCH. THAT IS EQUAL TO, UH, 42 FEET BY 58 FEET, OR OVER 2,400 SQUARE FEET. THAT'S THE FOOTPRINT FOR AN AVERAGE HOUSE IN CHINO HILLS. COMPARING THIS DISPLAY TO A WELL-KNOWN ICONIC MEMORIAL MOUNT RUSHMORE, THIS ICON, IF YOU MEASURE THE LENGTH OF MOUNT RUSHMORE BY THE HEIGHT EQUALS 12,000 SQUARE FEET. THE PROPOSED MEMORIAL WALL IS 20% OF THE AREA OF MOUNT RUSHMORE. SINCE WE'RE ASSOCIATING THIS WITH MOUNT RUSHMORE, WE NEED A NAME FOR THIS TRIBUTE AND THE TRIBUTE TO THE MAYORS. I WOULD RECOMMEND MOUNT FLUSH MORE. AND WHAT BETTER PLACE TO LOCATE MOUNT FLUSH MORE THAN THE PUBLIC RESTROOMS IN CITY HALL? [00:30:05] I APPRECIATE THE SERVICE EACH CITY COUNCIL MEMBER PROVIDES TO MAKE, TO MAKE CHINO HILLS A WONDERFUL PLACE. WOULD LIKE TO REMIND THE COUNCIL THAT THE POSITION OF MAYOR IS, IS NOT AN ELECTED POSITION. THE MAYOR OF CHINLE HILLS IS ROTATED ON AN ANNUAL BASIS AMONGST THE FIVE COUNCIL MEMBERS AND EACH OF YOU HAVE HAS SERVED AS MAYOR. IN CONCLUSION, I'D LIKE TO RECOGNIZE THE SACRIFICES EACH OF YOU HAVE MADE FOR OUR CITY. AND I'D LIKE TO PRESENT YOU WITH AN APPROPRIATE AWARD. IT IS A SMALL REMINDER THAT YOUR SERVICE TO THE CITIZENS OF CHINO HILLS IS, IS NOT TO MAKE ACTIONS TO SATISFY A GRANDIOSE SENSE OF YOURSELF, BUT TO SERVE THE CITIZENS. SO I'M GONNA PRESENT EACH OF YOU WITH A TROPHY, A PARTICIPATION OKAY. APPROACH. I THOUGHT IT WAS GONNA BE A TINY BOWL WITH MOUNT FLUSH MORE. YEAH. ACTUALLY, YOU KNOW WHAT, NO, THANK YOU GREG. I HAVE PLENTY. I'LL PASS ON IT ALSO. THANKS GREG. THANK YOU. THANK YOU FOR YOUR ADDRESS, SIR. I'LL TELL YOU WHY NOT. YEAH, WHY NOT? THANK YOU SIR. FEW MULLER. RAY, THANK YOU VERY MUCH. I HAVE COMMENTS. LEMME CALM DOWN. OUR NEXT SPEAKER IS JIM GALLAGHER. WOULD YOU LIKE YOUR SPEAK MR. ZAKI? YEAH. YOU WANT TO FRAME IT? WE'LL FLUSH IT. OH, IT'LL BE IN THE CHAMPION. SO, GREETINGS, UH, MR. MAYOR, COUNSEL, STAFF AND FELLOW RESIDENTS. UH, I TOO HAVE BEEN WONDERING ABOUT THE MAYOR'S WALL. UH, BUT I THINK I'M COMING AT IT FROM A SLIGHTLY DIFFERENT PERSPECTIVE. UH, I CERTAINLY SEE THAT THERE IS A CONTROVERSY THAT, UH, MR. GOODWIN AND MR. ZAKI, AS WELL AS OTHERS IN THE COMMUNITY HAVE UH, INDICATED THAT THERE IS SOME CONCERN ABOUT IT BEING STRICTLY FOR MAYORS. AND THE WAY IT'S SET UP, ALL COUNCIL PEOPLE THAT HAVE EVER SERVED WILL BE ON THE MAYOR'S WALL AS THEY INDICATED. UM, FOR ONE, I'M CURIOUS ABOUT THE TITLE, UH, LOCATION TWO, OPTION TWO, AND THE INSTALLATION OF A HISTORY AND LEADERSHIP DISPLAY. UH, AS A MEMBER OF THE CHINO HILLS HISTORICAL SOCIETY, I'M THINKING THAT IF WE WERE GOING TO DO ANYTHING LIKE THIS, I WOULD RATHER SEE A HISTORICAL DISPLAY, MUCH LIKE WHAT WE DO, EVERY FOUNDER'S CELEBRATION WHERE WE BRING OUT THE OLD PICTURES AND SHOW THE PROGRESS THAT THE CITY HAS MADE. AND IF YOU WANTED TO INCLUDE THE LEADERSHIP THAT SERVED DURING THAT PERIOD, WHICH WE OFTEN DO, I THINK THAT WOULD BE A MUCH MORE EFFECTIVE DISPLAY AND WOULD HAVE MUCH MORE MEANING TO THE CITIZENS OF THE COMMUNITY. SO THAT'S MY ONLY INPUT. UH, I WOULD LIKE TO SEE A HISTORICAL WALL, SO THANK YOU. ALRIGHT, THANKS SIR. NEXT IS DOMINIC. ALRIGHT, FOLLOW THAT. DOMINIC FOLLOW UP. ALRIGHT, , UH, I'M JUST GONNA READ IT OFF. IT'S, UH, SURE. I THINK OUR, AM I STARTING YET? THERE YOU GO. OKAY. HONORABLE MEMBERS OF THE, UH, CITY COUNCIL. UM, I HAVE HERE A PETITION OF 133 PETITIONS, UH, FOR ANO, UH, THE LLANO COMMUNITY. SO I THOUGHT I'D READ OFF WHAT THEY WANTED ME TO, UM, TO, UH, COMMUNICATE TO YOU GUYS. SO, UM, WE ARE PRESENTING THE PETITIONS BEARING THE SIGNATURES OF 133 LLANO PROPERTY OWNERS THAT REPRESENT OVER 65% OF LLANO COMMUNITY WHO SHARE THE OPPOSITION TO ANY FUTURE PROPOSED CHANGES IN THE USE OF THE LLANO GOLF COURSE AND ITS ASSOCIATED PROPERTIES. OUR COLLECTIVE VOICE IS CLEAR AND RESOLUTE. WE ARE UNWAVERING IN OUR SUPPORT FOR THE RESTORATION OF THE LLANO GOLF COURSE AND STRONGLY OBJECT TO ANY ALTERATIONS OR MODIFICATIONS TO ITS CURRENT STATUS. SPECIFICALLY, WE OPPOSE ANY ALTERNATIVE USES SUCH AS THE CONVERSION OF THE GOLF COURSE INTO A VINEYARD OR ANY OTHER USE THAT DEVIATES FROM ITS ESTABLISHED PURPOSE AS A GOLF COURSE. WE FIRMLY BELIEVE THAT IMPLEMENTING SUCH CHANGES WILL HAVE A DETRIMENTAL IMPACT ON PROPERTY VALUES AND THE OVERALL QUALITY OF LIFE FOR ANO RESIDENTS. WE URGE THE CITY COUNCIL TO CONSIDER THE LONG-TERM IMPACT ON OUR COMMUNITY. WHEN EVALUATING ANY PROPOSALS RELATED TO THE ANO GOLF COURSE, OUR COMMUNITY'S WELLBEING, THE PROTECTION OF OUR PROPERTY VALUES, AND THE PRESERVATION OF OUR WAY OF LIFE ARE OF PARAMOUNT IMPORTANCE TO US. WE RESPECTFULLY REQUEST THAT YOU CAREFULLY REVIEW THE ENCLOSED PETITIONS AND TAKE INTO CONSIDERATION THE OVERWHELMING OPPOSITION TO ANY CHANGES THAT WOULD ALTER THE CURRENT USE AND ZONING OF THE LLANO GOLF COURSE. WE APPRECIATE YOUR THOUGHTFUL CONSIDERATION AND SUPPORT ON THIS MATTER AND HOPE THAT OUR VOICES WILL BE HEARD AND [00:35:01] RESPECTED. THANK YOU FOR YOUR TIME AND ATTENTION TO THIS CRITICAL ISSUE. SO I HAVE THIS, DOMINIC? YES. OKAY. THANK YOU. THANK YOU. THANK YOU GUYS. ALRIGHT, THANK YOU MUCH. NEXT WE HAVE MIKE KRIEGER. HEY THERE. GOOD EVENING, MR. MAYOR AND CITY COUNCIL AND MEMBERS OF THE COMMUNITY. MY NAME'S MIKE KRIEGER. I'M ON THE BOARD OF DIRECTORS OF THE CHINO VALLEY FIRE DISTRICT. AND I JUST WANNA BRING ATTENTION TO TWO GREAT EVENTS THAT WE HAVE COMING UP ON SATURDAY, OCTOBER 21ST, WE WILL HAVE OUR ANNUAL OPEN HOUSE AT, AT STATION 61. THIS IS OFF OF SCHAEFFER AVENUE IN THE CITY OF CHINO. LAST YEAR WE HAD, UH, SEVERAL THOUSAND PEOPLE SHOW UP TO THIS, AND THIS YEAR WE'RE EXPECTING THAT IT'S A GREAT EVENT FOR THE, TO BRING KIDS OUT TOO AND TO COME SEE HOW, UH, WE HAVE, WE HAVE DIFFERENT DISPLAYS OF FIRE ENGINES, THERE'LL BE PEOPLE COOKING HOT DOGS, AND THERE'S SOME GREAT DISPLAYS, UH, AND, AND OTHER VENDORS THAT WILL BE OUT THERE AS WELL. SO PLEASE JOIN US FOR THAT. THE OTHER EVENT WE HAVE COMING UP IS OUR ANNUAL STATE OF THE FIRE DISTRICT. THAT'S GONNA BE HAPPENING OCTOBER 25TH. UH, ONCE AGAIN, IT'S STATION 61. UH, AND FOR TICKETS FOR THAT AND TO LEARN MORE ABOUT THAT, UH, PLEASE GO, UH, TO CHINO VALLEY FIRE DISTRICT WEBSITE AND IT'S LOCATED ON THERE. AND THAT'S IT FOR ME. AND ALSO 15. AND 15. YEP. ALL RIGHT. 13 AND 15. SO THAT MOTION, MAYOR, CAN I, BRIAN MADE A MOTION. I'LL SECOND. SECOND. PERFECT. FOR THE REMAINDER FOR COUNCIL MEMBER MARQUEZ, DID YOU LOCK IN YOUR VOTE? IT'S BEEN LITTLE WHILE YOU, THANK YOU. . MOTION PASSES FIVE ZERO. [13. Approve rendering entitled “Location 2, Option 2” as selected and approved design to proceed with build and installation of History and Leadership Display in lobby of Chino Hills Government Center and take other related actions] THE FIRST ITEM IS ITEM NUMBER 13, TO APPROVE THE RENDERING AND TITLE, LOCATION TWO. OPTION TWO AS A SELECTED AND APPROVED DESIGN TO PROCEED WITH THE BUILD AND INSTALLATION OF THE HISTORY AND LEADERSHIP DISPLAY IN THE LOBBY OF THE GOVERNMENT CENTER. [00:40:01] ALRIGHT, RYAN. ALRIGHT, KICK THINGS OFF. WELL, I HAD, UH, INITIALLY , UH, ASKED FOR THIS, BUT A COUPLE YEARS BACK. UM, AND I'LL KIND OF, UH, GIVE MY, MY THOUGHTS ON WHY I HAD PROPOSED IT. UM, I, I HAD PROPOSED IT BEFORE OUR 30TH ANNIVERSARY AS A CITY. MY THOUGHT WAS, YOU KNOW, IF YOU LOOK IN THE BACK OF THE COUNCIL CHAMBERS, WE HAVE A PREHISTORIC DISPLAY OF WHAT WE, OF WHAT WE FOUND THROUGHOUT, YOU KNOW, ARCHEOLOGICAL PROJECTS IN TOWN. IF YOU LOOK IN THE ATRIUM AT CITY HALL, YOU CAN FIND, YOU KNOW, PREHISTORIC, YOU KNOW, WHALE BONE, DINOSAUR BONE, ALL SORTS OF STUFF THAT WE'VE FOUND. AND MY THOUGHT WAS, HEY, WHEN WE'RE COMING UP TO 30 YEARS AS A CITY, YOU KNOW, KIDS THAT HAVE GONE THROUGH WICKMAN ELEMENTARY OR KIDS THAT GO TO THE THALMAN LIBRARY, IT MIGHT BE A LITTLE NICE THING TO HAVE A DISPLAY FOR KIDS IN TOWN AND FOLKS THAT WEREN'T NECESSARILY FROM THE FOUNDING OF CHINO HILLS TO KNOW, TO KNOW, TO KNOW THE HISTORY. AND, AND I APPRECIATE STAFF GOING THROUGH AND, AND TRYING TO, TRYING TO WRITE THAT HISTORY ABOUT WHO WE ARE AS A CITY. I I DIDN'T GROW UP HERE, YOU KNOW, I DON'T THINK NONE OF US DID, BUT MY KIDS ARE GROWING UP HERE AND WE HAVE A GENERATION OF KIDS THAT ARE GROWING UP IN CHINO HILLS THAT NEVER, OR THAT, THAT NEED TO KNOW HOW WE BECAME A CITY. LIKE, I, I LIKE MY DAUGHTER TO KNOW THAT THE FIRST MARE WAS A WOMAN. LIKE, I THINK THOSE TYPES OF LESSONS AND ISSUES ARE SOMETHING THAT YOU JUST DON'T KNOW OFF THE BAT. I THINK IT'S, IT'S NICE TO HAVE A DISPLAY WHERE WE HAVE OUR CHRISTMAS TREE LIGHTING, WHERE WE HAVE, YOU KNOW, HOLIDAY PARTIES WHERE WE HAVE THINGS. JUST SOMETHING AS A, AS A, A MONUMENT TO, YOU KNOW, TO HISTORY. WE WE'RE A YOUNG CITY, BUT WE, WE NEED TO, I DON'T KNOW, I THINK WE, YOU KNOW, IF WE DON'T TEACH THAT, IT'LL GET LOST AS ALL OF US AND AS ALL OF YOU MOVE ON, YOU KNOW, WE, WE NEED TO BE ABLE TO MEMORIALIZE IT IN SOME WAY. AND IT'S NOT, YOU KNOW, I I I GET THE SARCASM, I UNDERSTAND IT, BUT THIS ISN'T SOME EGO-DRIVEN THING. IT'S, IT'S TRULY, IT'S TRULY A GESTURE TO TEACH GENERATIONS WHY CHINO HILLS BECAME A CITY. LIKE, YOU KNOW, I KNOW I LEARNED A LESSON FROM PETER, SO I'M GOING TO, I'M GONNA STEAL FROM HIM WHEN I SPEAK TO KIDS. YOU KNOW, HOW MANY NEW RESIDENTS KNOW THAT WHEN CHINO HILLS WAS INCORPORATED, YOU HAD TWO OPTIONS FOR A CITY FOR THE NAME. DO YOU GUYS KNOW WHAT IT WAS? CHINO HILLS AND, OH, THANK YOU RAY. I WAS GONNA ASK FOR THE, FOR, UH, FOR THE PUBLIC CANYON HILLS, WE HAVE TWO DIFFERENT LITTLE LEAGUES IN TOWN. CANYON HILLS AND CHINO HILLS. WE USED TO HAVE FOUR. WE DO. WE, WELL, ROLLING. WE NEED MORE KIDS TO PLAY BASEBALL. RIGHT? BUT LIKE, BUT KIDS NEED TO LEARN THESE NEED TO LEARN THIS, AND THEY'RE NOT GONNA LEARN THIS. IT, YOU KNOW, YOU'RE NOT GONNA LEARN THIS IN SCHOOL. YOU KNOW, YOU BARELY LEARN IT THROUGH OTHER WAYS. SO, I DON'T KNOW. I I'M, I'LL GET OFF MY SOAPBOX. THAT'S OKAY. BUT THAT WAS JUST, THAT WAS MY INITIAL OPTION. MY INITIAL THOUGHT WAS, YOU KNOW, COMING INTO OUR 30TH ANNIVERSARY AS A CITY WAS, I WOULD LIKE TO HAVE KIDS BE ABLE TO LEARN. AND, YOU KNOW, I, I KNOW, BELIEVE ME, THERE ARE OTHER THINGS WE COULD USE THE MONEY ON, BUT IN TERMS OF JUST TEACHING KIDS WHERE THEY COME FROM AND BEING PROUD OF YOUR CITY, BEING PROUD OF THE PEOPLE THAT CAME BEFORE YOU, THAT YOU'VE HAD PEOPLE OF DIFFERENT ETHNICITIES THAT YOU'VE HAD, YOU KNOW, YOU'VE HAD PEOPLE OF DIFFERENT GENDERS THAT HAVE LIKE, THAT HAVE SERVED. WHY, WHY NOT? SO I, THAT WAS JUST KIND OF MY THOUGHT ON IT. SO IT'S NOT, YOU KNOW, HE'S A, AN EGO DRIVEN, YOU KNOW, THING BY ANY STRETCH. I, I WISH IT HAD HAPPENED AS, YOU KNOW, IN, IN COORDINATION WITH OUR 30TH ANNIVERSARY. I GET THAT OTHER THINGS HAPPEN AND VENDORS AND WHATNOT. BUT, SORRY, I'LL, THAT, THAT, THAT'S JUST WHY I HAD INITIALLY CAME UP WITH IT, SO, OKAY. SORRY. THANK YOU MR. GRANT. WE'LL COME BACK AROUND IF YOU THINK OF SOMETHING ELSE. . THANK YOU, SIR. YOU KNOW, BRIAN, I HEAR YOU AND I KNOW EXACTLY WHAT YOUR INTENT WAS IN YOUR HEART. UH, CONCERN I HAVE IS BEING ON DISPLAY WITH OTHER EXTINCT DINOSAURS, UM, . BUT, UH, YEAH, THAT'S JUST A PERSONAL POINT. OH MY GOD, I LIKE THAT. AND, AND I THINK MAYBE THAT'S HOW PEOPLE VIEW US. I FULLY UNDERSTAND AND CAN APPRECIATE THE IDEA FROM A HISTORICAL PERSPECTIVE OF SEEING THE LEADERS WHO HAVE LED, WHETHER THEY'RE VOTED IN OR NOT, WHEN YOU WERE APPOINTED AND ELECTED BY YOUR REM OTHER COUNCIL MEMBERS TO LEAD THE COUNCIL FOR A THE COMING YEAR, [00:45:01] YOU BECOME THE SPOKESPERSON FOR THE CITY. UH, YOU HAVE A POSITION THAT IS VERY, UH, DISTINCT AND IS VERY, VERY REVERED IN MANY, UH, SOCIETIES. AND WHEN YOU SAY YOU WERE THE MAYOR, THAT'S A BIG DEAL. WE DON'T LET IT GO TO OUR HEADS BECAUSE A MAYOR HAS ONE VOTE JUST LIKE EVERYBODY ELSE ON THIS COUNCIL. SO I FULLY UNDERSTAND THE, AND, AND CAN APPRECIATE THAT THIS IS NOT AN EGO TRIP. I DO NOT BELIEVE THIS WAS AN EGO TRIP ON BRIAN'S PART. THIS WAS A MATTER OF TRYING TO SAY, OKAY, SINCE THE CITY WAS FORMED, GWEN NORTON PERRY WAS THE FIRST MAYOR. SHE WAS THE FIRST MAYOR BECAUSE SHE GOT THE, THE MOST NUMBER OF VOTES THAT YEAR. DID ANYBODY ELECT HER AS MAYOR? NO. THEY ELECTED HER AS THEIR FIRST AND BEST CHOICE, UH, TO, TO RUN THE CITY COUNCIL AND TO BE ON IT. AND THEY'RE THE TOP FIVE VOTE GETTERS WERE OUR, WERE OUR EXISTING FIRST, UH, COUNCIL. I WILL TELL YOU PERSONALLY, I HAVE TALKED TO GWEN NORTON PERRY ABOUT THIS, AND SHE'S TOTALLY AGAINST THIS. SHE WANTS NO RECOGNITION, UH, AND ANY TYPE OF PRAISE BEING, UH, SHOWERED UPON HER FOR BEING THE VERY FIRST MAYOR OF THIS CITY. I THINK THAT'S SAD. I REALLY DO. BECAUSE I THINK SHE WAS A VERY GOOD MAYOR AND SHE STARTED THIS DIRECTION THAT ALL OF OUR PREVIOUS MAYORS AND ALL OF OUR PREVIOUS COUNCILS HAVE TAKEN THIS CITY AND KEPT US FISCALLY IN REALLY GOOD SHAPE, MADE VERY GOOD DECISIONS TO PROVIDE A HOME AND A COMMUNITY THAT OUR RESIDENTS ARE PROUD OF LIVING IN. AND THAT WE ARE PROUD TO COME HOME TO EACH AND EVERY DAY. IF YOU'RE WORKING OUTSIDE THE CITY, THIS IS MY SANCTUARY. I WORKED DOWNTOWN LA FOR MANY YEARS. I USED TO TAKE THE TRAIN. UH, IT WAS A HECK OF A COMMUTE TO GO 35 MILES DOWNTOWN. BUT WHEN I GOT OFF THE TRAIN IN INDUSTRY AND CAME OVER THE HILL THROUGH DIAMOND BAR AND SAW TRACE HARMONS, UH, AND THOSE AREAS, I THOUGHT, WOW, THAT'S A SANCTUARY. I AM SO HAPPY TO BE HOME. I SEE THE GRAZING COWS, I SEE THE LLAMAS UP ON THE, ON THE HILL. UH, IN SOME AREAS WE SEE THE GOATS, UH, KEEPING THE WEEDS DOWN. SO WE'RE VERY, VERY, EVERY ONE OF US UP HERE ARE VERY PROUD TO SERVE. AND THAT'S THE WORD. WE ARE NOT POLITICIANS. WE ARE PUBLIC SERVANTS. WE DO THIS NOT FOR THE MONEY, NOT FOR THE, THE PRAISE. WE ARE PR UH, PURELY OR PURELY PROUD OF. THINK OF THE GOOD JOB THAT WE'VE DONE BECAUSE WE HAVE BEEN AN INTEGRAL PART OF 32 YEARS OF A CITY WELL RUN. SO FROM THAT PERSPECTIVE, I CAN TOTALLY SEE IT. THE MONEY ISSUE IS A WHOLE OTHER I IDEA. I THINK THAT IF WE DECIDE TO DO THIS AT SOME POINT IN THE FUTURE, IF WE CAN COME UP WITH SOME SORT OF, UH, DONATIONS, WHETHER IT'S PERSONAL, UH, SOME SORT OF FUNDRAISER, IF IT'S REALLY CATCHES ON, UH, AND, AND IT'S, UH, CONSTRUCTED WITH OTHER THAN PUBLIC FUNDS, THEN I'M ALL FOR IT. UH, I FULLY APPRECIATE WHAT YOU, YOU WHERE YOUR PERSPECTIVE WAS, BRIAN, BUT AT THIS POINT IN TIME, YOU KNOW, PER PERCEPTION BECOMES PEOPLE'S REALITY. AND I DON'T WANT THIS BEING PUT UP AND BEING SOMETHING THAT'S NEGATIVE AS OPPOSED TO HOW POSITIVE IT SHOULD BE AND WHAT THE INTENT WAS. SO I'LL GET OFF MY SOAPBOX. OKAY. RAY, YOU PULLED, I'M JUST GONNA SAY DITTO. NO, THAT'S, I I'M GONNA SAY A LITTLE BIT MORE THAN THAT. UM, I'VE BEEN HERE SINCE 84. I WAS PART OF INCORPORATION WHEN WE FIRST BECAME A CITY. UM, I LOVE THE CITY. I CHOSE TO RAISE ALL THREE OF MY SONS HERE. UM, WE AS A CITY HAVE DONE A WHOLE LOT. AND I THINK IF WE WANT TO TALK ABOUT HISTORY, THAT'S SOMETHING COMPLETELY DIFFERENT THAN SAY A PICTURE OF ME ON A UP IN A WALL. I DON'T WANT THAT PERSONALLY. UM, IF I WAS YOUNGER MAYBE, AND IF I WAS A LITTLE BIT SKINNIER, . OKAY, WE'LL PUT YOUR ORIGINAL PHOTO. MY ORIGINAL PHOTO. YEAH. BUT, UM, UM, I, I FEEL LIKE YOU ARE, UM, THAT IF WE WANTED TO DO SOMETHING LIKE THIS, UH, HISTORICAL OR EVEN PUT OUR PICTURES UP ON THE WALL SOMEWHERE, I THINK WE SHOULD BE RESPONSIBLE FOR DONATIONS OR US RAISE THE MONEY. UM, I THINK THAT MONEY COULD BE USED SOMEWHERE ELSE IN THE COMMUNITY. UM, WE DON'T HAVE A WHOLE LOT OF MONEY. I DON'T KNOW IF YOU GUYS REALIZE THIS. UH, THE PROPERTY TAX THAT WE GET, UH, WE GET 4%. OTHER CITIES GET ANYWHERE FROM 15 TO 18%. WE AS A, AS A GROUP OF PEOPLE HERE, HAVE DONE A GREAT JOB OVER THE YEARS AND TODAY MANAGING 4% MM-HMM. . UM, AND I JUST SORT OF FEEL THAT MONEY COULD GO SOMEWHERE ELSE PERSONALLY. BUT IF WE REALLY DECIDED TO DO IT AS A GROUP, I WOULD VOLUNTEER TO RAISE ONE FIFTH OF THE MONEY. MM-HMM. . SO AGAIN, THAT'S MY OPINION AND I RESPECT EVERYBODY HERE AND I DO RESPECT THE COMMENTS OUT, OUT IN THE AUDIENCE. AND I DON'T LIKE THAT TROPHY. JUST SO YOU KNOW ABOUT IT. DAN, THOSE ARE MY COMMENTS. THANK YOU. ALRIGHT, WELL I SEE CYNTHIA, YOU PUT YOUR GLASSES ON. SO MEANS YOU MUST BE MY COSTCO READERS. I HAVE A FEW OF MY CHECKLIST HERE. SO FIRST OF ALL, BRIAN, I WANTED TO SAY IT'S NOT EASY WHEN YOU ARE MAYOR AND YOU HAVE TO COME UP WITH THE STATE OF THE CITY IDEAS AND, [00:50:01] UM, BESIDES HAVING YOUR MAYOR, MAYOR MAYORAL TERM ON THE 30TH ANNIVERSARY OF OUR FINE CITY. SO I THINK YOU CAME UP WITH GREAT IDEAS. I, I KNOW FOR A FACT WHAT YOUR INTENT WAS AND I THINK IT WAS A GREAT IDEA. I UNDERSTAND WHERE YOU'RE COMING FROM AND I'M GLAD YOU WERE SO ELOQUENT IN EXPLAINING TO THE PUBLIC YOUR VISION BEHIND THIS PROPOSAL. UM, I THINK LIKE SOME OF US, WE WERE SURPRISED AT THE, AT THE BUDGET WHERE IT WENT AND HOW SIDEWAYS IT WENT, WHICH WE DID. WHICH NONE OF US UP HERE KNEW. WE HAD NO IDEA, I HAD NO CLUE WHAT THE CO COST OF THAT TYPE OF, UM, SIGNAGE WAS. UM, AT THE TIME, I ASSUME THAT, UH, IT WAS PROBABLY COMING OUT OF OUR 30TH ANNIVERSARY BUDGET, WHICH IS AT THE PURVIEW OF THE MAYOR AND STAFF AND, YOU KNOW, OUR CITY MANAGER. WHAT SOME OF YOU FORGET IT THAT IF SOMETHING IS IMPROVED, APPROVED IN THE BUDGET, THERE'S A THRESHOLD THAT WE DON'T HAVE ANY SAY OVER IT. THE CITY MANAGER CAN SPEND IT WHETHER WE LIKE IT OR NOT, IT'S IN THE CITY BUDGET. AND THAT'S WHY IT'S SO IMPORTANT THAT YOU GUYS COME TO OUR BUDGET STUDY SESSIONS FOR THAT VERY REASON. SO I THOUGHT THAT IT WAS PROBABLY PART OF THE 30TH ANNIVERSARY CELEBRATION BUCKET OF MONEY. SO I REALLY DIDN'T THINK MUCH OF IT WHEN THE COSTS WERE FLOATING AROUND. AND THEN OF COURSE WE HAVE, WE HAVE SOME PUBLIC OUTCRY, WHICH IS THAT'S HOW DEMOCRACY WORKS. BUT YOU KNOW WHAT, COUNCIL MEMBER MARQUEZ, WHEN YOU SAID THAT YOU DID NOT TAKE OFFENSE TO TONIGHT'S COMMENTS, I HAVE NEVER BEEN SO INSULTED IN THE LAST 10 YEARS. I HAVE SERVED UP HERE FOR ALL OF YOU NEVER TO BE MOCKED AND RIDICULED AND DISRESPECTED BY A MEMBER OF THIS COMMUNITY IS APPALLING. WE ALWAYS CONDUCT OURSELVES WITH DECORUM, WITH PROFESSIONALISM, AND WE GIVE OUR RIGHT ARM FOR YOU GUYS AND TO SIT HERE AND HAVE TO TAKE THAT KIND OF NONSENSE. WELL, YOU KNOW WHAT, THAT'S A TOUGH PILL TO SWALLOW TONIGHT AND THAT'S WHY I'M SPITTING IT BACK OUT BECAUSE I'M NOT GONNA TAKE IT. THAT WAS DEPLORABLE. AND I HOPE THE PERSON THAT KNOWS WHO HE IS IS ASHAMED OF HOW HE SPOKE TO THE GOVERNING BODY. AND THAT'S NOT AN EGO THING. THAT'S CALLED CIVILITY, WHICH IS WHAT OUR NATION IS LACKING THIS DAYS IS CIVILITY IN GOVERNING POLITICS. AND TO SEE THAT IT'S COME TO THE LOCAL LEVEL SO PEOPLE CAN COME HERE AND GRANDSTAND SO THEY CAN GET SOME PRESS TIME IN THE LOCAL RAG. WELL, GOOD FOR YOU. BUT YOU KNOW WHAT, NONE OF YOU PICKED UP THE PHONE. I NEVER GOT A CALL FROM BOB. I NEVER GOT A CALL FROM GREG, BUT NO, WHY DON'T WE JUST WAIT UNTIL WE CAN COME TO A PUBLIC MEETING AND INSULT THE FIVE PEOPLE THAT WORK SO HARD FOR YOU. SO I WANNA THANK YOU FOR CHOOSING TO COME AND INSULT US THAN TO BE CIVIL. AND CALL ME ON THE PHONE, BOB, AND CALL ME ON THE PHONE, GREG, OR MEET ME FOR A CUP OF COFFEE BECAUSE THAT'S HOW WE ROLL IN CHINO HILLS. AND IF YOU DON'T KNOW THAT BY NOW, THEN SHAME ON YOU TWO. THAT'S ALL I HAVE. ARE YOU SURE? NO, BUT THAT'S ALL I HAVE FOR NOW 'CAUSE I'M GETTING A HEAD RUSH RIGHT NOW. YEAH. OKAY. WELL THIS IS, UM, FIRST OF ALL HONOR, I'D LIKE TO FOLLOW UP IF I COULD. WELL, LET ME, SO THE FIFTH ONE, SO I'LL HAVE A CHANCE PLEASE TALKING, GO AHEAD AND WE'LL ROTATE BACK AROUND OKAY. AND PICK UP ANYTHING THAT WE NEED TO TALK. THIS IS, UH, WHEN THIS FIRST CAME BEFORE US, IT WAS SUGGESTED A COUPLE YEARS AGO. GREAT IDEA. VISIT OTHER CITY HALLS THAT HAVE BEEN AROUND A LOT LONGER THAN US. MANY OF THOSE HAVE SOME TYPE OF HISTORICAL REMEMBRANCE, UH, OF THEIR HERITAGE. SO YOU GO TO CITY HALLS, GO TO ONTARIO, GO CHECK IT OUT. THEY'VE GOT A WALL OF INDIVIDUALS THAT SERVED IN THE PAST. I SEE TOM SHAKING HIS HEAD. HE'S SEEN THAT WALL. SO I THINK THAT'S WHY BRIAN BROUGHT IT UP. HE'S VISITED A LOT OF CITY HALLS. OKAY. FAST FORWARD TO NOW, OR A COUPLE MONTHS AGO, IT WAS ON OUR STAFF REPORT. UH, THE SUM OF MONEY WAS, WAS MUCH MORE THAN I THINK ANY OF US ANTICIPATED, BUT WE AGREED TO PROCEED WITH BIDS TO SEE WHAT TYPE OF PROJECT WOULD BE DESIGNED AND WHAT THE COST WOULD BE TONIGHT. THAT'S WHY IT'S BACK ON THE AGENDA. I DON'T THINK YOU SHOULD BE SURPRISED BECAUSE IT'S BROUGHT BACK, BECAUSE NOW WE HAVE A DESIGN AND A COST ESTIMATE FOR US TO VOTE ON. SO THAT'S WHY IT'S REVISITED AT A LESSER AMOUNT. IT IT IS AT A LESSER AMOUNT, BUT IT'S, THIS IS NOT AN EAGLE WALL. UM, AND, AND WELL CYNTHIA KINDA LAID IT OUT AS FAR AS WHAT WE'RE THINKING, UH, AS FAR AS, UM, THE, THE RESPECT OR LACK OF RESPECT THAT TOOK PLACE. UM, AND I THINK YOUR MATH'S OFF A LITTLE BIT, GREG, AS FAR AS MOUNT FLUSH MORE, IT'S OFF A LITTLE BIT. IT'S ABOUT THIS BIG BY THIS BIG FIVE BY SEVEN PICTURES THAT SHOW GREG, UH, GWEN NORTON PERRY WILL BE LISTED FOUR TIMES AS MAYOR ON ONE PHOTO, NOT FOUR PHOTOS. ED GRAHAM MAYOR, SIX TIMES, IT'LL LIST ONE PHOTO. THAT'S WHAT THE DESIGN WAS SUPPOSED TO BE. NOT SOME ONE 20TH THE SIZE OR WHATEVER OF, SO IT, IT'S, IT'S TOUGH TO TAKE THIS WHEN WE HAVE A CITY COMMISSIONER DOING THIS IN PUBLIC AND WRITING LETTERS AND WRITING LETTERS TO THE PRESS. CYNTHIA'S RIGHT. YOU DIDN'T CONTACT ANYBODY ABOUT THIS. YOU [00:55:01] DECIDED TO DO IT PUBLICLY. SO I, I'M, I'M WITH YOU ON THIS ONE, CYNTHIA. SO RAY, SURE. UM, THERE'S A THING CALLED BROWN ACT. UM, THIS WASN'T PULLED, AM I CORRECT? THIS WASN'T PULLED TO WELL, IT WAS PULLED TO DISCUSS. OKAY. I PULLED IT, BUT THE COMMENTS CAME PRIOR TO US DISCUSSING IT PRE PRE THIS. SO IN OTHER WORDS, ANYBODY CAN SAY WHATEVER THEY WANNA SAY. SURE. AND WE AS ELECTED OFFICIALS HAVE TO TAKE IT. I MIGHT NOT LIKE IT PERSONALLY. UM, DO I FEEL IT'S A PERSONAL ATTACK? I KNOW YOU, GREG. UM, I KNOW YOU'RE A GOOD MAN. I KNOW YOU SAY THINGS THAT, THAT SOMETIMES IT'S OUT THERE. IT'S WHAT YOUR OPINION IS, IT'S WHAT YOU FEEL AND I RE I PERSONALLY RESPECT IT. I MIGHT NOT LIKE IT, BUT I RESPECT YOU AS A PERSON. OKAY. SO I JUST, I WANT YOU TO KNOW THAT ALSO I DID TAKE OFFENSE, CYNTHIA, ON SOMETHING THAT YOU DID SAY THE CHINO CHAMPION IS NOT A RAG. WELL, SHE KNOWS IT SLANG. I'VE KNOWN HER FOR 20 YEARS, BUT IT'S NOT OKAY. OKAY. IF YOU'RE GONNA TELL HIM, OKAY. HE'S OUTTA LINE. I'M GONNA TELL YOU, YOU'RE OUTTA LINE. MARYANNE. I RESPECTFULLY WOULD LIKE TO, UH, RESCIND MY COMMENT THAT THE CHINO CHAMPION IS A REG, IT IS INDEED A FINE PILLAR IN OUR COMMUNITY OF LOCAL NEWS. AND MARYANNE, LOOK AT ME. MARYANNE, YOU'VE KNOWN ME A LONG TIME AND YOU KNOW THE RESPECT I HAVE FOR YOU IN THE PAPER. SO IF THAT'S ALL YOU CAN FIND, CALL OUT ON ME, RAY. WELL, GOOD FOR YOU. SO, I'M SORRY, MARYANNE, MR. MAYOR. ALRIGHT. NOW, JUST TO KIND OF FOLLOW UP ON SOME OF THE COMMENTS, I DON'T, I'M NOT SURE IF EVERYBODY'S READ. UH, I LIKE THE SMIRKS. UM, I'M NOT SURE IF EVERYBODY'S READ THE STAFF REPORT, BUT STAFF DID A GREAT JOB OF REALLY SPELLING OUT EXACTLY HOW CHINO HILLS BECAME A CITY THAT WOULD GO ALONG WITH THIS. THIS ISN'T JUST ALL 12 PEOPLE THAT HAVE BEEN MAYOR. THIS IS REALLY STARTING OFF FROM BEING UNINCORPORATED CITY, OR I'M SORRY, UNINCORPORATED COUNTY AREA ALL THE WAY THROUGH THE VOTE THAT EVERYBODY THROUGH INCORPORATION HAD, YOU KNOW, HAD WORKED ON. AND, YOU KNOW, THE VOTE TOTALS THE CITY. EVERYTHING. THIS ISN'T JUST, YOU KNOW, 12 SMILING FACES. YOU KNOW, I, I DON'T KNOW. I THINK IT'S, YOU KNOW, IT, IT'S INTERESTING JUST, YOU KNOW, THIS IS NOT PURELY JUST ABOUT FOLKS THAT WERE MAYOR. THIS IS, YOU KNOW, A ON ONE HALF. IF YOU LOOK IN YOUR, IF YOU LOOK IN YOUR COUNCIL AGENDA, YOU KNOW, ONE HALF IS THE CITY HISTORY, ONE HALF ARE THE FOLKS THAT HAVE SERVED AS MAYOR. IT'S REALLY NOTHING MORE THAN THAT. WE'RE, YOU KNOW, THIS ISN'T ELECTING THE POPE. LIKE THIS IS, THIS IS TRULY JUST KIND OF A HISTORICAL RECORD OF WHERE WE'VE BEEN AS, AS A CITY. SO, YOU KNOW, I I I UNDERSTAND, YOU KNOW, THE, THE TENSIONS. YOU KNOW, GREG WROTE AN ARTICLE THAT MOCKED MY ETHNICITY AS A LAST NAME, SO I UNDERSTAND. 'CAUSE I'VE GOT AN SS AND A Z AND IT'S A WEIRD, YOU KNOW, IT'S A WEIRD NAME. SO I, I GET IT. LIKE, IT'S PART OF, YOU KNOW, PART OF BEING A PUBLIC OFFICIAL, WHICH IS FUN WHEN YOU HAVE KIDS THAT ARE IN PUBLIC SCHOOL WHEN SOMEONE MOCKS YOUR ETHNICITY. SO, THANK YOU. ALL RIGHT. UM, I'M SORRY, YOU'RE GONNA ASK FOR COMMENTS, BUT I WOULD LIKE TO RESPECTFULLY MAKE A MOTION TO, UM, DECLINE THE STAFF RECOMMENDATION. WE HAVE PUT A LOT OF STAFF TIME AND SOME INITIAL SEED MONEY INTO THE DEVELOPMENT OF A GREAT DESIGN. MM-HMM. . SO, WITH THAT SAID, EVEN THOUGH WE, I WOULD LIKE TO MOTION TO NOT ACCEPT THE RECOMMENDATION TONIGHT, I WOULD LIKE TO THE TABLE ALL FIVE OF US. RAY, I WOULD LIKE ALL FIVE OF US TO CONSIDER BRINGING IT BACK WITH ALTERNATE MEANS OF FUNDING OR SOMETHING. BUT THIS IS, WE, WE, WE GOT A LOT STARTED. WE GOT 25% OF IT DONE. AND IT'S A GREAT PROJECT AND I WOULD LIKE TO SEE IT COME FORWARD, FORWARD BEFORE US IN THE FUTURE. AND THAT'S MY MOTION. MR. MAYOR, I'D LIKE TO SECOND HER MOTION TO TABLE THIS. MAYOR ROGERS. WE DID RECEIVE ANOTHER PUBLIC SPEAKER CARD IF YOU WOULD LIKE TO ENTERTAIN THAT. OKAY. WHY NOT? YEAH. FOSTER, THERE YOU GO. COME ON UP. I WOULD JUST LIKE TO SAY I'M IN AGREEMENT WITH YOU FOLKS ABOUT THE WALL. THE, THE, THE HANGUP WAS THE, THE PRICE TAG. YEAH. WE AGREE. IT SCARED A LOT OF PEOPLE. MM-HMM. AND ALL I WANNA SAY IS THE PHOTOGRAPHS IN THE LOBBY, DID YOU GET PERMISSION TO GET, DO THAT ? WHY DID YOU, WHY ARE YOU ASKING FOR PERMISSION TO DO WHAT YOU'RE SUGGESTING NOW? WHY DON'T YOU JUST DO IT? THAT IS A GREAT SUGGESTION. YOU GOT THE MONEY IN THE KITTY, DO IT. I DON'T THINK YOU NEED OUR VOTE FOR THIS. THAT'S NUMBER ONE. NUMBER TWO, WE HAVE A LOT OF, UH, SHORTAGES [01:00:01] IN THE COMMUNITY. WE WAITED A WHOLE YEAR FOR NEW TABLE BILLARD TABLES TO BE FIXED A WHOLE YEAR. WE WAITED, THEY WERE BROKEN DOWN. PUTE WAS OUR PRECISION TABLES AND THEY WERE ALL BROKEN DOWN AND WE PUT, WE MANAGED TO PUT UP WITH IT FOR A YEAR UNTIL YOU GOT THE FUNDS. AND I APPRECIATE, THANK YOU FOR, UH, RENEWING THEM. UH, WE ALSO HAVE ABOUT 15 PEOPLE SOMETIMES WAITING TO PLAY ON TWO TABLES. SO WE HAVE OTHER ISSUES IN THE CITY THAT REQUIRE FUNDS. AND THAT'S WHERE WE RAN INTO A PROBLEM HERE WHEN WE GUYS, THEY'VE SEEN THAT $55,000 AND OH MY GOD, WE AGREE. WE WE'RE WAITING A WHOLE YEAR JUST TO FIX THE TABLES. YEAH. SOMETHING LIKE THAT. I I BELIEVE YOU HAVE THE POWER TO JUST GO AHEAD AND DO IT. YEAH. I AGREE WITH, UH, RECOGNIZING CITY FATHERS AND SO FORTH. IT'S, IT'S, UH, IT'S LIFE. THAT'S THE WAY IT IS. WE, WE DEPEND ON YOU AND YOU AND YOU GUYS DEPEND ON US. SO I THINK, UH, ALL THIS ARGUMENT OR NOT, UH, NEGATIVE COMMENTS WAS UNCALLED FOR. IT WASN'T NECESSARY REALLY. WELL, THANK YOU FOR YOUR COMMENTS. THANK YOU, SIR. APPRECIATE IT. OKAY. WE HAVE A MOTION AND A SECOND TO YES, MR. MAYOR TO TABLE THE ITEM. SET THIS ASIDE. THANK YOU FOR, I GOT A CLARIFICATION. OKAY. SO BASICALLY, AS FAR AS HISTORICAL, I HAVE NO ISSUES. PICTURES ON THE WALL. AND AGAIN, IF IT WAS JUST A PICTURE ON THE WALL, I'M OKAY. OTHER ORGANIZATIONS SUCH AS SCAG, WE WALK INTO THE, TO THE BOARDROOM AND YOU HAVE EVERY PRESIDENT. YEAH. SO IT'D BE LIKE EVERY MAYOR OMNI TRANS TOO. MM-HMM. . SO ALL I'M SAYING PICTURE, THAT'S GREAT. UM, BUT IF WE WANNA DO SOMETHING MORE THAN THAT AGAIN, I'M WILLING TO PAY ONE FIFTH OF IT. YEAH. THE PRESCOTT OUTTA CONTROL. SO, SO, OKAY. SO WE HAVE MOTION AND A SECOND TO SET THIS ASIDE, TO NOT ACCEPT THE, THE BEDS AND UH, BUT THIS COULD BE REVISITED DOWN THE ROAD. THERE WE GO. THAT SOUND ABOUT RIGHT? OKAY. SO WE'RE A YES VOTE MEANS WE'RE ACKNOWLEDGING CYNTHIA'S MOTION TO TO TABLE TO TABLE. AND, AND I WOULD LIKE TO THANK, UH, VALERIE AND EVERYONE ON HER STAFF FOR OH, FOR SURE. ALL OF THE HARD WORK THEY DID FOR, UM, THIS WAS PART OF THE AGENDA PACKET. IF, IF YOU GUYS ARE INTRIGUED WITH ALL OF THIS, THIS DISCUSSION TONIGHT AND WANNA SEE WHAT THIS INFAMOUS WALL LOOKS LIKE, PLEASE VI VISIT THE AGENDA PACKET. YEAH. AND YOU CAN PRINT IT OUT AND YOU CAN LOOK AT IT AT HOME AND TAKE A LOOK AND GIVE US YOUR FEEDBACK AS WELL. BUT IT'S BEAUTIFUL, SO PLEASE TAKE A LOOK AT IT. YOU SHOULD HAVE HEARD THE, THE DEBATE ON THE LOGO 30 YEARS AGO. OH, . THAT WENT ON FOR A WHILE. WHAT ABOUT NAMING PARKS? . ANYWAY, SO THE VOTE WAS, UH, TO FIVE. OH, SET THIS ASIDE. ALRIGHT. ALRIGHT. WE'VE GOT ONE MORE FINAL 1515 FOR RAY. NUMBER 15. [15. Adopt budget amendment resolution for Fiscal Year 2023-24 increasing Miscellaneous Grants Fund Budget by $60,000 and ratify grant agreement accepting California Automated Solar Permit Processing Program grant award in amount of $60,000 to implement online automated solar permit process] NUMBER 15 IS TO ADOPT A BUDGET AMENDMENT RESOLUTION AND RATIFY THE GRANT AGREEMENT ACCEPTING THE CALIFORNIA AUTOMATED SOLAR PERMIT PROCESSING PROGRAM GRANT AWARD. I BROUGHT THIS UP FOR A REASON. UM, I DO GET PHONE CALLS JUST LIKE EVERYBODY ELSE UP HERE. UH, PEOPLE THAT ARE DOING SOLAR, TRYING TO ELIMINATE GREENHOUSE GASES. I, AND I ACTUALLY HAVE SOLAR IN MY HOUSE. I KNOW SOMETIMES THE PROCESS SOMETIMES TAKES A LITTLE BIT LONGER AND I THINK THIS WILL STREAMLINE IT. IS THAT CORRECT NICK? THAT'S THE INTENT. YES. THAT, THAT'S CORRECT. THIS, THIS GRANT, UM, WILL HELP OFFSET THE CITY'S COST TO IMPLEMENT A AUTOMATED, UH, PERMIT PROCESSING SYSTEM FOR THE CITY, UH, THAT WE'RE CURRENTLY WORKING ON. WE HOPE TO ROLL OUT NEXT YEAR. ADDITIONALLY, WE WILL BE, UH, UTILIZING THE SOLAR APP. SO RESIDENTS WILL BE ABLE TO HAVE A AUTOMATED PLAN CHECK SYSTEM. AND SO THEY CAN GET, UH, THROUGH THAT STEP, UH, FROM THE CONVENIENCE OF THEIR OWN COMPUTER BEFORE COMING INTO CITY HALL OR THEIR CONTRACTOR COMING TO CITY HALL TO GET A PERMIT. WILL IT ALSO GIVE 'EM STATUSES TOO AS THEY GO THROUGH THE PROCESS? YES. UH, NOT WITH THE FIRST ROLLOUT. UM, WE'RE STARTING WITH THE PLAN CHECK COMPONENT, BUT ULTIMATELY, YES, UH, THEY'LL HAVE, UH, CUSTOMERS CAN OPEN A PORTAL AND THEY CAN HAVE, UH, REALTIME UPDATES ON THEIR PERMITTING PROCESS. I JUST WANNA SAY THANK YOU FOR DOING THIS. APPRECIATE IT. THANK YOU. WITH THAT, I'D LIKE TO MAKE A MOTION. I'LL SECOND IT, MR. ALRIGHT. ALRIGHT. MOTION PASSES. FIVE ZERO. NEXT WE MOVE [17. Wireless Conditional Use Permit No. 22WCUP02; Alisha Strasheim of Smartlink, on behalf of AT&T, applicant: Planning Commission denied Wireless Conditional Use Permit No. 22WCUP02 AT&T Ridgeview Trail for development of AT&T Wireless Communications Facility in City-owned open space adjacent to Ridgeview Trail between Eucalyptus Avenue and Nordic Avenue due to project being detrimental to adjacent uses and cell tower is located on a prominent ridgeline and does not comply with ridgeline regulations] ON TO PLANNING COMMISSION MATTERS. NO ACTION IS REQUIRED UNLESS TWO MEMBERS OF THE CITY COUNCIL WISH TO REQUEST A REVIEW OF THE MATTER. THIS IS REGARDING THE WIRELESS CONDITIONAL USE PERMIT, ALICIA STRATHAM OF SMARTLINK ON BEHALF OF AT AND T APPLICANT. [01:05:01] OKAY, SO IF WE, IF ANYBODY PULLS THIS, THAT MEANS IT'S GOING TO BE REVISITED, OR IF NO ONE PULLS IT, THEN IT MOVES ON AND WE, WE, UH, GO ALONG WITH THE PLANNING COMMISSION WISHES OF DENYING THIS APPLICANT. WE'RE GOOD. OKAY. MOVING ON. OKAY, [18. Adopt resolution denying Extension of Time 23EXT01 requested by Stonefield Development, applicant, on behalf of Ausmas Properties, LLC, property owners, to grant 24-month extension to second phase of Tentative Tract Map No. 18393 which subdivides 29.8 acres of land to create 25 single-family residential properties located northwest of Carbon Canyon Road and east of Fairway Drive] NEXT WE GO TO THE PUBLIC HEARING. THIS IS TO ADOPT A RESOLUTION DENYING EXTENSION OF TIME. 23 EX T ZERO ONE REQUESTED BY STONEFIELD DEVELOPMENT APPLICANT ON BEHALF OF OSMOS PROPERTIES, L L C PROPERTY OWNERS, UH, THIS, UH, COMMUNITY DEVELOPMENT DIRECTOR, LAG TO PRESENT. OKAY, NICK. THANK YOU MAYOR AND COUNCIL MEMBERS. AT THE JULY 11TH MEETING, THE COUNCIL DISCUSSED THE PROPOSED STONEFIELD DEVELOPMENT, WHICH IS A SUBDIVISION OF 28 SINGLE FAMILY LOTS LOCATED ADJACENT TO THE INTERSECTION OF FAIRWAY DRIVE AND CARBON CANYON ROAD. THE CHIEF CONCERN RAISED AT THAT MEETING WAS THE FUTURE INTERSECTION IMPROVEMENTS AT FAIRWAY AND CARBON CANYON, WHICH WERE CONDITIONED TO BE AN ACCELERATION DECELERATION LANE COMBINATION. WHEN THE PROJECT WAS ORIGINALLY APPROVED BACK IN 2009, THE THIS MITIGATION HAD BEEN APPROVED BY CALTRANS. THE COUNCIL CONTINUED DISCUSSION OF THE PROJECT IN ORDER FOR STAFF TO MEET WITH CALTRANS TO DETERMINE THE FEASIBILITY OF OTHER TRAFFIC MITIGATION AT THE INTERSECTION, INCLUDING A POTENTIAL TRAFFIC SIGNAL. STAFF MET WITH CALTRANS, WHICH STATED THAT THE PREVIOUSLY CONSIDERED ACCELERATION DECELERATION LANES MAY NOT BE ADEQUATE. CALTRANS WILL REQUIRE A NEW TRAFFIC ANALYSIS CONDUCTED BY THE DEVELOPER TO BE REVIEWED AND APPROVED BEFORE ANY PERMITS FOR IMPROVEMENTS TO CARBON CANYON ROAD, OR THE INTERSECTION WITH FAIRWAY DRIVE COULD BE DESIGNED AND CONSTRUCTED. CITY STAFF MET WITH THE APPLICANT SEVERAL TIMES SUBSEQUENT TO THIS MEETING TO DISCUSS THE CALTRANS COMMENTS AND HOW TO PROCEED WITH A REVISED TRAFFIC ANALYSIS FOR THEIR TENTATIVE MAP, AS WELL AS AN AMENDMENT TO THE CERTIFIED ENVIRONMENTAL IMPACT REPORT. ULTIMATELY, STAFF RECEIVED A LETTER ON OCTOBER 3RD STATING THAT THEIR INTENT IS TO ALLOW THE TE TENTATIVE MAP TO EXPIRE AS FINANCIAL CONDITIONS HAVE CHANGED AND THE PROJECT IS, UM, NO LONGER FEASIBLE IN THEIR MIND BECAUSE THE TE MAP WAS APPROVED BY THE PLANNING COMMISSION AND SUBSEQUENTLY REVIEWED BY THE CITY COUNCIL AND THE APPLICANT WISHES TO NOT PURSUE THE APPLICATION ANY FURTHER. STAFF IS RECOMMENDING THAT CITY COUNCIL RESUME THE PUBLIC HEARING, TAKE TESTIMONY AND ADOPT A RESOLUTION TO DENY THE EXTENSION OF TIME FOR TENTATIVE TRACK MAP 18 3 9 3. THAT CONCLUDES MY REPORT. GOOD. GOOD REPORT. NICE CONCISE. THANK YOU. GOOD JOB. ALRIGHT, SO WE KNOW WHY WE'RE HERE, WHY MANY OF YOU ARE HERE. WE'RE REVISITING THE TOPIC THAT CAME UP A COUPLE MONTHS AGO. SO, WITH THAT, ANY QUICK COMMENTS BEFORE WE OPEN THE PUBLIC? UH, CAN I ASK A QU ONE QUICK, QUICK QUESTION? WE HAVE BEEN LED TO BELIEVE THAT ONE OF THE PROPOSED WAYS THAT CALTRANS SAID THAT THEY COULD RE REMEDIATE THIS ISSUE WAS A TRAFFIC CIRCLE. IS THAT CORRECT? YES. YES. I WANT PEOPLE TO SEE HOW RIDICULOUS THIS WAS. THERE WAS A, IT IS PROPOSED TO PUT A TRAFFIC CIRCLE AT THAT INTERSECTION. OKAY. Y YES, CAL IN THE MIDDLE OF CARBON CANYON, CA CALTRANS. OKAY. DID SUGGEST, UM, A TRAFFIC CIRCLE AS A POTENTIAL, UM, INTERSECTION CONTROL DEVICE, UH, THAT IS BEING USED IN OTHER, UM, STATE HIGHWAYS IN CALIFORNIA. OKAY. YEAH. I THINK IT'S IMPORTANT FOR THE PUBLIC TO KNOW ONE OF THE OTHER THOUGHT PROCESSES THAT WENT THROUGH THE APPLICANT'S DECISION, IF THAT WAS SOMETHING THAT WAS ON THE TABLE TO MAKE THIS THING HAPPEN. SO I JUST WANT TO CONFIRM THAT SO EVERYBODY COULD HEAR IT. IT'S AS RIDICULOUS AS IT SOUNDS. WANT YOU TO HEAR THAT THAT WAS, UH, IN FACT ONE OF THE THINGS THAT WAS DISCUSSED. SO OTHER PEOPLE CAN'T DRIVE ON CARBON CANYON AS IT IS, LET ALONE ADDING A TRAFFIC CIRCLE. YEAH. WHY NOT? YEAH. CAN'T HELP US ALL. YEAH. OKAY. SO WITH THAT, WE'RE GONNA OPEN THE PUBLIC HEARING AND RECEIVE TESTIMONY FROM, UH, INTERESTED INDIVIDUALS. OUR FIRST SPEAKER IS BE PAPAS. ALRIGHT. THIS IS KIND OF A MUTE POINT, I GUESS, TODAY. MM-HMM. , BUT I FIGURED I WROTE THIS. IT'S OKAY. LET'S HEAR. AND I WANTED TO PULL THE MICROPHONE DOWN JUST A LITTLE BIT DOWN. BETTER. PERFECT. OKAY. UH, MEMBERS OF THE CITY COUNCIL, MY NAME IS B PAPPAS AND I AM A RESIDENT OF WESTERN HILL ESTATES. THE 55 AND NO COMMUNITY ON FAIRWAY DRIVE, THE SAME STREET THAT ORIGINALLY HAD PROPOSED THESE 28 HOMES TO BE BUILT. AND ALSO DOWN THE ROAD IS THE 187 APARTMENTS THAT ARE DESIGNATED TO BE BUILT AND THEY ALL EXITED ONTO FAIRWAY DRIVE, WHICH THEN FEEDS TO THE TWO-LANE CARBON CANYON ROAD. AS YOU'VE ALL SEEN THE NEWS IN THE FEW WEEKS AGO OF THE CATASTROPHIC FIRES IN MAUI, THE SMALL TOWN OF LAINA, WHICH ALSO ONLY HAD A [01:10:01] TWO-LANE ROAD, MANY CARS WERE ABANDONED AND PEOPLE DIED BECAUSE OF THE PANIC SITUATIONS AND CARS BLOCKING THE ROAD. WE LIVE IN A VERY SIMILAR SITUATION WITH ONLY A TWO-LANE ROAD AVAILABLE TO ESCAPE ON. WE DON'T HAVE AN OCEAN TO JUMP INTO. WE HAVE HILLS WITH LOTS OF DRY BRUSH AND TREES ON BOTH SIDES, AND AGAIN, ONLY TWO LANES. IF WE HAVE A PANIC SITUATION, WE'LL MOST LIKELY SUFFER CONSEQUENCES EQUAL TO OR MORE DEVASTATING THAN THE MAU, THE MAUI FIRES. I UNDERSTAND WE ALL CHOSE TO MOVE TO THIS AREA BECAUSE OF THE BEAUTY AND PEACEFULNESS, BUT THE FACT REMAINS, WE ARE BEING IMPACTED BY ADDITIONAL HOUSING BEYOND OUR CANYON, BEYOND WHAT OUR CANYON IS BUILT FOR. IF YOU ARE CONSIDERING ADDING MORE HOMES TO OUR CANYON AND POTENTIALLY ADDING MORE HUNDREDS OF MORE CARS TRYING TO EXIT THE CANYON IN THE EVENT OF AN EMERGENCY EVACUATION, WHEN WILL, WHY ARE MORE HOMES AND APARTMENTS BEING CONSIDERED WHEN WE ARE ALREADY HAVE AN IMPACTED COMMUNITY? IF YOU TRAVEL THE CANYON ROADS AT ALL, YOU'RE AWARE OF HOW EASILY THE CANYON ROAD CAN BE COMPROMISED WITH JUST ONE CAR OR ONE TRUCK CAUSING AN ACCIDENT AND CLOSING THE ROAD DOWN FOR HOURS. IT HAPPENS WEEKLY. MM-HMM. , I CAN, IT'S HARD TO IMAGINE HOW EASILY IT'S ISN'T HARD TO IMAGINE HOW EASILY OUR CANYON ROAD COULD BE A DEATH TRAP IN THE EVENT OF A MASS EXODUS. THE FIGHT OR FLIGHT MENTALITY WILL KICK IN AND IT'LL MAKE IT IMPOSSIBLE TO GET OUT SAFELY. I'M NOT TRYING TO STATE THE WORST CASE SCENARIO, BUT WE'VE BEEN SEEING THE WORST CASE SCENARIOS AROUND US EVERY DAY. OUR ROADS ARE NOT, AND I REPEAT, NOT EQUIPPED TO HANDLE MORE TRAFFIC, ESPECIALLY IN A PANIC SITUATION. I'VE TRAVELED THIS CANYON SINCE I WAS EIGHT YEARS OLD. IT HAS CHANGED SO MUCH, BUT THE ROAD STILL REMAINS THE SAME. A TWO-LANE ROAD. IT'S TIME FOR OUR CITY COUNCIL AND PLANNING COMMISSION TO LOOK BEYOND THE REVENUE THESE DEVELOPMENTS WILL BRING, BUT TO CONSIDER THE PRICELESS LIVES OF THE FAMILIES THAT ALREADY LIVE HERE. LET'S HAVE A MORATORIUM ON HOUSING IN THE CANYON. WE SHOULD DO, YOU SHOULD HAVE OUR BEST INTERESTS AT HEART. WE'RE ALL YOUR CONSTITUENTS, FRIENDS AND NEIGHBORS TRY TO KEEP OUR CANYONS SAFER. DON'T CONTINUE TO LET IT BE IMPACTED WITH MORE AND MORE HOMES. THANK YOU. ALRIGHT, B. THANK YOU. THANK YOU. NEXT WE HAVE JIM CLARK. THANK ANY COUNCIL MEMBERS. WELCOME. UM, I'M THE GUY THAT WROTE YOU THE QUALITY OF LIFE LETTER. PLEAD GUILTY OF THAT ONE. UM, I HAVE A LITTLE MORE TO ADD THAN, UH, MY NEIGHBOR ADDED TO YOU. UH, THE LAST TIME WE WERE EVACUATED, I DIDN'T NOTICE, UH, THE, THERE'S A HO THERE'S HOMES ABOVE HOLE 15 AND THERE'S AN EMERGENCY ACCESS GATE FOR EMERGENCY VEHICLES ONLY. I DON'T REMEMBER SEEING THAT GATE OPEN UNLESS THE FIRE DEPARTMENT OPEN THAT OR NOT. ANYWAY, THAT WOULD'VE GIVEN US ANOTHER AVENUE OUT. WE COULD'VE ESCAPED TO EUCALYPTUS, BUT APPARENTLY THAT'S ONLY FOR EMERGENCY VEHICLES AND NOT FOR AN EMERGENCY, UH, EXIT IN CASE OF A FIRE. UM, ANOTHER AGENCY AS FAR AS CALTRANS IS CONCERNED, AND I HOPE SOME PEOPLE LOOK INTO THIS AND IT HAS TO DO WITH EROSION. THIS MAY SEEM LIKE AN OBSCURE COMMENT, BUT I'VE BEEN A MEMBER OF WESTERN HILLS COUNTRY CLUB FOR 20 YEARS. I'VE LIVED IN THE COMMUNITY FOR 10, AND I CAN TELL YOU WHEN THERE'S EVER A HEAVY RAIN, THERE'S A PART OF THE FAIRWAY. NUMBER TWO IS SOAKED. IT TURNS INTO A LITTLE SWAMP AND YOU, YOU KNOW, IT'S HARD AND YOU CAN'T PLAY GOLF IN THAT PARTICULAR AREA. IF YOU WERE TO PUT IN A HARD SURFACE LIKE A ROAD OR A HOME, THAT GROUND WILL NO LONGER BE SOAKING UP LIQUID. IT'LL BE RUNNING DOWN THE CANYON. AND I'VE SEEN THE, UH, MEASURES USED BY THE GOLF COURSE ON THEIR SIDE OF A HOLE. NUMBER FOUR TO MITIGATE EROSION. BUT I HAVE NE HAVE YET TO SEE ANY EFFORT BY CALTRANS OR ANYONE ELSE TO MITIGATE EROSION ON THE STREET SIDE. AND IF THAT ISN'T MITIGATED AND THERE'S MORE WATER THAT GOES DOWN, THAT CULVERT, THAT ROAD WILL GIVE AWAY. 'CAUSE THAT CULVERT IS ESSENTIALLY JUST FEET AWAY FROM THE ROAD. SO THAT'S SOMETHING ELSE THAT ANY DEVELOPMENT IN THAT AREA SHOULD CONSIDER OR CAL CALTRANS SHOULD AT LEAST ADDRESS. THERE'S SOME OTHER ISSUES I'D LIKE TO TALK TO YOU ABOUT, BUT I THINK I'LL WRITE ANOTHER LETTER AND HOPEFULLY YOU'LL ENJOY IT. IT HAS TO DO WITH MORE QUALITY OF LIFE ISSUES LIKE LAN WAS CLOSED AND I THINK PART OF WHAT A CITY HAS TO DO IS OFFER RECREATIONAL FACILITIES TO THE COMMUNITY. ANA WAS A GOLF COURSE OFFER RECREATIONAL FACILITIES, AND APPARENTLY THE WESTERN HILLS IS WILLING TO GIVE UP SOME OF THEIR [01:15:01] RECREATIONAL FACILITIES FOR MORE, FOR MORE HOUSING. I DID NOT SEE ANY PLANS FOR THE FAIRFIELD OR STONEFIELD AND I DON'T SEE ANY PLANS FOR, FOR, UH, LEWIS HOMES TO ADD ANY PARKS OR ANY QUALITY OF LIFE FACILITIES. THANK YOU. THANK YOU ALL. THANK YOU. APPRECIATE IT. NEXT SPEAKER. BILLY WARD. BILLY WARD. HERE SHE COME. HELLO AGAIN. HELLO THERE. THIS IS LIKE DEJAVU ALL OVER AGAIN. RIGHT? WE'VE BEEN THROUGH THIS WAY TO GO YOGI. WE'VE TALKED ABOUT IT. WE HAVE HAD ISSUES WITH THE WATER. I BROUGHT UP THE WATER SUBJECT. WHY WE CAN'T HAVE ALL THIS, UH, UH, HOUSING AROUND HERE AND YOU KNOW, YOU GUYS, YOU KNOW, ARE ALWAYS ATTACKED BECAUSE YOU, YOU ARE DOING A FINE JOB FOR US. WE FEEL SAFE IN OUR COMMUNITY. WE HAVE A GOOD POLICE FORCE AND EVERYTHING, BUT THE TRAFFIC, WE DON'T GET ANYBODY. YOU SHOULD HEAR THE RACING THROUGH THE CANYON ON THE WEEKEND. IT'S HORRIBLE. I MEAN, I HAVE HERE, HOLD ON, SEE IF I CAN PICK IT UP RIGHT AWAY. IT'S NOT ABOUT THE PROBLEM. I KNOW I HAVE HERE, HERE IF I CAN APPROACH YOU. UM, I HAVE HERE A PHOTO OF THIS BIG RIG HOLDING UP TRAFFIC. YEAH. FOR HOURS. MM-HMM. PEOPLE HAD TO GO ALL THE WAY AROUND. GO AHEAD AND GO BACK SO WE CAN HEAR YOU. WE DIDN'T GO INTO THE CUTOFF THAT WE HAVE THROUGH, UH, MR. MARQUEZ'S AREA. I MEAN, IT, IT IS NOT FAIR FOR US. I KNOW I'M NOT AGAINST DEVELOPMENT. I'M JUST AGAINST THAT. EVERYTHING'S BEING BUNCHED UP IN ONE AREA THAT IS A FIRE HAZARD AS THE YOUNG LADY HERE SAID. AND WE DON'T HAVE THE RESOURCES AND THE WATER IS, UH, EACH DEVELOPMENT IS NOT LIKE I ADDRESSED BEFORE THE RE UH, THE RECLAIMED WATER. YOU KNOW, DO SOMETHING ABOUT THAT. I DON'T KNOW HOW YOU'RE GONNA CONTROL THE SEWAGE AND THE ELEVATION OF WATER. THERE'S THIS ONE BRICK WALL RIGHT ACROSS THE STREET FROM MY HOUSE ON THAT LITTLE NARROW THEY WANNA BUILD ON THE NARROWEST PART OF THIS ROAD THAT, THAT DESCENDS AND CLIMBS TO THE SWITCHBACKS, THE NARROWEST PART. AND THERE'S THIS BIG WALL THAT'S SITTING THERE AND IT DOESN'T LOOK VERY STURDY. IT IS RIDICULOUS. THAT WALL, THEY, THEY GRADED IT AND EVERYTHING AND IT'S RIDICULOUS 'CAUSE IT'S SITTING THERE LIKE IT'S GONNA FALL APART ANY, ANY SECOND. IT HAS NO SUPPORT. I MEAN, IT SHOULD HAVE HAD FOOTING ALL THE WAY, FIVE FEET OF FOOTING. BUT THEN THEY PILE A BUNCH OF SAND, A BUNCH OF DIRT ON IT AND IT'S RIDICULOUS. WELL, THANK YOU EVERYONE. I HOPE YOU UNDERSTAND THESE TRUCKS ARE STILL COMING BY AND GETTING CLOSE. I HOPE YOU SUPPORT US LIKE WE SUPPORT YOU. THANK YOU. OKAY. APPRECIATE IT, MAYOR. UH, SO I WAS GONNA SAY SOMETHING ALSO. NO, I WAS JUST GONNA ASK MS. WARD, IF YOU COULD PLEASE, UH, EMAIL THAT PICTURE TO THE CITY. OKAY, GREAT. THE ONE YOU WERE SHOWING THE COUNCIL, WE'D LIKE TO INTER PUT THAT INTO THE RECORD, SO THANK YOU. SO JUST AS A NOTE THAT THIS, THIS IS SPECIFIC HEARING HAVING TO DO WITH THE STONEFIELD DEVELOPMENT AND ITS EXTENSION OR NON EXTENSION. SO I THINK LET'S TRY TO REMAIN FOCUSED ON THAT TOPIC AND WE CAN VISIT OTHER TOPICS, UH, NEXT TIME AROUND. BUT THIS IS SPECIFIC TO ITEM NUMBER 18. YEAH. ALRIGHT, MAYOR, THAT WAS THE FINAL SPEAKER, UNLESS THERE'S SOMEONE ELSE. OKAY. ANYBODY ELSE WISH TO SPEAK ON ITEM NUMBER 18? IT'S A GOOD CHANCE TO, UH, ERIC. OKAY. COME ON UP. PULL THAT MIC UP. THANK YOU VERY MUCH. UH, MR. MAYOR, CITY COUNCIL, UH, I SAID THE, THE KIND OF SUBJECTS THAT I'VE DISCUSSED SEVERAL TIMES UP HERE, SO I WAS GONNA SIT BACK AND LISTEN TONIGHT, BUT THERE'S JUST ONE CLARIFICATION THAT JUST CAME UP AS, YOU KNOW, IT WAS READ OVER HERE A FEW MOMENTS AGO THAT THEY BACKED AWAY FROM THE, UH, 28 HOME DEVELOPMENT AT STONEFIELD. NOW I READ AN ARTICLE IN THE CHAMPION THAT THEY WERE CONSIDERING INCREASING THAT TO, UH, YOU KNOW, ALMOST DOUBLING THE NUMBER OF HOMES IS, BUT THAT WASN'T MENTIONED. IS THERE, IS THERE SOMETHING YOU CAN SAY ABOUT THAT? IS THAT ANOTHER PROPOSAL PLAN THEY'RE PUTTING FORTH? I THINK THE ORIGINAL PLAN, UH, YEARS AGO WAS THAT WAS ZONED, ALLOWABLE, UH, UP TO 48 OR SO HOMES, IF [01:20:01] I REMEMBER CORRECTLY. YES. THERE WAS A PLAN DEVELOPMENT THIS APPROVED MANY YEARS AGO BY THE COUNTY, RIGHT. PROBABLY BACK THEN. AND THEN WHEN THIS WAS APPROVED, IT WAS FOR 28 AT THE TIME THEY PULLED IT BACK. UH, SO AT THE TIME IT WAS ZONED FOR MORE UNITS THAN THIS PROJECT SHOWS RIGHT NOW. RIGHT. AND THEN WHEN THE DEVELOPMENT WAS, WAS HERE AT SEVERAL MEETINGS, HE, YOU KNOW, PROMISED, YOU KNOW, OPEN LA LAND AND SPATIAL HOMES AND SO FORTH, THE LARGER HOMES AND, AND HE SAID IF WE'RE DENIED, YOU KNOW, SOMEONE ELSE IS GONNA COME ALONG AND BUILD POOR MORE HOMES ON THE PROPERTY. I JUST WANTED TO BE CLARIFICATION. IS THIS, IS STONEFIELD TECHNICALLY DEAD RIGHT NOW? TIME BEING, BUT THE PROPERTY IS STILL ZONED FOR DEVELOPMENT. STILL A ZONE. NICK, WE'D HAVE TO GET SOME CLARIFICATION. SO SOMEONE, SOMEONE STONEFIELD OR SOMEONE ELSE COULD COME ALONG AND OFFER A DEVELOPMENT. IS THAT WHAT I UNDERSTAND? I WOULD THINK SO BECAUSE THEY LEGALLY ARE ALLOWED TO DO THAT. BUT IT HAS TO GO THROUGH THROUGH THE PLANNING COMMISSION. YEAH. IS THERE ANY TALKING ABOUT HISTORY, YOU KNOW, THIS WAS APPROVED IN 2009 . IT'S JUST, UH, SO MUCH HAS CHANGED SINCE THEN AS EVERYONE'S GONE OVER WATER SHORTAGE, HOMEOWNER'S INSURANCE, THE TRAFFIC AND EVERYTHING. IS THERE ANYTHING I THINK OUR ATTORNEY CLARIFIED SPECIFICALLY WHERE WE ARE LIKE, YEAH, GO FOR IT, BETH. YEAH, SO THIS, UH, THIS WILL BE EXPIRING, UH, ASSUMING THE EXTENSION IS NOT GRANTED, BUT THERE ARE STILL ZONING AND, UH, ZONING ALLOWED UP TO, I BELIEVE 46 UNITS. SO ANYONE CAN COME IN WHO OWNS THE PROPERTY, THEY HAVE A RIGHT TO DEVELOP AND THAT IS WHAT IT'S ZONED FOR. SO IS THERE ANYTHING THE CITY CAN DO? YOU KNOW, THIS WAS, UH, ZONED FOR THAT 2009 THAT WAS APPROVED AND TALKING ABOUT HISTORY, YOU KNOW, WE DON'T, WE'RE LIVING NOW WHAT MIGHT'VE BEEN A MISTAKE IN 2009. SO, UH, TO ZONE THAT FOR DEVELOPMENT, BECAUSE BASICALLY BILLY WARD MENTIONED THAT ONE HOME THAT'S BEEN SITTING THERE IDLE NOW FOR NINE MONTHS. I HAVE PHOTOGRAPHS OF WHEN THEY STARTED THAT EARLY IN 2021 AND NOTHING'S BEING DONE. AND I HAVE PHOTOGRAPHS OF THE, OF THE MUD, THE SOIL COLLAPSING AND SPILLING ONTO CARBON CANYON ROAD WHEN THEY HAD THE HEAVIER RAINS EARLIER THIS YEAR. UH, THAT'S THE SAME HILL THAT STONEFIELD WAS PLANNING ON DEVELOPING ON THE SAME SOIL. SO WORRIED WE'RE GONNA HAVE A MUDDY MESS TO LOOK AT WHEN THEY'RE TRYING TO BUILD THERE. UH, SO I JUST WANTED TO ADDRESS THAT. OKAY. THANK YOU ERIC. ALONG WITH THE OTHER, OTHER FACTORS OF THE CHANGES WE HAVE THERE SINCE 2009. RIGHT, RIGHT. THANK YOU. OKAY, GOOD. THANK YOU. ANYBODY ELSE? OKAY. SEE NO ONE ELSE. WE'LL CLOSE THE PUBLIC HEARING. BRING IT BACK UP. TOP . I HAVE A COMMENT. OKAY, GO FOR IT. . UM, FOR CLARIFICATION, EVERYBODY KNOWS THAT IT'S THE DOLLAR THAT TALKS AND THE DOLLAR THAT MAKES THINGS HAPPEN. WE'VE HAD DEVELOPMENTS IN CITY OF CHINO HILLS SINCE THAT ARE, HAVE JUST RECENTLY WITHIN THE LAST COUPLE YEARS BEEN BUILT THAT WERE APPROVED UNDER THE COUNTY SPECIFIC PLAN BEFORE CITY HOOD DEVELOPERS GET A ZONING APPROVAL FOR A PIECE OF PROPERTY. AND THEN IT'S A MATTER OF WHEN THE ECONOMY SO, UH, COORDINATES AND LINES UP WITH WHAT THEY CAN BUILD AND WHAT THEY CAN CHARGE FOR. AND THEIR BOTTOM LINE PROFIT AFTER THE COST OF DEVELOPMENT, THAT'S WHEN THEY BUILD. ALRIGHT. THIS ONE HAS BEEN CONTINUALLY DEVELOPED AND OR PUSHED OFF AND PUSHED OFF AND AT THIS POINT IN TIME WITH THE CALTRANS REQUIREMENTS TO, UH, TAKE CARE OF THE TRAFFIC ISSUES AND, AND THAT, UH, IT JUST DOESN'T MAKE ECONOMIC SENSE. SO THEY'RE GONNA PULL THE PROCESS AND PULL THE PROJECT, BUT IT'S STILL ZONED FOR 48. THAT IS NOT JUST WAKE UP FOLKS AND UNDERSTAND THAT 28 OR 26 ARE NOT GONNA BE BUILT 20. BUT IF SOMEBODY COMES BACK IN AND THEY CAN PENCIL IT OUT, AND EVEN WITH A CA CALTRANS, UH, REQUIREMENTS TO MITIGATE THE TRAFFIC ISSUES, THEY WANT TO BUILD 48 UNITS, IT CAN HAPPEN. IT'LL GO THROUGH THE PROCESS AND IT'LL START ALL OVER AGAIN, THE PLANNING COMMISSION. SO WE WANT TO BE TOTALLY TRANSPARENT WITH YOU AND SAY, THIS MAY BE A VICTORY FOR US NOW THAT IT'S NOT GETTING BUILT, BUT I'M A REAL BELIEVER IN DEVELOPERS OR IN PEOPLE'S PROPERTY RIGHTS. AND IF THEY HAVE THE DEVELOPMENT THERE AND THEY HAVE THE ABILITY, THEY HAVE A, A PLAN THAT SAYS THEY CAN BUILD UP TO THAT MANY, THEY CAN DO IT AT SOME POINT IN TIME. SO IT MAY END UP BEING WORSE LATER ON. WE JUST DON'T KNOW. UH, THAT'LL HAVE TO GO THROUGH ALL THE PUBLIC HEARINGS AND EVERYTHING ELSE AND, BUT I I JUST THINK IT'S FAIR TO YOU TO LET YOU KNOW THAT THAT'S STORY BECAUSE YOU'RE, YOU'RE BOUNCING AROUND THAT WITH THE QUESTIONS. BUT THAT'S, THAT'S THE WAY I SEE IT. SO I JUST WANNA PUT THAT OUT THERE FOR YOU TO DIGEST. OKAY. ANY OTHER COMMENTS ON STONEFIELD? YES, RAY? YEAH, I GOT A FEW AND IT'S NOT GONNA BE BASICALLY EXACTLY ABOUT THIS OR OTHER ISSUES THAT SORT OF POPPED UP. FIRST OF ALL, TRUCK RESTRICTIONS. WE'VE BEEN WORKING ON THIS NOW FOR ABOUT SEVEN YEARS, CORRECT? MM-HMM. , WE'RE GETTING CLOSE. [01:25:01] SO YES, WE DO HEAR THERE'S AN ISSUE WITH TRUCKS AND WE'RE TRYING TO DO WHAT WE CAN, BUT WE HAVE TO DEAL WITH THE STATE OF CALIFORNIA. SO THAT'S AN ISSUE, BUT WE'RE GETTING CLOSE. UM, I'M GONNA GO TO YOU NICK REAL FAST. I KNOW YOU WERE, UM, THE DIRECTOR FOR DEVELOPMENT IN THE CITY OF CHINO. UM, A LOT OF THE TRAFFIC THAT COMES THROUGH CARBON CANYON, IF WE DIDN'T DO ANYTHING, THAT TRAFFIC'S STILL GONNA GET WORSE, UM, BECAUSE OF CITY OF CHINO, RENO NUMBERS. I DON'T KNOW EXACTLY WHAT IT IS, BUT POTENTIALLY THEY COULD ADD SO MANY MORE UNITS, CORRECT? IN CHINO. YEAH. UM, THERE'S ALLOCATION IS ACTUALLY, UH, ALMOST 7,000. AND THEN WE ALSO HAVE ONTARIO RANCH JUST NORTH OF THE CHINO AIRPORT. MY UNDERSTANDING IS ABOUT 30, 30,000 UNITS. YES. OKAY. I'VE HEARD MORE. SO. SO ALL I'M STATING IS THAT IF WE DIDN'T DO ANYTHING, MOST OF THE PEOPLE THAT GO THROUGH CARBON CANYON, GUESS WHAT? THEY DON'T LIVE IN CARBON CANYON. OKAY. SO THERE'S AN ISSUE, THERE'S A PROBLEM. UM, SO THE DEVELOPMENT IN CARBON CANYON, WHAT I'M CONCERNED ABOUT IS OUR ARENA NUMBER IS THIRTY SEVEN HUNDRED AND TWENTY NINE UNITS. MEASURE U WE WERE BASICALLY PROBABLY TAPPED OUT THE WENT TO THE VOTER, THE VOTED THE PEOPLE. WE APPROVED IT IN CHINO HILLS. SO TECHNICALLY THERE SHOULDN'T BE ANY MORE HOUSES IN CHINO HILLS ARE VERY LITTLE STATE OF CALIFORNIA. UM, THEY HAVE A THING CALLED BUY RIGHT. UM, IS A CONCERN THAT I HAVE, AND I'M GONNA USE THIS AS AN EXAMPLE. EVERY HOUSE IN CARRIAGE HILLS, I KNOW YOU LIVE IN CARRIAGE HILLS, BILLY, TECHNICALLY EVERYBODY COULD BUILD AN A D U IN CHINO HILLS OR CARRIAGE HILLS, AND WE CAN'T SAY ANYTHING ABOUT IT. OR ALSO THERE'S A LOT, MAYBE IN CARBON CANYON, WHICH THERE ARE SOME VACANT LOTS, THEY COULD ACTUALLY SUBDIVIDE THOSE LOTS INTO TWO SB NINE AND BUILD UP TO FOUR UNITS. SO WHENEVER THERE'S A DEVELOPMENT THAT IF IT'S ONLY 28 TODAY, I'M GONNA SORT OF SUPPORT IT BECAUSE WE'RE LOSING OUR RIGHTS IN SACRAMENTO. SO ON HOUSING UNITS, AGAIN, IT COULD BE UP TO 48 TODAY. YEAH. BUT WE DON'T KNOW WHAT'S, WHAT COULD HAPPEN TOMORROW. THEY HAVE 48. IF WE JUST WENT WITH ADU, THAT'D BE ANOTHER, UH, 20, 24 MORE UNITS THAT THEY COULD PUT IN THERE. AND AN ADU IS A THOUSAND SQUARE FEET, I BELIEVE. WHAT'S THE SQUARE FOOTAGE AND VARIES. BUT IT, IT COULD BE UP TO 1200. OKAY? SO ANOTHER, IT COULD BE ANOTHER HOUSE, 1200 SQUARE FEET. AND WE HAVE NO SAY SO. SO ALL I'M STATING TO YOU IS, OKAY, WE CAN MAKE IT DIFFICULT AND, AND WE, NOT THAT WE'RE TRYING TO MAKE IT DIFFICULT, BUT WE DO HEAR WHAT YOU'RE SAYING. WE'RE TRYING TO LIMIT DENSITY IN CARBON CANYON, BUT THERE'S OTHER FACTORS OUTSIDE OF CARBON CANYON AS FAR AS TRAFFIC WE HAVE NO CONTROL OVER. OKAY? SO IT'S, IF WE DIDN'T DO ANYTHING, IT'S GONNA GET WORSE. UM, BUT JUST ALONE, PEOPLE HAVE THE RIGHT TO BUILD, AND WE AS A CITY ARE LOSING OUR RIGHTS TO CONTROL, LIKE OUR GENERAL PLAN ZONING, WE'RE LOSING THAT. AND SO, IN OTHER WORDS, WHAT'S GONNA HAPPEN NEXT YEAR? WHAT'S GONNA HAPPEN THE YEAR AFTER THAT? SO IN OTHER WORDS, MY FEELING IS IF A, IF A PROJECT IS TODAY 28 AND WE CAN MOVE FORWARD ON IT, I WOULD PROBABLY SAY YES. DO I LIKE IT? NO, I DON'T. BUT IT'S 28, IT'S NOT 49, IT'S NOT ANOTHER 21 ON TOP OF THAT. SO ALL I'M STATING IS THAT WE GOTTA BE CAREFUL BECAUSE WE AS A CITY ARE LOSING OUR RIGHTS TO CONTROL DEVELOPMENT. AND, AND AGAIN, SOMEBODY HAS THEIR HAND UP IN THE BACK. UM, SO I JUST WANT YOU TO KNOW, AND AGAIN, I I, I LIVE IN CARBON CANYON, I DON'T LIKE THE TRAFFIC. WHEN I MOVED HERE, IT WAS ABOUT 30,000 TOTAL UNITS IN CHINO HILLS. NOW IT'S ABOUT 79. IT ACTUALLY WENT DOWN, IF I'M NOT MISTAKEN, OUR LAST CENSUS MM-HMM. . SO ALL I'M STATING IS I AGREE WITH YOU, BUT THE STATE IS PUTTING DEMANDS ON CITIES THAT SURROUND US AND EVEN WITH US, BUT WE HAVE TO AT LEAST ZONE FOR 3729TH UNITS DOESN'T MEAN THEY'RE GONNA GET BUILT. WE AS A CITY HAVE THAT OBLIGATION TO DO THAT. SO AGAIN, YEAH, I, I'M FRUSTRATED JUST LIKE YOU AND I KNOW I'M SOUNDING LIKE I'M FRUSTRATED RIGHT NOW, SO I APOLOGIZE. BUT WE FEEL YOUR PAIN, YOU KNOW, WE SEE THE TRAFFIC AND THEN DURING AN EMERGENCY, THERE'S ACTUALLY TWO EMERGENCY EXITS, CANNON LANE AND VALLEY SPRINGS ROAD. AND YES, THEY DO, ARE OPEN DURING EMERGENCIES IF NEED BE. SO, UM, THOSE ARE MY COMMENTS. SO WHAT YOU JUST SAID IS, ARE THINGS WE'VE BEEN SAYING FOR SEVERAL YEARS NOW, THE FRUSTRATIONS OF, OF CITIES, MUNICIPALITIES DEALING WITH THE STATE OF CALIFORNIA AND THE MANDATES THAT THEY'RE PUTTING ON CITIES. WE, WE SAY THIS OFTEN. SO WHAT RAY JUST SAID IS, ARE THINGS WE'VE BEEN TALKING ABOUT FOR SEVERAL YEARS? EXACTLY. YEAH. YEAH. NO, I WAS JUST GONNA ADD TO IT, RAY IS SPOT ON THIS, IT'S, YOU KNOW, THAT OLD, UH, CHARLIE BROWN CARTOON WHERE, YOU KNOW, YOU KNOW, YOU, YOU'RE EXPECTING LUCY TO, YOU KNOW, YOU KNOW, HOLD THE FOOTBALL AND CHARLIE BROWN RUNS UP THE STATE KEEPS DOING THAT WITH HOUSING WITH US. THEY WILL CONTINUE TO CHANGE THE RULES AND SOMETIMES YOU JUST HAVE TO HOLD ONTO THE RULES YOU HAVE NOW VERSUS HOPING THAT THEY'RE GONNA COME UP WITH SOMETHING THAT'S BETTER. 'CAUSE THEY WON'T, I'M [01:30:01] SORRY. SACRAMENTO IS NOT GONNA COME UP WITH ANYTHING BETTER FOR ANY OF US WHEN IT COMES TO, TO HOUSING OR MAKING YOUR QUALITY OF LIFE ANY BETTER. SO RAY GETS IT A HUNDRED PERCENT AND THIS COUNCIL DOES AS WELL. SO THAT'S IT. OKAY. SO WE'VE CLOSED A PUBLIC HEARING. UH, I GUESS IT'S TIME TO VOTE UNLESS WE HEAR FROM ANYBODY ELSE UP, UP HERE. IT'S TIME TO VOTE ON ACCEPTING THE, OR DENYING. SO A YES VOTE MEANS WE'RE DENYING THE, UH, EXTENSION OF THIS PROJECT. CORRECT, BETH? SO, UM, APPROVING THE RESOLUTION THAT WOULD DENY THE PROJECT CORRECT. DENY THE EXTENSION OF THE PROJECT. CORRECT. RIGHT. SO THAT'S ALRIGHT. SO WITH THAT, LET'S GO AHEAD AND VOTE. WELL, WE NEED THE MOTION. I'LL SECOND THE MOTION. OKAY. I'LL MAKE THAT MOTION. OKAY, WE HAVE A MOTION AND A SECOND. ALRIGHT. MOTION PASSES. FOUR ONE WITH JOE'S VOTING. NO. ALRIGHT, WITH THAT, [ PUBLIC INFORMATION OFFICER REPORT] LET'S MOVE ON TO OUR P I O REPORT. NICOLE. THANK YOU MAYOR ROGERS AND GOOD EVENING COUNCIL STAFF AND MEMBERS OF THE PUBLIC. JUST A FEW QUICK ANNOUNCEMENTS TONIGHT. AND I'D BE HAPPY TO ANSWER ANY QUESTIONS. QUESTIONS? NOPE. MOVING ON, CHIEF WILLIAMS. [ SAFETY UPDATES - Fire and Police] GOOD EVENING, MAYOR AND COUNCIL AND COMMUNITY MEMBERS. AS MENTIONED TONIGHT BY, UH, ONE OF MY BOARD OF DIRECTORS, UH, OUR STATE OF THE, UH, DISTRICT, UH, I LEFT A BUNCH OF FLYERS. SO FOR COMMUNITY MEMBERS, THEY'RE SITTING OUTSIDE, THEY KIND OF LOOK LIKE THIS. THERE'S A QR CODE ON THERE. SHOULD YOU A DESIRE TO ATTEND, JUST YOU CAN TAKE A FLYER WITH YOU OR JUST CLICK ON THE QR CODE AND IT'LL GIVE YOU ALL THE INSTRUCTIONS YOU NEED. UH, WE'RE PRETTY EXCITED ABOUT THIS. WE TOOK A PAGE OUT OF, UH, BOTH OF THE CITIES THAT WE SERVE AND, AND YOU HAVE YOUR, YOUR LUNCHEON. I THINK THE REALLY NEAT THING THAT I'D LIKE TO SHARE WITH, WITH ALL THE COMMUNITY AND THE COUNCIL IS THAT, UH, BECAUSE WE PARTNERED WITH OUR FIRE FOUNDATION ON THIS PARTICULAR EVENT, ALL THE PROCEEDS THAT WE GET, WE'LL GO BACK INTO THE COMMUNITY, UH, FOR THE FIRE FOUNDATION IN THE WAY OF AEDS AND IN THAT PROGRAM THAT WE HAVE. SO, UH, VERY, VERY, VERY, VERY HAPPY TO, TO, UH, ANNOUNCE TONIGHT THAT WE HAVE OUR 40TH, UH, COMMUNITY, COMMUNITY MEMBER THAT HAS SURVIVED, UH, POST CARDIAC ARREST. SO WE, WE'VE HIT THE 40 PERSON MARK AND IT'S PRETTY EXCITING. SO, UH, SUPPORTING, UH, OUR LUNCHEON WILL ALSO SUPPORT THE COMMUNITY IN THAT WAY. SO WE'RE EXCITED. UM, UH, ALSO THE, UH, UH, OCTOBER 21ST IS OUR, UM, FIRE, OUR OPEN HOUSE. AND, UH, MY, MY, UH, POSITION SINCE I BECAME FIRE CHIEF IS THAT I WANT THE COMMUNITY TO KNOW THAT THESE ARE YOUR FIRE STATIONS, YOU PAY FOR 'EM, WE WANT YOU TO COME OUT AND SEE HIM, UH, AND, AND, AND TAKE A LOOK AND, AND, UH, COME OUT AND, AND JOIN US THAT DAY. AND A LOT OF FUN. LAST YEAR WE GOT UP TO ABOUT 1200 PEOPLE. IT'S THE LARGEST IT'S EVER BEEN, SO WE'RE HOPING FOR ANOTHER GOOD TURNOUT. AND THEN, UH, ONE LAST IS THE AMBULANCE CONTRACT. UH, I DARE SAY, BUT WE WE'RE HOPEFUL BY THE END OF THIS MONTH THAT WE WILL GET, UH, THE NEWS THAT WE, WE'VE BEEN LOOKING FOR AND HOPE FOR. UH, BUT, BUT HOPEFULLY THE, THE BOARD OF SUPERVISORS EITHER WAY WILL, UH, START, UH, MOVING TOWARDS MAKING A DECISION, UH, BECAUSE THERE'S A LOT OF THINGS THAT ARE ON HOLD UNTIL WE GET THAT DECISION. SO THAT'S END OF MY REPORT. THANK YOU. ALRIGHT, COOL. ANY QUESTIONS WITH CHIEF? NO. OKAY. CHIEF GERARD, THANK YOU. AND GOOD EVENING. HONORABLE MAYOR, VICE MAYOR, CITY COUNCIL, CITY STAFF AND RESIDENTS AND ATTENDANCE. UH, JUST ONE CASE I'D LIKE TO GO OVER WITH YOU THIS EVENING. ON SATURDAY, SEPTEMBER 30TH, 2023, CHINO HILL'S DEPUTIES RESPONDED TO THE 300 BLOCK OF ROLLAWAY [01:35:01] LANE FOR A REPORT OF A VEHICLE. BURGLARY. DEPUTIES DISCOVERED THE VICTIM HAD JUST WITHDRAWN $2,500 IN US CURRENCY FROM HIS BANK AND PLACED AN ENVELOPE CONTAINING THE CURRENCY IN THE GLOVE BOX OF HIS VEHICLE. THE VICTIM THEN DROVE HOME FROM THE BANK, PARKED AND LEFT HIS VEHICLE UNATTENDED AT HIS RESIDENCE. WITHIN MINUTES, UNKNOWN SUSPECTS WERE CAPTURED ON VIDEO SURVEILLANCE, BURGLARIZING THE VICTIM'S VEHICLE AND STOLE THE US CURRENCY. THE SUSPECTS LEFT IN A HYUNDAI ELANTRA WITH AN OBSTRUCTED LICENSE PLATE. DETECTIVES ASSISTED WITH THE INVESTIGATION AND UTILIZED THE CITY'S AUTOMATED LICENSE PLATE READING SYSTEM TO SEARCH FOR THE SUSPECT VEHICLE. DETECTIVES QUICKLY IDENTIFIED THE VEHICLE AND DISCOVERED IT WAS A RENTAL VEHICLE. DETECTIVES CONTACTED THE RENTAL COMPANY AND LEARNED THE VEHICLE HAD BEEN RENTED IN TEXAS. THE RENTAL TERM HAD PASSED AND THE VEHICLE WAS OVERDUE. ON TUESDAY, OCTOBER 3RD, 2023, DETECTIVES SUBMITTED A ON THE LOOKOUT OR BOLO FOR THE SUSPECT'S VEHICLE TO ALL LAW ENFORCEMENT. THE VERY NEXT DAY, THE LAHABRA POLICE DEPARTMENT RECEIVED A NOTIFICATION WHEN THE VEHICLE ENTERED THEIR CITY. LAHABRA POLICE LOCATED THE SUSPECT'S VEHICLE AND DETAINED THREE SUSPECTS. CHINO HILLS DETECTIVES RESPONDED, TOOK CUSTODY OF THE SUSPECTS AND LOCATED EVIDENCE INSIDE THE VEHICLE. DURING INTERVIEWS, THE SUSPECTS ADMITTED THEY WERE FROM TEXAS, GAVE CONFLICTING STATEMENTS AND WERE SUBSEQUENTLY BOOKED FOR THE CRIME. THIS TYPE OF CRIME WHERE SUSPECTS WAIT OUTSIDE BANKS LOOKING FOR VICTIMS, LEAVING WITH BANK ENVELOPES OR CURRENCY BAGS, AND THEN FOLLOWING THEM TO THEIR NEXT DESTINATION WHERE THEY ROB THEM OR BURGLARIZE THEIR VEHICLE AS KNOWN AS JUGGING. AND WE'RE SEEING AN INCREASE. PLEASE BE VIGILANT WHEN VISITING BANKS AND OR ATMS AND SECURE ALL CURRENCY OUT OF SIGHT WHEN WALKING TO AND FROM YOUR VEHICLE. IF YOU EXPERIENCE ANYTHING UNUSUAL AND OR BELIEVE YOU ARE BEING FOLLOWED, PLEASE DIAL 9 1 1 AND HAVE US RESPOND. THAT CONCLUDES MY REPORT. AWESOME. THANK YOU CHIEF. ANYBODY? WE'RE GOOD? YES, RAY, SIR, I GOTTA CALL YOU, SIR, THE WAY YOU'RE DRESSING TODAY. YOU'RE LOOKING GOOD. THANK YOU. SO, SIR, YOU'RE LOOKING GREAT. THANK YOU VERY MUCH. THANKS CHIEF. ALRIGHT. OKAY, I THINK WE'RE DONE WITH OUR REPORTS. MOVING ON. YEAH. BETH, MAYOR, IF I COULD JUST MAKE A BRIEF COMMENT. MARK WANTED TO BE HERE TONIGHT. HE HAD COVID, SO WAS UNABLE TO DO SO, BUT HE JUST WANTED TO MAKE SURE I THANKED THE COUNCIL FOR APPROVING THE AMENDMENT AND ALLOWING OUR OFFICE TO CONTINUE TO SERVE. SO THANK YOU. FROM OUR FIRM, WE DID THAT ALREADY. MOTION TO RESCIND . THANK YOU BETH. ALRIGHT, MOVING ON TO OUR [ COUNCIL REPORTS Mayor Rogers Chino Desalter Authority Board Water Facilities Authority Board Council Member Bennett California Institution for Men and Women Citizen Advisory Committees Chino Valley Unified School District Board Council Member Marquez Cal Cities Latino Caucus Legislative Committee Omnitrans Board San Bernardino County Transportation Authority Board Southern California Association of Governments Regional Council Transportation Committee] COUNCIL REPORTS. I'LL MAKE BOTH OF THESE FAIRLY BRIEF. BOTH HAVE TO DO WITH WATER. OUR CHINO DESAL AUTHORITY, C D A. WE HAVE VARIOUS PROJECTS UNDER CONSTRUCTION HAVING TO DO WITH, UH, EITHER IMPROVEMENTS AT THE, THE TWO FACILITIES WE HAVE OR HAVING TO DO WITH PUMPS, BOOSTER PUMPS FOR VARIOUS WELLS. SO THE BOARD OF DIRECTORS APPROVED ALL OF THOSE CONTRACTS THAT WERE BROUGHT FORWARD BY THE STAFF. SO THAT'S C D A W F A WATER FACILITIES AUTHORITY, WHICH IS THE STATE WATER. AND WE ARE ONE OF THE FIVE AGENCIES THAT HAVE OWNERSHIP OF A, OF A PLANT IN UPLAND, A WATER TREATMENT PLANT. UH, OUR BIG REPORT HAD TO DO WITH OUR, OUR ANNUAL AUDIT. SO WE HAD A REPORT FROM OUR AUDITOR THAT EVERYTHING WAS IN GREAT SHAPE, OTHERWISE IT WAS JUST ROUTINE BUSINESS. SO, MOVING ON TO, UH, COUNCIL MEMBER BENNETT. UH, YES, I HAD TWO MEETINGS THIS MORNING. THE FIRST ONE WITH THE, UH, WHOOP, EXCUSE ME, TRY AGAIN. UH, TWO MEETINGS THIS MORNING. THE FIRST ONE WITH THE CALIFORNIA INSTITUTE FOR WOMEN. UH, MANY OF YOU, MANY OF US KNEW THAT, UH, JENNIFER CORE, THE, UH, FORMER ACTING WARDEN RETIRED OFFICIALLY LAST WEEK. AND, UH, THIS MORNING, MOLLY HILL, UH, WAS SETTING, HAS STEPPED IN OR BEEN APPOINTED, UH, UH, ACTING WARDEN. SHE SERVED THE, UH, AT THAT LOCATION FROM 2016 TO 2019. SO SHE'S A, A KNOWN COMMODITY. MM-HMM. AND, UH, SEEMS TO BE A VERY, VERY, UH, NICE LADY. AND HAS, HAS THE RESPECT OF THE EXISTING STAFF. IS SHE ACTUALLY RETIRED? DID SHE COME BACK? SHE WAS RETIRED AND THEN SHE WAS DOING SOME OTHER THINGS IN BETWEEN. BUT YEAH, NOW SHE'S BEEN APPOINTED ACTING WARDEN. UH, THE SIGNIFICANT THINGS THAT CAME OUTTA THAT MEETING IS CURRENTLY THERE IS A POPULATION OF ABOUT 1000, UH, AND THREE INMATES, UH, AT THE, UH, C I A W. UH, APPROXIMATELY 204 OF THOSE ARE ACTUALLY, UH, PRISONERS, UH, OR GUESTS OF THE FACILITY, I GUESS, THAT, UH, ARE SUFFERING FROM A D A, UH, THERE IS A, A REAL MOVE OF FOOT TO, UH, UH, PUT FORTH A PLAN THAT'S EFFECTIVE FOR ANTI-BULLYING. UH, THERE'S A SIZEABLY OR A SIZEABLE, UH, ELDERLY POPULATION, UH, BEING EXPLOITED. UH, THE AVERAGE AGE AT THE FACILITY IS ABOUT 40 AT AGE 41, BUT THE ELDERLY, THEY ARE SIX, ABOUT 65 PLUS. AND SOME OF THESE, UH, YOUNGER ONES ARE BULLYING AND, UH, EXPLOITING THE OLDER POPULATION. SO THOSE WERE THE SIGNIFICANT THINGS THAT, UH, THAT CAME OUT OF THAT MEETING. UH, IT WAS FOLLOWED BY THE, UH, C I DE OR C [01:40:01] I M MEETING, UM, THIS MORNING. UH, JOHN MERCHANT, THE, UH, THE WARDEN WAS NOT AVAILABLE. HE WAS, UH, UH, OTHERWISE, UH, TIED UP IN, IN SOME MEETINGS AND HEARINGS. BUT THERE, THE UPDATE THERE IS, THERE ARE APPROXIMATELY 2,354 TOTAL INMATES CURRENTLY. AND A SIGNIFICANT THING THAT, UH, CAME OUT THAT WAS KIND OF ALARMING. UH, AS FAR AS THE NUMBER, UH, UH, ABOUT 14,000 HEALTHCARE APPOINTMENTS ARE MADE PER MONTH AT THAT FACILITY. UH, IT IS ONE OF THE, UH, BEST FACILITIES IN THE WHOLE SYSTEM OF CORRECTIONAL INSTITUTIONS WHEN IT COMES TO, UH, INMATES THAT HAVE HEALTH ISSUES. SO, UH, THAT WAS DISCUSSED. AND, UH, AS A SIDE SIDE NOTE, BOTH THE C I W AND C I M HAVE SOME HALLOWEEN, UH, ACTIVITIES ARE COMING UP. AND I WAS ASKED TO SEE IF ANYONE THAT WOULD LIKE TO MAKE DONATIONS OF CANDY. NOT MONETARY, BUT THEY NEED CANDY FOR BOTH THE, UH, C I W, WHICH IS GONNA BE ONSITE. AND THEN THERE'S ALSO ONE FOR THE C I M THAT'S GOING TO BE, UH, A TRUNK OR TREAT TYPE, UH, EVENT. UH, THAT'S COMING UP THE 21ST FOR C I M, OR EXCUSE ME, C YES, C I M. AND ON THE, UH, 27TH THROUGH OCTOBER 29TH, SATURDAY OR FRIDAY. SATURDAY AND SUNDAY, UH, FOR HALL HALLOWEEN WEEKEND FOR THE CALIFORNIA INSTITUTE FOR WOMEN. SO IF YOU, UH, IF YOU WOULD LIKE TO MAKE CONTRIBUTIONS WITH CANDY FOR THOSE EVENTS, UH, THEY WOULD THAT BE GREATLY APPRECIATED? IS THAT SO THEIR FAMILIES CAN HAVE AN ACTIVITY? YEAH, YEAH, YEAH. SO THEIR FAMILIES CAN VISIT, ESPECIALLY AT THE, UH, CI W OKAY. IT WAS DISCUSSED THAT GOTCHA. YOU KNOW, WOMEN INMATES, UH, BECAUSE OF THE FAMILY'S NEED TO HAVE CONTACTS WITH MOTHERS IN THE FAMILY. UH, NOT THAT FATHERS AREN'T EQUALLY AS IMPORTANT, BUT THERE'S A REAL NEED FOR THAT CONTINUING BOND WITH CHILDREN AND THEIR MOMS. SO, UH, THEY DO EVERYTHING THEY CAN TO TRY AND FIRST AND FOREMOST, THEIR, THE JOB OF BOTH OF THESE FACILITIES IS TO REHABILITATE PEOPLE. THE RECIDIVISM RATE AT THE MEN'S PRISON, THEY'VE ONLY HAD LIKE ONE, UH, INMATE COME BACK IN, IN THE LAST SEVERAL YEARS. SO THEY ARE DOING THE RIGHT JOB AS FAR AS REHABILITATING THESE PEOPLE TO WHERE THEY CAN, UH, HAVE A USEFUL, UH, FUTURE OUT IN THE, IN THE BACK, IN THE PUBLIC. SO, BUT AT ANY RATE, IF YOU'D LIKE TO, UH, DO IT, WE CAN GET INFORMATION ON THE CITY WEBSITE AS TO HOW, WHO TO CONTACT FOR THE, THE CANDY, UH, CHANNEL VALLEY UNIFIED SCHOOL DISTRICT. UH, IT WAS A RATHER LENGTHY MEETING. WE HAD ABOUT 17 PEOPLE TO SPEAK. UH, THE PAPER WILL PROBABLY COVER MOSTLY WHAT, WHAT GOES ON, BUT IT'S, UH, JUST A, A REHASH OF A LOT OF THE, UH, DISPUTES AND DIFFERENCES THAT EVERYTHING FROM, UH, BOOKS THAT ARE BEING BANNED AND, UH, POSITIONS THE BOARD IS TAKING. BUT A COUPLE THINGS THAT ARE, UH, OF GREAT IMPORTANCE IS THAT, UH, MR. FINK BINDER HAS BEEN PROMOTED TO A POSITION AT THE, UH, DISTRICT DISTRICT AND I REALLY, I MISSED, I'M SORRY. I DID NOT GET THE NAME OF HIS NEW POSITION. HE'LL BE MISSED ON CAMPUS. HE SERVED GOOD WITH THE CASE. GREAT. BUT AS YOU KNOW, HIS FATHER WAS THE PRINCIPAL AT KNOW, UH, KENYON OR KENON HILLS. KENYON HILLS. AND THEN HE SUCCEEDED IT. SO, UH, YOU'RE TALKING ABOUT A FAMILY THAT'S DEDICATED TO THE STUDENTS OF THIS DISTRICT OF UNBELIEVABLE. AND THEN ALSO, UM, THERE WAS AN AWARD GIVEN OR RECOGNITION GIVEN FOR ADVANCED PLACEMENT RESEARCH EXAM PERFECT SCORE. SO THE AP PERFECT SCORES BY TWO STUDENTS, UH, CAYENNE DINGING AND LUCAS CO. HOW WAS BOTH HIGH SCHOOL, UH, ALA HIGH SCHOOL STUDENTS, SAME TEACHER, WHICH IS UNBELIEVABLE. BUT THEY HAD PERFECT SCORES IN THIS AND IT WAS JUST, UH, WOW. UNBELIEVABLE TO, TO HEAR THEM SPEAK ABOUT THE RESEARCH THEY DID. AND IF ANYBODY BELIEVES THAT, UH, WE AREN'T PUTTING OUT SOME FANTASTIC STUDENTS IN THIS DISTRICT, THEY NEED TO, TO, TO HEAR SOME OF THESE KIDS SPEAK. IT'S, IT'S, IT'S REALLY AMAZING. SO, UH, THAT IS THE END OF MY REPORTS. EXCELLENT. WELL, THANK YOU. ALRIGHT, RAY. THANK YOU, MR. MAYOR. UH, NORMALLY WHAT I DO IS I TYPE MY NOTES, BUT I'VE BEEN IN, UH, ORLANDO THE LAST FEW DAYS AND I JUST GOT BACK THIS MORNING SO I CAN'T EVEN READ MY OWN WRITING, BUT I'M GONNA TRY IT. ON LATINO CAUCUS. WAS IT WRITTEN ON THE PLANE? IS THAT WHY? WELL, OH YEAH. WANNA READ IT? YEAH, IT LOOKS LIKE IT WAS EXTREMELY TURBULENT. YEAH, IT WAS BUMPY. YEAH. BULENCE, UM, THE LATINO CAUCUS EXECUTIVE DIRECTOR ERIC ORGA, CAME TO OUR CITY AND WE WERE PLANNING FOR NEXT YEAR EVENTS THAT WE'RE GONNA HAVE. AND I'M GONNA HAVE A RETREAT HERE IN CHINO HILLS. AND I'M VERY PROUD OF JUST LIKE THE REST OF THE COUNCIL MEMBERS HERE ABOUT OUR OPEN SPACE, OUR STATE PARK, MCCOY'S, B L D, AND EVEN REELS. [01:45:01] SO I WANNA SHOWCASE THAT, UH, TO 15 DIRECTORS OR 15 COUNCIL MEMBERS THROUGHOUT CALIFORNIA. UM, ALSO TRAN WE, WE TALKED ABOUT BUYING TWO PARCELS. UH, WE'RE GONNA BASICALLY HAVE AN, UH, ELECTRIC FLEET COMING UP AND WE'RE LOOKING FOR A PLACE FOR MAINTENANCE AND THEN ALSO A HYDROGEN FILLING STATION. WE'RE GONNA BE BUYING SOME HYDROGEN BUSES. SO WE'RE LOOKING FOR TWO PARCELS TOTAL OF ABOUT THREE ACRES NEXT TO OMNI TRANS. SO THAT'S MOVING FORWARD. UM, SS B C T A, UH, WE'RE GONNA INCREASE THE, UH, PRELIMINARY BUDGET REQUEST FOR FISCAL YEAR 20 23, 20 24. UM, WE HAVE, UH, A GROUP FROM SWITZERLAND CALLED STADLER. UH, THEY'RE BASICALLY THE DEVELOPERS, UH, OF THE ZEMO AND WE JUST ARE GONNA DO A CONTRACT FOR THEM TO DO SOME MORE TESTING IN PUEBLO, COLORADO. UM, THE COUNTY, UM, DID A PRESENTATION ON HOMELESSNESS AND, UH, TELL KURT IT WAS EXCELLENT. A LOT OF VERY INFORMATIVE, UH, SCAG TRANSPORTATION COMMITTEE, REALLY NOTHING TO REPORT. REGIONAL COUNCIL, REGIONAL EARLY ACTION PLAN. WE REVIEWED IT AND THEN ALSO WE DID THE, THE REAP 2.20, WHICH IS THE HIP. AND WE TALKED ABOUT THE PILOT PROGRAM FUNDING AWARDS. SO THOSE ARE MY REPORTS, SIR. ALRIGHT, GOOD. [ COUNCIL COMMENTS] THEN WE WILL MOVE ON TO OUR COUNCIL COMMENTS. UH, I JUST HAVE A FEW. OKAY. UM, LET'S SEE, I THINK IT WAS A WEEK AGO MONDAY. UM, PETER AND I, ALONG WITH CHINO MAYOR UNI LOA AND CHICK-FIL-A, CHINO HILLS OWNER OPERATOR DAVID SISON, HOSTED A SMART LEADERSHIP EVENT IN CHINO HILLS. I WANNA THANK, UM, THE LOCAL LEADERSHIP IN THE VALLEY. I, I KNOW YOU GUYS WERE THERE AND SOME CITY, CITY STAFF THAT WENT. THANK YOU FOR COMING. I THINK IT WAS WORTH YOUR TIME. UM, IT WAS SOMETHING WE DID ON OUR OWN. IT WASN'T A CITY EVENT, BUT I JUST WANTED TO THANK YOU FOR YOUR SUPPORT. WE HAD 150 OR SOMETHING, I THINK 150 PEOPLE. IT WAS A, IT WAS A GREAT MORNING. UM, I TOOK A TOUR WITH BRIAN, UM, OFF TO BIG LEAGUE DREAMS TO GET A PROGRESS MM-HMM. PROGRESS REPORT AND JONATHAN WAS THERE. BEN WAS THERE, AND, UM, IT WAS IMPRESSIVE. THEY'RE MAKING PROGRESS. SO I JUST WANNA LET YOU GUYS KNOW THAT BRIAN AND I ARE TRACKING IT. AND IF YOU GUYS HAVEN'T VISITED BIG LEAGUE DREAMS LATELY, GO CHECK OUT THE IMPROVEMENTS THAT THEY'RE MAKING IN THE, UH, RESTAURANT AND ON THE FIELD. SO THE, THE ONE FIELD IS THAT FIELD ONE THAT HAS THE NEW TURF ON IT. IT'S TUBS. REALLY? YEAH. IT'S REALLY BEAUTIFUL. THEY, THEY, THEY STILL HAVE A WAYS TO GO, BUT AT LEAST WE'RE MOVING FORWARD. SO THAT WAS GREAT. AND I KNOW HOUSE OF RUTH WAS HERE, UM, TONIGHT. GREAT ORGANIZATION. IF YOU DON'T KNOW ABOUT THEM AND YOU'RE LOOKING FOR NONPROFITS TO SUPPORT, PLEASE LOOK THEM UP. UM, I'M GOING TO AN EVENT TOMORROW NIGHT THAT SHE MENTIONED, UM, TO SUPPORT THEIR SURVIVORS. BUT, UM, LIKE SHE SAID, OUR CITY HAS SUPPORTED THEM THROUGH THE COMMUNITY DEVELOPMENT BLOCK GRANT FOR YEARS AND THEY JUST DO GREAT THINGS. SO IF IT WAS THE FIRST TIME YOU HEARD ABOUT THIS ORGANIZATION TONIGHT, PLEASE, UM, LOOK INTO HOW YOU CAN SUPPORT WHAT THEY DO. AND THAT'S ALL I, I REMEMBER SEVERAL SESSIONS AGO. MM-HMM. ENCOURAGING HER TO ASK FOR MORE MONEY. WE YEAH, WE DID. OR BEING CONSERVATIVE, THEY WERE ASK FOR MORE MONEY. EXACTLY. SO, YEAH, THAT'S ALL I HAVE, PETER. ALRIGHT, GREAT. WHAT DO YOU HAVE? THANK YOU, MR. MAYOR. UH, REAL FAST I DID ATTEND THE STATE OF THE COUNTY. EXCELLENT. UH, UM, IT WAS, IT WAS EXCELLENT. SO THANK YOU. AND I KNOW YOU'RE A PART OF THAT. UH, MR. MAYOR, UM, MOBILITY 21, IT'S A CONFERENCE, IT'S AN ANNUAL CONFERENCE. AND, UH, ONE OF THE SPEAKERS THAT SPOKE, SHE'S THE CHAIRPERSON FOR, UM, THE ASSEMBLY. HER NAME'S LAURA FRIEDMAN. SHE MADE SOME VERY DEROGATORY COMMENTS ABOUT SAN BERNARDINO PEOPLE. AND, UM, WE DIDN'T AT, UH, SCAG, WE DIDN'T LIKE IT. AND WE RESPONDED WITH A LETTER TO HER, TO MANDY, AN APOLOGY. 'CAUSE SHE WAS VERY, UM, VERY NEGATIVE ABOUT THE PEOPLE THAT LIVE IN SAN BERNARDINO. AND I REALLY, I TOOK OFFENSE PERSONALLY, TOOK OFFENSE TO IT. S B C T A DID WRITE A LETTER AND, UH, WE DID SIGN IT. I SIGNED IT. AND, UM, HOPEFULLY SHE WILL READ IT AND, AND HOPEFULLY HAVE AN APOLOGY FOR US. UM, SS B C T A HAD A 50 YEAR CELEBRATION. UH, LAST WEEK I ATTENDED, UH, LEAGUE OF CITIES. UH, THERE WAS A WEBINAR ON CLIMATE CHANGE AND I DID TALK TO NICK A LITTLE BIT ABOUT THAT. I BELIEVE ABOUT A CLIMATE CHANGE, UH, OR CLIMATE ACTION PLAN. AND WE DO HAVE ONE. I WAS SORT OF SURPRISED. I'M VERY PROUD AND I'M HAPPY THAT WE'RE MOVING FORWARD IN, IN THAT DIRECTION. SO THANK YOU. APPRECIATE THAT. I ATTENDED A, A CONFERENCE, UH, MY RESPONSIBILITIES AS VICE PRESIDENT FOR S B C T A. IT'S CALLED A P T A AMERICAN PUBLIC TRANSPORTATION ASSOCIATION. IT, UH, WAS PAID FOR BY S B C T A AND IT WAS IN, UH, ORLANDO, FLORIDA. AND, UH, WE, WE HAVE A, WE BOUGHT, IT'S CALLED ZEMO. LET ME EXPLAIN WHAT IS ZEMO? ZEMO IS A LOCOMOTIVE AND IT'S A FIRST IN THE NATION. AND WE UNVEILED IT, UH, THE OTHER DAY OVER AT BRIGHT LINE FIRST IN THE NATION, HYDROGEN FUEL CELL. AND IT POWERS, OR IT, UH, MAKES ELECTRICITY TO CHARGE THE BATTERIES. SO IT'S THE FIRST ONE IN THE NATION. UM, IT'S GONNA BE COMING APRIL OF NEXT YEAR, [01:50:01] AND IT'S GONNA BE USED ON THE REDLANDS LINE. AND WE'RE HOPING AFTER THAT IT'S GONNA BE USED THROUGHOUT CALIFORNIA, BUT IT'S ZERO EMISSION, THE CLEANEST IT COULD BE. AND IT JUST WAS AMAZING. UH, THIS COMPANY FROM SWITZERLAND, STATLER, THEY'RE JUST A, UH, IMPECCABLE COMPANY. THEY'RE TRYING TO MAKE A LOT OF, UH, CHANGES TO HELP US WITH GREEN GREENHOUSE GASES. UM, I DID TOUR ALSO THE BRIGHT LINE FACILITY, WHICH IS HIGH SPEED RAIL. I GET TO, I WENT ON THE TRAIN AND THE TRAIN TRAVELED BETWEEN A HUNDRED AND 120 MILES. IT'S THE SAME PEOPLE THAT ARE COMING TO RANCH CUCAMONGA TO VEGAS. THAT TRAIN WILL BE GOING IN EXCESS OF 180 MILES. SO WE'RE LOOKING AT TARGET DATE IS, UH, TO BE COMPLETED IN 2027 BEFORE THE OLYMPICS. AND THEN ALSO, LAST THING IS, I JUST WANNA SAY, AND I KNOW THAT YOU'RE, YOU'RE INVOLVED IN THIS, SIR, UH, CARBON CANYON CALTRANS. THEY'RE DOING SUCH A GREAT JOB. SO THANK YOU FOR STAYING ON TOP OF THAT. I REALLY APPRECIATE IT. THOSE ARE MY COMMENTS. ALRIGHT, THANK YOU RAY BRIAN. ALL RIGHT. JUST WANTED TO THANK, UH, CITY STAFF, THE FIRE DISTRICT AND THE RED CROSS AND THE SOUTHWEST CARPENTERS UNION FOR, UM, A, UH, AN OUTREACH EVENT THAT THEY DID IN LOS SERRANOS TO, UH, GO DOOR TO DOOR TO INSTALL SMOKE ALARMS AND C O TWO, UH, MONITORS AT HOMES, UM, FOR RESIDENTS THAT NEEDED A HAND. IT WAS NICE TO, TO BE OUT THERE. TOOK MY KIDS OUT TO, YOU KNOW, WATCH, YOU KNOW, AND VOLUNTEER TO SEE HOW THAT WAS GOING PRIOR TO THAT. SWUNG BY THE COMMUNITY CLEANUP EVENT THAT WE HAD JUST OVER HERE AT THE, UH, SPILLOVER PARKING LOT AT, UH, AT CITY HALL. GREAT TURNOUT. AND THEN JUST ANOTHER COMMENT, NOT NECESSARILY CITY RELATED, BUT IF YOU'VE EVER GONE UP TO, UH, GET YOUR PASSPORT, YOU MIGHT'VE SEEN, WE HAVE A LITTLE MEMORIAL FOR THE HOLOCAUST THAT'S UP THERE, I THINK JUST TO THINK ABOUT WHAT'S GOING ON IN ISRAEL. IT'S SAD. SO, OKAY. AND I PRAY FOR THOSE POOR PEOPLE. THAT'S ALL I GOT. OKAY. ART? UH, YES. UH, FIRST, UH, LAST COUNCIL MEETING, WE ADJOURNED IN, UH, MEMORIAL OF BILL HUGHES. UH, ANYONE THAT KNEW BILL, UH, IS, HE WAS JUST A PILLAR OF THIS COMMUNITY, UH, WITH WITHSTOOD MANY, MANY TRAGEDIES IN HIS LIFE. UM, WHICH IF YOU KNOW HIM, YOU KNOW, WHAT HE WENT THROUGH. BUT, UH, I JUST WANTED TO GIVE EVERYBODY A, A HEADS UP AND A, A SAVE THE DATE THAT THERE'S GOING TO BE A CELEBRATION OF BILL'S, WIFE OR WIFE, MY WIFE, HIS WIFE, AND FOR HIS WIFE ON VETERAN'S DAY AT THE MCCOY, UH, EQUESTRIAN CENTER AT ONE O'CLOCK. SO, UH, IF YOU'RE AVAILABLE ON THAT DAY, ON VETERANS DAY, UH, IT WILL NOT CONFLICT WITH OUR CITY'S VETERANS BREAKFAST THAT MORNING. UH, BUT JUST, UH, KEEP THAT IN MIND. AND TO, TO FOLLOW UP ON WHAT BRIAN JUST MENTIONED, UM, I DON'T KNOW WHAT YOU CAN SAY AND, AND THERE IS NO WORDS THAT CAN DESCRIBE ALL OF THE, UH, ATROCITIES THAT ARE GOING ON RIGHT NOW IN ISRAEL. UH, WE HAVE, UH, QUITE A JEWISH, UH, COMMUNITY IN THIS, THIS TOWN. UM, RE RABBI MANDY IS USUALLY, UH, VERY INVOLVED WITH THIS CITY. UM, I THINK ALL WE CAN DO IS, IS NOT ONLY PRAY FOR THAT NATION, UH, AND ALL OF ITS PEOPLE, BUT I THINK AS A NATION, THE UNITED STATES ALSO NEEDS TO PRAY AS TO WHAT WE ARE GOING TO DO THAT IS GOING TO BE MEANINGFUL AND SUPPORTIVE OF WHAT'S GOING ON OVER THERE. AND WITH THE CURRENT DISARRAY, UH, IN WASHINGTON WITH NO SPEAKER OF THE HOUSE, UH, WHICH IS IMPEDING OUR ABILITY TO, UH, MAKE, TAKE CERTAIN ACTIONS, UM, THAT'S GOTTA BE RESOLVED QUICKLY. AND IF ONE BELIEVES THAT THIS IS JUST COINCIDENTAL THAT THESE ATTACKS HAPPENED WHILE WE HAVE NO SPEAKER OF THE HOUSE, UH, THINK IT THROUGH AS TO WHAT NEEDS TO BE DONE AND WHAT CAN'T BE DONE UNTIL WE GET A SPEAKER ELECTED. SO OUR NATION FEELS AND SUFFERS ALONG WITH THESE PEOPLE WE HAVE, IT'S A TREMENDOUS COMMUNITY. THAT'S A TREMENDOUS NATION. UH, THE POWERS THAT ARE BEHIND THESE ATTACKS AND TRYING TO DESTROY THOSE PEOPLE AND WIPE THEM OFF THE EARTH, UH, MUST BE PUT DOWN SEVERELY AND WE MUST SUPPORT ISRAEL. SO, UM, I DUNNO WHAT ELSE ELSE TO SAY OTHER THAN PRAY FOR THOSE PEOPLE AND PRAY FOR THAT NATION. YES. HOW DO I FOLLOW THAT? I DON'T KNOW. IT'S TOUGH ENOUGH FOR HIM JUST TO OPEN UP. I WAS HOPING WE WOULD SAY SOMETHING ABOUT IT, SO. YEAH. OH, I KNOW. ALRIGHT. UH, I THINK I'LL JUST PASS ON ANY COMMENTS THAT I HAVE WITH THAT. AND THEN WE WILL ADJOURN IN OUR TRADITIONAL WAY. ALSO, WE WILL ADJOURN AND TRIBUTE IN HONOR OF THOSE WHO SERVE AND HAVE SERVED [01:55:01] IN THE ARMED FORCES AT HOME AND ABROAD. THEIR SACRIFICE AND STRENGTH PROTECT THE GOALS AND IDEALS THAT HAVE MADE THIS COUNTRY GREAT. AND [ ADJOURN IN MEMORIAM AND IN HOPE: Adjourn in tribute and honor of those who serve and have served in the Armed Forces at home and abroad. Their sacrifice and strength protect the goals and ideals that have made this Country great.] WITH THAT, WE ARE ADJOURNED FOR TONIGHT. OKAY. * This transcript was created by voice-to-text technology.
