THIS YEAR WE HELD OUR 26TH ANNUAL CELEBRATE THE FAMILY CONTEST WITH THE THEME.
THE THEME WAS, THIS IS WHY I LOVE MY FAMILY.
WE HAD OVER 650 ENTRIES SUBMITTED FROM STUDENTS IN KINDERGARTEN THROUGH EIGHTH GRADE WHO LIVE OR ATTEND IN THE, THE CITY OF CHINO HILLS.
I'D LIKE TO THANK OUR STAFF COMMISSIONERS AND COUNCIL MEMBERS WHO HAD A DIFFICULT TASK REVIEWING ENTRIES AND SELECTING THE WINNERS.
AT THIS TIME, I'D LIKE TO ACKNOWLEDGE TWO SCHOOLS AND A TEACHER THAT HAD AMAZING PARTICIPATION FROM THEIR STUDENTS.
WELL, PRINCIPAL LOPEZ FROM ROLLING RIDGE ELEMENTARY.
PRINCIPAL WYNN FROM LOVING SAVIOR AND MRS. ON FROM ROLLING RIDGE ELEMENTARY.
ROLLING RIDGE ELEMENTARY SCHOOL HAD THE HIGHEST PARTICIPATION IN FIRST THROUGH THIRD GRADE AND FOURTH THROUGH SIXTH GRADES.
LOVING SAVIOR HAD THE HIGHEST PARTICIPATION IN KINDERGARTEN AND SEVENTH AND EIGHTH GRADE CATEGORIES FOR EACH CLASSROOM.
WE HAD A HUNDRED PERCENT PARTICIPATION.
THE TEACHER'S NAMES WERE PUT IN A DRAWING TO WIN A HUNDRED DOLLARS GIFT CARD AND THIS YEAR'S WINNER AS MRS. ON.

ABOUT THREE WEEKS AGO, THEY WITNESSED A LIFE-THREATENING SITUATION WHEN A PATRON AT GRAND AVENUE PARK SUFFERED A CARDIAC ARREST.
WITHOUT HESITATION, JAYDEN AND KAYA GRABBED AN AUTOMATED EXTERNAL DEFIBRILLATOR OR AN AED AND RAN TO THE SCENE.
WHEN THEY ARRIVED, JAYDEN BEGAN CHEST COMPRESSIONS USING THE AED TO ASSIST.
WHILE KAYA SECURED THE SCENE AND DIRECTED ARRIVING MEDICAL PERSONNEL, JANE PERFORMED CPR FOR ABOUT TWO MINUTES UNTIL THE CHINO VALLEY FIRE ARRIVED AND CONTINUED WITH CPR.
THANKS TO THEIR EXTRAORDINARY COURAGE, BRAVERY, AND QUICK THINKING.
THE PATRON'S PULSE WAS REGAINED SHORTLY AND THEREAFTER, UH, WHEN CVFD ARRIVED.
SO THAT'S, UH, PRETTY AMAZING.
ALTHOUGH CPR TRAINING IS PROVIDED TO ALL CITY STAFF MEMBERS, WITNESSING ITS APPLICATION IN A CRUCIAL MOMENT FURTHER EMPHASIZES THE CITY OF CHINO HILL'S COMMITMENT TO THE WELLBEING OF OUR COMMUNITY MEMBERS.

AND AT ONE POINT WE WERE HOVERING IN THE 62% SURVIVABILITY WHERE THE REST OF THE NATION HOVERED AROUND 29 OR 30%.
WHAT THAT MEANS TO YOU COMMUNITY MEMBERS IS THAT, UM, YOU'RE IN GOOD HANDS IF YOU HAPPEN TO HAVE THAT SORT OF SITUATION OCCUR WITHIN THE FIRE DISTRICT.
UM, ALBEIT OUR OUR PERSONNEL ARE HIGHLY, HIGHLY TRAINED AND THEY TRAIN OFTEN AND SOMETIMES, UM, AD NAUSEUM.
UM, THERE, THE PART ABOUT THIS SITUATION THAT'S SUPER IMPACTFUL IS THAT WE KNOW FROM OUR DATA AND OUR SCIENCE THAT MUCH OF THE ABILITY FOR PEOPLE TO SURVIVE THESE EVENTS ON THE OTHER SIDE, UH, COME THROUGH THE COURAGEOUS ACTS SUCH AS WHAT YOU WITNESS HERE BY THESE TWO YOUNG PEOPLE.
UH, I WOULD, I WOULD CHALLENGE ALL OF YOU TO TAKE A MINUTE AND JUST THINK ABOUT AS AN ADULT, HOW TRAUMATIC THEY MAY THAT MIGHT BE FOR YOU IF AFTER 30, 40, 50 YEARS OF LIFE.
AND TO REALLY THINK ABOUT THESE TWO YOUNG PEOPLE, ONE'S IN HIGH SCHOOL, ONE STUDYING TO BE A FIREFIGHTER, THAT THEY'RE YOUNG IN THEIR LIVES, TO REALLY HAVE THE COURAGE TO STEP FORWARD IN THE TIME AND NEED, AND THEN HELP A, A FELLOW HUMAN BEING.

TONIGHT'S DISCUSSION SURROUNDS RESURFACING OPTIONS FOR WHAT STAFF CALLS RINK ONE AT GRAND AVENUE PARK AS PART OF THE CITY COUNCIL APPROVED PARK DESIGN.
WHEN THE PARK OPENED ITS DOORS IN NOVEMBER OF 1999, THERE WERE TWO DEDICATED ROLLER HOCKEY RINKS CONSTRUCTED AT GRAND AVENUE PARK DUE IN PART TO THE POPULARITY OF ROLLER HOCKEY.
AT THAT TIME, HOWEVER, OVER TIME, DUE TO THE LACK OF ROLLER HOCKEY PARTICIPATION, THE CITY LOOKED AT OTHER OPTIONS TO REPROGRAM THE USES OF BOTH RINKS, WHICH IN 2016 LED TO THE CONVERSION OF RINK TWO, ONLY TO THREE FULLY LIGHTED BASKETBALL COURTS.
THE R TWO PROJECT INCLUDED THE DEMOLITION OF BOARDS AND CHAIN LINK FENCING THAT SUPPORTED ROLLER HOCKEY PLAY.
THE DECISION TO CONVERT RINK TWO TO THREE BASKETBALL COURTS WAS DUE TO THE POPULARITY OF OUTDOOR BASKETBALL PLAY AT THAT TIME.
AND ITS POPULARITY CONTINUES TO THIS DAY.
GRAND AVENUE ACTUALLY IS THE ONLY LIGHTED BASKETBALL COURTS WE HAVE IN THE COMMUNITY AS WELL.
ALSO, OVER TIME A NEW SPORT OF INTEREST WAS BROUGHT TO THE ATTENTION OF STAFF BY THE COMMUNITY, THAT BEING THE SPORT OF PICKLEBALL.
PRIOR TO THE CONVERSION OF ANO PARK FROM ONE TENNIS COURT IN TWO FOUR PICKLEBALL COURTS, THE DECISION WAS MADE TO PURCHASE PORTABLE NETS, PADDLES, AND BALLS FOR A PILOT PROGRAM AT GRAND AVENUE PARK TO SEE IF THE INTEREST WAS REAL IN CHINO HILLS.
I AM NOT HERE TO PROMOTE ANY SPORT.
HOWEVER, IN MY 34 YEARS OF WORKING IN MUNICIPAL GOVERNMENT AND AS AN AVID SPORTS FAN, I HAVE NEVER SEEN A SPORT WITH THE GROWTH SEEN BY PICKLEBALL.
AS FOR THE CURRENT USES OF RINK ONE, IT HAS BECOME A DUAL SPORT FACILITY WITH SCHEDULED TIMES OF USE FOR DROP IN PLAY FOR BOTH PICKLEBALL AND ROLLER HOCKEY AND A RENTAL TWO DAYS PER WEEK BY THE DERBY DAMES, A WOMAN'S ROLLER DERBY TEAM.
ALSO, SINCE SEPTEMBER OF THIS YEAR, STAFF HAS STARTED THE FIRST PICKLEBALL LEAGUE ON TUESDAY NIGHTS THAT SOLD OUT WITH 53 PARTICIPANTS.
AS FOR THE SCHEDULE, YES THERE IS MORE SCHEDULED TIME FOR PEOPLE TO PLAY PICKLEBALL ON RINK ONE BECAUSE THE DEMAND IS THERE FOR THAT TO OCCUR.

PERIOD, A TOTAL OF 68 HOURS OF USAGE HAS OCCURRED AT A RATE OF $40 PER HOUR FOR A TOTAL REVENUE OF $2,720.SO WHAT OPTIONS ARE THERE FOR SURFACING OUTDOOR USES SUCH AS PICKLEBALL AND ROLLER SPORTS? THERE ARE THREE OPTIONS FOR THE COUNCIL'S CONSIDERATION THIS EVENING.
TWO OF THE THREE OPTIONS ARE SPECIFIC TO THE NEEDS OF EACH USER'S SPORT WITH ONE OPTION BEING OF A HYBRID.
I KNOW WE HAVE SEVERAL SPEAKERS THIS EVENING THAT I'M SURE WILL SPEAK ON THEIR PREFERENCE IN SURFACING, BUT IN ITS MOST SIMPLISTIC DEFINITION, PICKLEBALL PLAYERS DESIRE A SURFACE BEING LIKE AN OUTDOOR TENNIS COURT OR BASKETBALL COURT THAT PROVIDES MORE GRIP SO AS TO NOT SLIP WHILE PLAYING.
OPPOSITE OF THAT IS THE ROLLER SPORTS WHERE THEY DESIRE A SMOOTHER SURFACE, WHICH IS EASIER ON THEIR WHEELS.
AND IN THE CASE OF ROLLER HOCKEY ALLOWS THE PUCK TO GLIDE, WHICH IS PARAMOUNT FOR THE SPORT.
SPEAKING TO SURFACING COMPANIES, THEY DO NOT RECOMMEND THAT DIFFERENT TYPES OF USES OCCUR ON THE SAME SURFACE.
THE THIRD OPTION STAFF ASKED THE SURFACING VENDORS WAS COULD THEY DO A HYBRID SURFACE, WHICH WOULD BE SOMEWHERE BETWEEN THE DESIRES OF PICKLEBALL PLAYERS AND ROLLER SPORT USER NEEDS? THE SURFACING VENDORS DID NOT RECOMMEND THIS OPTION, BUT DID SAY THEY COULD TRY TO PUT FORTH SOMETHING TO ACCOMMODATE BOTH SPORTS AT THE MAY PARKS AND RECREATION MEETING.
AND THOSE SPEAKING TONIGHT, I BELIEVE WILL TELL YOU THAT A HYBRID SOLUTION IS NOT PREFERRED, NOR IS THE OTHER SPORTS ONLY SURFACING FOR OPTION.
EITHER THE PARKS AND RECREATION COMMISSION VOTED AND SUPPORTED A HYBRID OPTION ON A VOTE OF THREE TO TWO WITH THE HOPES THAT IT WOULD ALLOW BOTH USERS TO PLAY ON THE COURT AND TO NOT EXCLUDE ONE SPORT OR THE OTHER.
CURRENTLY BEING PLAYED ON RINK ONE.
AS PART OF THIS CONVERSATION PENDING WHAT SURFACING OPTION THE COUNCIL PREFERS STAFF IS LOOKING FOR THE COUNCIL'S DIRECTION REGARDING OTHER POTENTIAL FACILITY ENHANCEMENTS, WHICH MAY, MAY OR MAY NOT INCLUDE THE REMOVAL OF BOARDS AND CHAIN LINK FENCING ON RINK ONE THAT SUPPORTS ROLLER HOCKEY AND THE ENHANCEMENT OF THE AREA BETWEEN THE THREE BASKETBALL COURTS AND RINK ONE THAT COULD INCLUDE SHADE AND SEATING TO SUPPORT.

UM, I EMAILED ABOUT, UM, ALTERNATIVE FLOORS LIKE AT JACK BULLOCK PARK IN FONTANA, WHERE THEY USE IT FOR ROLLER DERBY, ROLLER, UM, HOCKEY, BASKETBALL, AND PICKLEBALL.
IN FEBRUARY, 2022, IT SUGGESTED TO ACCOMMODATE ALL SPORTS SINCE THERE WERE CURRENT PICKLEBALL COURTS AND 17 BASKETBALL COURTS ALREADY IN CHINO HILLS.
IT WAS ALSO RECOMMENDED TO RESURFACE THE IT AGAIN, WHICH WOULD ALLEVIATE PICKLE BALL'S CONCERN ABOUT SLIPPING.
IF BOTH SIDES ARE READY TO ARE OKAY TO ACCOMMODATE, THEN WHY CHANGE IT? UM, WHY ARE WE TALKING ABOUT TAKING AWAY

WE'VE CREATED MORE HOCKEY TIMES, AND RECENTLY A RECREATIONAL YOUTH HOCKEY CLASSES STARTED THERE.
UM, PICKLE BALLS FOR EVERYONE.
ROLLER SPORTS ARE FOR EIGHT, ALL AGES AND GENDERS, ESPECIALLY IN ROLLER DERBY.
UM, IT HAS A HIGH ENGAGEMENT OF FEMALES, UM, AND ETHNIC AND SOCIOECONOMIC DIVERSITY THAT IS REPRESENTED.
TO RE REGARD THIS IS, UM, THE POINTS OF THIS SPORT IS UNMANAGEABLE.
WE NEED A SAFE SPACE TO SKATE AND PRACTICE, UM, FOR ROLLER DERBY AND ROLLER HOCKEY.
USING OPEN STREETS AND PARKS IS UNSAFE AND UNFAIR.
GRAND AVENUE PROVIDES A SAFE PLACE TO LEARN AND FALL WITHOUT DISTRACTION, UM, OF CARS AND OTHER ACTIVITIES.
PCRD HAS USED THE RINK SINCE 2007 AND THE LAST FIVE YEARS, IT'S ESTIMATED THAT THE TEAM HAS PAID NINE TO $10,000 A YEAR FOR USAGE.
IF THE PARK GOES TO A PERMANENT PICKLEBALL COURT, THE CITY WILL LOSE THIS INCOME AS WELL AS THE INCOME THAT IS GENERATED BY RESTAURANTS AND GAS STATIONS, BY PLAYERS AND OFFICIALS THAT COME TO GRAND AVENUE TO TO PLAY.
THERE IS ONLY ONE ROLLER, UM, RINK IN A 20, 30 MILE RADIUS.
WE USED TO HAVE IT AT, UM, AT, UM, OH MY GOSH, I FORGOT
OH, WE STILL HAVE IT AT CROSSROADS, BUT IT'S UNDER REMODEL.
WE SHOULD CONTINUE TO STILL USE GRAND AVENUE FOR BOTH SPORTS AND ALL ROLLER DERBY SPORTS.
LIKE I SAID, THERE'S ONLY ONE RINK, BUT PICKLEBALL ALSO HAS OPTIONS IN CHINO HILLS, FIVE PARKS AND DIAMOND BAR, THREE PARKS AND CHINO, AND ONE PARK IN ONTARIO.

BUT AS YOU KNOW, OUT HERE IN CHINO HILLS, WE HAVE A LOT OF FUN HILLS AND SPEED LIMITS AND EVERYTHING THAT GO ALONG WITH THAT AS WELL.

DOES THE RINK NEED TO BE RESURFACED? YES, ABSOLUTELY.
BUT BY RESURFACING THE RING TO APP PIECE PICKLEBALL PLAYERS WITH A SOFTER GRIPER SURFACE, THE CITY IS SENDING A CLEAR MESSAGE OF EXCLUSION.
IT IS ALREADY SO HARD TO FIND SAFE SPOTS FOR PRACTICING AND LEARNING TO SKATE, BUT THERE IS NO SHORTAGE OF PICKLEBALL SPACES.
ROLLER SPORTS WILL HAVE NOWHERE TO GO IF THE NEW SURFACE IS NOT SAFE FOR SKATING.

I WAS PREVIOUSLY BEFORE THE PARKS AND RECREATION AND I BELIEVE THIS GROUP AS WELL, UH, PRESENTING A COMP COMPROMISE FOR ROLLER DERBY, HOCKEY AND PICKLEBALL.
I WON THE ARGUMENT THEN AND I HOPE TO WIN IT TONIGHT TOO.
UM, I DO HAVE AN EMOTIONAL ATTACHMENT SINCE I TOO AM A SKATER AND INVOLVED IN ROLLER DERBY.
UM, I WAS THE ORIGINAL FOUNDER OF THE PRISON CITY ROLLER DERBY BACK IN 2007 AND I WORKED WITH THE CITY HERE IN CHINO HILLS TO ALLOW US TO SKATE THERE FOR A PRICE, EXCUSE ME FOR A PRICE, BUT I DEAL IN FACTS AS EMOTIONAL AS IT MAY BE, IT'S A FACT THAT THE ROLLER DERBY TEAM HAS BEEN SKATING AT GRAND AVENUE FOR 16 YEARS AND HAS BEEN PAYING FOR THAT ABILITY TO SKATE.
CITY ROLLER DERBY HAS PAID IN AND AROUND A HUNDRED THOUSAND DOLLARS OVER THE YEARS TO THE CITY OF CHINO HILLS.
I THINK THAT DESERVES US A RIGHT TO SPEAK AND HAVE AN OPINION THAT'S REGARDED.
THE SKATERS UTILIZE, UTILIZE THE RANK OF APPROXIMATELY 42 42 WEEKS OUT OF THE YEAR.
NOW WE DO ONLY SKATE TWICE A WEEK, BUT THERE'S A PRICE INVOLVED AND WE CAN'T AFFORD MORE THAN THAT AND WE'RE NOT ALLOWED TO SKATE THERE IF WE'RE NOT PAYING.
SO SOME OF THE STATISTICS THAT YOU'VE BEEN PROVIDED ARE A LITTLE BIT SKEWED BECAUSE OF THE CIRCUMSTANCES.
UM, THE OPTION FOR A HYBRID SURFACE IS JUST BASICALLY NOT FEASIBLE.

THE SURFACING COMPANIES HAVE RECOMMENDED A HYBRID THAT HAS NEVER BEEN DONE BEFORE AND IS NOT OF THEIR OWN DESIGN.
THE COMPANIES USE PRODUCTS SPECIFIC TO INDIVIDUAL SPORTING SURFACES.
KIND OF LIKE WHEN YOU BUY CEMENT, THIS KIND OF CEMENT THAT KIND OF CEMENT.
THE RECOMMENDATION IS TO LAY A SANDY SURFACE LIKE WHAT IS NORMALLY LAID FOR PICKLEBALL AND THEN COVER IT WITH AN ADDITIONAL ACRYLIC.

COMPANIES HAVE ALREADY STATED A RESURFACING EVERY FIVE YEARS, AND IT'S BEEN 20 YEARS THAT THE CURRENT SURFACE HAS LASTED AND WE'VE BEEN SHARING IT FOR THAT TIME MORE RECENTLY WITH PICKLEBALL.
THE PICKLEBALL ENTHUSIASTS, I'M NOT GONNA SAY THAT ONE.
THE STATISTICS GATHERED REGARDING THE SKATERS IS SKEWED.
FOR YEARS, THE CITY HAS POSTED ASIDE DEDICATING 75% OF THE RINK TIME TO PICKLEBALL.
IF SKATERS AREN'T ALLOWED AND HAVE LEARNED THAT THEY'RE NOT ALLOWED TO SKATE AND ARE SECOND TO PICKLEBALL, THEY STOP COMING.
SHOULDN'T THE RINK LIKE OTHER PUBLIC FACILITIES BE FIRST COME FIRST? SURF JACK BULLOCK PARK THAT'S BEEN MENTIONED IS A GREAT SURFACE TO SKATE ON.
AS MUCH AS WE RUIN OUR WHEELS, RUIN OUR SKATES, WE'RE STILL ABLE TO DO IT.

I SEE THREE MAJOR ISSUES WITH THE PROPOSAL IN FRONT OF THE COUNCIL.
FIRST IS THE OVERALL SHORT AND LONG-TERM COSTS ASSOCIATED WITH THE RESURFACING.
SECOND IS CONCERNS ABOUT SAFETY.
AND FINALLY, THE EQUITY ISSUE RAISED BY THIS PROPOSAL.
WE HAVE POINTED OUT NUMEROUS TIMES THAT THE PROPOSED HYBRID SURFACE DOES NOT MAKE FINANCIAL SENSE FOR THE CITY.
NEITHER VENDOR CAN ACCURATELY SAY WHAT CHARACTERISTICS THE FINAL PRODUCT WILL ACTUALLY HAVE.
AND ONE DIRE, ONE VENDOR WILL NOT EVEN OFFER A WARRANTY.
THERE IS NO GOOD INFORMATION ON HOW MUCH THIS WILL COST THE CITY LONG TERM.
THE RINK HAS NOT BEEN RESURFACED IN OVER 20 YEARS, BUT WITHOUT A DOUBT AND ANY NEW UNTESTED SURFACE WILL REQUIRE MUCH MORE REGULAR MAINTENANCE EVEN

IF IT HOLDS UP.PRISON CITY ROLLER DERBY PAYS AN ANNUAL FEE OF $10,000 FOR OUR USAGE OF THE RINK.
IF THE HYBRID SURFACE MAKES THE RINK UNUSABLE FOR ROLLER SPORTS, THEN THE CITY WILL NOT ONLY LOSE OUT ON RENTAL INCOME, BUT THE NEARBY SHOPS AND GAS STATIONS WILL ALSO LOSE OUT ON INCOMES FROM PLAYERS THAT COME TO PRACTICE AND MAKE PURCHASES NEARBY.
PICKLEBALL PLAYERS CLAIM THAT THE CURRENT RINK SURFACE IS UNSAFE FOR THEM.
DIRECTOR MARSHALL POINTED OUT HOWEVER, THAT THE, A SIMPLE RESURFACING WITH THE SAME SURFACE WOULD PROBABLY ELIMINATE THE COMPLAINTS OF PICKLEBALL PLAYERS SLIPPING, PROVIDED THEY WEAR PROPER FOOTWEAR.
ADDITIONALLY, PICKLEBALL PLAYERS HAVE PROVIDED NO EVIDENCE THAT ANYONE HAS ACTUALLY BEEN INJURED ON THE RINK, WHICH WAS NEVER DESIGNED TO BE A PICKLEBALL COURT IN THE FIRST PLACE.
MEANWHILE, NEITHER VENDOR CAN SAY WITH ANY CERTAINTY THAT THE FINAL SURFACE, WHAT THE FINAL SURFACE WILL BE LIKE.
IT IS VERY UNLIKELY THAT THE PROPOSAL COULD RENDER.
IT IS VERY LIKELY THAT THE PROPOSAL COULD RENDER THE RINK UNSAFE FOR ROLLER SPORTS.
ROLLER SPORTS NEED A FIRM AND SMOOTH ENOUGH SURFACE TO SKATE ON IN ORDER TO PREVENT INJURIES TO SKATERS.
THIS WOULD NOT ONLY AFFECT ROLLER DERBY PLAYERS, BUT ALSO U ALSO YOUTH HOCKEY PLAYERS, FAMILIES OR INDIVIDUALS THAT COME TO SKATE.
WE HAVE ALSO SHARED WITH YOU OUR CONCERNS ABOUT HOW THIS PROPOSAL WILL HAVE A NEGATIVE EFFECT ON EQUITY IN THE CITY.
ROLLER DERBY PLAYERS REPRESENT A DIVERSE RANGE OF PLAYERS FROM ALL ETHNIC AND SOCIOECONOMIC BACKGROUNDS.
ADDITIONALLY, THE CITY RECENTLY STARTED OFFERING RECREATIONAL ROLLER HOCKEY CLASSES, WHICH IS A NEW WAY TO ENGAGE THE COMMUNITY.
THE CITY HAS A CHANCE TO ACCOMMODATE ROLLER SPORTS FOR ALL AGES AND A CHANCE FOR COMMUNITY OUTREACH U OUTREACH USING PUBLIC SKATING NIGHTS SUCH LIKE AT SUMMIT PARK, OR EVEN HAVING VENDORS AND SMALL BUSINESSES PARTIC PARTICIPATE IN ROLLER EXHIBITION EVENTS.
UH, FINALLY, ON A PERSONAL NOTE, I WOULD LIKE TO ADD THAT BECOMING A PART OF PRISON CITY ROLLER DERBY HAS MEANT SO MUCH TO ME.
I FOUND A SECOND HOME IN MY FAMILY.
I HAVE FOUND A SECOND FAMILY IN MY FELLOW TEAMMATES.
LEARNING HOW TO SKATE HAS IMPROVED MY PHYSICAL FITNESS AND HAS INCREASED MY SELF-CONFIDENCE.

WE STRONGLY URGE THIS COUNCIL TO KEEP ROLLER SPORTS IN THE COMMUNITY AND ADOPTING ROLLER HOCKEY AND ROLLER SPORTS IN THIS COMMUNITY IS UPHOLDING THIS COUNCIL'S DUTY TO THE COMMUNITY AND CONSISTENT WITH THE BASIC PRINCIPLES OF EQUITY, FAIRNESS, AND JUSTICE.
PERMANENT PICKLEBALL WOULD NOT BE AN EQUITABLE MEASURE.
GRANTING 100% OF THE USE OF THE RINK TO ONLY A PORTION OF THE USERS IS NOT AN EQUITABLE SOLUTION HERE.
THAT WOULD BE SIMILAR TO LIMITING RECREATIONAL ACTIVITIES AS OPPOSED TO EXPANDING RECREATIONAL OPPORTUNITY TO THE PUBLIC.
AND THAT COMPLETELY IGNORES THAT THEY PICKLEBALL IS READILY ACCESSIBLE AT ANY OF THE OTHER PARKS IN CHINO HILLS.
IT SEEMS LIKE THERE'S ABOUT 46 OF THEM WHERE THEY CAN GO PLAY ROLLER.
UH, ROLLER SPORTS DON'T HAVE THAT SAME LUXURY.
WE FULLY DEPEND ON GRAND AVENUE PARK TO GO AND PLAY HOCKEY OR ANY OTHER ACTIVITIES, UH, INVOLVING ROLLER SPORTS.
FURTHER PERMANENT PICKLEBALL WOULD NOT BE A FAIR MEASURE.
THIS COUNCIL SHOULD NOT OVERLOOK THE PARKS AND REC COMMITTEE'S VOTE IN FAVOR OF A HYBRID SURFACE, WHICH ACCOMMODATED ROLLER HOCKEY, ROLLER SPORTS, AND RESOLVED THE, THE RESOLVED, THE SAFETY CONCERNS THAT THE PICKLEBALL PLAYERS HAD.
ALSO, THIS OR PERMANENT PICKLEBALL WOULD NOT BE A JUST MEASURE, IT WOULD BE UNJUST.
THERE IS AN UNJUST COST TO THE COMMUNITY TO COMPLETELY REPLACE THIS RINK AND MAKE A PICKLEBALL.
A RECENT REPORT SAID IT WAS GONNA BE ABOUT $90,000.

IGNORING THE YEARS THAT THIS RINK HAS EXISTED TO SUIT ROLLER SPORTS EVER SINCE, ITS ITS ESTABLISHMENT IN 1999, WELCOMING ROLLER SPORTS TO THIS COMMUNITY SHOULD BE VALUED.

UM, I DID MY RESEARCH AND FOUND A LEAGUE WE JOINED AND, AND OUR WHOLE FAMILY FELL IN LOVE WITH THE SPORT.
WE HAVE TRAVELED AND PLAYED, UM, ACROSS THE UNITED STATES TEAMS FROM ALL OVER, EVEN FROM CANADA, AND LEARNED VERY QUICKLY THAT ROLLER DERBY IS BIG.
UM, THE LOVE OF ROLLER DERBY IS WHAT HAS BROUGHT ME TO PRISON CITY.

I DON'T WANT, I WANT DON'T WANT THIS TO GET POLITICAL, BUT I THINK THAT CONTEXT IS IMPORTANT.
THE ANTI-DEFAMATION LEAGUE SAID MONDAY THAT IN THE MONTH, OR ACTUALLY SIX WEEKS SINCE THE WAR BETWEEN ISRAEL AND HAMAS BEGAN, IT HAS DOCUMENTED 832 ANTI-SEMITIC INCIDENTS OF ASSAULT, VANDALISM, AND HARASSMENT ACROSS THE UNITED STATES.

ANTI-SEMITIC INCIDENTS INCREASE HERE IN THE US AND AROUND THE WORLD.

UH, WE'RE SEEING, UH, BLACK STUDENTS, FOR EXAMPLE, COMPLAINING AT OUR SCHOOL, UH, DISTRICT MEETINGS ABOUT, UH, BEING TREATED UNFAIRLY ON CAMPUS.
UH, WE'RE SEEING THE L-G-B-T-Q COMMUNITY BEING TREATED AND SPOKEN BADLY ABOUT AT OUR SCHOOL DISTRICT MEETINGS.
UH, THERE'S A LOT GOING ON IN THIS COMMUNITY THAT'S JUST UNDER THE SURFACE AND ALSO COMING OUT.

AND IT'S JUST, IT'S JUST A SPECTACULAR FACILITY FIRST OF ALL.
AND WE BRAGGED ABOUT IT SINCE IT WAS BUILT.
AND ALSO THEY ARE SUCH STRONG COMMUNITY PARTNERS IN CHINO HILLS AND AS I'VE USED THE TERM BEFORE, AND I'VE USED IT WHEN I'VE GIVEN SPEECHES THERE FOR THEM, THEY WALK THE WALK, THEY, THEY, THEY LAID OUT WHAT THEY WANTED TO DO WHEN THEY WERE FIRST DEBATING YEARS AGO BEFORE I WAS ON COUNCIL, THE HEIGHT RESTRICTIONS, ET CETERA.
AND, AND THEN I WAS ON, WHEN WE DID VOTE ON THAT, THEY HAVE WALKED THE WALK AS FAR AS, UH, BEING A TRUE STRONG COMMUNITY PARTNER.
AND LAST NIGHT WAS JUST A REFLECTION OF THAT.
AND THEN LASTLY, I WANTED TO TALK JUST A LITTLE BIT, WE'VE TALKED BEFORE, BUT, AND IT'S IN THE RECREATION GUIDE.
UH, WE, THE FOUNDATION HAS DONATED MONIES AND WE'VE HAD OTHERS DONATE TOWARDS THIS RENOVATION OF CROSSROADS PARK, WHICH I KNOW WE'VE TALKED ABOUT IT ON AND OFF THROUGHOUT THE RECENT PAST AND, BUT IT WAS LONG DELAYED AND HAD SOME PUSHBACK AS TO WHY WAS IT DELAYED SO LONG.
AND I THINK IT EXPLAINS IT VERY NICELY IN OUR RECREATION GUIDE.
FIRST OF ALL, THIS IS A FACILITY THAT'S GOING TO BE UPGRADED.
AND I'LL READ PART OF WHAT'S BEEN WRITTEN BECAUSE IT'S PERFECTLY SAID, CONSTRUCTION OF ACCESSIBLE PATHWAYS, IMPROVED LIGHTING, NEW PICNIC TABLES AND BENCHES, EXPANSION OF EXISTING PARKING LOT, AND THE RESURFACING OF EXISTING TENNIS COURT ALL SURROUNDING WHAT, WHAT I'VE BEEN CALLING FOR YEARS.
IT'S A PLAYGROUND FOR ALL ABILITIES AS IT'S WRITTEN HERE.
BUT THE FOCUS OF THIS PLAYGROUND, WHEN IT ALL COMES DOWN TO IT, IS A FIRST FOR CHINO HILLS AND MAYBE THE REGION IS A, IS A PLAYGROUND FOR KIDS WITH DISABILITY AND DISABILITIES.
AND IT TOOK SO LONG BECAUSE SO MANY OTHER THINGS WERE ADDED TO MAKE THIS FACILITY EVEN MORE DESIRABLE AND ACCESSIBLE.
UH, SO ALTHOUGH IT'S LONG DELAYED, IT'S SUPPOSED TO OPEN AT THE END OF JANUARY OR WHO KNOWS, DEPENDS ON HOW THE WEATHER TREATS US.
BUT I JUST WANT TO ACKNOWLEDGE THE FACT THAT IT'S GOING.
THAT'S WHY THE PARK IS CLOSED AND WE'RE VERY GONNA BE VERY PROUD TO, UH, REDEDICATE THAT, THAT, UH, PORTION OF THE PLAY OF THE, UH, PARK.
