GOD, WE ARE IN DESPERATE NEED OF YOUR GOOD HAND UPON THIS CITY.

WE CRY OUT FOR YOUR MERCY, YOUR GRACE AND YOUR BLESSING.

GOD, WE KNOW WE, NONE OF US DESERVE IT IN THE LEAST BIT, LORD.

AND YET YOU GIVE IT.

AND WE LOOK TO YOU FOR THAT.

LORD, WE TAKE THIS MOMENT TO CONFESS AND REPENT BEFORE YOU, LORD, IN SO MANY WAYS, ALL OF US HA HAVE BROKEN LORD, YOUR LAWS AND YOUR STATUTES, YOUR COMMANDS.

AND LORD, FOR TOO LONG, MANY OF US HAVE STOOD BY THE SIDELINES AND SAT ON THE BENCH.

GOD, WE'VE WASTED TIME, WE'VE WASTED EFFORT.

UH, WE'VE WASTED, WASTED MONEY ON TIMES AT THINGS THAT DO NOT PROFIT.

AND BEFORE WE ASK YOU FOR ANYTHING SPECIFIC, GOD, WE ASK FOR YOUR FORGIVENESS.

LORD, WE ARE TRUSTING IN THE SCRIPTURES THAT SAYS, IF WE CONFESS OUR SINS, THAT YOU'RE FAITHFUL AND JUST TO FORGIVE US AND CLEANSE US OF ALL UNRIGHTEOUSNESS, LORD GOD, WE ASK FOR YOUR WISDOM.

WE NEED THE WISDOM OF GOD TO KNOW WHAT TO DO, WHEN TO DO IT, AND HOW TO DO IT.

THERE'S A WHOLE LIST OF TOPICS AND ISSUES ON THE AGENDA TONIGHT, AND WE ASK THAT YOU WOULD GRANT INSIGHT INTO HOW TO BEST DEAL WITH THESE TO THE LEADERS WHO YOU HAVE GRANTED AUTHORITY AND POWER AT THIS TIME.

GOD, WE'RE LOOKING FOR YOUR GUIDANCE, AND WE ASK THAT YOU'D HELP US AS A CITY TO BE GOOD STEWARDS OF THE THINGS THAT YOU HAVE GIVEN US.

WE ASK THAT YOU WOULD STEER THE SOLUTIONS TO THE WAY THAT PLEASES AND HONOR YOU BECAUSE WE KNOW, LORD, THAT YOU HAVE THIS CITY'S BEST DESIRE, BUT ONLY AS WE DO AS YOUR WORD HAS TOLD US TO DO.

LORD, WE THANK YOU FOR THE, THE SAFETY OVER THE, OVER THE CITY, OVER THE YEARS, AND WE ASK THAT YOU WOULD PUT A HEDGE OF PROTECTION AROUND LORD THE CITY'S BORDERS.

WE ASK THAT YOU WOULD TURN AROUND THOSE WHO HAVE ILL INTENT AND THAT YOU WOULD BRING THOSE, UH, WHO HAVE THE CITY'S GOOD IN MIND.

ON THE AGENDA IS A PROCLAMATION PROCLAIMING CHINO HILLS AS PURPLE HEART CITY TO BE ACCEPTED BY RONNIE GEIER.

ALRIGHT, TWO FUN PROCLAMATIONS TONIGHT.

OUR CITY COUNCIL AND THE RESIDENTS FROM CHINO HILLS HAVE GREAT ADMIRATION AND GRATITUDE FOR ALL THE MEN AND WOMEN WHO HAVE SELFLESSLY SERVED OUR COUNTRY.

IN THE ARMED FORCES, VETERANS HAVE PAID A HIGH PRICE FOR OUR FREEDOM BY LEAVING THEIR FAMILIES AND COMMUNITIES TO DEFEND THE LIBERTIES OF OUR CONSTITUTION.

WE ARE PROUD OF CITIZENS IN OUR COMMUNITY WHO HAVE RECEIVED THE PURPLE HEART MEDAL IN RECOGNITION OF BEING WOUNDED IN COMBAT WITH AN ENEMY FORCE, INCLUDING OUR VERY OWN RONNIE GEIER.

THE RIVERSIDE NATIONAL CEMETERY IS THE FINAL POSTING FOR MANY OF OUR VETERANS.

THEY FOUGHT IN WORLD WAR II, KOREA, VIETNAM, IRAQ, AFGHANISTAN WARS, AND ARE NOW AT REST.

EACH MONTH, LOCAL VETERANS SALUTE THESE HEROES WHO ARE LAID TO REST AT RIVERSIDE NATIONAL CEMETERY.

THESE INLAND EMPIRE VETERANS ENSURE EVERY VETERAN HAS A MOURNER IN ATTENDANCE AT THEIR CEREMONY.

ON BEHALF OF THE CITY OF CHINO HILLS, WE ARE PROUD AND THE COUNCIL, WE ARE PROUD TO PROCLAIM CHINO HILLS AS A PURPLE HEART CITY TO HONOR THE SERVICE AND SACRIFICE OF OUR NATION'S MEN AND WOMEN IN UNIFORM, WOUNDED, OR KILLED BY THE ENEMY WHILE SERVING TO PROTECT THE FREEDOMS ENJOYED BY OUR, BY ALL AMERICANS.

WORLD WAR II, WHERE MY WIFE IS BURIED AND WHERE I WILL BE BURIED WHEN IT COMES TIME.

THE LAST 10 YEARS I'VE BEEN ASSISTING AND DOING SOME OF THE, UH, CEREMONIES FOR FAMILIES THAT ARE NOW LOSING THEIR LOVED ONES WHO HAD PURPLE HEARTS OR NOT.

AND I'LL TELL YOU WHAT, IT'S REALLY QUITE AN HONOR TO BE SO CLOSE TO PEOPLE THAT FEEL THAT THEY ARE SO CLOSE TO GOD AT THAT MOMENT.

'CAUSE I AM TOO RIGHT WITH THEM.

AND IT'S A WONDERFUL, WONDERFUL EXPERIENCE.

AND THAT COMES FROM ME BEING IN THE MILITARY DRAFT FOR TWO YEARS.

WE'RE HOLY.

THE US MILITARY IS HOLY.

GOD NEEDS MORE LOVE IN THE WORLD, AND IT ONLY COMES WITH PEOPLE WHO ARE FREE AND WHO'S OUT THERE BRINGING MORE FREE TO THE WORLD AND PROTECTING IT AND PUTTING A BROAD SMILE ON GOD'S FACE.

THE US MILITARY, THE US MILITARY IS HOLY.

I'VE NOT BEEN SAYING THAT AT MY PRESENTATIONS ALL OVER SOUTHERN CALIFORNIA FOR THE LAST YEAR.

THE CITY REFLECTS THAT IN THE WAY THAT THEY, UH, GOVERN THE WAY THAT THEY BRING JOY AND HAPPINESS TO THE PEOPLE WHO LIVE HERE WHO CONTINUE TO MAKE US SAFE EVEN WHEN THE FIRES ARE THREATENING.

TONIGHT I'M PLEASED TO TAKE PART IN COMMEMORATING THE HUNDREDTH ANNIVERSARY OF THE ROIA WREATH PROGRAM AT BOYS REPUBLIC.

THE PROGRAM IS FIRST INTRODUCED BY BOYS REPUBLIC, FOUNDER MARGARET B. FOWLER IN 1923, IN WHICH ONLY A DOZEN WREATHS WERE PRODUCED AND SOLD ON THE STREETS OF PASADENA.

FAST FORWARD TO TODAY, BOY REPUBLIC NOW PRODUCES AND SHIPS OVER 50,000 WREATHS EACH YEAR ACROSS THE COUNTRY.

THE AMAZING THING ABOUT THESE WREATHS IS THAT THEY ARE ALL PRODUCED AT BOYS REPUBLIC RIGHT ACROSS THE STREET THROUGH OUR WORK EXPERIENCE PROGRAM THAT GIVES DISADVANTAGED STUDENTS THE OPPORTUNITY TO LEARN THE VALUE OF HONEST WORK RESPONSIBILITY AND SELF-CONTROL.

WITH US TONIGHT IS BOYS REPUBLIC, EXECUTIVE DIRECTOR CHRIS BURNS, ALONG WITH ALUMNUS VALERIE CHAVEZ AND HER TWO KIDS, JEWEL.

UH, ALL THE OTHER VOCATIONAL THINGS THAT WE OFFER THAT I GET TO SHOW THESE GUYS TOMORROW WHEN THEY COME ON OUT AND VOLUNTEER, UM, ARE THINGS THAT THE WREATH PROGRAM HAS HELPED SUPPORT, UM, UH, THE, THE VISION OF SHE AND HER, HER DAUGHTER-IN-LAW, WHO BROUGHT US TO THIS COMMUNITY.

SO, UM, SOME OF YOU MAY NOT KNOW BOYS REPUBLIC STARTED IN THE SAN FERNANDO VALLEY IN 1907, BUT REALIZED THAT WAS INSUFFICIENT TO SUSTAIN WHAT THEY WERE TRYING TO DO.

SO WE MOVED TO THE, THE CHINO VALLEY IN 1909 AND HAVE BEEN HERE EVER SINCE.

SO WE'VE HAD AN AMAZING PARTNERSHIP WITH THE CITY.

UM, MANY OF YOU ARE ROTARY MEMBERS.

SOME OF YOU KNOW, THE, THE LOCAL ROTARY MEETS OVER ONE OF THE LOCAL ROTARIES.

WE HAVE THREE, UM, MEETS OVER AT BOYS REPUBLIC.

SO WE ENJOY A, A, A GREAT PARTNERSHIP AND RELATIONSHIP WITH THE CITY.

BUT I'LL, I'LL TELL YOU, ALL OF THAT PALES IN COMPARISON TO THESE TWO BEING WITH ME TONIGHT.

UM, I STARTED AS A COUNSELOR IN THE UNITS LONG BEFORE I GOT INTO ADMINISTRATION AND VALERIE'S MY STUDENT IN THE NINETIES BACK IN OUR MONROVIA PROGRAM AND WATCHING HER BECOME THE WOMAN MY WIFE AND I JUST HAD DINNER WITH, WHICH SHE AND THIS INCREDIBLY GOOD LOOKING YOUNG MAN.

AND, UM, IT JUST, UH, IT HUMBLES ME TO SEE HOW FAR YOU'VE COME AND THE CHOICES YOU ARE MAKING FOR YOUR FAMILY NOW, YOUR SON AND YOUR DAUGHTER.

AND IT, AND IT'S WHY ALL THE STAFF OVER THERE ENGAGE IN WHAT WE DO.

MY NAME'S, UH, DIRECTOR RYAN SONENBERG OF THE CHINO BASIN WATER CONSERVATION DISTRICT.

UH, WE'VE BEEN DEDICATED TO REPLENISHING OUR LOCAL AQUIFER, THE CHINO GROUNDWATER BASIN SINCE 1949.

OUR REGION USES THE AQUIFER LIKE A WATER SAVINGS ACCOUNT, PUTTING WATER IN DURING RAINY YEARS AND WITHDRAWING THAT DURING DRY YEARS.

THIS YEAR WAS A GREAT YEAR AND OUR BASINS ARE STILL FULL OF SNOW MELT FROM THIS HISTORIC SIERRA MOUNTAIN SNOW PACK FROM LAST WINTER.

AND WE ARE STORING AS MUCH WATER AS WE CAN IN THE GROUND.

I'M HERE TO WISH YOU ALL A HAPPY HOLIDAYS AND HAPPY NEW YEAR AND LET YOU KNOW THAT NEXT YEAR, 2024, WE'LL MARK THE CHINO BASIN WATER CONSERVATION DISTRICT'S 75TH ANNIVERSARY.

IN AN ARTICLE SOMEONE FORWARDED ME FROM THE PROPAGANDA PUSHING DAILY BULLETIN.

NOW, WE ALL KNOW THAT THE FAILING SOUTHERN CALIFORNIA NEWS GROUP ONLY PUSHES STORIES THAT FOMENT DIVISION AND CONFLICT, BUT THAT'S NOT HOW WE LIVE OUR LIVES HERE.

AND THAT'S NOT HOW CHINO HILLS BECAME ONE OF THE PREMIER CITIES IN ALL OF CALIFORNIA.

BUT SOMEHOW THIS FAKE NEWS ORGANIZATION HAS MANAGED TO GET ITS HOOKS INTO THIS COMMUNITY AND ONE OF ITS STALWART VOLUNTEERS.

AND IT'S TRYING TO TEAR IT APART BECAUSE THEY THRIVE ON DRAMA.

NOW, AS I SAID, I DON'T KNOW MR. GOODWIN, BUT I DO KNOW YOU AND I KNOW THIS IS MOST UNCHARACTERISTIC OF ALL OF YOU.

YOU'VE DEVOTED YEARS OF YOUR LIVES TO THIS CITY AND IT SHOWS, AND FROM WHAT I'VE HEARD OF MR. GOODWIN, HE'S A GOOD MAN AND A MODEL OF COMMUNITY ACTIVISM, AND

SO 32 BAY GAS STATION IN THE LOCATION OF THE FORMER STEINMART AND SPORT CHALET BUILDINGS.

UM, THAT WILL CONSTRUCTION, THAT DEMOLITION WILL COMMENCE, UM, LIKELY, UH, JANUARY 2ND OR THIRD.

THE GAS STATION WILL BE BUILT.

AND WE WERE SETTING SOME GOALS, WHICH WE REALLY HADN'T DONE A LOT OF, AS FAR AS JUST LOOKING FORWARD NEAR TERM AND LOOKING DOWN THE ROAD AS FAR AS THINGS TO AMENITIES AND THINGS TO PURSUE.

BEN, CAN YOU REVIEW THE TOP THREE GOALS? CAN YOU REMEMBER WHAT THE TOP THREE GOALS THEY'RE GONNA BE ON YOUR PLATE? UM, THAT WE SET AT LEAST FOR THIS YEAR? ABSOLUTELY.

JUST TO SET THE STAGE FOR THE COMMUNITY, WHAT WE FOCUSED ON WERE 14 DIFFERENT PRIORITIES THAT WERE BROUGHT FORWARD BY THE COUNCIL.

AND WE, UH, HAD TO NARROW THOSE DOWN TO THREE PRIORITIES WITH THE IDEA THAT WE'LL BE WORKING DILIGENTLY ON THOSE THREE ITEMS FOR, UH, UH, THE NEXT YEAR, YEAR AND A HALF TO TRY AND GET THEM COMPLETED.

THE FIRST ITEM WAS, UH, THAT WE NEEDED TO ADDRESS THE, UH, LANDSCAPE AND LIGHTING DISTRICT, UH, UH, DEFICIT AND IMBALANCE THAT WE HAVE.

THERE ARE PORTIONS OF THE CITY THAT ARE COVERED BY A, UH, L AND L AS WE CALL IT, LANDSCAPE AND LIGHTING, UH, ASSESSMENT THAT IS, UH, UH, STRUCTURED WHERE, UH, WE ACTUALLY DON'T COLLECT ENOUGH REVENUE TO PAY FOR ALL OF THE WORK THAT'S BEING DONE.

SO THAT'S SOMETHING THAT WE WILL ADDRESS, UH, AT A FUTURE TIME WITH THE COUNCIL.

AND, AND, YOU KNOW, ULTIMATELY THE PUBLIC, UH, THE SECOND MEETING WAS VERY CLOSELY ALIGNED TO THAT IS THAT THE COUNCIL WANTED, UH, THE STAFF AND, AND, AND ALL THOSE INVOLVED TO FOCUS ON, UH, EXPENDITURES IN THE CITY.

UH, YOU KNOW, MANAGING OUR COSTS AND ALSO MANAGING, UH, WHERE WE CAN, IMPROVEMENTS TO REVENUE.

UH, THAT COULD BE ENHANCEMENTS AT COSTCO, THAT COULD BE NEW BUSINESSES, IT COULD BE GRANTS, UH, UH, IN ANY WAY, SHAPE OR FORM THAT WE CAN IMPROVE OUR FINANCIAL PICTURE.

UH, THAT WAS A PRIORITY FOR THE COUNCIL.

AND THEN THE THIRD PRIORITY WAS TO LOOK AT, UH, UH, DEVELOPING ANOTHER FACILITY, LIKELY A SMALL COMMUNITY CENTER, UH, UH, IN THE CITY.

UH, AND THE PRIMARY FOCUS OF THE DISCUSSION WAS ON THE SOUTH SIDE OF, UH, OF CHINO HILLS.

AND SO FOR THE CITY TO MAKE THAT AS A COMMITMENT, THERE'S STAGES WE HAVE TO GO THROUGH.

WE HAVE TO LOOK AT WHAT IT MIGHT COST, WHAT SIZE IT SHOULD BE, START TO ENGAGE WITH A, UH, ARCHITECT.

AND SO, UH, THAT IN GENERAL ARE THE THREE, UH, PRIORITIES THAT YOU'LL SEE.
