THE FIRST ITEM ON OUR AGENDA IS THE INTRODUCTION OF A NEW EMPLOYEE, BRADLEY FLEEMAN, BUILDING OFFICIAL COMMUNITY DEVELOPMENT.

WILL YOU PLEASE JOIN MAYOR MORAN AT THE PODIUM? I PLEASE.

AND STAND HERE SO YOU CAN GET ON TV.

SO, IT'S MY PLEASURE THIS EVENING TO INTRODUCE ON BEHALF OF THE CITY COUNCIL.

UM, BRAD FLEEMAN IS OUR NEW BUILDING OFFICIAL.

BRAD STEPPED INTO THE ROLE LAST MONTH TO FILL THE VACANCY CREATED AFTER LONG-TERM BUILDING OFFICIAL WINSTON WARD RETIRED IN MARCH.

HE BRINGS OVER 40 YEARS OF EXPERIENCE IN THE CONSTRUCTION INDUSTRY, INCLUDING 10 YEARS IN BUILDING DEPARTMENT ADMINISTRATION, AND FIVE YEARS AS A BUILDING OFFICIAL.

HIS MOST RECENT ROLES INCLUDED SERVING AS THE BUILDING OFFICIAL IN THE CITY OF CLAREMONT AND THE CITY OF ROSEMEAD.

PRIOR TO THAT, BRAD ALSO JOINS US WITH A BACHELOR OF SCIENCE DEGREE IN BUSINESS MANAGEMENT, AND IS IN THE FINAL STAGES OF EARNING HIS MASTERS OF PUBLIC ADMINISTRATION.

WE'RE LUCKY TO HAVE SUCH A SKILLED LEADER JOIN OUR TEAM TOGETHER.

HE AND HIS WIFE OF 27 YEARS HAVE RAISED TWO ADULT CHILDREN AND ARE NOW FOCUSING ON RAISING THEIR RESCUE MAS NAME CLAY.

ASIDE FROM HELPING DEVELOP BEAUTIFUL COMMUNITIES, BRAD ENJOYS GOLFING AND ROOTING FOR THE GREEN BAY PACKERS.

SOMEONE THAT DOESN'T, THAT NOBODY KNOWS THE MAN, FORMERLY KNOWN AS THE MAYOR, PETER ROGERS IS GONNA COME UP.

TONIGHT WE RECOGNIZE COUNCIL MEMBER PETER ROGERS FOR HIS SERVICES MAYOR.

OVER THIS LAST YEAR, PETER HAS BEEN AN ACTIVE VOLUNTEER AND PARTICIPANT IN OUR COMMUNITY FOR OVER 25 YEARS.

I WOULD PROBABLY EVEN SAY LONGER THAN THAT.

FROM THE START, HE HAS ALWAYS BEEN INSTRUMENTAL IN THE GROWTH OF OUR COMMUNITY.

SOME OF PETER'S INVOLVEMENT INCLUDES BEING A PAST BOARD MEMBER AND PRESIDENT OF CANYON HILLS LITTLE LEAGUE, A MEMBER AND PAST PRESIDENT OF THE RANCHO DEL CHINO ROTARY CLUB, LONGTIME CHAIR AND CO-FOUNDER OF THE CHINO HILLS COMMUNITY FOUNDATION, AND ONE OF THE FOUNDERS OF THE CHINO

HILLS ARTS COMMITTEE, OTHERWISE KNOWN AS CHARTS.

HE'S ALSO CHAIR OF THE CHINO HILLS WINE WALK, WHICH RAISED NEARLY $122,000 THIS YEAR TO BE DONATED BACK TO OUR COMMUNITY.

THE EVENT, AS WE ALL KNOW, HAS BECOME ONE OF THE PREMIER EVENTS EACH YEAR.

HE ALSO SERVES ON THE POMONA VALLEY HOSPITAL FOUNDATION BOARD OF DIRECTORS, AND HAS SERVED AS A BOARD MEMBER OF THE SAN BERNARDINO WORKFORCE INVESTMENT BOARD.

PETER MOST RECENTLY COMPLETED HIS FOURTH TERM AS MAYOR, AND HIS TERM WAS FILLED FROM BEGINNING TO END WITH A LONG LIST OF ACCOMPLISHMENTS.

THEY INCLUDE HER, BUT NOT LIMITED TO COMMENCING THE CONSTRUCTION OF THE CITY'S NEW 1 2 3 TCP WATER TREATMENT FACILITY ON EUCALYPTUS AVENUE AND THESE CITY'S FIRST INCLUSIVE PLAYGROUND AT CROSSROADS PARK, WORKING WITH COUNCIL MEMBER MARQUEZ AND OUR AGENCY PARTNERS TO IMPROVE COMMUNITY SAFETY ON CARBON CANYON ROAD BY IMPLEMENTING A NEW ORDINANCE BANNING SEMI-TRUCKS VERY SOON, AND EXTENDING THE ENTRANCE LANES, AND ALSO INTRODUCING THE FIRST EVER PUBLIC TOURS OF TRE HARMONS LAUNCHING THE SKATE PARK RENOVATION PROJECT, PIONEERING THE CITY'S INAUGURAL COUNCIL GOAL, SETTING WOR WORKSHOP, AND ACQUIRING A NEW EMERGENCY TRAILER AND UTILITY TERRAIN VEHICLE TO ENHANCE THE CITY'S EMERGENCY PREPAREDNESS EFFORTS.

ALTHOUGH THE LIST CAN GO ON, IT'S EVIDENT THAT PETER'S LEADERSHIP MADE 2023 A PIVOTAL YEAR FOR OUR COMMUNITY.

AMONG THESE MANY ACHIEVEMENTS, PETER WAS ALSO ABLE TO JUGGLE AN ABUNDANCE OF OTHER RESPONSIBILITIES.

HE REPRESENTS THE CITY COUNCIL ON A VARIETY OF DIFFERENT REGIONAL BOARDS AND COMMITTEES, INCLUDING THE CHINO BASIN, DES SALTER BOARD OF DIRECTORS, INLAND EMPIRE UTILITIES AGENCY, TRACE ROMANO'S CONSERVATION AUTHORITY, AND THE WATER FACILITIES AUTHORITY BOARD OF DIRECTORS.

BESIDES HIS COMMITMENT TO THE CITY AS MAYOR PETER ALSO JUGGLES A PART-TIME JOB AS THE DEPUTY CHIEF OF STAFF FOR SAN BERNARDINO COUNTY SUPERVISOR KURT HEMAN, AND IS ALSO A PROFESSIONAL PHOTOGRAPHER.

TO PUT IT SIMPLY, PETER HAS HAD A REMARKABLY BUSY YEAR, ASIDE FROM THE TREMENDOUS GRATITUDE WE HAVE FOR HIS SERVICES AS MAYOR, WE WANT TO SAY THANK YOU TO HIS WIFE, MARY, FOR HER CONTINUED SUPPORT.

AND IT GIVES EVERYBODY AN OPPORTUNITY TO TAKE ON AN ENHANCED LEADERSHIP ROLE.

SO, IN WHICH I, I CHERISH AND I THINK MY COLLEAGUES CHERISH ALSO.

UM, BUT OUR, FIRST OF ALL, I WANTED TO THANK OUR STAFF.

THE STAFF HAVE VERY CLOSE RELATIONSHIPS WITH SEVERAL OF THE STAFF, UH, ESPECIALLY WHEN IT COMES TO COMMUNICATIONS.

THE CLERK'S, OFFICE, CITY MANAGER'S, OFFICE, UH, RECREATION.

AND WE ALL HAVE A GREAT BOND, AND WE ALL WORK TOGETHER TO MAKE SURE WE'RE HEADING IN THE RIGHT DIRECTION.

SO, I WANT TO THANK STAFF FOR EVERYTHING THAT STAFF HAS DONE TO ASSIST ME THIS YEAR IN MAKING SURE IT, UH, FLOWED SMOOTHLY.

SO, THANK YOU ALL THE STAFF MEMBERS FOR HELPING OUT SO MUCH.

UH, I DID LIST SEVERAL THINGS THAT WE, UM, ACCOMPLISH THIS YEAR, SO I WON'T RE REVISIT THAT.

BUT I WILL SAY THAT OUR, MY MAIN GOAL, AND I THINK MOST OF OUR MAIN GOAL, IF NOT EVERYBODY, IS SAFETY IN THE COMMUNITY.

WE ARE VERY PROUD OF OUR REPUTATION AS BEING ONE OF THE SAFEST CITIES IN CALIFORNIA AND THE UNITED STATES FOR MANY, MANY YEARS.

AND THAT'S SOMETHING THAT WE, UH, DON'T DISCOUNT OR, OR TAKE LIGHTLY.

IT'S SOMETHING THAT WE REALLY DO CHERISH AS A, AS A CITY, BECAUSE WE KNOW THAT ADDS QUALITY OF LIFE TO OUR RESIDENTS WHEN THEY HAVE THE PEACE OF MIND, ESPECIALLY THE MOMS AND DADS.

WE'RE IN SOUTHERN CALIFORNIA, SO SOMETHING'S ALWAYS BOUND TO HAPPEN, OR IT COULD HAPPEN.

BUT WITHIN THAT CONTEXT, CHINO HILLS IS THE RIGHT PLACE TO BE IF YOU'RE GONNA LIVE IN SOUTHERN CALIFORNIA BECAUSE OF ALL OF THE, UM, UM, THE SAFEGUARDS WE TRY TO PUT IN PLACE, AND THE DEPUTIES THAT WE HAVE, THEY WANT TO BE HERE, AND YOU CAN TELL THAT.

AND WE DO ANYTHING WE CAN TO MAKE SURE OUR DEPUTIES ARE, ARE SUITED UP AND READY TO GO TO KEEP OUR CITY NICE AND SAFE.

UH, AGAIN, WE, CYNTHIA TALKED ABOUT SOME OF THE THINGS WE ACCOMPLISHED THIS YEAR.

UM, A BIG ONE WE'RE GONNA TALK ABOUT TONIGHT IS THE CALTRANS, UH, TRUCK BAN, UH, THAT'S COMING UP SOON.

THIS YEAR, WE HAVE 55 ENTRIES, 24 OF WHICH ARE BOATS, AND BOTH HIGH SCHOOL BANDS WILL BE PARTICIPATING.

THE PARADE ROUTE TRAVELS NORTH ON PEYTON DRIVE, STARTING AT 7:00 PM ON EUCALYPTUS AVENUE.

MANY OF THE SURROUNDING STREETS WILL CLOSE EARLY BEGINNING AT 6:00 PM SO BE SURE TO CHECK THE CITY'S WEBSITE FOR PARKING AND STREET CLOSURE INFORMATION.

AND JUST A REMINDER, THE DEADLINE TO ENTER THE HOLIDAY HOME DECORATING CONTEST IS TONIGHT, AND THE DEADLINE TO ENTER THE PHOTO CONTEST IS FRIDAY.

ALSO ON HOLIDAY NEWS, HERE ARE SOME DATES AND CLOSURES TO TAKE NOTE OF PASSPORT SERVICES WILL BE CLOSED THROUGH JANUARY 5TH, AND APPOINTMENTS WILL RESUME ON MONDAY, JANUARY 8TH.

NO STREET SWEEPING CITATIONS WILL BE ISSUED BEGINNING DECEMBER 22ND, AND ENFORCEMENT WILL RESUME ON JANUARY 3RD.

AND THERE'S NO OPEN SWIM.

I CALLED THE YMCA AND I THOUGHT, DO YOU HAVE OPEN SWIM? I USED TO TAKE MY KIDS ALL THE TIME TO OPEN SWIM, YOU KNOW, TWO HOURS.

AND WE'D GO AND BRING THE NEIGHBORHOOD KIDS AND THEY'D GO SWIM, NO OPEN SWIM AT, UH, YMCA THERE.

AND I CALLED TODAY AND IT'S LIKE A GUEST PASS, 10 BUCKS OR SOMETHING, BUT IT'S RESTRICTED HOURS.

AND I DON'T KNOW ABOUT YOU.

WHEN I WAS GROWING UP, MY MOM WOULD HAND ME A QUARTER AND MY SISTER AND I WOULD GO DOWN TO THE COMMUNITY PLUNGE, GRAB OUR PLASTIC, THOSE RUBBER BATHING CAPS AND GO SWIM.

IT'S WONDERFUL THAT WE'RE GONNA HAVE A SPLASH PAD, BUT THAT'S GOOD FOR THE YOUNG ONES.

BUT YOU'RE TALKING 12 AND 13 YEAR OLDS.

THEY WANNA PLAY MARCO POLO AND DUNK THEIR FRIENDS, YOU KNOW, YOU KNOW, PUT 'EM UNDER WATER.

CALENDAR.

THE FIRST ITEM IS TO PROVIDE DIRECTION ON WHETHER OR NOT TO FURTHER EVALUATE THE SALE OF CITY OWNED PROPERTIES.

THIS IS GOING TO BE PRESENTED BY COMMUNITY DEVELOPMENT DIRECTOR LAG.

BASED ON REQUESTS FROM MULTIPLE COUNCIL MEMBERS, STAFF CONDUCTED AN INVENTORY OF CITY OWNED PROPERTIES, CITY OWNED LAND THAT NO LONGER SERVES A PUBLIC PURPOSE, COULD IMPOSE UNNECESSARY MAINTENANCE COSTS ON THE CITY, AS WELL AS KEEPING POTENTIALLY PRODUCTIVE PROPERTY OFF OF THE TAX ROLLS, 675 PROPERTIES WERE IDENTIFIED THAT WERE OWNED BY THE CITY, WITH THE MAJORITY BEING DEDICATED AS PERMANENT OPEN SPACE PARKS AND PUBLIC FACILITIES AND PUBLIC UTILITIES.

APPROXIMATELY 30 PROPERTIES WERE IDENTIFIED AS NOT HAVING A READILY IDENTIFIABLE PUBLIC PURPOSE.

MOST OF THESE PROPERTIES ARE SMALL, ODDLY SHAPED OR LANDLOCKED, AND HAVE STEEP TOPOGRAPHY, WHICH LIMITS THEIR VIABILITY FOR PRIVATE USE.

SEVEN PARCELS WERE IDENTIFIED BY STAFF AS HAVING THE GREATEST POTENTIAL TO BE SUCCESSFULLY SOLD AS SURPLUS LAND FOR POTENTIAL DEVELOPMENT.

STAFF IS PRESENTING THESE PROPERTIES FOR COUNCIL CONSIDERATION AS TO WHETHER OR NOT TO FURTHER INVESTIGATE THESE PROPERTIES AND TO THEN FORMALLY DECLARE THE PROPERTY AS SURPLUS LAND.

THE SURPLUS LAND ACT REQUIRES CITIES TO OFFER UP SURPLUS LAND TO AFFORDABLE HOUSING ENTITIES, PARKS, DEPARTMENTS, SCHOOL DISTRICTS, AND THE STATE RESOURCES AGENCY BEFORE PUTTING THE LAND UP FOR SALE ON THE OPEN MARKET.

FIVE OF THE SEVEN PROPERTIES WE ARE DISCUSSING TONIGHT WOULD BE SUBJECT TO THIS PROCESS.

TWO OF THE PROPERTIES COULD BE DETERMINED AS EXEMPT FROM THESE REQUIREMENTS AS THEY'RE LESS THAN 5,000 SQUARE FEET IN SIZE.

AS I BRIEFLY REVIEW THE PROPERTIES, IT IS IMPORTANT TO NOTE THAT ADDITIONAL RESEARCH WILL BE NECESSARY FOR EACH PARCEL TO DETERMINE IF THE CITY CAN INDEED SURPLUS THE PROPERTY.

TITLE REPORTS, RECORDS, SEARCHES AND SURVEYS MAY BE NECESSARY TO SEE IF EXISTING COVENANTS, EASEMENTS, OR OTHER ISSUES WILL PRECLUDE THE CITY FROM DISPOSING OF THE PROPERTY.

THE FIRST PARCEL FOR CONSIDERATION IS A 34 FOOT WIDE VACANT LOT ON YORBA

AVENUE, WHICH IS POTENTIALLY EXEMPT SURPLUS LAND BECAUSE OF ITS AREA.

THE SECOND SITE IS AN UNDEVELOPED RESIDENTIAL LAW ON MISTY HILL DRIVE, WHICH IS WITHIN A PRIVATE RESIDENTIAL COMMUNITY, AND THAT IS ALSO POTENTIALLY EXEMPT.

THE THIRD SITE IS A VACANT LAW ON ALDER PLACE, WHICH WE KNOW TO BE ENCUMBERED WITH TWO SEWER EASEMENTS RUNNING ALONG THE NORTH SIDE OF THE PROPERTY.

STAFF BELIEVES A UTILITY FACILITY WAS TO BE PLACED ON THE LOT AT SOME POINT, BUT THE FACILITY WAS NEVER CONSTRUCTED AS SYSTEM NEEDS CHANGED.

THE FORESIGHT IS A RESIDENTIAL PROPERTY IN THE CITY OF CHINO, WHICH STAFF BELIEVES WAS ACQUIRED BY THE COUNTY FOR A WATER WELL SITE MANY YEARS AGO.

IT'S CURRENTLY VACANT.

THE FIFTH SITE IS THE SLEEPY HOLLOW COMMUNITY CENTER.

WHILE THE BUILDING IS ON A LARGER PARCEL IS MOSTLY SLOPED, HILLSIDE PARKING IS VERY LIMITED AT THIS FACILITY.

THE SIXTH SITE IS A PARCEL LAND ADJACENT TO THE COMMUNITY CENTER THAT IS INFORMALLY USED AS A PARKING LOT.

IF SURPLUSED, IT SHOULD LIKELY BE SOLD IN CONJUNCTION WITH THE COMMUNITY CENTER.

AND THEN THE SEVENTH SITE IS A VACANT PARCEL BETWEEN CARBON CANYON ROAD AND GIN SING LANE.

UH, THIS ITEM WAS, UH, BRIEFLY DISCUSSED DURING THE COUNCIL COMMENTS AT OUR LAST MEETING.

BUT IN ORDER TO ENTER THAT INFORMATION, UH, DIRECTLY INTO THE RECORD, WE WANTED TO PROVIDE A BRIEF REPORT ON THE GOAL SETTING, UH, UH, WORKSHOP THAT OCCURRED ON NOVEMBER 16TH.

UH, UH, AT THAT TIME, STAFF, UH, FROM ALL OF THE DEPARTMENTS, UH, WERE REPRESENTED ALONG WITH THE CITY COUNCIL.

AND THIS MEETING WAS OPEN TO THE PUBLIC.

IT WAS ROUGHLY THE ENTIRE DAY WHERE WE, UH, SAT DOWN WITH A PROFESSIONAL FACILITATOR TO LOOK AT, UH, OVER 14 PRIORITIES THAT HAD BEEN IDENTIFIED IN INTERVIEWS WITH THE COUNCIL, UH, AND LOOKED AT A VARIETY OF DATA POINTS THAT WERE PROVIDED ON EXISTING ACTIVITY AND, UH, UM, UH, A VARIETY OF OTHER GOALS AND, AND PRIORITIES ESTABLISHED, UH, BY STAFF AND THE COUNCIL.

AND THE, UH, PURPOSE OF THIS MEETING WAS TO COME UP WITH THREE PRIORITIES THAT THE STAFF, UH, WOULD WORK TOWARD ACCOMPLISHING, UH, IN THE NEXT 12 TO 18 MONTHS.

UH, WE ALSO LOOKED AT, UH, IDENTIFYING FIVE OVERARCHING GOALS THAT WOULD GUIDE, UH, THE WORK THAT THE CITY DOES.

UM, AND TO JUST KIND OF HIGHLIGHT THAT FOR THE PUBLIC.

UH, THE THREE TOP PRIORITIES THAT WERE IDENTIFIED WERE ADDRESSING THE UNDERFUNDED LANDSCAPE AND LIGHTING DISTRICTS.

UH, AS THE COUNCIL HAS COMMENTED ON, UH, MANY BUDGET SESSIONS, UH, WE HAVE A, A, A SITUATION WHERE MANY OF THE PROPERTIES THAT ARE IN OUR, UH, LANDSCAPE AND LIGHTING DISTRICTS ARE ASSESSED, UH, A, UH, A CHARGE THAT DOES NOT COVER THE FULL EXTENT OF THE SERVICES THAT ARE PROVIDED.

AND OVER THE YEARS, THE PUBLIC WORKS DEPARTMENT HAS WORKED, UH, DILIGENTLY TO REDUCE THOSE CHARGES, WHETHER IT'S THROUGH INSTALLING, UH, UH, LAND, UH, DROUGHT TOLERANT LANDSCAPE, OR LOOKING AT DIFFERENT SERVICE LEVELS.

UH, WE STILL, UH, ENDED UP WITH A 3.9, UH, MILLION DOLLARS, UH, BUDGET IMBALANCE THIS YEAR.

AND SO THAT WAS A HIGH PRIORITY FOR THE CITY COUNCIL TO HAVE STAFF INVESTIGATE WAYS TO CUT COSTS, UH, AND POTENTIALLY, UH, DETERMINE IF REV, UH, ADDITIONAL REVENUE WOULD BE, UH, UH, A AN OPTION, UH, THROUGH A, UH, UH, A MEASURE GOING TO THE PUBLIC, UH, FOR A VOTE ON THE LIGHTING, UH, DISTRICTS.

UM, WE ALSO, UH, IDENTIFIED A PRIORITY

OF PURSUING COST SAVINGS AND REVENUE OPPORTUNITIES.

UH, THIS RAN THE GAMUT FROM CONTINUING TO AGGRESSIVELY PUSH OUR ECONOMIC DEVELOPMENT PROGRAM, UH, TO, UH, NEGOTIATING WITH THE COUNTY FOR A LARGER, UH, SHARE OF OUR, UH, TAX DOLLARS.

IT'S SOMETHING THAT'S AN ONGOING EFFORT WITH THE CITY, BUT IT WAS, UH, IDENTIFIED AS A PRIORITY BY THE COUNCIL TO CONTINUE TO MAKE THAT, UH, UH, YOU KNOW, TOP OF OUR LIST OF THINGS TO DO.

AND THEN, UH, WE ALSO HAD AN ITEM WHERE WE WANTED TO LOOK AT, UH, WHETHER OR NOT WE SHOULD PURSUE A SECOND COMMUNITY CENTER, UH, UH, LIKELY IN THE SOUTHERN END OF TOWN.

AND THIS WAS A, A PRIORITY, UH, UH, PARTIALLY BECAUSE THERE MAY BE AVAILABLE FUNDING TO, UH, SUPPORT THIS FROM OUTSIDE, UH, THE CITY'S, UH, GENERAL BUDGET.

BUT ALSO THIS HAS BEEN A TOPIC THAT HAS COME UP.

UH, EVEN THOUGH WE HAVE A FANTASTIC, UH, COMMUNITY CENTER RIGHT HERE NEAR THE GOVERNMENT CENTER, UH, UH, IT, IT IS HIGHLY UTILIZED.

AND THE THOUGHT WOULD BE THAT AN ADDITIONAL, PROBABLY SMALLER COMMUNITY CENTER ON THE SOUTH SIDE OF TOWN, UH, WOULD BENEFIT THE CITY.

AND SO THOSE THREE PRIORITIES STAFF WILL BE WORKING, UH, CLOSELY, UH, UH, AND DILIGENTLY.

AND IT WILL LIKELY BE PART OF, UH, OUR PRESENTATION FOR THE BUDGET FOR NEXT YEAR.

IT'S ALSO IMPORTANT TO POINT OUT THAT THE COUNCIL ALSO GAVE STAFF, UH, SOME GOALS, UH, THAT WERE A LITTLE WIDER REACHING THAN THESE PRIORITIES.

AND JUST FOR THE, THE PUBLIC, THE FIRST WAS, UH, IN THE CATEGORY OF BUDGET THAT WE SHOULD ENSURE FINANCIAL HEALTH AND SUSTAINABILITY BY MANAGING, UH, COSTS AND SEEKING REVENUE ENHANCEMENTS THROUGH GRANTS AND ECONOMIC DEVELOPMENT.

THE CITY HAS A GRANT PROGRAM WHERE WE SEEK SUPPORT FROM A VARIETY OF STATE AND FEDERAL, UH, UH, FUNDING SOURCES, EVEN OUR, UH, LOBBYING WITH, UH, LEGISLATORS.

BUT THIS IS A GOAL FOR US TO NOT ONLY MANAGE OUR OWN, UH, RESOURCES WITHIN OUR CONTROL, BUT TO SEEK, UH, ASSISTANCE, UH, WHERE AVAILABLE, UH, UNDER THE HOUSING CATEGORY, THE COUNCIL DIRECTED STAFF TO MAKE SURE THAT AS WE MEET HOUSING MANDATES AND NEEDS, IT NEEDS TO BE DONE THROUGH THOUGHTFUL DEVELOPMENT AND MANAGED GROWTH, UM, IN THE INFRASTRUCTURE AND TRANSPORTATION CATEGORY, UH, STAFF WAS DIRECTED TO PROVIDE FOR NEEDED AND WELL-MAINTAINED INFRASTRUCTURE AND TO ADVOCATE FOR THE CITY'S INTEREST IN TRANSPORTATION CORRIDORS.

I KNOW ALL OF THE COUNCIL HAVE HAD SOME INVOLVEMENT IN BOTH OUR, UH, LOCAL, UH, ROADWAY PROGRAMS, BUT ALSO ADVOCATING FOR IMPROVEMENTS TO THE, UH, 71 FREEWAY.

UH, AND, UH, AS WE'LL HEAR LATER ON TONIGHT ABOUT IMPROVING SAFETY, UH, ON THE, UH, CARBON CANYON ROAD.

UH, WE ALSO HAD A QUALITY OF LIFE CATEGORY, UH, WHERE THE COUNCIL, UH, WANTED TO MAKE SURE WE ALWAYS CONSIDER THE OVERALL HIGH QUALITY OF LIFE IN, UH, THE CITY.

AND MAINTAINING THE ESSENCE OF CHINO HILLS AS A SAFE AND FAMILY FRIENDLY CITY THAT VALUES THE AESTHETIC BEAUTY OF OPEN SPACES.

AS, UH, WE KNOW FROM SEVERAL COUNCIL MEETINGS, WE'VE HAD LOTS OF FOCUS NOT ONLY ON PUBLIC SAFETY, BUT ALSO THE AESTHETIC, UH, IN, UH, QUALITY OF LIFE AND, AND ENHANCING AND PRESERVING THAT IN THE CITY.

AND THEN LASTLY, UH, UH, FROM THE ORGANIZATION COMP COMPONENT, UM, THE COUNCIL RECOGNIZED AND ENSURING THAT THE CITY HAS A TALENT THAT'S NEEDED TO DELIVER VALUED SERVICES TO RESIDENTS AND BUSINESSES.

THIS COUNCIL MAKES, UH, UH, YOU KNOW, AS WAS, UH, SHOWCASED IN, UH, BRINGING BRAD, UH, TO THE CITY.

AND, UH, THIS COUNCIL CONSTANTLY COMMENTS ON, UH, THEIR VALUE OF THE STAFF THAT WE HAVE HERE.

AND IT SHOWED IN OUR OVERALL GOALS.

UH, WITH THE RECENT APPROVAL FROM CALTRANS, WHAT THEY ARE ASKING US TO DO IS TO AMEND OUR ORDINANCE TO, UH, ADD SOME ADDITIONAL LANGUAGE TO CLARIFY THAT IT'S, UM, UM, MORE THAN FOUR AXLES, OR A COMBINATION OF MORE THAN FOUR AXLES.

SO WHAT THAT REALLY MEANS IS IF YOU HAVE AN ATTACHMENT TO A, A VEHICLE THAT'LL COUNT TOWARDS THE TOTAL NUMBER OF AXLES.

UM, IT'S, UH, IT'S A CLARIFICATION.

IT, IT GIVES OUR LAW ENFORCEMENT, UH, THE TOOLS THAT THEY NEED TO BE ABLE TO ENFORCE THAT, UH, THAT PROHIBITION.

UH, WE ARE ALSO WORKING ON A SIGN STUDY, UH, THAT'LL, UH, WE'LL SHARE WITH THE CALTRANS IN TERMS OF WHAT THOSE SIGNS WILL LOOK LIKE, WHAT THE RESTRICTIONS WILL BE.

UM, UH, THE PLAN IS TO REALLY, UH, TO REPLACE THE EXISTING, UH, ADVISORY SIGNS THAT, UH, RECOMMEND NOT DRIVING, UH, LONG CARBON CANYON.

ON SUNDAY, NOVEMBER 26TH, 2023, CHINO HILLS DEPUTIES RESPONDED TO VICTORIA'S SECRET AT THE SHOPS FOR A PORT OF A THEFT OF APPROXIMATELY $1,800 WORTH OF PRODUCT.

DETECTIVES.

DETECTIVES WERE ABLE TO IDENTIFY THE SUSPECT'S VEHICLE, UTILIZING THE CITY'S A LPR CAMERA SYSTEM, UTILIZING VIDEO SURVEILLANCE OF THE CRIME AND VEHICLE REGISTRATION INFORMATION.

DETECTIVES IDENTIFIED THE SUSPECTS, THEY WERE THEN ABLE TO LOCATE THE SUSPECTS AND RECOVER THE STOLEN PROPERTY.

DETECTIVES ALSO RECOVERED ADDITIONAL STOLEN PROPERTY FROM THEFTS AT OTHER VICTORIA'S SECRETS IN THE AREA, AS LONG AS PROPERTY FROM BURLINGTON COAT FACTORY MARSHALLS AND TJ MAXX THROUGHOUT THE AREA.

ALL TOTAL, THE ESTIMATED VALUE OF RECOVERED PROPERTY WAS $5,000.

ON MONDAY, DECEMBER 4TH, 2023, DEPUTIES WERE DISPATCHED TO A THEFT IN PROGRESS AT THE SEPHORA STORE IN THE SHOPS.

DEPUTIES ARRIVED ON SCENE AND SAW A FEMALE MATCHING THE SUSPECT DESCRIPTION FLEE FROM THE STORE.

DEPUTIES WERE ABLE TO APPREHEND THE FEMALE WHO WAS A 30 5-YEAR-OLD RESIDENT OF ORANGE COUNTY.

THROUGH INVESTIGATION, DEPUTIES DETERMINED THE SUSPECT WAS ALSO LINKED TO NUMEROUS ADDITIONAL THEFTS FROM SEPHORA STORES IN LOS ANGELES AND ORANGE COUNTY.

SHE ALSO HAD A WARRANT FOR A GRAND THEFT IN LOS ANGELES COUNTY, AND SHE WAS ARRESTED FOR BURGLARY AND BOOKED INTO THE WEST VALLEY DETENTION CENTER.

I WANNA REMIND EVERYBODY THAT CHINO HILLS DEPUTIES WILL CONTINUE TO DILIGENTLY

SO HE RETIRES AT THE END OF THIS AFTER THE 15TH THIS WEEK.

AND IT WAS AS USUAL A STELLAR EVENT.

UM, REALLY THE INDIVIDUALS THERE AND THERE, THERE MAY BE A COUPLE HERE, HAD A, A GREAT TIME.

AND THERE'S GIFTS, SCRE AND THE FOOD SERVED BY THE FIREFIGHTERS AND IT WAS A GREAT TIME.

AND THEN KIND OF FAST FORWARD ALSO TO, UH, THIS PAST SATURDAY BREAKFAST WITH SANTA.

I, I ATTEND THAT EVERY YEAR, AND THAT'S SPONSORED BY CHINO HILLS AND THE KIWANIS CLUB.

ANDIS DID A PANCAKE BREAKFAST AND SANTA WAS THERE AND SANTA GREETED EVERYBODY AND DID PHOTOS.

AND OF COURSE WE DID OUR TREE LIGHTING, UM, TWO WEEKS AGO OR SO, WHICH JUST GOES TO SHOW WE'RE, WE'RE A VERY PROACTIVE CITY, UH, INCLUDING OUR UPCOMING BOAT PARADE AND SO MANY OTHER THINGS.

AND, UH, SO OUR RECREATION STAFF REALLY

AND, UH, OF COURSE, UH, THE CONSULTANT PRIOR TO THAT WAS OUT AT THE SKATE PARK.

AND SO THEY'VE SEEN WHAT THINGS NEED ATTENTION.

UH, WE'VE HAD GREAT SUCCESS.

IT CLOSED A WEEK AND A HALF AGO, MAYBE TWO WEEKS AGO.

WE HAD 127 PEOPLE, UM, GO ONLINE AND FILL OUT THE SURVEY.

THAT'S AWESOME.

AND PROVIDED A, A LOT OF INFORMATION ON THE GOOD, BAD AND OTHERWISE AS IT RELATES TO THE SKATE PARK AND WHAT THEY WOULD LIKE TO SEE THERE AS WELL.

UH, THE GOOD THING IS, IS THAT ALL 127 PEOPLE THAT DID THE ONLINE SURVEY, WE'VE GOT ALL THEIR INFORMATION, WE'LL BE CONTACTING THEM PLUS THE 32 PEOPLE IN THE WORKSHOP, AND THEN OF COURSE PUSHING OTHER INFORMATION OUT FOR OTHERS TO SHOW UP AT THAT MEETING.

AND ALL OF THE INFORMATION THAT HAS BEEN GATHERED WILL BE PRESENTED AT THAT POINT IN TIME.
