WELCOME TO THE CHINO HILLS FAMILY.
[9. OUTGOING MAYOR - Presentation to outgoing Mayor Peter Rogers for his dedicated service as Mayor from December 1, 2022, through November 30, 2023]
SOMEONE THAT DOESN'T, THAT NOBODY KNOWS THE MAN, FORMERLY KNOWN AS THE MAYOR, PETER ROGERS IS GONNA COME UP.PETER, ARE YOU HERE? COME ON UP.
YOU WANNA BE ON TV? LET'S GO OVER HERE.
TONIGHT WE RECOGNIZE COUNCIL MEMBER PETER ROGERS FOR HIS SERVICES MAYOR.
OVER THIS LAST YEAR, PETER HAS BEEN AN ACTIVE VOLUNTEER AND PARTICIPANT IN OUR COMMUNITY FOR OVER 25 YEARS.
I WOULD PROBABLY EVEN SAY LONGER THAN THAT.
FROM THE START, HE HAS ALWAYS BEEN INSTRUMENTAL IN THE GROWTH OF OUR COMMUNITY.
SOME OF PETER'S INVOLVEMENT INCLUDES BEING A PAST BOARD MEMBER AND PRESIDENT OF CANYON HILLS LITTLE LEAGUE, A MEMBER AND PAST PRESIDENT OF THE RANCHO DEL CHINO ROTARY CLUB, LONGTIME CHAIR AND CO-FOUNDER OF THE CHINO HILLS COMMUNITY FOUNDATION, AND ONE OF THE FOUNDERS OF THE CHINO
[00:05:01]
HILLS ARTS COMMITTEE, OTHERWISE KNOWN AS CHARTS.HE'S ALSO CHAIR OF THE CHINO HILLS WINE WALK, WHICH RAISED NEARLY $122,000 THIS YEAR TO BE DONATED BACK TO OUR COMMUNITY.
THE EVENT, AS WE ALL KNOW, HAS BECOME ONE OF THE PREMIER EVENTS EACH YEAR.
HE ALSO SERVES ON THE POMONA VALLEY HOSPITAL FOUNDATION BOARD OF DIRECTORS, AND HAS SERVED AS A BOARD MEMBER OF THE SAN BERNARDINO WORKFORCE INVESTMENT BOARD.
PETER MOST RECENTLY COMPLETED HIS FOURTH TERM AS MAYOR, AND HIS TERM WAS FILLED FROM BEGINNING TO END WITH A LONG LIST OF ACCOMPLISHMENTS.
THEY INCLUDE HER, BUT NOT LIMITED TO COMMENCING THE CONSTRUCTION OF THE CITY'S NEW 1 2 3 TCP WATER TREATMENT FACILITY ON EUCALYPTUS AVENUE AND THESE CITY'S FIRST INCLUSIVE PLAYGROUND AT CROSSROADS PARK, WORKING WITH COUNCIL MEMBER MARQUEZ AND OUR AGENCY PARTNERS TO IMPROVE COMMUNITY SAFETY ON CARBON CANYON ROAD BY IMPLEMENTING A NEW ORDINANCE BANNING SEMI-TRUCKS VERY SOON, AND EXTENDING THE ENTRANCE LANES, AND ALSO INTRODUCING THE FIRST EVER PUBLIC TOURS OF TRE HARMONS LAUNCHING THE SKATE PARK RENOVATION PROJECT, PIONEERING THE CITY'S INAUGURAL COUNCIL GOAL, SETTING WOR WORKSHOP, AND ACQUIRING A NEW EMERGENCY TRAILER AND UTILITY TERRAIN VEHICLE TO ENHANCE THE CITY'S EMERGENCY PREPAREDNESS EFFORTS.
ALTHOUGH THE LIST CAN GO ON, IT'S EVIDENT THAT PETER'S LEADERSHIP MADE 2023 A PIVOTAL YEAR FOR OUR COMMUNITY.
AMONG THESE MANY ACHIEVEMENTS, PETER WAS ALSO ABLE TO JUGGLE AN ABUNDANCE OF OTHER RESPONSIBILITIES.
HE REPRESENTS THE CITY COUNCIL ON A VARIETY OF DIFFERENT REGIONAL BOARDS AND COMMITTEES, INCLUDING THE CHINO BASIN, DES SALTER BOARD OF DIRECTORS, INLAND EMPIRE UTILITIES AGENCY, TRACE ROMANO'S CONSERVATION AUTHORITY, AND THE WATER FACILITIES AUTHORITY BOARD OF DIRECTORS.
BESIDES HIS COMMITMENT TO THE CITY AS MAYOR PETER ALSO JUGGLES A PART-TIME JOB AS THE DEPUTY CHIEF OF STAFF FOR SAN BERNARDINO COUNTY SUPERVISOR KURT HEMAN, AND IS ALSO A PROFESSIONAL PHOTOGRAPHER.
TO PUT IT SIMPLY, PETER HAS HAD A REMARKABLY BUSY YEAR, ASIDE FROM THE TREMENDOUS GRATITUDE WE HAVE FOR HIS SERVICES AS MAYOR, WE WANT TO SAY THANK YOU TO HIS WIFE, MARY, FOR HER CONTINUED SUPPORT.
IF YOU COULD COME UP, MARY ROGERS, THIS IS FOR YOU PUTTING UP WITH HIM.
YOU COULD STAND BY YOUR LOVELY HUSBAND, YOUR HANDSOME HUSBAND.
UH, WITH THAT SAID, ON BEHALF OF THE ENTIRE CITY COUNCIL, UH, WE THANK YOU FOR YOUR DEDICATED SERVICE.
UM, IT SAYS, PETER, WOULD YOU LIKE TO SAY A FEW WORDS? IT'S GONNA SAY, PETER, YOU HAVE THREE MINUTES TO
I'M, I'M GOING TO THANK YOU, CYNTHIA.
SOMETHING IN A MINUTE TOP, PETER.
YOU DID TAKE MOST OF MY SPEECH THAT I PUT TOGETHER LAST NIGHT.
UH, BUT I WANTED TO, UH, FIRST OF ALL, THIS IS MY FOURTH ROTATION AS MAYOR, AND AS ALWAYS, IT'S A PLEASURE AND A PRIVILEGE TO, UH, SERVE IN THAT ROLE.
UH, HAVE A GREAT TIME WITH IT, AND EVERYBODY DOES, AND IT'S A GREAT OPPORTUNITY.
UH, THE BLUEPRINT THAT WE'VE PUT TOGETHER, UH, FOR MAYOR IS SIMILAR TO A FEW OTHER CITIES LOCALLY, CLAREMONT, DIAMOND, BARA, Y BELINDA.
AND IT GIVES EVERYBODY AN OPPORTUNITY TO TAKE ON AN ENHANCED LEADERSHIP ROLE.
SO, IN WHICH I, I CHERISH AND I THINK MY COLLEAGUES CHERISH ALSO.
UM, BUT OUR, FIRST OF ALL, I WANTED TO THANK OUR STAFF.
THE STAFF HAVE VERY CLOSE RELATIONSHIPS WITH SEVERAL OF THE STAFF, UH, ESPECIALLY WHEN IT COMES TO COMMUNICATIONS.
THE CLERK'S, OFFICE, CITY MANAGER'S, OFFICE, UH, RECREATION.
AND WE ALL HAVE A GREAT BOND, AND WE ALL WORK TOGETHER TO MAKE SURE WE'RE HEADING IN THE RIGHT DIRECTION.
SO, I WANT TO THANK STAFF FOR EVERYTHING THAT STAFF HAS DONE TO ASSIST ME THIS YEAR IN MAKING SURE IT, UH, FLOWED SMOOTHLY.
SO, THANK YOU ALL THE STAFF MEMBERS FOR HELPING OUT SO MUCH.
UH, I DID LIST SEVERAL THINGS THAT WE, UM, ACCOMPLISH THIS YEAR, SO I WON'T RE REVISIT THAT.
BUT I WILL SAY THAT OUR, MY MAIN GOAL, AND I THINK MOST OF OUR MAIN GOAL, IF NOT EVERYBODY, IS SAFETY IN THE COMMUNITY.
WE ARE VERY PROUD OF OUR REPUTATION AS BEING ONE OF THE SAFEST CITIES IN CALIFORNIA AND THE UNITED STATES FOR MANY, MANY YEARS.
AND THAT'S SOMETHING THAT WE, UH, DON'T DISCOUNT OR, OR TAKE LIGHTLY.
IT'S SOMETHING THAT WE REALLY DO CHERISH AS A, AS A CITY, BECAUSE WE KNOW THAT ADDS QUALITY OF LIFE TO OUR RESIDENTS WHEN THEY HAVE THE PEACE OF MIND, ESPECIALLY THE MOMS AND DADS.
WE'RE IN SOUTHERN CALIFORNIA, SO SOMETHING'S ALWAYS BOUND TO HAPPEN, OR IT COULD HAPPEN.
BUT WITHIN THAT CONTEXT, CHINO HILLS IS THE RIGHT PLACE TO BE IF YOU'RE GONNA LIVE IN SOUTHERN CALIFORNIA BECAUSE OF ALL OF THE, UM, UM, THE SAFEGUARDS WE TRY TO PUT IN PLACE, AND THE DEPUTIES THAT WE HAVE, THEY WANT TO BE HERE, AND YOU CAN TELL THAT.
AND WE DO ANYTHING WE CAN TO MAKE SURE OUR DEPUTIES ARE, ARE SUITED UP AND READY TO GO TO KEEP OUR CITY NICE AND SAFE.
UH, AGAIN, WE, CYNTHIA TALKED ABOUT SOME OF THE THINGS WE ACCOMPLISHED THIS YEAR.
UM, A BIG ONE WE'RE GONNA TALK ABOUT TONIGHT IS THE CALTRANS, UH, TRUCK BAN, UH, THAT'S COMING UP SOON.
WE'RE GOING TO REALLY, UH, FINE TUNE AN ORDINANCE TONIGHT.
AND THEN AFTER MANY YEARS OF DISCUSSIONS WITH LOCAL CALTRANS AGENCIES AND, UH, ONLINE AND
[00:10:01]
IN-PERSON VISITS WITH, UH, THE, THE DIFFERENT AGENCIES, THEY FINALLY SENT US A LETTER A FEW YEAR, FEW WEEKS AGO SAYING, OKAY, UH, FINE.TUNE YOUR LANGUAGE AND WE'RE READY TO GO.
SO WE'LL HAVE MORE DISCUSSION ON THAT THIS EVENING, BUT VERY PROUD OF THAT ONE, UH, BEING A CARBON CANYON RESIDENT ONE, AND ALSO JUST SEEING THE MESS THAT A LOT OF THESE TRUCKS CREATE, INCLUDING ONE RECENTLY.
AND WE'RE GONNA HEAR FROM A RESIDENT WHO EXPERIENCE THAT DIRECTLY IN A LITTLE WHILE.
BUT A AGAIN, UH, IT'S FUN TO BE IN THIS ROLE.
IT'S FUN NOT TO BE IN THIS ROLE ALSO.
UH, BUT I WANNA THANK MY COLLEAGUES FOR BEING GREAT COLLEAGUES WITH, UH, WITH MY YEAR AS MAYOR, AND WE'LL, WE'LL BE THE SAME WAY WITH, UH, WITH CYNTHIA THIS COMING YEAR.
AND LASTLY, I WANTED TO THANK MARY FOR EVERYTHING SHE DOES.
UH, THIS IS CONCLUDING MY 17TH YEAR ON CITY COUNCIL, AND, UM, BEFORE THAT, EIGHT YEARS AS A CITY COMMISSIONER.
AND IT'S, UH, WE LOVE OUR CITY.
AND MARY PUTS UP WITH THIS, SHE, SHE GIVES ME COUNSEL AT TIMES, AND SHE HAS A LOT OF PATIENCE, BUT IT'S, UH, COULDN'T DO IT WITHOUT HER BECAUSE OBVIOUSLY A LOT OF TIME IS PUT INTO THIS.
AND WE SACRIFICE A LOT OF TRIPS THAT WE MIGHT'VE DONE OTHERWISE, BECAUSE WE MIGHT WANNA MAKE SURE WE'RE BACK FOR COUNCIL MEANS, ET CETERA.
SO THANK YOU FOR, FOR SUPPORTING ME AND EVERYTHING I DO, AND AGAIN, THANK YOU STAFF, ESPECIALLY FOR EVERYTHING YOU DO FOR US.
AND IT'S ALL TO DO FOR THE RESIDENTS OF THE CITY OF CHINO HILLS, AND TO KEEP YOUR QUALITY LIFE THE BEST WE CAN MAKE IT.
DON'T GO AWAY AWAY FROM THE, OKAY.
SO WE HAVE, UM, A REPRESENTATIVE FROM CENTER, UH, SUPERVISOR KURT HAGMAN'S OFFICE.
AND WE HAVE SOMETHING FREE FROM THE STATE ASSEMBLY AND THE SENATE.
AND I, SUZETTE, ARE YOU COMING UP TO PERSONALLY HANDLE? SHE'S PERSONALLY GOING.
I'M, NO, I WISH KURT WAS HERE, BUT ACTUALLY HE TOLD ME TODAY HE WAS HOPING TO BE HERE, BUT HE WAS REALLY HOPING TO BE HERE.
HE HAD A PRIOR COMMITMENT WITH CAL STATE GUARD AND HE COULDN'T GET OUT OF IT, BUT HE OBVIOUSLY THANK YOU FOR YOUR SERVICE.
SO I'M HERE ON HIS BEHALF TO PRESENT A CERTIFICATE WOW.
WE THANK YOU AND CONGRATULATIONS.
I KNOW YOU'RE A MAN WHO WEARS MANY HATS, BUT WE APPRECIATE YOU AND WE LOVE YOU.
WE HAVE, UM, ACTUALLY, UM, ABIGAIL FROM, UH, CONGRESSMAN YOUNG KIM'S OFFICE.
TO DO A PERSONAL PRESENTATION AS WELL.
NAME, I DIDN'T WANNA MENTION THAT.
UH, GOOD EVENING TODAY, COUNSEL, RESIDENT STAFF.
MY NAME IS ABIGAIL ACKMAN HERE ON BEHALF OF CONGRESSWOMAN YOUNG KIM AND MY COLLEAGUE JOHN DINGING, WHO IS CURRENTLY OUTTA THE COUNTRY AND IS ALSO A PROUD RESIDENT OF DISTRICT TWO.
AND TONIGHT IT'S AN HONOR TO RECOGNIZE OUTGOING MAYOR PETER ROGERS.
UH, MAYOR ROGERS HAS SHOWN TRUE COMMITMENT TO THE STATE OF CHINO HILLS.
AND WE ARE THANKFUL FOR HIS HARD WORK, KEEPING CHINO HILLS A PEACEFUL, SAFE, AND FAMILY ORIENTED CITY.
UH, DURING HIS SUCCESSFUL FOURTH MAYORAL TERM, MAYOR ROGERS TOOK ACTION ON LEGISLATIVE EFFORTS WORKING WITH COUNTY, STATE, AND FEDERAL GOVERNMENT TO ADDRESS THE CONCERNS OF THE CHINO HILLS COMMUNITY.
UH, MULTIPLE PROJECTS WERE ACCOMPLISHED UNDER HIS LEADERSHIP, INCLUDING THE 842 ACRE ACQUISITION FOR CHINO HILL STATE PARK, AND THE CONSERVATION OF OUR NATURAL LANDSCAPE THROUGH HIS CHAIRMANSHIP ON THE ARMANDO'S CONSERVATION BOARD.
IT HAS BEEN A WONDERFUL YEAR WORKING WITH THE CITY OF CHINLE HILLS, AND ON BEHALF OF CONGRESSWOMAN YOUNG KIM, THANK YOU TO, UH, MAYOR ROGERS FOR YOUR DEDICATED SERVICE THIS PAST YEAR.
YES, ABI AND FROM THE CITY, WE HAVE THIS BEAUTIFUL PLAQUE, MAYOR PETER ROGERS, DECEMBER 1ST, 2022 TO NOVEMBER 30TH, 2023.
AN APPRECIATION FOR YOUR EXEMPLARY LEADERSHIP AND DEDICATED SERVICE TO THE RESIDENTS AND THE CITY OF CHINO HOUSE.
AND WE HAVE, THIS MUST BE A REAL STREET SIGN.
I DON'T KNOW, ARE WE GONNA TAKE PICTURES EVEN THOUGH WE HAVE THAT IN THE BACKGROUND WITH HIM AND MARY? WE TOOK THEM EARLIER.
SO AGAIN, SO THANK YOU FOR YOUR SERVICE, PETER.
SO NOW, AT THIS TIME, UM, HERE YOU GO, PETER.
I DON'T THINK I'M GONNA WALK BACK UP THEN,
[00:15:01]
BECAUSE I, OR I'M GONNA WING IT.[10. RUBEN S. AYALA HIGH SCHOOL - Jazz Ensemble: Performance of holiday music]

Please complete and submit to the City Clerk a "Request to Speak" card. Comments will be limited to three minutes per speaker.]
DO WE HAVE PUBLIC COMMENTS? YES, WE DO.AT THIS TIME, THE MEMBERS OF THE PUBLIC MAY ADDRESS THE CITY COUNCIL REGARDING ANY ITEMS WITHIN THE SUBJECT MATTER JURISDICTION OF THE COUNCIL, WHETHER OR NOT THE ITEM APPEARS ON THE AGENDA, EXCEPT FOR TESTIMONY ON PUBLIC HEARING ITEMS, WHICH MUST BE PROVIDED DURING THOSE HEARINGS.
PLEASE COMPLETE AND SUBMIT A SPEAKER CARD TO THE DEPUTY CITY CLERK.
COMMENTS WILL BE LIMITED TO THREE MINUTES PER SPEAKER.
OUR FIRST SPEAKER IS JOHN BRUNER.
GOOD EVENING, JOHN HERE, UH, COUNSEL STAFF, MERRY CHRISTMAS.
UH, I, I HOPE I HAVE THIS WRONG, BUT MY,
[00:30:01]
I I NOTICED ITEM NUMBER TWO, WHICH IS, UH, YOU'RE MEETING WITH, UH, SOME DEVELOPERS, UH, SPECIFICALLY I THINK IT'S CCNC OR SOMETHING OF THAT NATURE REGARDING THE SALE OF SOME PROPERTY, UH, AT EUCALYPTUS IN PEYTON EARLIER TODAY.I THINK THAT IN 2021, WE HAD A DISCUSSION ABOUT DENSITY DEVELOPMENT ON THAT INTERSECTION.
I THINK YOU ALL VOTED AND SAID, NO, IT'S NOT THE PROPER PLACE.
MY UNDERSTANDING IS THAT, UH, THIS COMPANY, CNC, IS A DEVELOPER OF SMALL LAND PARCELS FOR MOSTLY, AT LEAST, IF NOT ENTIRELY RESIDENTIAL DEVELOPMENT.
IF THAT'S THE CASE, I I DON'T UNDERSTAND WHAT WE'RE DOING AND WHY WE'RE DOING IT, BECAUSE IT SEEMS THAT THEY WILL WANT TO PUT IN PLACE SOMETHING THAT WE'VE ALREADY SAID NO TO.
SO I ASK YOU TO REVISIT THIS, LET THE PUBLIC IN ON THE CONVERSATION AS EARLY AS YOU POSSIBLY CAN, AND, AND PLEASE, UH, YOU KNOW, STAY WITH YOUR DECISION.
OUR NEXT SPEAKER IS JOANNE JANIS.
UM, I ATTENDED, UH, WHERE ARE YOU, RAY? YOU MOVED, UH,
WE GOTTA ASK QUESTIONS, EVEN THOUGH RAY'S, I'M NOT IN RAY'S DISTRICT, IT'S NICE BECAUSE I DO USE THE CANYON.
NOT AS MUCH AS I USED TO, BUT, AND THERE WERE OTHER QUESTIONS DISCUSSED, TOO.
YOU HAVE THAT PERSONAL ONE-ON-ONE, WHICH IS REALLY NICE.
AND PEOPLE THAT DIDN'T KNOW RAY, I THINK THEY, YOU KNOW, EMAIL CONVERSATION WERE ABLE TO MEET RAY.
AND THE QUESTIONS THAT RAY COULDN'T ASK BEN WAS THERE, WHICH WAS REALLY NICE.
AND SO IT WAS JUST A NICE EVENT.
AND, AND IT'S KINDA LIKE THAT POPUP, BUT IT WAS MORE PERSONAL.
SO I, I REALLY LIKED THAT, JUST LIKE THE COFFEE AND THE COUGH, YOU KNOW, THAT WAS A REALLY NICE EVENT TOO.
ANOTHER THING WHEN I RECEIVED THIS, UM, I LOVE THIS BROCHURE.
A COUPLE MONTHS AGO, I, I BROUGHT ME BACK TO OUR SUMMER BROCHURE.
AND REMEMBER I BABYSIT MY GRANDSON NOW AND THEN, AND I WAS LOOKING FOR A PLACE, A SWIMMING PL POOL FOR HIM TO GO AND SWIM.
AYALA, I GUESS HAD PROBLEMS. IT WAS CLOSED AND IT WAS JUST BASICALLY SWIMMING LESSONS.
I CALLED THE YMCA AND I THOUGHT, DO YOU HAVE OPEN SWIM? I USED TO TAKE MY KIDS ALL THE TIME TO OPEN SWIM, YOU KNOW, TWO HOURS.
AND WE'D GO AND BRING THE NEIGHBORHOOD KIDS AND THEY'D GO SWIM, NO OPEN SWIM AT, UH, YMCA THERE.
AND I CALLED TODAY AND IT'S LIKE A GUEST PASS, 10 BUCKS OR SOMETHING, BUT IT'S RESTRICTED HOURS.
WHEN I WAS GROWING UP, MY MOM WOULD HAND ME A QUARTER AND MY SISTER AND I WOULD GO DOWN TO THE COMMUNITY PLUNGE, GRAB OUR PLASTIC, THOSE RUBBER BATHING CAPS AND GO SWIM.
IT'S WONDERFUL THAT WE'RE GONNA HAVE A SPLASH PAD, BUT THAT'S GOOD FOR THE YOUNG ONES.
BUT YOU'RE TALKING 12 AND 13 YEAR OLDS.
THEY WANNA PLAY MARCO POLO AND DUNK THEIR FRIENDS, YOU KNOW, YOU KNOW, PUT 'EM UNDER WATER.
SO I'D LIKE TO SEE, MAYBE, YOU KNOW, LET'S WORK WITH THE SCHOOLS AND LET'S, AND MAYBE LET'S GET SOME OPEN SWIM.
AND MY POOL WAS UNDER CONSTRUCTION, SO I COULDN'T EVEN HAVE A END UP BUYING A BLOW UP HOLE.
UM, ALSO I SAW NUMBER 16 FOR THE AMERICAN RESCUE ACT AND THE HOMELESS, I GUESS IT'S SWAG.
AND I HOPE YOU ALL ARE GONNA VOTE YES ON THAT.
THEY'VE BEEN WONDERFUL IN HELPING.
SO I WANNA WISH Y'ALL MERRY CHRISTMAS, HAPPY HOLIDAYS, AND HAPPY NEW YEAR.
OUR NEXT SPEAKER IS SUZETTE DING.
I AM MAYOR MORAN, VICE MAYOR BENNETT, COUNCIL MEMBERS, CITY STAFF AND AUDIENCE MEMBERS OF CHINO HILLS.
SUZETTE DING WITH YOUR FOURTH DISTRICT, COUNTY SUPERVISOR, KURT HAGMAN'S OFFICE.
UM, FIRST OF ALL, CONGRATULATIONS ON THE COUNCIL REORGANIZATION, AND WE WISH YOU A VERY PRODUCTIVE YEAR.
UM, CONGRATULATIONS AND WELCOME TO THE NEW EMPLOYEE IN THE COMMUNITY, UM, DEVELOPMENT.
AND THANK YOU TO THE ALA HIGH SCHOOL JAZZ ENSEMBLE.
AND I ALSO WANNA, UM, WISH THEM GOOD LUCK IN ORLANDO WHEN IN MARCH, UM, SUPERVISOR KURT HACKMAN'S, CHRISTMAS OPEN HOUSE WAS A BIG SUCCESS.
AND WE WOULD LIKE TO THANK EVERYONE WHO TOOK THEIR TIME TO ATTEND.
AND I'M ALSO HAPPY TO REPORT SINCE I WASN'T HERE LAST TIME, THAT WE WERE ABLE TO ASSIST OVER 45 VETERANS DURING SUPERVISOR HAGMAN'S ANNUAL VETERAN CLAIMS EVENT LAST MONTH.
AND PLEASE SAVE THE DATE IN PARTNERSHIP
[00:35:01]
WITH THE CITY OF CHINO HILLS SUPERVISOR.NEXT FREE DOCUMENT SHREDDING EVENT WILL BE ON SATURDAY, JANUARY 27TH, 2024, UM, OVER AT THE SHOP'S OVERFLOW PARKING LOT.
UM, BETWEEN 9:00 AM TO 12:00 PM OR UNTIL THE TRUCK REACHES CAPACITY.
UM, PRE-REGISTRATION THROUGH EVENTBRITE WILL BE OPEN EFFECTIVE JANUARY 3RD.
SO AFTER THE HOLIDAY RUSHES OVER, UM, ON JANUARY 3RD, YOU'LL BE ABLE TO PRE-REGISTER, AND IT IS RECOMMENDED TO EXPEDITE THE PROCESS.
WE WILL HAVE TWO SHREDDING TRUCKS ON SITE, AND WE'RE HOPING TO SERVE MANY RESIDENTS.
AND FOR ANY KIND RELATED ASSISTANCE, QUESTIONS OR RESOURCES, PLEASE CONTACT OUR DISTRICT OFFICE AT 9 0 9 4 6 5 5 2 6 5.
AND ON BEHALF OF SUPERVISOR HAGMAN AND HIS ENTIRE TEAM, WE WOULD LIKE TO ISSUE EVERYONE A VERY MERRY CHRISTMAS AND A BLESSED WONDERFUL NEW YEAR.
THAT IS OUR FINAL SPEAKER CARD FOR THIS PORTION OF THE MEETING.
SO, LOOKING TO MY LEFT, DO I HAVE ANY CONFLICT OF INTEREST ANNOUNCEMENTS? RAY, BRIAN? NO MA'AM.
[ CONSENT CALENDAR (10 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.]
TO THE CONSENT CALENDAR.WOULD ANYONE LIKE TO PULL ITEMS? RAY, WOULD YOU LIKE TO POINT ON? BRIAN? NO, MA'AM.
DO I HAVE A MOTION TO I'LL MOVE, MOVE THE ITEM.
DO I HAVE A MOTION TO APPROVE THAT THE ITEM? PETER, DO I HAVE A SECOND? SECOND RAY, PLEASE VOTE.
[19. Appoint Grace Capps to Chino Hills Community Foundation Board of Directors as recommended by Board for term ending May 2027]
19 IS TO APPOINT GRACE KATZ TO THE CHINO HILLS COMMUNITY FOUNDATION BOARD OF DIRECTORS.I JUST WANTED TO HIGHLIGHT THE FACT THAT GRACE, UH, THE BOARD OF DIRECTORS, WE DON'T HAVE A LOT OF TURNOVER, BUT OCCASIONALLY WE DO THE PASSING OF BILL HUGHES OPENED UP A SPOT ON OUR FOUNDATION BOARD AND APPROACHED AN INDIVIDUAL WHO HAD BEEN ON ONCE BEFORE, AND SHE IS INCREDIBLY ORGANIZED PERSON TO HELP LEAD SOME COMMITTEES, AND THAT'S GRACE KAS GRACE WAS ON FOR MANY YEARS AND THEN LEFT BECAUSE OF WORK AND BECAUSE OF FAMILY DYNAMICS, AND SHE AGREED TO COME BACK ON AGAIN.
SO I JUST WANTED TO HIGHLIGHT THE, THE FACT THAT GRACE IS COMING BACK ON THE BOARD OF DIRECTORS, AND WE WILL GLADLY OPEN, UH, OPEN.
PLEASED TO COME BACK, WELCOME HER BACK ONTO THE TEAM.
SO WITH THAT, I'D LIKE TO MOVE THE ITEM AND I'LL SECOND IT.
PLEASE VOTE ONE SECOND, PLEASE.
[22. Provide direction whether or not to further evaluate the sale of city-owned properties: parcel between 15467 and 15475 Yorba Avenue; parcel between 16331 and 16343 Misty Hill Drive; parcel between 3404 and 3373 Alder Place; 13650 3rd Street, City of Chino; 16801 Rosemary Lane - Sleepy Hollow Community Center; 1191 Carbon Canyon Road; and 1881 Carbon Canyon Road as surplus land]
CALENDAR.THE FIRST ITEM IS TO PROVIDE DIRECTION ON WHETHER OR NOT TO FURTHER EVALUATE THE SALE OF CITY OWNED PROPERTIES.
THIS IS GOING TO BE PRESENTED BY COMMUNITY DEVELOPMENT DIRECTOR LAG.
THANK YOU, MAYOR AND COUNCIL MEMBERS.
BASED ON REQUESTS FROM MULTIPLE COUNCIL MEMBERS, STAFF CONDUCTED AN INVENTORY OF CITY OWNED PROPERTIES, CITY OWNED LAND THAT NO LONGER SERVES A PUBLIC PURPOSE, COULD IMPOSE UNNECESSARY MAINTENANCE COSTS ON THE CITY, AS WELL AS KEEPING POTENTIALLY PRODUCTIVE PROPERTY OFF OF THE TAX ROLLS, 675 PROPERTIES WERE IDENTIFIED THAT WERE OWNED BY THE CITY, WITH THE MAJORITY BEING DEDICATED AS PERMANENT OPEN SPACE PARKS AND PUBLIC FACILITIES AND PUBLIC UTILITIES.
APPROXIMATELY 30 PROPERTIES WERE IDENTIFIED AS NOT HAVING A READILY IDENTIFIABLE PUBLIC PURPOSE.
MOST OF THESE PROPERTIES ARE SMALL, ODDLY SHAPED OR LANDLOCKED, AND HAVE STEEP TOPOGRAPHY, WHICH LIMITS THEIR VIABILITY FOR PRIVATE USE.
SEVEN PARCELS WERE IDENTIFIED BY STAFF AS HAVING THE GREATEST POTENTIAL TO BE SUCCESSFULLY SOLD AS SURPLUS LAND FOR POTENTIAL DEVELOPMENT.
STAFF IS PRESENTING THESE PROPERTIES FOR COUNCIL CONSIDERATION AS TO WHETHER OR NOT TO FURTHER INVESTIGATE THESE PROPERTIES AND TO THEN FORMALLY DECLARE THE PROPERTY AS SURPLUS LAND.
THE SURPLUS LAND ACT REQUIRES CITIES TO OFFER UP SURPLUS LAND TO AFFORDABLE HOUSING ENTITIES, PARKS, DEPARTMENTS, SCHOOL DISTRICTS, AND THE STATE RESOURCES AGENCY BEFORE PUTTING THE LAND UP FOR SALE ON THE OPEN MARKET.
FIVE OF THE SEVEN PROPERTIES WE ARE DISCUSSING TONIGHT WOULD BE SUBJECT TO THIS PROCESS.
TWO OF THE PROPERTIES COULD BE DETERMINED AS EXEMPT FROM THESE REQUIREMENTS AS THEY'RE LESS THAN 5,000 SQUARE FEET IN SIZE.
AS I BRIEFLY REVIEW THE PROPERTIES, IT IS IMPORTANT TO NOTE THAT ADDITIONAL RESEARCH WILL BE NECESSARY FOR EACH PARCEL TO DETERMINE IF THE CITY CAN INDEED SURPLUS THE PROPERTY.
TITLE REPORTS, RECORDS, SEARCHES AND SURVEYS MAY BE NECESSARY TO SEE IF EXISTING COVENANTS, EASEMENTS, OR OTHER ISSUES WILL PRECLUDE THE CITY FROM DISPOSING OF THE PROPERTY.
THE FIRST PARCEL FOR CONSIDERATION IS A 34 FOOT WIDE VACANT LOT ON YORBA
[00:40:01]
AVENUE, WHICH IS POTENTIALLY EXEMPT SURPLUS LAND BECAUSE OF ITS AREA.THE SECOND SITE IS AN UNDEVELOPED RESIDENTIAL LAW ON MISTY HILL DRIVE, WHICH IS WITHIN A PRIVATE RESIDENTIAL COMMUNITY, AND THAT IS ALSO POTENTIALLY EXEMPT.
THE THIRD SITE IS A VACANT LAW ON ALDER PLACE, WHICH WE KNOW TO BE ENCUMBERED WITH TWO SEWER EASEMENTS RUNNING ALONG THE NORTH SIDE OF THE PROPERTY.
STAFF BELIEVES A UTILITY FACILITY WAS TO BE PLACED ON THE LOT AT SOME POINT, BUT THE FACILITY WAS NEVER CONSTRUCTED AS SYSTEM NEEDS CHANGED.
THE FORESIGHT IS A RESIDENTIAL PROPERTY IN THE CITY OF CHINO, WHICH STAFF BELIEVES WAS ACQUIRED BY THE COUNTY FOR A WATER WELL SITE MANY YEARS AGO.
THE FIFTH SITE IS THE SLEEPY HOLLOW COMMUNITY CENTER.
WHILE THE BUILDING IS ON A LARGER PARCEL IS MOSTLY SLOPED, HILLSIDE PARKING IS VERY LIMITED AT THIS FACILITY.
THE SIXTH SITE IS A PARCEL LAND ADJACENT TO THE COMMUNITY CENTER THAT IS INFORMALLY USED AS A PARKING LOT.
IF SURPLUSED, IT SHOULD LIKELY BE SOLD IN CONJUNCTION WITH THE COMMUNITY CENTER.
AND THEN THE SEVENTH SITE IS A VACANT PARCEL BETWEEN CARBON CANYON ROAD AND GIN SING LANE.
A RECORD OF SURVEY WILL NEED TO DETERMINE THE EXACT PROPERTY BOUNDARIES, AND IT ALSO APPEARS A NATURAL DRAINAGE COURSE BY SEX, THE PROPERTY, WHICH MAY PRECLUDE DEVELOPMENT.
UH, THAT'S A, A BRIEF SUMMARY OF THE SEVEN PARCEL STAFF IDENTIFIED.
WE'D BE HAPPY TO ANSWER ANY QUESTIONS OF THE COUNCIL.
SO BEFORE US THIS EVENING IS, UH, AS A COUNCIL, IS TO PROVIDE DIRECTION ON WHETHER OR NOT WE WANNA FURTHER EVALUATE THE SALE OF THE CITY OWNED PROPERTY.
SO, UH, PETER, DO YOU WANNA START WITH ANY DISCUSSION YOU HAVE ON US? WELL, I THINK WE SHOULD LET GO OF SOME OF THESE PROPERTIES.
UH, THE ONE THAT'S OBVIOUSLY THE MOST, UH, RECOGNIZABLE IS OUR COMMU LITTLE COMMUNITY CENTER IN, IN, UH, SLEEPY HOLLOW AREA.
I KNOW THERE'S BEEN SOME TALK OF SOME CONCERNS WITH DRAINAGE, ET CETERA, SO I'M NOT SURE WHERE WE GO WITH THAT, OTHER THAN I THINK IT'S GREAT TO, TO LET THESE OUT.
WE'VE TALKED ABOUT IT, UH, ON AND OFF FOR YEARS ABOUT THESE VARIOUS PROPERTIES.
SO I'M, I'M GOOD WITH, UH, ALRIGHT, MOVING ON.
YEAH, I, I TOTALLY AGREE THAT I THINK THAT, UH, IF THEY'RE SURPLUS, UH, IF WE CAN POSSIBLY, UH, FIND SOMEONE THAT WOULD BE INTERESTED IN PURCHASING THESE AND THAT THEY'RE PROPOSED USE OF THOSE PROPERTIES IS CONSISTENT WITH, UH, THEIR NEEDS AND PLANS AND CONSISTENT WITH THE, THE CITY'S REQUIREMENTS, UH, THAT WE SHOULD GO AHEAD WITH IT.
UM, FIRST OF ALL, UM, OUR THANK YOU FOR BRINGING THIS FORWARD A FEW YEARS BACK.
WHAT I'M CONCERNED ABOUT IS, OBVIOUSLY WE'VE DONE A LOT OF THINGS AS FAR AS TRYING TO REDUCE OUR COST FOR LANDSCAPING, LIGHT LIGHTING DISTRICTS.
THERE'S A COST TO THE CITY, SO ANY SURPLUS PROPERTY THAT'S NOT BEING USED, UM, WE NEED TO GET IT OFF THE BOOKS SO THIS WAY WE CAN SAVE SOME MONEY.
SO, BECAUSE OF THAT, I'M REALLY EXCITED.
BUT I DO, UH, YOU DID BRING, BRING UP A REGARDING, UM, ROSEMARY LANE AS FAR AS DRAINAGE.
SO THAT'S SOMETHING WE'RE GONNA CHECK INTO.
I THINK THAT WAS BROUGHT UP TO THE CITY MANAGER AND THEN ALSO PARKING ACROSS THE STREET.
I KNOW THAT COMMUNITY SORT OF USES THOSE PARKING SPACES OVER THE YEARS, AND I WOULD REALLY HATE TO TAKE THAT AWAY FROM THEM.
SO THAT'S ANOTHER CONCERN I WOULD HAVE.
YEAH, WHY, WHY PAY FOR MAINTENANCE AND WHATNOT ON THIS IF WE'RE NOT, IF WE'RE NOT ACTUALLY UTILIZING IT.
SO, THANK YOU TO STAFF FOR PUTTING THIS TOGETHER.
AND I KNOW ALL THE PROPERTIES ARE, ARE DIFFERENT.
AND TONIGHT'S PROBABLY NOT THE NIGHT TO GO THROUGH EACH ONE AND 'CAUSE A FUTURE REPORT'S.
PROBABLY GONNA TELL US THE NUANCES OF WHAT WE CAN OR CAN'T DO.
BUT JUST INITIALLY WHEN I LOOK AT PROPERTY NUMBER ONE, IS THAT TOO SMALL FOR ANOTHER HABITAT FOR HUMANITY LOT? IS THE MINIMUM SIZE THE ONE ON YORUBA AVENUE? THE ONE ON YORUBA? YEAH, IT'S, IT, IT'S, IT'S PRETTY TIGHT BASED UPON, UM, UH, A COUPLE OF FACTORS.
WE DO HAVE TO LOOK AT THE, THE PROPERTY LINES.
IT APPEARS THERE'S A LOT LINE ADJUSTMENT THAT HAPPENS.
SO MAYBE A LITTLE NARROWER THAN WE THINK.
AND WHEN YOU PUT THE SETBACKS TOGETHER, IT CREATES A, A VERY, IT WOULD BE A VERY NARROW HOUSE.
UM, SOMETHING COULD BE BUILT THERE, BUT IT'S, UM, BECAUSE OF ITS VERY NARROW SHAPE, THE CONFIGURATION, UH, WOULDN'T BE IDEAL.
SO BEN, UM, HOW SPECIFIC OF THE DIRECTION DO YOU NEED FROM US? SO WE WANNA ALL, ALL OF US WANNA MOVE FORWARD, INVE, YOU KNOW, EXPLORING THE SALE.
IS THAT ENOUGH FOR YOU, OR DO YOU NEED MORE SPECIFIC DIRECTIONS? THAT'S EXACTLY WHAT WE WERE LOOKING FOR.
AND, AND AS YOU POINTED OUT, WE WOULD COME BACK WITH ALL THE DETAILS FOR EACH, UH, PROPERTY, UH, SO THAT THE COUNCIL COULD CONSIDER THEM INDIVIDUALLY.
WE JUST WANTED, UH, GUIDANCE ON WHETHER OR NOT WE SHOULD MOVE FORWARD WITH THESE, UH, UH, THAT WE'VE IDENTIFIED SO FAR.
SO DISCUSSION ITEM CHERYL RE VOTE REQUIRED, UH, YES.
YOU WOULD TAKE A VOTE TO ALLOW THEM TO FURTHER EXPLORE IT.
AND THEN JUST FOR THE RECORD, I WANNA NOTE THAT WE DO NOT HAVE ANY SPEAKERS FOR THIS ITEM,
[00:45:01]
SO, OKAY.YOU MAKE A MOTION, RIGHT? WELL, I'LL TAKE A MOTION, BUT I HAVE A QUESTION TOO PERTAINING TO THE SURPLUS LAND ACT.
WHAT'S THE TIMETABLE ON THAT? SO WE'RE GONNA SUBMIT THESE PROPERTIES OUT.
HOW LONG DO WE WAIT BEFORE WE CAN ACTUALLY MOVE FORWARD? UH, WE HAVE TO, UM, I, I'VE DONE IT A COUPLE OF TIMES NOW.
IT, IT'S, IT'S HARD TO PINPOINT, BUT I, I'D SAY THE PROCESS YOU PROBABLY HAVE TO ALLOW FOR, UM, ABOUT SIX MONTHS GENERALLY, BECAUSE WE HAVE TO CONTACT HCD, PUT IT OUT.
UM, AND THEN ULTIMATELY, UM, IF THERE'S INTEREST IN THE PROPERTY BY ANY OF THE AFFORDABLE HOUSING PROVIDERS, THEN WE HAVE TO NEGOTIATE WITH FOR A PERIOD OF TIME.
UM, IF NOT, THEN IT'LL GO, IT'LL GO FASTER.
AND, AND WHEN IT'S, WHEN YOU COMPLETE THAT PART OF IT, THEN YOU GET BACK IN TOUCH WITH HCD AGAIN TO COMPLETE THE PROCESS AND GET THERE, SORT OF.
SO IT, YOU KNOW, IT COULD BE FASTER, BUT I WOULD SAY ABOUT SIX MONTHS, SIR.
I'D LIKE TO MAKE A MOTION IF I COULD.
CYNTHIA, CAN I MAKE ONE OTHER COMMENT? ABSOLUTELY.
I THINK ONE OTHER THING WE NEED TO LOOK AT, IF WE'RE GONNA BE LOOKING AT THESE INDIVIDUAL PROPERTIES IS ANYONE THAT PROPOSES TO PURCHASE ONE OF THESE, THAT WE MAKE SURE THAT WE HAVE A COMPATIBLE USE.
BECAUSE YOU JUST MENTIONED HABITAT FOR HUMANITY ON THIS YORUBA PROPERTY.
IF YOU LOOK AT THE SURROUNDING PROPERTIES, THAT TYPE OF RESIDENT MAY NOT BE COMPATIBLE WITH THE ADJACENT PROPERTY.
SO I THINK WE NEED TO REALLY, UH, BE CAREFUL ABOUT WHAT WE DO OR DON'T RECOMMEND.
IF, IF WE CAN LEGALLY PUT THOSE KINDS OF LIMITATIONS ON IT.
UH, I WILL WORK WITH THE COMMUNITY DEVELOPMENT DIRECTOR AND LOOK AT THE SURPLUS LAND ACT AND, AND TAKE INTO CONSIDERATION THOSE CONCERNS.
UM, THERE AREN'T A LOT OF EXEMPTIONS OR EXCEPTIONS TO THE, UM, OFFERING THE PROPERTY TO, UM, THE AFFORDABLE HOUSING INDUSTRY.
UM, BUT WITH THAT SAID, WE'LL, WE'LL LOOK AT THAT WITH YOUR CONCERN IN MIND.
SO YOU'RE MAKING A MOTION RAY TO EVALUATE THE FURTHER EVALUATE, PLEASE.
I'LL, I'LL SECOND IF LOUD AND PLEASE VOTE.
[23. Receive and file City Council Goal Setting Workshop Report]
RECEIVE AND FILE REPORT, AND THIS IS FOR THE CITY COUNCIL GOAL SETTING WORKSHOP.GOOD EVENING, MAYOR MORAN CITY COUNCIL AND MEMBERS OF THE PUBLIC.
UH, THIS ITEM WAS, UH, BRIEFLY DISCUSSED DURING THE COUNCIL COMMENTS AT OUR LAST MEETING.
BUT IN ORDER TO ENTER THAT INFORMATION, UH, DIRECTLY INTO THE RECORD, WE WANTED TO PROVIDE A BRIEF REPORT ON THE GOAL SETTING, UH, UH, WORKSHOP THAT OCCURRED ON NOVEMBER 16TH.
UH, UH, AT THAT TIME, STAFF, UH, FROM ALL OF THE DEPARTMENTS, UH, WERE REPRESENTED ALONG WITH THE CITY COUNCIL.
AND THIS MEETING WAS OPEN TO THE PUBLIC.
IT WAS ROUGHLY THE ENTIRE DAY WHERE WE, UH, SAT DOWN WITH A PROFESSIONAL FACILITATOR TO LOOK AT, UH, OVER 14 PRIORITIES THAT HAD BEEN IDENTIFIED IN INTERVIEWS WITH THE COUNCIL, UH, AND LOOKED AT A VARIETY OF DATA POINTS THAT WERE PROVIDED ON EXISTING ACTIVITY AND, UH, UM, UH, A VARIETY OF OTHER GOALS AND, AND PRIORITIES ESTABLISHED, UH, BY STAFF AND THE COUNCIL.
AND THE, UH, PURPOSE OF THIS MEETING WAS TO COME UP WITH THREE PRIORITIES THAT THE STAFF, UH, WOULD WORK TOWARD ACCOMPLISHING, UH, IN THE NEXT 12 TO 18 MONTHS.
UH, WE ALSO LOOKED AT, UH, IDENTIFYING FIVE OVERARCHING GOALS THAT WOULD GUIDE, UH, THE WORK THAT THE CITY DOES.
UM, AND TO JUST KIND OF HIGHLIGHT THAT FOR THE PUBLIC.
UH, THE THREE TOP PRIORITIES THAT WERE IDENTIFIED WERE ADDRESSING THE UNDERFUNDED LANDSCAPE AND LIGHTING DISTRICTS.
UH, AS THE COUNCIL HAS COMMENTED ON, UH, MANY BUDGET SESSIONS, UH, WE HAVE A, A, A SITUATION WHERE MANY OF THE PROPERTIES THAT ARE IN OUR, UH, LANDSCAPE AND LIGHTING DISTRICTS ARE ASSESSED, UH, A, UH, A CHARGE THAT DOES NOT COVER THE FULL EXTENT OF THE SERVICES THAT ARE PROVIDED.
AND OVER THE YEARS, THE PUBLIC WORKS DEPARTMENT HAS WORKED, UH, DILIGENTLY TO REDUCE THOSE CHARGES, WHETHER IT'S THROUGH INSTALLING, UH, UH, LAND, UH, DROUGHT TOLERANT LANDSCAPE, OR LOOKING AT DIFFERENT SERVICE LEVELS.
UH, WE STILL, UH, ENDED UP WITH A 3.9, UH, MILLION DOLLARS, UH, BUDGET IMBALANCE THIS YEAR.
AND SO THAT WAS A HIGH PRIORITY FOR THE CITY COUNCIL TO HAVE STAFF INVESTIGATE WAYS TO CUT COSTS, UH, AND POTENTIALLY, UH, DETERMINE IF REV, UH, ADDITIONAL REVENUE WOULD BE, UH, UH, A AN OPTION, UH, THROUGH A, UH, UH, A MEASURE GOING TO THE PUBLIC, UH, FOR A VOTE ON THE LIGHTING, UH, DISTRICTS.
UM, WE ALSO, UH, IDENTIFIED A PRIORITY
[00:50:01]
OF PURSUING COST SAVINGS AND REVENUE OPPORTUNITIES.UH, THIS RAN THE GAMUT FROM CONTINUING TO AGGRESSIVELY PUSH OUR ECONOMIC DEVELOPMENT PROGRAM, UH, TO, UH, NEGOTIATING WITH THE COUNTY FOR A LARGER, UH, SHARE OF OUR, UH, TAX DOLLARS.
IT'S SOMETHING THAT'S AN ONGOING EFFORT WITH THE CITY, BUT IT WAS, UH, IDENTIFIED AS A PRIORITY BY THE COUNCIL TO CONTINUE TO MAKE THAT, UH, UH, YOU KNOW, TOP OF OUR LIST OF THINGS TO DO.
AND THEN, UH, WE ALSO HAD AN ITEM WHERE WE WANTED TO LOOK AT, UH, WHETHER OR NOT WE SHOULD PURSUE A SECOND COMMUNITY CENTER, UH, UH, LIKELY IN THE SOUTHERN END OF TOWN.
AND THIS WAS A, A PRIORITY, UH, UH, PARTIALLY BECAUSE THERE MAY BE AVAILABLE FUNDING TO, UH, SUPPORT THIS FROM OUTSIDE, UH, THE CITY'S, UH, GENERAL BUDGET.
BUT ALSO THIS HAS BEEN A TOPIC THAT HAS COME UP.
UH, EVEN THOUGH WE HAVE A FANTASTIC, UH, COMMUNITY CENTER RIGHT HERE NEAR THE GOVERNMENT CENTER, UH, UH, IT, IT IS HIGHLY UTILIZED.
AND THE THOUGHT WOULD BE THAT AN ADDITIONAL, PROBABLY SMALLER COMMUNITY CENTER ON THE SOUTH SIDE OF TOWN, UH, WOULD BENEFIT THE CITY.
AND SO THOSE THREE PRIORITIES STAFF WILL BE WORKING, UH, CLOSELY, UH, UH, AND DILIGENTLY.
AND IT WILL LIKELY BE PART OF, UH, OUR PRESENTATION FOR THE BUDGET FOR NEXT YEAR.
IT'S ALSO IMPORTANT TO POINT OUT THAT THE COUNCIL ALSO GAVE STAFF, UH, SOME GOALS, UH, THAT WERE A LITTLE WIDER REACHING THAN THESE PRIORITIES.
AND JUST FOR THE, THE PUBLIC, THE FIRST WAS, UH, IN THE CATEGORY OF BUDGET THAT WE SHOULD ENSURE FINANCIAL HEALTH AND SUSTAINABILITY BY MANAGING, UH, COSTS AND SEEKING REVENUE ENHANCEMENTS THROUGH GRANTS AND ECONOMIC DEVELOPMENT.
THE CITY HAS A GRANT PROGRAM WHERE WE SEEK SUPPORT FROM A VARIETY OF STATE AND FEDERAL, UH, UH, FUNDING SOURCES, EVEN OUR, UH, LOBBYING WITH, UH, LEGISLATORS.
BUT THIS IS A GOAL FOR US TO NOT ONLY MANAGE OUR OWN, UH, RESOURCES WITHIN OUR CONTROL, BUT TO SEEK, UH, ASSISTANCE, UH, WHERE AVAILABLE, UH, UNDER THE HOUSING CATEGORY, THE COUNCIL DIRECTED STAFF TO MAKE SURE THAT AS WE MEET HOUSING MANDATES AND NEEDS, IT NEEDS TO BE DONE THROUGH THOUGHTFUL DEVELOPMENT AND MANAGED GROWTH, UM, IN THE INFRASTRUCTURE AND TRANSPORTATION CATEGORY, UH, STAFF WAS DIRECTED TO PROVIDE FOR NEEDED AND WELL-MAINTAINED INFRASTRUCTURE AND TO ADVOCATE FOR THE CITY'S INTEREST IN TRANSPORTATION CORRIDORS.
I KNOW ALL OF THE COUNCIL HAVE HAD SOME INVOLVEMENT IN BOTH OUR, UH, LOCAL, UH, ROADWAY PROGRAMS, BUT ALSO ADVOCATING FOR IMPROVEMENTS TO THE, UH, 71 FREEWAY.
UH, AND, UH, AS WE'LL HEAR LATER ON TONIGHT ABOUT IMPROVING SAFETY, UH, ON THE, UH, CARBON CANYON ROAD.
UH, WE ALSO HAD A QUALITY OF LIFE CATEGORY, UH, WHERE THE COUNCIL, UH, WANTED TO MAKE SURE WE ALWAYS CONSIDER THE OVERALL HIGH QUALITY OF LIFE IN, UH, THE CITY.
AND MAINTAINING THE ESSENCE OF CHINO HILLS AS A SAFE AND FAMILY FRIENDLY CITY THAT VALUES THE AESTHETIC BEAUTY OF OPEN SPACES.
AS, UH, WE KNOW FROM SEVERAL COUNCIL MEETINGS, WE'VE HAD LOTS OF FOCUS NOT ONLY ON PUBLIC SAFETY, BUT ALSO THE AESTHETIC, UH, IN, UH, QUALITY OF LIFE AND, AND ENHANCING AND PRESERVING THAT IN THE CITY.
AND THEN LASTLY, UH, UH, FROM THE ORGANIZATION COMP COMPONENT, UM, THE COUNCIL RECOGNIZED AND ENSURING THAT THE CITY HAS A TALENT THAT'S NEEDED TO DELIVER VALUED SERVICES TO RESIDENTS AND BUSINESSES.
THIS COUNCIL MAKES, UH, UH, YOU KNOW, AS WAS, UH, SHOWCASED IN, UH, BRINGING BRAD, UH, TO THE CITY.
AND, UH, THIS COUNCIL CONSTANTLY COMMENTS ON, UH, THEIR VALUE OF THE STAFF THAT WE HAVE HERE.
AND IT SHOWED IN OUR OVERALL GOALS.
AND IN GENERAL, IT WAS JUST A GREAT OPPORTUNITY.
I THINK THE STAFF HAD A WONDERFUL TIME GETTING TO KNOW THE COUNCIL, EVEN THOUGH WE WORK CLOSELY, ROLLING UP OUR SLEEVES AND TACKLING THESE VARIOUS ITEMS AND FIGURING OUT HOW WE'RE GOING TO ACCOMPLISH THEM WAS, UH, I, I FELT A DAY WELL SPENT.
AND THAT, UH, CONCLUDES MY REPORT.
ANY MORE COMMENTS FROM ANY OF US UP HERE? IT WAS VERY GOOD.
WE DO HAVE ONE SPEAKER ON THIS ITEM.
AND THEN IF WE COULD TAKE A VOTE TO RECEIVE AND FILE.
ONCE THE SPEAKER IS DONE, JOHN B BRUNER, THIS IS THE FIRST TIME I HAVE THE OPPORTUNITY TO ADDRESS YOU TWICE IN ONE NIGHT.
UM, I'M NOT GONNA BE A POPULAR SPEAKER TONIGHT.
SORRY TO SAY, UH, OUT OF BEN'S COMMENTS, THE ONE THING THAT I THINK IS GLARINGLY MISSING IS THE GROWING PENSION, THE GROWING SALARIES THAT THE CITY HAS SUPPORTED FOR A LONG TIME.
[00:55:01]
AND I TOTALLY AGREE.THERE'S NO QUESTION ABOUT THAT.
I ALSO AM BEGINNING TO DIG INTO THE FINANCIAL ASPECTS OF THE PAYROLL THAT WE HAVE ON THE BOOKS, THE PENSION, THE UNFUNDED PENSION ISSUES THAT EXIST IN SAN BERNARDINO COUNTY.
AND I SEE SOME PROBLEMS, AND I'M NOT AN EXPERT, BUT I THINK THAT THE COUNCIL IS VERY NEGLIGENT IF THEY DON'T LOOK INTO THIS SUBJECT AND ADDRESS IT QUITE SERIOUSLY.
IT'S NOTHING THAT WE WANT TO TAKE UP, BUT IT'S SOMETHING THAT NEEDS TO BE HEARD, AND THE PUBLIC NEEDS TO KNOW WHAT THE PROBLEMS ARE, WHAT THE SOLUTIONS THAT YOU SEE ARE, AND HOW THEY MIGHT BE ADDRESSED.
MY CONGRATULATIONS ON CARBON CANYON.
I DON'T LIVE IN CARBON CANYON, BUT I CERTAINLY USE IT ALL THE TIME, AND I'LL BE GLAD TO SEE THOSE DAM TRUCKS OUT OF HERE.
UM, THE LAST THING THAT, UH, THAT I'LL LEAVE YOU WITH IS, AGAIN, BACK TO ITEM 23, I GUESS THE COST.
UH, I'M JUST DISAPPOINTED THAT WE'RE NOT TALKING ABOUT SAVINGS AND WE ARE TALKING ABOUT, BY, BY ALL RECORD NOW, THE CITY OF CHINO'S ANNOUNCEMENT THAT WE'RE GOING TO BE LOOKING INTO SALES TAX INCREASES.
I FIND IT DIFFICULT TO BELIEVE THAT THAT COMES FROM THE CITY OF CHINO AND NOT FROM SOMEBODY HERE IN CHINO HILLS.
I, I DON'T UNDERSTAND THAT EITHER.
SO I'M A LITTLE BIT DISAPPOINTED IN, IN THE WAY THAT WE'RE OPERATING OUR BUSINESS.
I HOPE THAT CHANGES OVER THE COURSE OF THE NEXT YEAR.
AND I, I REALLY HOPE THAT WE LOOK AT COST BEFORE WE EVER THINK ABOUT INCREASING REVENUE, WITH THE EXCEPTION OF TONIGHT'S DISCUSSION REGARDING PROPERTY, WHICH WAS GOOD.
THAT IS THE FINAL SPEAKER ON THIS ITEM IF WE WANNA MOVE TO RECEIVE AND FILE.
DO HAVE A MOTION TO RECEIVE AND FILE.
CHERYL, YOU KNOW WHAT? I MISPLACED MY ADJOURNMENT NOTES.
SO NICOLE OR SOMEONE, I NEED TO JUST GET 'EM UP HERE BY THE END OF THE MEETING.
AND THAT'S ON ME, NOT YOU GUYS.
[24. Assign Council Members to various Committees/Commissions/Boards]
TO ASSIGN COUNCIL MEMBERS TO VARIOUS COMMITTEE COMMISSIONS AND BOARDS.AND THIS IS A REPORT THAT WE DO EACH YEAR.
YOU REVIEW THE COUNCIL COMMISSION BOARD ASSIGNMENTS, AND THEN YOU DECIDE IF YOU WISH TO MAKE CHANGES TO CONTINUE YOUR SERVICE.
UH, THERE WITH THE REPORT WAS AN EXPRESSION OF INTEREST THAT THE COUNCIL MEMBERS HAD INDICATED WHAT THEIR INTERESTS WERE, AND NOW IS THE TIME TO MAKE THOSE SELECTIONS.
ALWAYS A FUN TIME OF YEAR DOING OUR COUNCIL ASSIGNMENTS TO VARIOUS BOARDS AND COMMISSIONS.
SO WE ONLY HAVE MY COUNT ABOUT SEVEN ITEMS WHERE THERE'S MORE THAN ONE, UM, REQUESTS.
SO IF IT'S OKAY WITH MY COLLEAGUES, I'M JUST GOING TO FOCUS ON THE ONES THAT HAVE CHANGES.
NOT THE ONES THAT ARE GOING TO BE STAT.
SO, CALIFORNIA INSTITUTION FOR MEN, UH, AND WOMEN, UH, PREVIOUSLY.
UH, CYNTHIA MORAN HAS A DESIRE.
WHAT SAY YOU ART? I SAY THAT'S A, AN OKAY.
SO IF YOU'D LIKE TO HANDLE THOSE, UH, MOVING ALONG HERE, WE HAVE, UM, CHINO VALLEY UNIFIED SCHOOL DISTRICT, MEASURE G OVERSIGHT COMMITTEE, UH, ART BENNETT, CURRENT DELEGATE, EXPRESSION OF INTEREST.
YEAH, I'D LIKE TO STAY ON IT ONLY BECAUSE I'M, MY TERM WILL, UH, ACTUALLY RUN OUT IN THE END OF JUNE NEXT YEAR.
IT IS A TERM THING, SO, UH, WE'LL NEED TO MAKE MIDYEAR, WE'LL NEED TO MAKE THAT CHANGE.
SO I WILL MAKE A NOTE OF THAT.
AND THEN I CAN STAY OFF FOR ONE YEAR AND THEN GO BACK ON AS NOT JUST A CITY REP, BUT I COULD GO ON AS A SENIOR CITIZEN REPRESENTATIVE OR A TAXPAYER'S REP, SO, OKAY.
I'M SURE YOU'RE KEEPING, AM I GOING SLOW ENOUGH FOR YOU'RE KEEPING TRACK OF THIS WAY? YEAH.
SO WHAT I'M HEARING IS THAT ART WILL STAY ON THAT BOARD UNTIL THE CHANGE MID-YEAR, AND THEN CYNTHIA WILL ENTERTAIN THAT.
I HAVE, UM, I THINK IT'S BEEN ABOUT FIVE YEARS, BUT IT'S, I'VE ENJOYED VERY MUCH SERVING ON THE OMNI TRANSPORT OF DIRECTORS, BUT I THINK MY SERVICE THERE HAS RUN ITS COURSE.
I'M STILL VERY PASSIONATE ABOUT IT, BUT IT'S, IT'S TIME FOR ME TO MAKE A MOVE.
CAN I GO BACK ON ONE OR? SURE.
I JUST WANTED JUST TO LET EVERYBODY KNOW, LEAGUE OF CALIFORNIA CITIES, INLAND EMPIRE DIVISION, WE'RE ALL MEMBERS, SO WE DON'T REALLY NEED ANY PERSON FOR THAT.
THE ONLY THING WE HAVE TO DO IS ONE PERSON CAN ONLY VOTE WHEN THEY, WHEN WE'RE ACTUALLY PUTTING NEW OFFICERS IN, BUT EVERYBODY CAN PARTICIPATE, SO IT'S NOT
[01:00:01]
JUST GOTCHA.SO THANK YOU FOR CLARIFYING THAT.
UM, SO WITH OMNI BOARD OF DIRECTORS, SO MORAN WAS EXISTING DELEGATE.
WE HAVE EXPRESSIONS OF INTEREST WITH, UH, RE MARQUEZ, BRIAN JOE'S, ART BENNETT.
ANYONE WANNA START? I, YOU KNOW, I EXPRESS SOME INTEREST, YOU KNOW, I THINK I'D LIKE TO DO MORE REGIONALLY.
UM, BUT I SEE THAT TWO OTHER COLLEAGUES HAVE DECIDED TO ALSO, UH, THROW THEIR HAT IN THE RING.
SO I'LL PULL MY NAME BACK FOR BEING A DELEGATE FOR THAT.
BUT, UH, YEAH, AT SOME POINT IN THE FUTURE, I THINK I'D CERTAINLY LIKE TO, TO DO SOMETHING.
AND THAT'S, AND THAT'S WHAT THIS IS FOR, GUYS.
SO, UH, ART, YOU WANNA COMMENT ON THIS? YEAH, I, BEFORE YOU WERE ON THIS, I, I WAS ON BOTH, UH, OMNI TRANS AND AT THE TIME WHAT WAS KNOWN AS S-B-C-T-A.
SO I HAVE AN INTEREST IN, UH, GOING BACK ON TO OMNI TRANS AND, UH, YOU KNOW, I WOULD LIKE TO DO THAT.
UM, I'VE BEEN THE ALTERNATE NOW FOR TWO OR THREE YEARS.
UH, THE LAST SIX MONTHS I'VE ACTUALLY BEEN THE, UH, THE ALTERNATE.
UH, WE MADE A LOT OF GOOD, UH, UM, WE DID, THE OMNI RIDE WAS SOMETHING THAT WE, WE'VE BEEN TRYING TO DO FOR PROBABLY FIVE, SIX YEARS.
UH, WE'VE BEEN DOING A LOT OF GOOD WORK.
UM, WE DID THE REDLANDS RAIL AND RIGHT NOW WE'RE IN THE MIDDLE OF HYDROGEN, SORT OF, IT GOES BETWEEN OMNI TRANS AND S-B-C-T-A.
SO A LOT OF THESE PROJECTS THAT WE'RE TALKING ABOUT.
SO, AGAIN, I WOULD LIKE TO BE ON IT.
UH, IF I, IF I COULD, UM, THE LAST SIX MONTHS I'VE REALLY ENJOYED MYSELF.
UM, I KNOW IT'S ABOUT, UH, 38 MILES, ONE WAY TOTAL OF 76 MILES AND I'M ALREADY, ALREADY THERE IF I STAY ON S-B-C-T-A.
UM, SO I JUST MAKE, IT WOULD EASE EASIER INSTEAD OF TWO PEOPLE DRIVING THOSE MILES.
WELL FIRST I WANNA THANK YOU FOR STEPPING IN DUE TO A PERSONAL ISSUE WITH MY SON-IN-LAW, DEALING WITH SOME HEALTH ISSUES AND ME HAVING TO GO TO ARIZONA AND ME HAVING TO FORMALLY HAVE MY ALTERNATE STEP IN FOR SIX MONTHS.
AND IF WE WANNA BACKTRACK TO FOUR OR FIVE YEARS AGO, I KNOW, UH, ART WANTED TO SERVE ON OMNI TRANS AND, UH, HE'S BEEN WAITING PATIENTLY.
I GET THAT IT'S KIND OF A DUPLICATION OF EFFORTS.
AND WHEN ED, WHEN ED GRAHAM SERVED ON THESE TRANSPORTATION, UM, COMMITTEES, UM, HE DID BOTH FOR 15 OR 20 YEARS.
SO IT MADE SENSE, THE SAME PERSON, BUT I WOULD HATE TO SEE THE FACT OF, UM, CONVENIENCE OF DRIVING, UM, HAVE ONE OF US NOT BE ABLE TO SERVE IF THEY WANNA SERVE.
SO, I KNOW IT DOESN'T MAKE SENSE, BUT WE'VE BEEN DOING IT WITH ME SPLITTING IT UP.
UM, SO I WOULD SUPPORT ART FOR OMNI TRANS, BUT I, I APPRECIATE EVERYONE'S INPUT.
UM, CHERYL, DO WE NEED, DO WE NEED TO VOTE ON THIS RAY OR WHAT DO YOU THINK? DO WE NEED AN ALTERNATE? YEAH, WE DO NEED AN ALTERNATE.
OKAY, SO WE HAVE CHERYL, WE HAVE ART IS THE DELEGATE TRANS MM-HMM.
AND THEN MOVING DOWN TO TRACE HARMON CONSERVATION AUTHORITY.
WELL, LET'S GO TO S-B-C-T-A 'CAUSE THAT'S, YEAH, THAT'S THE NEXT ONE.
OH, THAT WAS THE NEXT ONE ACTUALLY.
CAN WE GO BEFORE THAT? THERE'S ONE WE'RE ELIMINATING.
SO I WANTED TO GET TO THAT BEFORE WE WENT PAST IT.
THERE'S ONE CALLED, UH, PRODO BASIN AND REGIONAL COMMITTEE.
IT, UH, IT WAS ACTUALLY KURT HAGMAN THAT WANTED TO FORM IT SOMETIME BACK.
THEY'VE MET ONCE OR TWICE YEARS AGO.
AND KURT THE OTHER DAY WHEN HE KNEW I WAS GOING THROUGH THESE COMMITTEE, UH, HE SAID, THAT DOESN'T EXIST REALLY ANYMORE, SO THERE'S NO NEED FOR YOU TO CARRY IT IF THIS DOESN'T EXIST.
SO HE SAID IT'D BE MORE OF A HE'LL CALL IN A REPRESENTATIVE FROM CHINO HILLS WHEN THE TIME COMES TO, UM, TO EXPLORE ISSUES WITH.
SO SHOULD WE TAKE IT OFF THE LIST COMPLETELY? THAT, AND I MENTIONED THAT TO STAFF LAST WEEK, THAT ONCE I SAW THE SHOW I WAS GOING, OH, THAT'S RIGHT.
KURT'S MENTIONED IT DOESN'T EVEN EXIST ANYMORE.
AND THANK YOU FOR BACKING US UP BECAUSE I SKIPPED OVER PUBLIC ART COMMITTEE, OF WHICH OUR CURRENT, UM, IT'S AN AD HOC COMMITTEE WITH BRIAN AND PETER SERVING ON IT.
AND I PUT MY AREA OF INTEREST.
I DON'T MIND TAKING A STEP BACK ON IT.
I'VE BEEN DOING IT FOR A WHILE.
AND, UM, THANK YOU FOR LEADING THAT EFFORT ON THE, UH, WRAPPED UTILITY BOXES.
SO, UM, CHERYL WILL MOVE ME, UH, MYSELF AND PETER.
UH, I'VE BEEN SERVING ON THAT PROBABLY FOR THE LAST FIVE YEARS.
UH, I'VE COME TO MY PERSONAL FEELING ON THIS IS THAT THERE IS NO NEED TO HAVE A CITY COUNCIL MEMBER SITTING ON THE BOARD OF THE CHAMBER OF COMMERCE.
I BELIEVE THAT WE WILL CONTINUE TO SUPPORT THEM FINANCIALLY, AS DOES THE CITY OF CHINO.
BUT, UH, I JUST DON'T SEE THE NEED FOR A COUNCIL MEMBER TO BE SITTING ON THAT BOARD WOULD FREE IT UP FOR SOMEONE WHO IS A BUSINESS OWNER WITHIN THE COMMUNITY TO DO IT.
SO I'M ASKING TO BE, UM, ALLOWED TO RESIGN FROM MY BOARD POSITION ON
[01:05:01]
THE CHAMBER.AND I DON'T BELIEVE THAT WE NEED TO, UH, HAVE A REPLACEMENT FOR THAT.
SO IS MY THOUGHTS IS THE COUNCIL AGREE? LIKE AGREE WITH THAT? REMOVE FROM THE LIST.
I'LL REMOVE THAT FROM THE LIST.
SO SHOULD THE CITY CLERK'S OFFICE WRITE THAT LETTER? UH, YES.
WE'LL PREPARE SOMETHING LIKE THAT.
CAN I MAKE A COMMENT ABOUT THAT? 'CAUSE I'M LISTED AS AN INTEREST.
SO CURRENTLY WE HAVE, UM, THE CURRENT DELEGATE IS, UH, RAY MARQUEZ AND THEN, UH, EXPRESSION OF INTEREST OR, UH, BENNETT AND JOE.
MY, MY COMMENT IS THIS, UH, YOU KNOW, I, I WAS LOOKING AT THIS THING, UH, IT, MAYBE I WOULD BECAUSE YOU WERE THE ALTERNATE BEFORE BECAUSE YOU WERE ON THE OMNI TRAN OR OMNI TRANS, I'D LIKE TO MAYBE BE CONSIDERED FOR THE ALTERNATE, BUT I ONLY HAVE FOR SURE ONE MORE YEAR, UH, BEFORE REELECTION.
SO I DON'T KNOW IF I'M GONNA BE REELECTED.
UM, RAY HAS THREE YEARS REMAINING ON HIS TERM.
UH, I DON'T THINK THAT THIS IS A TIME TO MAKE THAT CHANGE.
SO I WOULD RECOMMEND THAT RAY CONTINUE TO BE THE DELEGATE AND UH, UNLESS BRIAN WANTS TO BE THE ALTERNATE, I CAN BE IT.
BECAUSE LIKE YOU SAY, RAY, I'LL ALREADY BE OUT THERE FOR OMNI TRANS AND IF YOU CAN'T MAKE IT, I COULD STEP IN FOR YOU.
SO THAT WOULD BE MY RECOMMENDATION, IF YOU'RE OKAY WITH THAT.
I WOULDN'T MIND BEING AN ALTERNATE, BUT YEAH, YOU'RE ALREADY GONNA BE THERE.
RAY PRESIDENT, I JUST WANTED TO SAY, UM, I'M THE VICE PRESIDENT RIGHT NOW, INCOMING PRESIDENT FOR S-B-C-T-A AND, UH, THANK YOU FOR STATING THAT.
IT'S SOME, IT'S AN ORGANIZATION THAT I'M REALLY INVOLVED IN.
SO YEAH, IT'S AT SOME POINT I THINK WE MAY CONSIDER, BUT YOU KNOW, MAYBE MAKING WHOEVER'S THE MAYOR THAT YEAR BE THE, THE MAIN DELEGATE.
UH, MAYBE THAT MAKES MORE SENSE.
BUT THERE'S ALWAYS SOMETHING TO SAY ABOUT THE INSTITUTIONAL KNOWLEDGE THAT GOES ON WITH SOMEONE'S CONTINUED, UH, INVOLVEMENT WITH THE ORGANIZATION.
AND ONE THING I'M PRETTY SURE AS AN ALTERNATE, THERE ARE COMMITTEE ASSIGNMENTS THAT IF YOU WANTED TO, TO BE ON A COMMITTEE, YOU COULD DO THAT TOO.
'CAUSE THAT'S HOW I WAS ON THE S SCAG POLICY COMMITTEE.
SO THERE'S LOTS OF OPPORTUNITY.
DON'T, THAT'D BE FINE WITH ME.
SO CHERYL, WE HAVE, UM, MARQUEZ TO REMAIN AS DELEGATE ON S-B-C-T-A AND ALTERNATE ART BENNETT.
AND THEN OUR LAST, UH, ITEM IS TRACE RAMON'S CONSERVATION AUTHORITY.
CURRENT BOARD MEMBERS ARE ROGERS AND MARQUEZ.
MORAN HAS SHOWN AN INTEREST START.
UM, IT'S, THIS IS IN MY DISTRICT.
UM, I'VE HAD NUMEROUS MEETINGS PRIOR TO, UH, US COMING TO THE AGREEMENT THAT WE CAME WITH, WITH THE JP JPA.
UM, WE'RE NOT MEETING LIKE WE USED TO.
I THINK WE MEET WHAT, QUARTERLY NOW? SIX TIMES A YEAR.
SO I WOULD LIKE TO DO IT BECAUSE IT'S IN MY DISTRICT PERSONALLY AND ALL THE HARD WORK IN THE PAST.
AND YOU ACTUALLY EVEN CAME TO A COUPLE MEETINGS THAT I SET UP WITH FRANK HILL, UM, AT ONE TIME, CYNTHIA.
SO, UM, I WOULD LIKE TO STAY ON IT IF I POSSIBLY COULD.
IF, UH, SOMEBODY ELSE WOULD LIKE TO DO THAT.
I MEAN, I'M A TEAM PLAYER HERE, SO WHATEVER.
I JOIN AND I'M ROTATING IN AS THE CHAIRMAN, UH, SOON IN A MONTH, OR AT LEAST I BELIEVE I AM.
SO I'D LIKE TO STAND BASED ON RAY'S, ALSO ARGUMENT WITH S-B-C-T-A THAT HE'S GOING TO BE ROTATING INTO A POSITION OF, UH, LEADERSHIP.
SO I'LL, I'LL, I'LL GO WITH THAT.
AND FOR ME PERSONALLY, THE REASON WHY I PUT MY EXPRESSION OF INTEREST IS, UM, I WANT TO SERVE ON IT DURING MY TERM AS MAYOR SO I CAN BE MORE INVOLVED WITH THE, THE PLAYER, SO TO SPEAK, WITH THE DIFFERENT CITIES AND LEARN MORE ABOUT THAT AND, AND BE PRESENT AT THE MEETING.
SO MY INTENTION IS TO ONLY SERVE FOR A YEAR.
UM, I KNOW IT'S IN YOUR DISTRICT, SO THAT'S IMPORTANT AS WELL.
I KNEW THAT YOU'RE THE INCOMING CHAIR, BUT RAY, I WANNA THANK YOU FOR OFFERING UP TO STEP DOWN FOR A YEAR SO I CAN STEP IN AS MAYOR.
AND THEN IN A YEAR, UH, YOU CAN RESUME IF I REALLY, CAN I ASK A QUESTION? APPRECIATE THAT.
AND AGAIN, IT SORT OF WENT THROUGH MM-HMM.
UM, AND I DIDN'T REALLY THINK ABOUT IT UNTIL JUST RIGHT NOW.
I KNOW YOU'VE TALKED ABOUT THAT IN THE PAST, THAT MAYBE STEPPING DOWN.
I'VE NEVER HEARD YOU SAY THAT BEFORE.
I DON'T THINK I'VE EVER SAID THAT EITHER.
BUT, UM, ARE WE PLAYING MONOPOLY NOW? ARE YOU SWITCHING? NO, I'M JUST ASKING IF THAT'S SOMETHING YOU DON'T WANNA DO.
UM, I, I'M, AS A VICE CHAIR OF THE FOUNDATION, I'M COMPLETELY LIKE, FLOORED.
I MEAN, WE CAN HAVE THIS, I GUESS NOW'S THE TIME TO HAVE THE DISCUSSION, BUT, UM, NO, I HAVE NO IN, I, I DO NOT HAVE AN INTENTION TO.
JUST THOUGHT I'D ASK A QUESTION.
I WOULD'VE PUT IT DOWN IF I DID.
SO THEN WITH THAT, IT LOOKS LIKE PETER AND CYNTHIA, DO WE HAVE AN ALTERNATE? AND I'M THE CURRENT ALTERNATE.
SO REALLY YOU AND I ARE JUST, I'M, I'M ON TRACE AROUND IS THAT'S SOMETHING THAT YOU FEEL THAT YOU NEED TO GET ON.
YOU'RE THE MAYOR AND I DO, I APPRECIATE THAT.
SO ALL WE'RE DOING IS SWITCHING RAY AND MYSELF.
RAISE THE ALTERNATE AND I'M THE,
[01:10:01]
THE BOARD MEMBER THEY CALL IT.AND THEN WHEN WE DO OUR, UH, ASSIGNMENTS AGAIN, 'CAUSE THERE IS AN ALTERNATE ON TRACE S BELIEVE IT OR NOT.
SO YOU AND I ARE JUST SWITCHING FOR 12 MONTHS AND WE'LL REVISIT THIS.
BUT YEAH, MY INTENTION IS NOT TO SERVE ON IT, BUT I, IT WAS FUNNY, WHEN I FIRST GOT ELECTED, LONG BEFORE ALL THIS, THIS REALLY INTRICATE STUFF, BEEFY STUFF HAPPENED WITH YOU GUYS.
SO, I MEAN, IT WAS VERY LOW HANGING FRUIT THEN.
SO I, WE ALL ROTATED OVER THE YEARS.
I REALIZE THE LEVEL THAT HAS RISEN TO YEAH.
EVEN MORE SO WHY I WANNA BE INVOLVED THIS YEAR.
SO, AND WITH THAT, WE HAVE COM COMPLETED, OUR 2024 COMMITTEE ASSIGNMENTS, CLASS, MAYOR MORAN.
MAY I JUST RESTATE THE CHANGES THAT WE HAVE VERY QUICKLY? YES, PLEASE.
WE'LL START WITH CALIFORNIA INSTITUTION FOR MEN AND WOMEN.
WE NOW HAVE DELEGATES, UH, MORAN FOR BOTH OF THOSE.
AND THEN WE ARE TAKING OFF THE CHINO VALLEY CHAMBER OF COMMERCE BOARD.
WE HAVE, UM, BENNETT SERVING AS THE OVERSIGHT COMMITTEE FROM MID AND MIDYEAR WILL MAKE A CHANGE TO MORAN LEAGUE OF CALIFORNIA CITIES.
WE MENTIONED THAT EVERYBODY SERVES ON THAT.
TRAN, WE NOW HAVE BENNETT AS DELEGATE AND MARQUEZ AS ALTERNATE, UM, PUBLIC ART COMMITTEE.
WE HAVE MORAN AND ROGERS AS DELEGATES, S-B-T-C-A-S-B-C-T-A BOARD.
WE HAVE BENNETT AS ALTERNATE AND MARQUEZ AS DELEGATE.
AND THEN FOR THE TRUS ARMOS CONSERVATION AUTHORITY, WE HAVE MORAN AND ROGERS AS DELEGATES AND MARQUEZ AS ALTERNATE.
AND THEN WE CAN VOTE ON THOSE.
AND EVERYTHING ELSE WILL REMAIN THE SAME.
IF SOMEONE WOULD LIKE TO MAKE A MOTION, I'LL MAKE A MOTION.
AND THEN REMOVING PROUD BASIN.
YES, WE ARE MOVING PRO PR BASIN OFF AS WELL.
ROGERS, WILL YOU PLEASE LOCK IN YOUR VOTE.
SORRY, I WAS CONVERSING WITH MY COLLEAGUES OVER HERE.
[25. Introduce an Ordinance imposing vehicle axle limitations on Carbon Canyon Road entitled: "An Ordinance of the City of Chino Hills, Amending Chapter 10.38 (Vehicles and Traffic) of the Chino Hills Municipal Code to Impose Vehicle Axle Limitations to Prohibit Vehicles or Vehicle Combinations with More Than Four Axles to be Operated on Carbon Canyon Road (State Route 142) and Finding the Ordinance Exempt From Review Under the California Environmental Quality Act" for first reading by title only and waiving further reading]
PUBLIC HEARING.THIS ITEM IS TO INTRODUCE AN ORDINANCE IMPOSING VEHICLE, AXLE LIMITATIONS ON CARBON CANYON ROAD, PUBLIC WORKS DIRECTOR TO PRESENT.
UM, AFTER SEVEN YEARS, HAPPY TO SHARE THAT, UH, WE HAVE APPROVAL FROM CALTRANS TO RESTRICT, UH, VEHICLES, UH, WITH MORE THAN FOUR A AXLES ON CARBON CANYON ROAD.
UH, IT'S BEEN QUITE AN UNDERTAKING, BUT, UH, WE'RE AT THIS POINT NOW WHERE, UH, WE'RE AT THE, THE ONE YARD LINE.
UM, IF YOU MAY RECALL, UH, LAST DECEMBER, WE DID APPROVE AN ORDINANCE TO RESTRICT, UH, VEHICLES WITH, UH, MORE THAN FOUR AXLES.
UH, WITH THE RECENT APPROVAL FROM CALTRANS, WHAT THEY ARE ASKING US TO DO IS TO AMEND OUR ORDINANCE TO, UH, ADD SOME ADDITIONAL LANGUAGE TO CLARIFY THAT IT'S, UM, UM, MORE THAN FOUR AXLES, OR A COMBINATION OF MORE THAN FOUR AXLES.
SO WHAT THAT REALLY MEANS IS IF YOU HAVE AN ATTACHMENT TO A, A VEHICLE THAT'LL COUNT TOWARDS THE TOTAL NUMBER OF AXLES.
UM, IT'S, UH, IT'S A CLARIFICATION.
IT, IT GIVES OUR LAW ENFORCEMENT, UH, THE TOOLS THAT THEY NEED TO BE ABLE TO ENFORCE THAT, UH, THAT PROHIBITION.
UM, UH, THE NEXT STEPS FOR US IS TO APPROVE THIS ORDINANCE TONIGHT.
UH, THE CITY OF BREA IS IN THE PROCESS OF ALSO, UH, APPROVING A SIMILAR ORDINANCE THAT WILL BE APPROVED, UM, SOMETIME IN JANUARY.
WE'RE NOT SURE IF IT'S GONNA BE THE FIRST OR THE SECOND MEETING.
UH, IN JANUARY NOW, WE ARE CURRENTLY WORKING WITH CALTRANS ON, UH, UH, ENCROACHING PERMITS FOR THOSE NEW RESTRICTION SIGNS.
UH, WE ARE ALSO WORKING ON A SIGN STUDY, UH, THAT'LL, UH, WE'LL SHARE WITH THE CALTRANS IN TERMS OF WHAT THOSE SIGNS WILL LOOK LIKE, WHAT THE RESTRICTIONS WILL BE.
UM, UH, THE PLAN IS TO REALLY, UH, TO REPLACE THE EXISTING, UH, ADVISORY SIGNS THAT, UH, RECOMMEND NOT DRIVING, UH, LONG CARBON CANYON.
TAKE THAT SAME LOCATION AND INSTALL NEW RESTRICTION SIGNS.
UM, AND THEN LASTLY, FABRICATE AND INSTALL THE SIGNS.
FROM A TIMING STANDPOINT, WE'RE LOOKING AT, UM, WITH BREA GOING TO THEIR ACCOUNTS IN JANUARY.
UH, THEIR SECOND READING WILL BE IN FEBRUARY.
SO WE'RE LOOKING TO HAVE THE SIGNS UP IN INSTALLED BY THE END OF FEBRUARY, EARLY MARCH.
AT THAT POINT, WE CAN START, UH, ENFORCING IT.
UM, SO AGAIN, IT'S, IT'S A LONG TIME COMING, BUT WE ARE REALLY CLOSE TO THIS.
AT THIS TIME, UM, BEFORE WE BRING IT UP HERE FOR DISCUSSION, I WOULD LIKE TO OPEN THE PUBLIC HEARING.
CHERYL, DO WE HAVE ANY COMMENTS? WE HAVE ONE SPEAKER, STEPHAN SA.
AND WELCOME MAYOR CITY COUNCIL.
IT'S MY HONOR TO COME HERE AND TO SHARE MY EXPERIENCE.
FIRST OF ALL, BEGINNING, I WANT TO PRAY MY THANKS TO THE CHINO HILLS POLICE DEPARTMENT AND THE FIRE DEPARTMENT.
THEY CAME OVER PROFESSIONALLY SAVING THE, DO THE INITIAL MEDICAL EXAMINATION ON ME AND THE CONTROL, THE ACCIDENT
[01:15:01]
SCENES.NOVEMBER 29TH, AFTER I GET OFF THE WORK FROM THE FULLERTON, I DROVE ON THE CARBON CANYON ROAD AS USUAL.
WHEN I MAKE A TURN ON THE 20 MILE PER HOUR, 15 MILE PER HOUR TO TURN, THERE IS A BIG AMAZON TRUCK JUST RIGHT IN FRONT OF ME.
I HAVE NO TIME TO RESPONSE TO STEP ON THE BRAKE, JUST A HEAD ON COLLUSION WITH THE AMAZON TRUCK FRACTURE.
MY LIFE ARM, CHEST CONTUSIONS, INJURED MY RIGHT TIBIA.
JOE HOSPITAL FROM THE AMBULANCE.
WHEN I WAS SET ON THE AMBULANCE, I SAW THE TRAFFIC CREATE FROM THE CARBON CANYON ROAD, THE 20 MILES AT THE TURN ALL THE WAY TO 57 FREEWAY BUMPER TO BUMPER THE ROAD CLOSE.
I WAS THINKING HOW MUCH THE ECONOMY DAMAGE WE MAKE FROM THIS ACCIDENT.
SO I WOULD LIKE TO USE THIS OPPORTUNITY TO SHARE MY EXPERIENCE AND THEN DON'T LET THE ACCIDENT HAPPEN AGAIN.
AND THEN LETTER THE CARBON CANYON ROAD TO BE THE PEACE TO BE THE SAVIOR ROAD FOR THE CHINO HILLS RESIDENCE.
THANK YOU FOR COMING, AND I'M GLAD YOU'RE OKAY.
THAT IS THE ONLY SPEAKER, MADAM MAYOR.
SHE IS A, A DOCTOR ALSO, I THINK TWO MORE WEEKS, RIGHT? YES.
AND THEY ALSO HAVE A SON THAT'S A DOCTOR.
WITH THAT, IF THERE IS NO OTHER PUBLIC COMMENTS, I'M GOING TO CLOSE THE PUBLIC HEARING AND BRING IT BACK UP HERE.
I, I KNOW PETER, I SAW YOU WRITING NOTES.
DO YOU HAVE SOME COMMENTS? JUST A FEW THINGS.
JUST KIND OF REVIEW THE, THE, THE PATHS WE'VE TRAVELED.
UH, AND I KNOW RAY'S BEEN IN, I KNOW HE INVOLVED WITH THIS ALSO.
ALSO, BUT IT'S, IT'S BEEN A LONG TIME COMING.
AS WE KNOW, WE MENTIONED IT THAT THE LAST COUNCIL MEET, WE'VE RECEIVED A LETTER FROM SACRAMENTO, BUT IT, THIS, WE'VE DONE A COUPLE OF TRAFFIC STUDIES OVER TIME.
UH, STAFF'S DONE A GREAT JOB WITH, UH, SHEPHERDING THIS, BOTH DANIEL AND NA DEAN.
NA, DEAN MAGE, WHO WAS OUR, OUR PREVIOUS, UH, PUBLIC WORKS DIRECTOR.
THEY BOTH WERE ENGAGED IN THIS.
UH, WE'VE HAD VARIOUS CONVERSATIONS AT DIFFERENT LEVELS.
UH, STARTED WITH DISTRICT EIGHT, WHICH IS OUR DISTRICT HERE AND DISTRICT 1212.
BREA SIDE 12, I THINK SEVEN 12.
UH, HAD INTERACTIONS WITH THE, THE BREA SIDE.
UH, WHEN I WAS LAST MAYOR IN 2018, HAD FOR A YEAR I HAD A CARBON CANYON, UH, COMMITTEE.
UH, WE HAD A MEMBER FROM SUMMIT RANCH.
WE HAD A MEMBER FROM CARRIAGE HILLS, FROM SLEEPY HOLLOW, FROM WESTERN HILLS.
WE HAD, I TRIED TO FIND A REPRESENTATIVE FROM EVERY COMMUNITY THAT SERVICED CARBON CANYON.
WE WOULD MEET ON DIFFERENT TOPICS, UH, EVERY MONTH.
AND ONE OF THE MONTHS, I REMEMBER WE INVITED THE DIRECTOR, I WANT TO SAY AMP AMP AT THE TIME.
AND, UH, ED, UM, NAZA RA RAZA, RAZA RAZA.
WE TALKED TO THEM ABOUT CARBON CANYON.
BUT WE ALSO TALKED SPECIFICALLY ABOUT WHAT IS THE LIKELIHOOD OF US BEING SUCCESSFUL IN, IN PURSUING THIS.
AND THEY ENCOURAGED US TO GO FOR IT.
AND THAT, AT THE TIME, THEY TALKED ABOUT ONE PARTICULAR ONE, BUT I UNDERSTAND THERE'S MORE TRUCK RESTRICTIONS AROUND CALIFORNIA THAN JUST THAT ONE ON A STATE HIGHWAY.
BUT THEY, THEY WERE REAL SPECIFIC ABOUT THAT ONE STATE HIGHWAY.
1 52 NEAR GILROY OR SOMEWHERE UP THERE.
BUT THEY ENCOURAGED US TO GO FOR IT.
AND I THINK OUR TRAFFIC STUDIES AND OUR PATIENTS.
AND THEN OF COURSE, INCIDENT AFTER INCIDENT AFTER INCIDENT.
AND OCCASIONALLY MY WIFE WOULD CALL ME, SHE'S, SHE WAS COMMUTING FROM, UH, UH, EITHER ST.
JOE'S OR, OR AFTER THAT, UH, ALSO FROM ORANGE.
AND SHE SAID, YOU WON'T BELIEVE IT.
NOT THREE CARS, BUT A CAR CARRIER IN CARBON CANYON.
SHE DID THAT TWICE OVER THE TIME.
AND YOU KNEW, AND THE TRAFFIC WAS WAY BACKED UP, OF COURSE.
SO ALL THESE LITTLE INCIDENTS, I THINK HELPED CREATE OUR STORY, UH, ALONG WITH JUST PERSEVERANCE, ESPECIALLY FROM STAFF TO MAKE SURE THAT THIS HAPPENED.
SO I THINK IT'S A GREAT STORY OF PERSEVERANCE, BUT ALSO THAT SACRAMENTO LISTENED, THAT THEY ACTUALLY LISTENED.
WE, RAY AND I, WHEN WE DID LEGACIES, WE TRIED TO SCHEDULE A MEETING WITH THEM WHEN WE WERE UP THERE IN SEPTEMBER.
[01:20:01]
THE TIME.IT WAS A LAST MINUTE DECISION.
BUT THEN THEY MADE TIME WITH A ZOOM MEETING ABOUT A MONTH AND A HALF, TWO MONTHS AGO, MONTH AND A HALF AGO, SOMETHING LIKE THAT, WHERE WE TALKED IT THROUGH.
SO THEY WERE AT LEAST OPEN FOR IT AND MADE A FEW LITTLE SUGGESTIONS.
SO I THINK IT'S, IT'S AWESOME THAT ACTUALLY SOMETHING POSITIVE HAS COME OUTTA SACRAMENTO WHEN WE'RE ALWAYS BAGGING ON SACRAMENTO FOR ARENA NUMBERS AND, AND OTHER THINGS, UH, SAFETY ISSUES.
SO I WANT TO THANK CALTRANS LOCAL AND IN CALTRANS, UH, SACRAMENTO FOR, FOR HAVING AN OPEN EAR TO LISTEN TO OUR ARGUMENTS AND GIVING US A THUMBS UP.
JUST, JUST WHAT HE SAID IS IT'S A HUNDRED PERCENT TRUE, BUT IT'S SORT OF FUNNY.
YOU KNOW, WE SAY FIVE YEARS, WE'VE SAID THAT.
AND I THINK IT'S EVEN LONGER THAN THAT, THAT WE'VE BEEN WORKING ON THIS THING.
SO IT'S BEEN A LONG, LONG TIME.
UH, WE'RE FINALLY DONE WITH THIS.
UM, ALSO, UH, A PARTNERSHIP ON THIS HAS BEEN THE CITY OF BRAILLE, CITY MANAGER, BILL, UM, ALSO, UH, MARTY AND, UH, CECILIA.
AND EVERY TIME I SEE 'EM, I THANK THEM BECAUSE, UM, IF ONE INDIVIDUAL WOULD'VE DROPPED THE BALL, MEANING THE CITY OF BREA, THE CITY OF CHINO HILLS, CALTRANS DISTRICTS, EVEN THE COUNCIL MEMBERS JUST WOULDN'T HAVE HAPPENED.
WE HAD A DIRECTION AND WE MOVED TOWARDS IT.
AND AGAIN, OUR STAFF ACTUALLY FINISHED IT OFF FOR US.
NOW THAT WE FINALLY ARE GONNA BE ABLE TO HAVE THIS IN TERMS OF COMMERCIAL VEHICLE ENFORCEMENT, HOW IS THAT GONNA LOOK GOING FORWARD FOR, UH, FOR US? 'CAUSE IT'S GREAT TO HAVE A LAW, BUT PROBABLY WANT TO ENFORCE IT.
THAT'S MY ONE QUESTION I HAVE WRITTEN DOWN HERE ALSO.
AS SOON AS THE, THE CITY COUNCIL FINALIZES THE, THE, UH, THE LAW THAT CHINO HILLS POLICE DEPARTMENT, IN CONJUNCTION WITH THE BREA POLICE DEPARTMENT, I'M SURE WILL NOT ONLY ENFORCE THE LAW, BUT ALSO WORK TOGETHER TO INFORM THE PUBLIC OF THE LAW.
I'M SURE WE'LL HAVE AN OPERATION.
I'M SURE THAT OPERATION WILL INITIALLY BE, LIKE I SAID, AND INFORM THE PUBLIC ON THE LAW.
I WOULD THINK THAT IN THOSE, IN THE EARLY STAGES, WE'LL HAVE A LITTLE BIT OF, UH, LENIENCY AS WE INFORM THE PUBLIC.
BUT EVENTUALLY IT'S, IT'S VERY IMPORTANT THAT WE INFORM THAT LAW TO ENSURE THE, UH, SAFE AND, UH, TIMELY, UH, TRAFFIC AND TRANSPORTATION THROUGH THAT AREA.
SO WE, WE, WE WILL OBVIOUSLY ENFORCE THE LAW.
SO, AND IT'S STILL A STATE HIGHWAY? WE'LL, CHPI KNOW, I SEE.
I SEE THEM PULLING FOLKS OVER WITH THEIR COMMERCIAL ENFORCEMENT TEAM IN CHINO.
WILL CHP HAVE ANY ROLE IN ANY OF THIS? MAYBE SO AS A STATE HIGHWAY, ENCOURAGE THEM TO STEP UP? WELL, WE CAN HAVE THAT CONVERSATION, BUT AS A STATE HIGHWAY, CHP DOES HAVE THE PRIMARY RE ENFORCEMENT RESPONSIBILITY THERE.
UH, THE CHINO HILLS POLICE DEPARTMENT PROVIDES THAT COURTESY TO THE, TO THE CITIZENS OF, OF THE CHINO HILLS.
UH, BECAUSE IT, IT DOESN'T SEEM REALISTIC THAT WE WOULD RELY ON THE, THE CALIFORNIA HIGHWAY PATROL TO ENFORCE IN A TIMELY MANNER TRAFFIC ENFORCEMENT IN THOSE AREAS.
I JUST DON'T THINK IT WOULD BE EFFICIENT.
AND I THINK THE WAY WE'RE, WE'RE CONDUCTING IT NOW BY UTILIZING OUR RESOURCES TO EN ENFORCE THE TRAFFIC LAWS UP THERE AND ALSO RESPOND TO TRAFFIC ACCIDENT IS THE BEST WAY TO SERVE THE CI CITIZENS OF CHIN HILLS.
JUST FOLLOW UP ON THAT SAME VEIN.
THE REALITY IS, IF A TRUCK MAKES THE TURN OFF OF CHINLE HILLS PARKWAY AND GOES INTO CARBON CANYON, WHERE ARE THEY GONNA STOP AND TURN AROUND? I MEAN, THAT'S A PROBLEM ON OUR END.
LIKEWISE, ON THE BREA END, THEY GET IN AND IF THEY GET PAST VALENCIA BOULEVARD, I DON'T KNOW WHERE THERE'S AN AREA FOR THEM TO TURN AROUND.
WE CAN ENFORCE IT, BUT WHAT DO WE DO? STOP 'EM AND THEY CAN'T BACK OUT? SHOOT.
WHAT, WHAT DO WE DO? I MEAN, THAT, THAT'S GONNA BE A REAL PROBLEM BECAUSE A SIGN MAY OR MAY NOT BE SEEN BY THE TRUCK DRIVERS.
AND ONCE THEY'RE IN, THEY'RE IN.
I THINK THE SOLUTION HERE IS IF, IF WE CAN'T, UH, ENABLE A SAFE, UH, EXIT FROM THE AREA, WE WOULD ISSUE A CITATION AND HOPEFULLY THE ISSUANCE OF CITATIONS, WE MAY HAVE TO LET THEM CONTINUE THROUGH THE CANYON, OF COURSE.
AND HOPEFULLY THAT WILL SERVE AS A, A DETERRENT TO, UH, FUTURE TRAVELING THROUGH THE AREA.
COULD WE GIVE 'EM A POLICE ESCORT THROUGH IN THAT REGARD? BECAUSE FOR SAFETY PURPOSES, WE CERTAINLY COULD IF NEEDED.
UM, THAT MAY BE AT LEAST ESCORT SITUATION THAT WE MAY TALK OVER FURTHER TO DECIDE HOW MANY POLICE ESCORTS, UH, I MEAN, I DON'T THINK WE WANT TO UTILIZE
NO, I'M JUST TALKING ABOUT, BECAUSE THE ESTHER'S THE BIGGEST PROBLEM.
AND WHILE, AND BEFORE THAT EVEN GOING UP RIGHT AT THE, WHAT'S
ONCE YOU GET INTO THOSE ESTERS, THAT'S WHERE WE HAVE A LOT OF THESE COLLISIONS.
SO IF WE CAN GET 'EM SAFELY PAST THERE, UH, THEN MAYBE WE CAN MINIMIZE ANY FUTURE PROBLEM.
I'M JUST TRYING TO ANTICIPATE ANY REAL PROBLEM WITH TRYING TO IMPLEMENT THIS.
UH, AND HOPEFULLY, LIKE YOU SAY WITH, UH, AND HOPEFULLY WITHIN A VERY SHORT PERIOD OF TIME, THE WORD WILL GET OUT.
YOU JUST GOT, YOU KNOW, TOTALLY STAY AWAY FROM THAT AREA.
[01:25:01]
SO JUST, JUST THROWING THOSE OUT AS A MATTER OF, LET'S THINK ABOUT IT BEFORE IT HAPPENS.ART BEN OR MARK, BECAUSE THIS IS OUR CITY ORDINANCE, CAN WE SET THE FINE $5,000? YEAH.
IF WE CAN SET THE FINE, MAKE IT A STIFF FINE.
THEY'LL THINK TWICE IT WORD WILL GET OUT WITHIN THE INDUSTRY OF TRUCKING.
I THINK WE'LL HAVE TO LOOK INTO THAT BECAUSE IT'S ALSO ON THE CHP, YOU KNOW, UH, JU JURISDICTION THAT MIGHT BE YEAH.
CAN, BUT WE'LL DEFINITELY COME BACK TO THE COUNCIL WITH HOW THAT SAID, FOR VIOLATIONS AND ON CITY STREETS.
JUST SOMETHING, IF YOU COULD LOOK INTO IT, IT WOULD CURRENTLY FALL UNDER OUR, OUR, OUR EXISTING FINES AND PENALTIES.
UM, IF SOMEBODY IS DOING BUSINESS IN CARBON CANYON, SUCH AS WESTERN HILLS COUNTRY CLUB OR SOMEBODY'S MOVING, THAT'S NOT GONNA BE AN ISSUE.
MY UNDERSTANDING OF THE, UH, THE LAW AS WRITTEN IS THAT IT, IT WILL ALLOW, UH, VEHICLES BEGINNING IN, UH, CARBON CANYON OR TRAVELING TO CARBON CANYON.
UH, FOR EXAMPLE, MOVING VEHICLES, HORSE TRAILERS, THINGS OF THIS NATURE.
I BELIEVE THEY WILL STILL BE ABLE TO, UH, ENTER AND EXIT CARBON CANYON.
WHAT WE'RE TALKING ABOUT IS VEHICLES THAT ARE GOING COMPLETELY THROUGH THE, THROUGH THE ROAD FROM THE BREA OR THE CHINO HILL SIDE.
JUST THE LAST COMMENT IS, UM, WE'VE BEEN WATCHING TRUCK TRAFFIC, UH, PROBABLY 10 YEARS AGO.
THEY STARTED WORKING ON THE 91.
SO AS SOON AS THEY STARTED WORKING ON THE 91, INITIALLY, TRUCK TRAFFIC STARTED GOING THROUGH CARBON CANYON.
WE ACTUALLY CITED TRUCKS AND GAVE OUT NUMEROUS TICKETS RIGHT AFTER THAT HAPPENED, WE WERE CONSISTENT ON THAT.
SO HOPEFULLY WITH THEM GETTING TICKETS MM-HMM.
SO, WITH THAT, UM, I NEED A MOTION TO INTRODUCE THE ORDINANCE IMPOSING VEHICLE AXLE LIMITATIONS ON CARBON CANYON ROAD.
I JUST WANTED TO SAY IT 'CAUSE IT SOUNDS SO GOOD.
SO, DO I HAVE A MOTION? I'LL MAKE THE MOTION AND I'LL SECOND IT.
[ SAFETY UPDATES - Fire and Police]
HAVE OUR, UH, SAFETY UPDATES.WE HAVE, UH, CHIEF WILLIAMS FROM FIRE.
THANK YOU, MAYOR MORAN COUNCIL, COMMUNITY MEMBERS AND STAFF.
I JUST HAVE TWO THINGS TONIGHT.
UM, UH, WE'RE ELATED TO SHARE THAT, UH, ON DECEMBER 5TH, THE COUNTY BOARD OF SUPERVISORS UNANIMOUSLY, UH, CHOSE TO ACCEPT THE CONFIRE JPA, UH, BID FOR AMBULANCE SERVICES.
SO, AS OF NOW, WE WILL BE MOVING FORWARD, UH, WITH THAT, UM, APPROVAL FROM THE, THE BOARD OF SUPERVISORS.
AND, UH, THE REAL, WE LIKE TO SAY THE REAL WORK BEGINS NOW.
SO THERE'S A LOT OF WORK TO BE DONE.
WE BELIEVE IN THE END, IT'S GONNA PROVIDE SUCH A HIGH LEVEL OF, UH, COMMITMENT AND, UM, UH, BETTER SERVICE FOR THE COMMUNITY.
SO, UH, THAT'S THE FIRST THING.
AND SECOND THING IS, IS AS WE'RE LEADING INTO THE HOLIDAYS, I REALLY WANT TO JUST THANK THE COUNCIL AND THE COMMUNITY MEMBERS.
THIS IS, UH, THE BUSY TIME OF YEAR FOR THE FIRE DISTRICT.
UH, WE DO A TON OF EVENTS AND TOMORROW IS A BIG ONE.
SO I JUST WANTED TO, UH, PLAN A REMINDER FOR, FOR ANYBODY THAT, UH, IS DESIRES OF ATTENDING, THAT IT'S A GREAT, UH, COMMUNITY EVENT THAT GIVES BACK TO, UM, THE CHILDREN AND OUR COMMUNITY, UH, SO THAT THEY CAN HAVE A WONDERFUL HOLIDAY, UH, UH, ESPECIALLY THOSE THAT ARE A LITTLE LESS PRIVILEGED THAN SOME OF US.
SO, THAT'S ALL I HAVE, UNLESS YOU HAVE ANY QUESTIONS.
OUR POLICE, CHIEF CHIEF GERARD.
HONORABLE MAYOR, VICE MAYOR, CITY COUNCIL, CITY STAFF, RESIDENTS AND ATTENDANCE.
AS I MENTIONED AT THE LAST CITY COUNCIL MEETING, THE CHINO HILLS POLICE DEPARTMENT IS OUT IN FORCE AT THE SHOPS AND OUR OTHER RETAIL CENTERS TO PREVENT THEFT AND PROVIDE EXTRA SECURITY TO HOLIDAY SHOPPERS.
ON SUNDAY, NOVEMBER 26TH, 2023, CHINO HILLS DEPUTIES RESPONDED TO VICTORIA'S SECRET AT THE SHOPS FOR A PORT OF A THEFT OF APPROXIMATELY $1,800 WORTH OF PRODUCT.
DETECTIVES WERE ABLE TO IDENTIFY THE SUSPECT'S VEHICLE, UTILIZING THE CITY'S A LPR CAMERA SYSTEM, UTILIZING VIDEO SURVEILLANCE OF THE CRIME AND VEHICLE REGISTRATION INFORMATION.
DETECTIVES IDENTIFIED THE SUSPECTS, THEY WERE THEN ABLE TO LOCATE THE SUSPECTS AND RECOVER THE STOLEN PROPERTY.
DETECTIVES ALSO RECOVERED ADDITIONAL STOLEN PROPERTY FROM THEFTS AT OTHER VICTORIA'S SECRETS IN THE AREA, AS LONG AS PROPERTY FROM BURLINGTON COAT FACTORY MARSHALLS AND TJ MAXX THROUGHOUT THE AREA.
ALL TOTAL, THE ESTIMATED VALUE OF RECOVERED PROPERTY WAS $5,000.
ON MONDAY, DECEMBER 4TH, 2023, DEPUTIES WERE DISPATCHED TO A THEFT IN PROGRESS AT THE SEPHORA STORE IN THE SHOPS.
DEPUTIES ARRIVED ON SCENE AND SAW A FEMALE MATCHING THE SUSPECT DESCRIPTION FLEE FROM THE STORE.
DEPUTIES WERE ABLE TO APPREHEND THE FEMALE WHO WAS A 30 5-YEAR-OLD RESIDENT OF ORANGE COUNTY.
THROUGH INVESTIGATION, DEPUTIES DETERMINED THE SUSPECT WAS ALSO LINKED TO NUMEROUS ADDITIONAL THEFTS FROM SEPHORA STORES IN LOS ANGELES AND ORANGE COUNTY.
SHE ALSO HAD A WARRANT FOR A GRAND THEFT IN LOS ANGELES COUNTY, AND SHE WAS ARRESTED FOR BURGLARY AND BOOKED INTO THE WEST VALLEY DETENTION CENTER.
I WANNA REMIND EVERYBODY THAT CHINO HILLS DEPUTIES WILL CONTINUE TO DILIGENTLY
[01:30:01]
PATROL THE SHOPS AND RETAIL AREAS THROUGHOUT THE HOLIDAY SEASON.AND FINALLY, I WANNA WISH EVERYBODY FROM THE CHINO POLICE DEPARTMENT A SAFE AND HAPPY HOLIDAY AND HAPPY NEW YEAR.

UM, COUNCIL MEMBER BENNETT, CALIFORNIA INSTITUTION FOR MEN AND WOMEN CITIZENS ADVISORY COMMITTEE.UH, YES, I, UH, ATTENDED MY LAST MEETING THIS MORNING, UH, FOR BOTH OF THESE.
UH, MARYANNE WAS THERE AS WELL, SO I KNOW I DON'T HAVE TO GET ALL THE DETAILS 'CAUSE SHE'LL WRITE IT UP FOR ME.
UH, ESSENTIALLY THE, UH, WOMEN'S PRISON CURRENT, UH, POPULATION, THEY HAVE A CAPACITY OVER THERE OF 2000.
UH, CURRENT POPULATION IS 1,149.
UH, OF THAT THEY HAVE APPROXIMATELY 200, UH, PLUS, UH, INMATES THAT ARE, UH, SUBJECT TO THE A DA REQUIREMENTS AND THAT, SO THEY HAVE SOME DISABILITIES.
UH, THERE'S BEEN A FEW ADMINISTRATIVE CHANGES.
UM, THERE'S BEEN SEVERAL PEOPLE THAT HAVE RETIRED.
THEY STILL, MOLLY HILL IS STILL THE ACTING WAR WARDEN OVER THERE.
UH, SHE WAS NOT THERE TODAY BECAUSE SHE WAS OUT OF TOWN.
SO THAT WAS FOR THE CI, UH, W UH, CIM UH, TRAVIS PENNINGTON, UH, IS THE NEW ACTING WARDEN, UH, WARDEN JOHN MERCHANT, UH, RETIRED LAST MONTH IN NOVEMBER.
UH, CURRENTLY, THEIR MEDICAL, UH, THEY HAVE ABOUT 65% OF THE POPULATION, UH, HAS BEEN VACCINATED FOR FLU.
UH, THERE'S BEEN ONLY SIX CASES OF COVID IN THE LAST SIX MONTHS FOR, UH, WITHIN, UH, EMPLOYEES.
AND, UH, THERE HAVE BEEN SOME VACANCIES.
SO THEY'RE LOOKING FOR EMPLOYEES, UH, AT THE CIM.
UM, LET'S SEE, UH, THE ANTICIPATED, UH, COMPLETION DATE OF THE MUCH TALKED ABOUT, UH, 50 BED, UH, MEDICAL FACILITY IS MARCH OF 2025.
UH, AGAIN, THERE ARE EMPLOYMENT OPPORTUNITIES.
UH, THE WARDEN'S FOCUS RIGHT NOW.
THE NEW ACTING ONE IS EDUCATIONAL PROGRAMS. UH, THEY CURRENTLY HAVE BOTH GED AND ASSOCIATE ARTS, UH, PROGRAMS THERE.
AND THEY, BY, UH, 2025 WILL THROUGH CAL STATE, UH, LOS ANGELES HAVE BA PROGRAMS FOR THE INMATES.
UM, THE CALIFORNIA MODEL, UH, PREPARING INMATES TO MAKE IT OUT ON THE OUTSIDE IS, IS ONE OF THE, UH, THE, THE OTHER GOALS OF THE, UH, THE NEW WARDEN OR TEMPORARY WARDEN.
SO, UH, THAT, UH, CONCLUDES MY REMARKS.
NEXT WE HAVE COUNCIL MEMBER JOE'S, WEST VALLEY, MOSQUITO, AND VECTOR CONTROL.
IT WAS A QUICK BOARD MEETING, MOSTLY BECAUSE THE, UH, STAFF CHRISTMAS PARTY WAS IMMEDIATELY FOLLOWING.
SO IT WASN'T TOO MUCH ON THE AGENDA.
UM, FIRST OF ALL, CAL CITY'S LEAGUE LEADERS AND DIRECTORS MEETING.
UH, WE CAME UP WITH FOUR PRIORITIES FOR THIS SOME UPCOMING YEAR.
UH, TRYING TO PROTECT LOCAL REVENUES WAS REAL IMPORTANT FOR THE STATE.
UH, WE WANT TO CONTINUE TO DO THAT THROUGH LEGISLATION.
UH, CLIMATE CHANGE WAS AN OUR SECOND PRIORITY.
PUBLIC SAFETY, TWO AREAS OF CONCERN WE'RE PROP 47, REFINING IT.
IT'S, IT'S GONNA BE WITH US, BUT WE WANT TO BE, TO PUT MORE TEETH ON PROP 47.
AND THEN ALSO, EMERGENCY PREPAREDNESS WAS REAL IMPORTANT WITH ALL THE MAJOR FIRES THAT WERE HAPPENING THROUGHOUT CALIFORNIA.
OUR FOURTH PRIORITY IS HOMELESSNESS AND HOUSING.
AND, UM, MY ONLY CONCERN THERE, AND I WAS GONNA SAY, I MIGHT AS WELL BRING IT UP RIGHT NOW.
PROP ONE, UH, THE GOVERNOR BASICALLY CLEARED THE SLATE FOR PROP ONE.
AND WHAT MY CONCERNS ARE, THERE'S GONNA BE MILLIONS OF DOLLARS THAT ARE ACTUALLY GONNA BE MOVING TOWARDS, UM, HOUSING, UH, FOR MENTAL INDIVIDUALS WITH MENTAL PROBLEMS OR SUBSTANCE ABUSE.
AND MY CONCERNS ARE WE'RE GONNA BE BUILDING AND SPENDING BILLIONS OF DOLLARS.
BUT RIGHT NOW, WE CANNOT MANDATE ANYBODY TO GO INTO THESE FACILITIES.
SO THAT'S A CONCERN THAT, THAT I HAVE AS WE MOVE FORWARD.
UM, WE NEED TO CHANGE THE LAW A LITTLE BIT AND START MANDATING PEOPLE TO PROGRAMS TO HELP THEM OUT.
UH, BOARD OF DIRECTORS, WE TOOK A POSITION ON MEASURE.
UM, THE OTHER ONE WAS A CA 13.
AND THAT'S THE VOTING THRESHOLD.
UH, THERE'S ANOTHER BETTER BUSINESS.
UH, THEY'RE TRYING TO GO TO THREE QUARTERS OR 75% VOTE TO, TO PASS A INITIATIVE.
UH, THE LAST MEETING OF THE YEAR FOR THE INLAND DIVISION, UH, WE MET, WE HAD THE FINAL ELECTION OF OFFICERS.
OUR NEW PRESIDENT IS CHRISTINE SCOTT FROM RANCH CUCAMONGA VICE PRESIDENT IS BILL HUSSEY FROM GRAND TERRANCE.
AND THE MEDIA PAST PRESIDENT IS RAY MARQUEZ FROM A WONDERFUL CITY OF CHINO HILLS, UH, THE LATINO CAUCUS.
WE TALKED ABOUT OUR GOALS FOR THE YEAR, AND ALSO BUILDING BETTER COMMUNICATION WITH THE OTHER FOUR DIVERSE CAUCUSES, OMNI TRANS.
WE WENT OVER NEXT YEAR'S MEETING SCHEDULE.
WE TALKED ABOUT RIDERSHIP AND FINANCIAL REPORT, UH, S-B-C-T-A BOARD OF DIRECTORS, BOARD OF MEETING APPOINTMENTS, AND EXTENSION OF
[01:35:01]
THE HOUSING TRUST AND AD HOC COMMITTEE.SAN BERNARDINO, SUPERINTENDENT 10 ALEJANDRA WAS THERE.
HE GAVE US INFORMATIONAL UPDATES ON EDUCATION FOR THE COUNTY.
WE APPROVED CONTRACTS WITH ENTERPRISE RENTA CAR FOR EVENT POOLS, UM, THAT, THAT CONTRACT'S WELL OVER A MILLION DOLLARS THAT WE, WE HELP, UH, BUSINESSES IN THE COUNTY TO PROVIDE, UH, VAN POOLS.
WE AWARDED A CONTRACT FOR A MF HYDROGEN FUEL UPGRADES FOR XMU, UH, BRIGHTLINE RECEIVED.
AND I'M REALLY HAPPY ABOUT THIS.
$3 BILLION FROM FEDERAL GOVERNMENT FOR THE HIGH-SPEED RAIL FROM RANCH CUCAMONGA TO VEGAS.
UH, THE SBCT TA WORKSHOP, UH, WAS BASICALLY ON MEASURE.
I, UH, THEY WERE TRYING TO PUT SOMETHING ON THE BALLOT, UH, IN MARCH, I BELIEVE IT IS ANOTHER HALF CENT.
SO WE'RE GONNA CONTINUE, HOPEFULLY IN 2024 TO MOVE FORWARD TO EXTEND OUR MEASURE I OR MEASURE.
AND WITH THAT, THAT'S MY REPORT.
[ COUNCIL COMMENTS]
AND WHY DON'T WE JUST GO INTO COUNCIL COMMENTS, PLEASE.FIRST OF ALL, I WAS TALKING TO SOME PEOPLE FROM ONTARIO, A COUPLE OF COUNCIL MEMBERS, AND THEY'RE REAL EXCITED, UH, THAT THEY'RE GONNA BE BUYING A COUPLE OF HOTELS IN THEIR CITY.
AND I HAVE A QUESTION FOR YOU, CAPTAIN.
UM, I WAS TOLD THAT BECAUSE THEY WILL HAVE A BED FOR THE PEOPLE THAT ARE HOMELESS, HOMELESS IN ONTARIO, THAT IF THEY REFUSE A BED, THEY CAN MOVE THEM OUT OF ONTARIO.
IS THAT TRUE OR NOT TRUE? I BELIEVE THERE'S, UH, CASE LAW THAT DICTATES THIS, WHERE, UH, IF WE CAN'T RESTRICT AN INDIVIDUAL FROM CAMPING ON PUBLIC PROPERTY, IF WE DON'T HAVE, OR THE CITY DOESN'T HAVE A BED WHERE THEY CAN SLEEP.
SO FOR EXAMPLE, WE COULDN'T RESTRICT SOMEBODY FROM SLEEPING ON, ON PUBLIC PROPERTY IF WE DIDN'T HAVE A BED WHERE THEY COULD GO.
SO IF THE CITY OF ONTARIO IS ESTABLISHING BEDS, UH, FOR THOSE PEOPLE TO GO TO, THEN THEY COULD RESTRICT THEM AND CITE THEM AND OR ARREST THEM, UM, FOR BASICALLY SLEEPING OR CAMPING ILLEGALLY IN THE CITY.
SO MY CONCERNS ARE IF THEY DO SHIP 'EM TO ANOTHER CITY, WE'RE REALLY CLOSE TO ONTARIO.
AND I THINK IT'S SOMETHING THAT WE NEED TO, TO LOOK AT TO TRY TO REMEDY THAT FOR THE FUTURE.
UH, THERE'S A GREAT EVENT, UH, A GREAT EVENT.
I ACTUALLY HAD IT, SO I APOLOGIZE.
THERE WAS AN EVENT AT, UH, WESTERN HILLS AND, UH, WE INVITED THE COMMUNITY TO COME OUT.
AND, UH, WE, IT WAS, WE REALLY ENGAGED THE COMMUNITY.
AND FIRST OF ALL, I WANT TO THANK YOU FOR BEING THERE.
UM, WE HAD COFFEE AND DONUTS, UH, AND IT WAS A REALLY GOOD EVENT.
THERE'S ABOUT 40, WELL OVER 41 PEOPLE THAT WERE ACTUALLY, THAT ATTENDED IT.
I HAD ABOUT FOUR PEOPLE BEFORE THE MEETING STARTED, AND THEN I HAD ANOTHER SIX AS THE MEETING WAS OVER.
BUT WE HAD REALLY GOOD DIALOGUE.
UM, I WAS EXPECTING TO GET BEAT UP,
UM, BUT YOU KNOW WHAT, EVERYBODY WAS REALLY, UH, REAL KIND.
THEY ASKED SOME REALLY GOOD QUESTIONS.
I WAS REAL SURPRISED THAT YOU WERE THERE.
WE ALSO HAD MY PLANNING COMMISSIONER JERRY BLOOM THERE, AND THEN JAN FROM, UH, PARKS AND REC, SHE SHOWED UP.
SO THANK, THANK THOSE TWO PEOPLE FOR BEING THERE.
UH, CALTRANS, I CALLED THEM ABOUT TWO WEEKS AGO AND I WAS WAITING TO SEE WHEN THEY WERE GONNA FINISH, UH, THE RIGHT AT PEYTON AND, UH, CHINO THERE, CARBON CANYON, WHEN THEY WERE GONNA FINISH THAT.
IT WAS, THERE'S A BUNCH OF WORK STILL GOING ON.
AND WITHIN, UH, ANDREA, WITHIN FIVE DAYS LATER IT WAS DONE.
SO, AND I KNOW DANIEL, YOU WERE ON TOP OF THIS, SO THANK YOU SO MUCH FOR ALL YOUR HARD WORK AND CALTRAN.
THE, THE ISSUE THAT WE NOW HAVE IS NOW WE HAVE A LONGER AREA WHERE PEOPLE CAN SPEED REAL FAST.
THEY HAVE TWO LANES AND THEN THEY GO TO ONE LANE.
I'VE ALREADY BEEN ON IT NOW, AND IT'S ALMOST LIKE YOU'RE TAKING YOUR LIFE.
UM, WHEN IT GOES DOWN TO ONE LANE, PEOPLE ARE NOT ALLOWING YOU TO GO IN FRONT OF THEM.
THEY'RE SPEEDING UP AND THEY'RE GOING A LOT FASTER.
THANK YOU, DANIEL, FOR MOVING THIS FORWARD.
MY QUESTION IS, UH, WE CAN SEE THE TANKS IS DO WE HAVE ANY PLAN ON TRYING TO COVER THEM? OR WHAT, WHAT ARE WE GONNA DO ABOUT THAT? SO WHAT WE'RE GONNA DO TO BUFFER THE TANKS OR THE VESSELS IS TO INSTALL, UH, TREES.
UH, THAT'LL BE DIRECTLY IN FRONT OF THE VESSELS.
UH, SO BETWEEN THE VESSELS AND THE, THE ROAD ITSELF, UH, THOSE TREES WON'T GO UP UNTIL WE'RE DONE WITH CONSTRUCTION, JUST BECAUSE WE DON'T WANT THEM TO GET IN THE WAY.
UH, WE DON'T WANT THEM TO DIE DURING CONSTRUCTION.
SO, UH, UH, WE EXPECT TO COMPLETE CONSTRUCTION, UH, NEXT SUMMER.
UH, SO YOU'LL SEE THE TREES GO UP SOMETIME, UH, LATE SPRING.
AND IT SHOULD BE OPERATIONAL WHEN AGAIN, I'M SORRY.
WHAT IS EVERYBODY SAYING? YES MA'AM.
WHAT'S, WHAT'S THAT ABOUT? I DON'T KNOW.
[01:40:01]
MAKE IT QUICK.JUST WANNA WISH EVERYBODY A MERRY CHRISTMAS.
I THINK, UH, THE MAYOR WAS THERE TO KICK OFF, UH, THE MENORAH LIGHTING AT THE SHOPS.
BUT, UH, JUST WANNA WISH EVERYBODY A HAPPY HOLIDAY SINCE WE WON'T BE SEEING YOU, UH, UNTIL AFTER THE NEW YEAR.
UM, FIRST AND FOREMOST, PETER, GREAT JOB THIS LAST YEAR.
UM, SO THANK YOU FOR YOUR DEDICATED SERVICE.
AND, UH, I, I, I GUESS THE FOURTH TIME WAS A CHARM, RIGHT? IT WAS.
UH, I'M NOT THAT FAR BEHIND YOU, BUT WE'LL, WE'LL, WE'LL KEEP UP.
UM, AGAIN, AS, AS MENTIONED BY THE CHIEF, WE HAVE THE MAKE CHILD SMILE TOMORROW AT WALMART, UH, IN THE MORNING.
UH, I UNDERSTAND THAT, UH, BREAKFAST WILL BE SERVED AROUND EIGHT 15.
THE KIDS WILL GET THERE ABOUT 9, 9 15.
IF YOU HAVEN'T BEEN TO THAT EVENT, GO SEE IT AND SEE THOSE KIDS GETTING OFF THE, THE BUSES.
UH, THEY WILL BE ESCORTED BY POLICE AND FIRE TRUCKS AND THE, OF COURSE, THE, THE, UH, SANTA WILL BE THERE.
BUT WATCHING THEM GO IN WITH THE ENTHUSIASM OF HAVING A UNIFORMED EMERGENCY RESPONDER GOING IN TO SHOP WITH THEM, IT'S A FANTASTIC THING.
IT WILL BE REALLY UPLIFTING FOR YOU, UH, ESPECIALLY IN THIS TIME OF, UH, A LOT OF TURMOIL GOING ON, UH, IN THE WORLD.
UH, WE HAVE OUR ERC OUR EMPLOYEE RECOGNITION, UH, PARTY COMING UP ON THURSDAY.
UH, WE HOPE THAT, UH, OUR EMPLOYEES WILL ENJOY THAT, THAT EVENT AS WELL.
AND OF COURSE, THE BOAT PRAYED, UH, ON, UH, FRIDAY NIGHT.
AND I UNDERSTAND THE 55 UNITS, THAT'S UNBELIEVABLE.
THAT'S ALMOST, THAT'S PROBABLY WITHIN 10 OF THE LARGEST ONE WE'VE EVER HAD.
SO, UH, THAT'S, THAT'S A GREAT THING.
AND AGAIN, LIKE, UH, BRIAN WAS SAYING, YOU KNOW, UH, TO MY CHRISTIAN FRIENDS, MERRY CHRISTMAS AND, UH, HAPPY NEW YEAR, UH, TO ALL OTHERS.
WHATEVER FAITH YOU, UH, PRACTICE, UH, MAY IT BE A BLESSED NEW YEAR AND, UH, MAY YOU GO INTO THIS NEXT YEAR WITH A RENEWED SENSE OF, OF HOPE.
UH, WE'RE GONNA BE MAKING SOME HUGE CHANGES NEXT YEAR IN THE NATIONAL ELECTIONS.
AND, UH, MAIN THING, UH, IF YOU DON'T VOTE, YOU DON'T HAVE A SAY SO PURE AND SIMPLE.
SO IT IS A RIGHT AND A PRIVILEGE WITHIN THE UNITED STATES TO VOTE FOR OUR OFFICE, OUR OUR OFFICE HOLDERS.
SO VET OUT THE CANDIDATES BEFORE YOU VOTE.
DON'T LOOK AT YOUR HANDOUTS THAT YOU GET IN THE MAIL, IN THE, IN THE, UH, UH, BALLOT LINE OR VOTING LINE.
UH, BE EDUCATED ABOUT WHO YOU VOTE FOR.
SO, UH, WE WISH EVERYBODY A A VERY GREAT, UH, NEW YEAR AND, UH, WE WILL ALL SEE YOU NEXT YEAR.
UH, ONE, ACTUALLY, I WANTED TO ACKNOWLEDGE AN INDIVIDUAL THAT MANY OF US HAVE KNOWN FOR YEARS AND HE'S RETIRING AND I JUST HAPPEN TO, UM, I SEE HIM OFTEN ENOUGH TO BRING HIS NAME UP.
AND CARL HAMPTON IS, UH, RETIRING FROM THE SCHOOL DISTRICT AFTER, UH, JUST SHORT OF 30 YEARS.
AND HE WAS, UH, CHINO HILLS HIGH PRINCIPAL FOR A LONG TIME, THEN WENT INTO ADMINISTRATION AND THEN WAS BOYS REPUBLIC PRINCIPAL FOR THE LAST HANDFUL OF YEARS.
SO HE RETIRES AT THE END OF THIS AFTER THE 15TH THIS WEEK.
AND, UH, HE'S ON, HE'S THE PRESIDENT OF FOOD FOR LIFE YEAH.
AND HE SAYS HE'S JUST GONNA ENHANCE HIS EFFORTS YEAH.
SO, CONGRATULATIONS TO CARL FOR HIS DEDICATION TO OUR SCHOOL, OUR KIDS IN OUR SCHOOL DISTRICT OVER THE LAST NEAR NEARLY 30 YEARS.
AND IT'S A BUSY TIME, UH, HAPPENING RIGHT NOW.
IS ABLE TO ATTEND AND, UH, GREET THE INDIVIDUALS AT THE ACTIVE 50 LUNCHEON, ACTIVE, UH, 50 PLUS LUNCHEON, UH, SPONSORED BY CHINO HILLS AND FIRE DEPARTMENT.
MOST OF THE FIRE GUYS WERE IN SAN BERNARDINO AT THE TIME, BUT A GREAT PRESENCE.
AND, UH, WITH THE GUYS THAT WERE THERE.
AND IT WAS AS USUAL A STELLAR EVENT.
UM, REALLY THE INDIVIDUALS THERE AND THERE, THERE MAY BE A COUPLE HERE, HAD A, A GREAT TIME.
AND THERE'S GIFTS, SCRE AND THE FOOD SERVED BY THE FIREFIGHTERS AND IT WAS A GREAT TIME.
AND THEN KIND OF FAST FORWARD ALSO TO, UH, THIS PAST SATURDAY BREAKFAST WITH SANTA.
I, I ATTEND THAT EVERY YEAR, AND THAT'S SPONSORED BY CHINO HILLS AND THE KIWANIS CLUB.
ANDIS DID A PANCAKE BREAKFAST AND SANTA WAS THERE AND SANTA GREETED EVERYBODY AND DID PHOTOS.
AND OF COURSE WE DID OUR TREE LIGHTING, UM, TWO WEEKS AGO OR SO, WHICH JUST GOES TO SHOW WE'RE, WE'RE A VERY PROACTIVE CITY, UH, INCLUDING OUR UPCOMING BOAT PARADE AND SO MANY OTHER THINGS.
AND, UH, SO OUR RECREATION STAFF REALLY
[01:45:01]
GETS HIGH FIVES FROM I THINK ALL OF US AT THE DIOCESE HERE FOR ALL THE ACTIVITIES THEY HELP SPONSOR.AND THEY'RE ALL DONE SO WELL AND EVERYBODY THANKS US FOR IT.
AND WE WILL TAKE THE THANK YOUS, BUT IT'S THE RECREATION STAFF, UH, LED BY JONATHAN AND MELISSA AND TEAM THAT REALLY MAKE US SHINE AND MAKE US LOOK GOOD.
AND ONE LADY YOU GUYS SPOKE TO AT THE BREAKFAST THE OTHER DAY SAID THAT SHE TRIED TO COME LAST YEAR AND IT WAS ALL SOLD OUT AND SHE WAS SO DISAPPOINTED.
SO SHE WAS ONE OF THE FIRST TO PUT IN TO BUY HER TICKET THIS YEAR.
UH, SO IT WAS, UH, AGAIN, RECREATION STAFF AND THAT TEAM DOES A WONDERFUL JOB.
AND LASTLY, THANK YOU EVERYBODY.
AND THANK YOU EVERYBODY FOR UH, A GREAT YEAR THIS YEAR IN MY ROLE AS MAYOR.
AND THANK YOU FOR ALL THE SUPPORT FROM THE PUBLIC, FROM ESPECIALLY STAFF AS I SAID BEFORE, AND MY COLLEAGUES FOR MAKING IT A GREAT YEAR AS WE PUSH OUR CITY FORWARD, UH, WITH, UH, UPCOMING CHALLENGES, WHICH IS FINE, WE'LL FACE 'EM.
WE'VE DEALT WITH THE CHALLENGES FROM THE STATE AND FROM LAWS THAT ARE PASSED ON CRIME THAT WE, WE, WE PUT UP WITH AND WE FIGHT AND WE TRY TO WORK OUR WAY AROUND.
AND EACH, EACH YEAR HAS, IT'S A LITTLE BIT DIFFERENT CHALLENGE.
AND THIS YEAR HAD A VARIETY OF CHALLENGES, BUT ALSO SOME GREAT SUCCESSES.
AND IT FEELS GOOD THAT WE'RE ALL PART OF A TEAM THAT, UH, WANTS TO MOVE THE BALL FORWARD WHEN IT COMES TO THE SUCCESS OF CHINO HILLS.
SO THANK YOU, THANK THE STAFF, ESPECIALLY FOR EVERYTHING THAT YOU'VE DONE TO ASSIST ME IN THAT ROLE AS MAYOR, BUT ALSO US AS, AS A COUNCIL MEMBERS TO MAKE SURE WE HAVE A, UH, A GREAT CITY.
CAN I KEEP TALKING? 'CAUSE I'M JUST USED TO DOING THAT.
ALRIGHT, BEN, OUR NEW CITY TRUCKS ARE AWESOME.
I WAS NEXT TO ONE TODAY AT THE LIGHT.
THE ONLY THING WHY IT SAID CHINO HILLS ON IT, THE ONE THING MISSING IS IT DOESN'T HAVE OUR AMERICAN FLAG ON IT.
SO CAN WE MAKE SURE THOSE NEW MEMBERS OF OUR FLEET GET THAT FLAG ON THERE? PLEASE.
AND THEN I WAS AT THE MENORAH LIGHTING.
UM, I WANNA THANK THE SHERIFF'S DEPARTMENT.
LOTS OF PRESENCE THERE, BOTH TO JUST PARTICIPATE, BE AT THE EVENT LOTS IN THE SHOPS.
WERE VERY BUSY SUNDAY NIGHT, SO THANK YOU FOR YOUR TEAM FOR BEING OUT THERE.
UM, EVERY YEAR WHEN I, MY GOD, TWICE A YEAR WHEN I FILL OUT MY PROPERTY TAX CHECK AND I SEE THOSE TWO BONDS FROM THE SCHOOL DISTRICT IN GRIMACE, IT REMINDS ME THAT I THINK IT'S TIME WE, UH, HAVE SOMEONE FROM THE SCHOOL DISTRICT COME AND GIVE US A PRESENTATION ON WHERE THOSE BOND DOLLARS ARE GOING AS IT PERTAINS, UH, SPECIFICALLY TO SCHOOLS IN THIS, OUR CITY, CHINO HILLS, IF YOU CAN ARRANGE THAT, BEN IN THE NEW YEAR.
AND, UM, JONATHAN, DO WE HAVE ANY SKATE PARK UPDATES? STUCK IN MY CHAIR.
AS A MATTER OF FACT, UM, LAST MONTH THE, UM, CONSULTANT CAME TO A PARKS AND RECREATION COMMISSION MEETING AND WE HAD 32, UH, PEOPLE PRESENT THAT GAVE THEIR INPUT ON OUR EXISTING SKATE PARK, UH, WHAT IMPROVEMENTS COULD BE MADE.
AND, UH, OF COURSE, UH, THE CONSULTANT PRIOR TO THAT WAS OUT AT THE SKATE PARK.
AND SO THEY'VE SEEN WHAT THINGS NEED ATTENTION.
IT CLOSED A WEEK AND A HALF AGO, MAYBE TWO WEEKS AGO.
WE HAD 127 PEOPLE, UM, GO ONLINE AND FILL OUT THE SURVEY.
AND PROVIDED A, A LOT OF INFORMATION ON THE GOOD, BAD AND OTHERWISE AS IT RELATES TO THE SKATE PARK AND WHAT THEY WOULD LIKE TO SEE THERE AS WELL.
AS A MATTER OF FACT, UH, JUST RECEIVED AN EMAIL TODAY AND I'M REVIEWING ALL OF THE INFORMATION ALONG WITH MELISSA AND, UH, TO, UM, UH, WHAT'LL END UP HAPPENING IS, IS IN FEBRUARY, UM, THE CONSULTANT AND OF COURSE WE'LL BE INVITING, BE INVITING.
UH, THE GOOD THING IS, IS THAT ALL 127 PEOPLE THAT DID THE ONLINE SURVEY, WE'VE GOT ALL THEIR INFORMATION, WE'LL BE CONTACTING THEM PLUS THE 32 PEOPLE IN THE WORKSHOP, AND THEN OF COURSE PUSHING OTHER INFORMATION OUT FOR OTHERS TO SHOW UP AT THAT MEETING.
AND ALL OF THE INFORMATION THAT HAS BEEN GATHERED WILL BE PRESENTED AT THAT POINT IN TIME.
SO, AND THEN WE'LL SEE WHERE IT LANDS.
IT MIGHT BE A TWO MEETING SCENARIO WHERE WE, UM, JUST KIND OF TACKLE, GET IT OUT THERE EXACTLY WHAT, UH, INFORMATION HAS BEEN, UH, UH, PROVIDED TO US.
AND THEN, UH, WE'LL HAVE SOME FURTHER, UM, MEETINGS WITH, UH, STAFF OF COURSE, UH, FROM THAT STANDPOINT.
'CAUSE AT THE END OF THE DAY, IT'LL TAKE DOLLARS TO ACCOMPLISH WHAT WE'RE, UH, UH, WHAT SOME OF THE IDEAS AND THOUGHTS ARE OF THE PEOPLE THAT, UH, HAVE PARTICIPATED.
BUT IT'S BEEN A VERY ENGAGED PROCESS UP TO THIS POINT IN TIME.
WE ACTUALLY HAD A PROFESSIONAL SKATER THAT WAS THERE AT THE WORKSHOP.
AND SO EVERYBODY WAS KIND OF, UH, IMPRESSED BY HI HIS, UH, PRESENCE.
DON'T ASK ME WHAT HIS NAME WAS.
UH, BUT ANYWAYS, UM, SO THAT WAS GREAT AS WELL.
AND SO, UM, UH, I THINK WE'RE MOVING AHEAD DEFINITELY IN A POSITIVE, UH, FASHION AS IT RELATES TO THAT PROJECT.
YOU GUYS ARE DOING A GREAT JOB WITH OUTREACH.
NO ONE CAN SAY THAT WE HAVEN'T TRIED TO REACH OUT AND FIND OUT WHAT THIS, THE SKATERS IN TOWN WANNA SEE.
SO THANK YOU VERY MUCH FOR TONIGHT'S
[ ADJOURN IN MEMORIAM: Adjourn in memory of Former First Lady Roslyn Carter, who passed away on November 19, 2023, at the age of 96; and the Former Associate Justice of the Supreme Court Sandra Day O'Connor, who passed away on December 1, 2023, at the age of 93.]
[01:50:01]
ADJOURNMENT.WE WANT TO TAKE A MOMENT TO RECOGNIZE AND PAY TRIBUTE TO TWO EXTRAORDINARY WOMEN WHO LEFT AN INDELIBLE MARK ON OUR NATION IN THE WORLD.
FORMER FIRST LADY ROSALYN CARTER, WHO PASSED AWAY ON NOVEMBER 19TH AT THE AGE OF 96.
AND FORMER ASSOCIATE JUSTICE OF THE SUPREME COURT, SANDRA DE O'CONNOR, WHO PASSED AWAY ON DECEMBER 1ST AT THE AGE OF 93.
ROSALYN CARTER'S LEGACY EXTENDS FAR BEYOND HER ROLE AS THE FIRST LADY OF THE UNITED STATES.
HER UNWAVERING COMMITMENT TO HUMANITARIAN CAUSES, NOTABLY HER TIRELESS WORK WITH HABITAT FOR HUMANITY, HAS LEFT AN ENDURING IMPACT ON COMMUNITIES ACROSS THE GLOBE, INCLUDING RIGHT HERE IN OUR OWN CITY.
THROUGH HER DEDICATION TO BUILDING HOMES AND FOSTERING A SENSE OF COMMUNITY, MRS. CARTER WAS AN EXTRAORDINARY EXAMPLE OF THE POWER OF COMPASSION AND SERVICE.
SIMILARLY, WE REMEMBER JUSTICE SANDRA DAY O'CONNOR, WHO MADE HISTORY AS THE FIRST WOMAN TO SERVE ON THE SUPREME COURT OF THE UNITED STATES.
HER INTELLECT, INTEGRITY, AND DEDICATION TO THE PRINCIPLES OF JUSTICE HAVE PAVED THE WAY FOR GENERATIONS OF WOMEN IN THE LEGAL PROFESSION.
AS WE ADJOURN TONIGHT, LET US OFFER OUR CONDOLENCES TO THEIR FAMILY AND LOVED ONES AND ALL AFFECTED BY THEIR LOSS AND REFLECT ON THE LEGACIES OF THESE REMARKABLE WOMEN.
MAY THEIR CONTRIBUTIONS TO HUMANITY, JUSTICE AND COMMUNITY CONTINUE TO INSPIRE US ALL.
AND WITH THAT, I WISH YOU A VERY BLESSED HOLIDAY SEASON AND MERRY CHRISTMAS AND OUR MEETING IS ADJOURNED.
