THE FIRST ITEM ON THE AGENDA IS THE RECOGNITION OF THE RUBEN S AALA HIGH SCHOOL BOYS VARSITY WATER POLO TEAM AS DIVISION FIVE C-I-F-S-S CHAMPIONS TO BE ACCEPTED BY HEAD COACH KEVIN HAMMOND AND THE TEAM, WILL YOU PLEASE JOIN THE MAYOR AT THE PODIUM, AND IF THAT WAY, THEN WELL, IT'S MY ABSOLUTE PLEASURE THIS EVENING TO CONGRATULATE THE AYLA HIGH SCHOOL BOYS VARSITY WATER POLO TEAM FOR BECOMING THE DIVISION FIVE C-I-F-C-I-F SOUTHERN SECTION CHAMPIONS.

THAT'S GREAT.

THAT'S SO GOOD.

THEY SEALED THE DEAL BY BEATING ROYAL OAK HIGH SCHOOL WITH A SCORE OF 10 TO SEVEN.

THIS BECAME THE SECOND CIF CHAMPIONSHIP FOR THE AYALA WATER POLO PROGRAM.

THE LAST ONE WAS IN 2003.

ON BEHALF OF THE CITY OF CHINO HILLS, WE WOULD LIKE TO CONGRATULATE THE BULLDOGS FOR THIS ACHIEVEMENT.

OUR CLUB HAS BEEN ESTABLISHED FOR 10 YEARS NOW, AND THIS CANNOT BE HAVE DONE WITHOUT THE, WITHOUT THE HELP OF OUR MANAGEMENT TEACHER AND CLUB ADVISOR IN MISS SCHOOL.

OVER THE YEAR, WE HAVE PERFORMED NUMEROUS TIME AROUND THE COMMUNITY, AND CURRENTLY OUR CLOUD HAVE TOTAL OF FIVE PERFORMANCE, TEAM LINE, DANCE TEAM, CHINESE FOLK DANCE TEAM, CHINESE TRADITIONAL INSTRUMENT, CHINESE, YO-YO AND CHOIR.

TODAY WE HAVE THE HONOR OF PERFORMING TWO PERFORMANCE FOR YOU, THE LINE DANCE AND THE CHINESE FOLK DANCE.

I'LL NOW BE INTRODUCING THE MEMBER OF OUR LINE DANCE TEAM AND FOLK DANCE TEAM, WHO WILL BE PERFORMING FOR YOU TONIGHT.

SO I GENUINELY WANNA THANK YOU FOR THAT.

UM, MANY OF US EXPRESSED AT THE LAST MEETING HOW, YOU KNOW, WE'VE BEEN PERSONALLY FEELING AND AFFECTED, UM, AND HOW THAT'S LED US TO COME TO OUR CITY COUNCIL AND ASK YOU ALL TO, UM, CONSIDER PUTTING A CEASEFIRE RESOLUTION ON THE AGENDA.

AND I JUST REALLY WANT TO, UM, ACKNOWLEDGE HOW YOU TREATED US WITH SO MUCH CARE AND COMPASSION AND RESPECT.

UM, IT MEANS A LOT TO US SINCERELY.

UM, I ALSO WANNA ACKNOWLEDGE THAT I UNDERSTAND THAT THIS IS NOT TYPICAL OR NORMAL CITY, CITY BUSINESS, BUT I THINK THAT UNFORTUNATELY IT'S NOT NORMAL TIMES RIGHT NOW, RIGHT? SO, I DIDN'T GET TO SHARE WITH YOU LAST TIME, BUT WHAT, WHAT LARGELY PROPELS ME PERSONALLY, UM, YOU KNOW, TO THIS, TO ASK FOR CEASEFIRE RESOLUTION AND TO KIND OF TAKE UP THIS, THIS, UM, CAUSE FOR PALESTINIANS IS BECAUSE I WAS RAISED WITH, IN A CATHOLIC HOUSEHOLD.

I WENT TO CATHOLIC SCHOOL MY WHOLE ENTIRE, UM, EDUCATION.

AND, UM, I WAS RAISED WITH CHRISTIAN VALUES.

AND IT'S INTERESTING TO THINK AS AN ADULT HOW THOSE VALUES YOU, YOU FEEL THEM WHEN YOU GET OLDER.

YOU START REALIZING HOW THEY GUIDE YOU, RIGHT? ASIDE FROM, UM, RELIGIOUS IDEOLOGY.

THEY JUST BECOME INGRAINED IN YOU, RIGHT? AND SO, LARGELY I'M GUIDED BY ALL OF THOSE AMAZING STORIES.

I HEARD OF JESUS CHRIST, AND THEY STUCK WITH ME, AND I FEEL THEM SURFACING RIGHT NOW, UM, DEEPLY ON A DEEP LEVEL.

AND I THINK ABOUT HOW JESUS LIVED, AND I THINK ABOUT HOW HE FOUGHT FOR THOSE THAT WERE THE MOST VULNERABLE IN SOCIETY AND THOSE THAT WERE BEING OPPRESSED.

AND SO, I, UM, YOU KNOW, HAVE REFLECTED A LOT ON AND, AND MAKING THAT CONNECTION WITH MYSELF ON A PERSONAL LEVEL.

SO, UM, SINCE OUR LAST MEETING, WE KNOW THAT THE GENOCIDE IS ONGOING.

UM, AND WE HAVE MORE PEOPLE HERE TODAY THAT HAVE ACTUALLY APPROACHED US, AND THEY JUST WANNA EXPRESS THEIR EFFORTS.

UM, THEY WANNA CALL FOR CEASEFIRE RESOLUTION TO BE ADDED TO THE AGENDA.

SO, UM, THANK YOU SO MUCH IN ADVANCE FOR LISTENING TO US WITH OPEN HEARTS AND OPEN MINDS.

AND I COME TO YOU, UM, BECAUSE OFTEN MANY OF OUR ELECTED OFFICIALS, UM, ARE IGNORING THE CALL OF THE MAJORITY OF THEIR CONSTITUENTS.

UH, WE KNOW THAT, YOU KNOW, OVER 60% OF, UM, AMERICANS ARE ACTUALLY ASKING AND CALLING FOR A CEASEFIRE.

AND THAT NUMBER IS ACTUALLY EVEN GROWING AMONGST OUR YOUTH.

AND AT THIS, AT THIS POINT, I'M NOT HERE TO TALK ABOUT THE UTTER CARNAGE AND DESTRUCTION OF LIFE THAT WE ARE SEEING OF PROPERTY, OF HISTORICAL SITES, UM, OF CHURCHES AND MOSQUES.

UM, SHE CALLED INSINUATED THAT I WAS A TERRORIST FOR BEING THERE SIMPLY FOR CALLING FOR A CEASEFIRE.

UM, THAT LEFT ME IN TEARS IN THAT SPACE.

UM, AND I KIND OF LEFT TO A SECLUSION AND I WONDERED, WHAT, WHAT AM I DOING? I, I'M REALLY JUST CALLING, UM, TO THE HEARTS OF PEOPLE AND ASKING THEM TO, TO STOP THE BLOODSHED THAT WE'RE SEEING.

AND IN RESPONSE, UM, I AM BEING CALLED NAMES AND SORT OF, THESE ARE THE NAMES THAT CONTINUE TO PERPETRATE A LOT OF THE HATE CRIMES THAT WE SEE HERE, EVEN IN THE CITY OF CHINO HILLS OR ACROSS CALIFORNIA, ACROSS THE UNITED STATES, WHEN PEOPLE ARE NOT WILLING TO ENGAGE AND TALK TO ONE ANOTHER.

AND SO, I JUST WANNA ECHO THE STATEMENTS OF THE LAST SPEAKER AS WELL, THAT IT IS SO IMPORTANT FOR US AS A GLOBAL COMMUNITY, AS A COMMUNITY HERE IN CHINO HILLS, TO SIT WITH ONE ANOTHER AND TALK WITH ONE ANOTHER, AND LEARN HOW TO BUILD AND ENGAGE, UM, IN OUR JOINT HUMANITY.

I TRAVEL ACROSS THE COUNTRY, UM, ON COLLEGE CAMPUSES, SOCIAL CHANGE INSTITUTIONS, AND WORK WITH PHILANTHROPY TO MAKE THE WORLD A BETTER PLACE.

AND AS A MOTHER OF A 12-YEAR-OLD, I WAS SO DEVASTATED WHEN MY DAUGHTER, WHO'S ALSO A CHINO HILLS RESIDENT, WAS DOXXED BECAUSE HER FATHER SPOKE OUT FOR PEACE.

UM, HE SPOKE OUT AGAINST THE GENOCIDE IN GAZA.

SO IMAGINE ME AS A MOTHER, WORRIED ABOUT, UM, MY DAUGHTER'S SAFETY.

I CAN'T POST HER PICTURES OR EVEN MENTION WHERE WE LIVE NOW BECAUSE OF THIS IS A TANGIBLE THREAT WHERE COLLEGE STUDENTS, NON-PROFIT LEADERS LIKE MYSELF ARE TARGETED AND WE'RE RENDERED UNSAFE BECAUSE WE'RE CALLED CALLING FOR PEACE.

MY DAUGHTER ALSO LOOKS LIKE THE 10,000 CHILDREN KILLED IN GAZA, INCLUDING THE DOZEN FAMILY MEMBERS OF MY DEAR FRIEND GOING BACK FROM COLLEGE, 30 YEARS, HAA HIJA.

SHE LOST A DOZEN FAMILY MEMBERS IN GAZA.

SO WHAT HAPPENS GLOBALLY DOES AFFECT US LOCALLY EVERY DAY.

I WORRY ABOUT HER SAFETY, BUT ALSO THE DEHUMANIZATION OF MUSLIMS, ARABS, UM, AND OTHER PEOPLE OF COLOR.

WE STAND WHEN WE STAND TOGETHER AND CALL FOR PEACE.

WE CAN ENSURE THAT ALL OF OUR CHILDREN CAN THRIVE, THAT THEY CAN BELONG, HAVE A SENSE OF BELONGING, NO MATTER OF HOW THEY PRAY, OR THEIR COUNTRY OF ORIGIN.

UH, CONGRESSMAN MARK ANO ACTUALLY, UM, SWITCHED, UH, HIS THOUGHTS AND APPROVED A CEASEFIRE, UH, FORMALLY IN THE UNITED STATES CONGRESS.

UM, ONE OF THE MOSQUES NEARBY INCLUDES, UH, ONE OF THE MOST PERSECUTED MUSLIM MAJORITY, UH, COMMUNITIES IN THE WORLD, THE AHAD MUSLIM COMMUNITY.

ADDITIONALLY, WE HAVE, UH, HINDU, GU, UH, SIKH URDO, AND, UH, ONE OF THE MOST BEAUTIFUL HINDU TEMPLES, UH, IN ALL OF THE UNITED STATES.

UH, ONLY A FEW, A FEW STREETS DOWN FROM US.

AND W WE DON'T WANT TO SEE HATE CRIMES, UH, GRAFFITI ARSON A AGAINST THESE COMMUNITIES JUST BECAUSE THE TEMPERATURE'S ELEVATED.

UH, IN 2017, THE COMPREHENSIVE UPDATE WE DID FOR ACCESSORY DWELLING UNIT, UH, WHICH ULTIMATELY, UH, WAS CREATED BY SB 10 69 AND AB 2299, WHICH WERE THE BILLS TO INITIATE AND FACILITATE THE ACCELERATION OF, UH, ADDITIONAL HOUSING DEVELOPMENT OPPORTUNITIES, UH, FOR ACCESSORY DWELLING UNITS.

IN 2019, UH, WE DID A COMPREHENSIVE UPDATE FOR THE LAND USE MATRIX, UH, WHICH ALSO UPDATED THE GENERAL, UH, DEFINITIONS, PROVISIONS, AND DEFINITIONS UNDER CHAPTER SIX, CHAPTER 1602, UH, PARKING SECTION.

AND ALSO, UH, WE ADDED CHAPTER 1679, A NEW ZONING CLEARANCE, UH, PERMIT SECTION.

IT WAS THERE WAS A SUNSET, A WINDOW, UH, ESSENTIALLY THAT DID NOT REQUIRE OWNER OCCUPANCY FROM 2020 TO 2025.

UH, AND NOW THAT BILL HAS ESSENTIALLY ELIMINATED THAT SUNSET AND NOW PROHIBITS, UH, CITY, UM, OR LOCAL JURISDICTIONS TO REQUIRE, UH, ANY TYPE OF OWNER OCCUPANCY.

UH, IN ADDITION, THERE'S A COUPLE OTHER CODE SECTIONS THAT WE'RE LOOKING TO UPDATE IN ACCESSORY DWELL UNITS.

SAN BERNARDINO COUNTY IS VERY, UH, STRICT, UH, CRITERIA AND RESTRICTIONS ON THE TYPE OF DOCUMENTS AND HOW THEY'RE FORMATTED.

UH, AND WE'VE RUN INTO A LOT OF, UH, ISSUES, UH, WITH, UH, RECORDING THESE DOCUMENTS.

NOT ONLY THAT, UM, THE, UH, MINIMUM 30 DAY, UH, LIMIT ON, UM, RENTAL WE ALREADY HAVE ON OUR CODE.

SO I WILL KIND OF SKIP OVER THE, UH, HISTORY JUST TO INFORM THE COUNCIL THAT, UM, THIS PROGRAM BEGAN IN 2016.

AT THAT TIME, THE CITY IDENTIFIED 179 PROPERTIES THAT WERE ELIGIBLE FOR THE PROGRAM AND ADOPTED A MITIGATED NEGATIVE DECLARATION CLEARING THAT FOR, UH, THE PURPOSES OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT.

AND AS PART OF THE PROGRAM, THE CITY IS REQUIRED TO MODIFY GENERAL PLAN AND ZONING CLASSIFICATIONS FOR THESE PORTIONS OF PROPERTY.

OF THE 179 PROPERTIES IDENTIFIED, 55 PROPERTIES TO DATE HAVE ALREADY COMPLETED THE PROCESS.

AND UNDER THE, UH, PAST OPEN SPACE SALES PROGRAM, AND THE CITY IS CURRENTLY WORKING ON CORRESPONDING LAND USE CHANGES TO BE INCLUDED IN THE COMPREHENSIVE GENERAL PLAN UPDATE.

UH, BECAUSE OF ALL THE LITTLE SMALL PIECES, UM, IT REQUIRES A LOT OF TIME TO MAP THOSE OUT IN THE CITY'S, UH, GIS SYSTEM TO UPDATE OUR MAPS.

UH, BEFORE YOU TONIGHT, UH, STAFF IS BRINGING FORWARD A SUBSEQUENT BATCH OF EIGHT PROPERTIES, AS WELL AS ONE ADDITIONAL PROPERTY THAT'S CURRENTLY VACANT, BUT IS BEING RE-DESIGNATED, UH, FOR THE PURPOSE OF CREATING A CONSISTENT LINE BOUNDARY BETWEEN THE CITY'S OPEN SPACE AND PRIVATE RESIDENTIAL PROPERTY.

AT THEIR DECEMBER 19TH MEETING, THE PLANNING COMMISSION FOUND THAT THE PROPOSED LAND USE AND ZONING CHANGES WERE CONSISTENT WITH THE GENERAL PLAN.

AND THESE LAND USE CHANGES ARE CONSISTENT WITH ADOPTED CITY COUNCIL POLICY AND WILL CREATE CONSISTENCY BETWEEN EXISTING USES AND THE PROPOSED LAND USE DESIGNATION.

SO THEREFORE, STAFF CONCLUDES THAT THE PROPOSED CHANGES ARE CONSISTENT WITH THE GENERAL PLAN.

STAFF RECOMMENDS THE CITY COUNCIL CONDUCT A PUBLIC HEARING, TAKE PUBLIC TESTIMONY, AND ADOPT THE RESOLUTION AND ORDINANCE AS DESCRIBED IN THE AGENDA STAFF REPORT.

THE PRIMARY PURPOSE OF DUI CHECKPOINTS IS TO PROMOTE PUBLIC SAFETY BY REMOVING SUSPECTED IMPAIRED DRIVERS FROM THE ROAD.

THE CHINO POLICE DEPARTMENT REMINDS THE PUBLIC THAT IMPAIRED DRIVING IS NOT JUST CAUSED BY ALCOHOL, MANY PRESCRIPTION MEDICATIONS AND OVER-THE-COUNTER DRUGS MAY ALSO IMPAIR A PERSON'S ABILITY TO OPERATE A MOTOR VEHICLE SAFELY WHILE MEDICINAL AND RECREATIONAL MARIJUANA MAY BE ILLEGAL.

DRIVING UNDER THE INFLUENCE OF MARIJUANA IS ALWAYS ILLEGAL.

DRIVER'S CHARGED WITH A FIRST TIME DUI FACE ON AN AVERAGE OF $13,500 IN FINES AND PENALTIES, AS WELL AS A SUSPENDED DRIVER'S LICENSE.

AND WE HAD, UH, A SHORT CLOSED SESSION.

AND, UM, NOTABLE FROM THE MEETING, WE ELECTED A NEW CHAIR, OUR OWN PETER ROGERS AND,

UH, VICE CHAIR CORY MOSS FROM THE CITY OF INDUSTRY.

SO THAT'S ALL I HAVE FOR THAT.

AND NEXT WE HAVE VICE MAYOR, UH, BENNETT'S REPORTS.

UH, WITH RESPECT TO CHINO VALLEY FIRE DISTRICT, WE NEED TO CHECK OR CHANGE OUR RECORDS TO ELIMINATE THE INDEPENDENT WORD IN THERE.

JUST FOR FUTURE REFERENCE, LET'S JUST CALL IT CHINO VALLEY FIRE DISTRICT 'CAUSE THAT'S HOW THEY REFER TO THEMSELF.

UH, THE LAST MEETING, UH, TWO NOTABLE AWARDS, UH, UH, 30 YEARS OF SERVICE CAPTAIN JEFF BRADY AND A RETIREMENT RECOGNITION OF CAPTAIN PETE MORALES.

UH, ESSENTIALLY THOSE WERE THE, UH, UH, MOST IMPORTANT THINGS AT THE MEETING.

AND THAT CONCLUDES MY REPORT FOR THE FIRE DISTRICT, UH, CHINO VALLEY, UH, SCHOOL DISTRICT.

I CHECKED WITH THE CITY CLERK AND ONE OF THE, UH, BOARD MEMBERS.

THEY DID NOT ANTICIPATE ANY MAJOR, UH, ACTIVITY GOING ON, UH, LAST THURSDAY NIGHT.

SO I DID NOT ATTEND THAT.

SO THAT, UH, CONCLUDES MY REPORTS AND COUNCIL MEMBER JOE.

UH, FOR, UH, WEST VALLEY MOSQUITO, OUR, UH, GENERAL MANAGER WAS OUT OF THE OFFICE FOR THE MEETING TODAY, SO WE DID NOT HAVE A MEETING, SO, OKAY.

A COUPLE OF ITEMS. ONE AT CHINO HILLS COMMUNITY FOUNDATION.

WE HELD OUR BOARD MEETING YESTERDAY, AND AT THAT TIME, WE, UH, DISCUSSED THE CONCERT, THE UPCOMING CONCERT SERIES, AND WHAT POTENTIAL ACTS WE MAY BE INVITING TO THE CONCERT SERIES.

WE DO THREE CONCERTS A YEAR AT THE COMMUNITY CENTER OUTSIDE.

WE WELCOME BACK GRACE CAPS TO OUR BOARD OF DIRECTORS.

UH, SHE RETIRED FROM THE CAPITAL GROUP AND, UH, SHE'S MOST WELCOME BACK TO OUR TEAM.

AND ALSO WE APPROVED AS WE DID LAST YEAR, UH, TWO AEDS.

UH, AND WE CHOSE TWO POTENTIAL LOCATIONS, ONE SOUTHERN ALBERTSONS AND THE OTHER ONE CHICK-FIL-A AS LOCATIONS FOR THOSE TWO AEDS.

IF THEY BOTH SAY YES, GREAT, UH, THEN THEY'RE IN.

AND THEN WE HAVE A BACKUP PLAN, UH, OF ANOTHER SITE, ANOTHER GROCERY STORE, JUST IN CASE ONE OF 'EM SAYS NO.

BUT HAPPY TO DO THAT.

THAT'S SECOND YEAR IN A ROW THAT WE'VE APPROVED AND SUPPORTED TWO AEDS WITHIN THE COMMUNITY WITHIN MORE TO COME.

AND THAT'S IT FOR FOUNDATION, WFA, UH, WATER FACILITIES AUTHORITY.

WE HAD AN ELECTION OF OFFICERS AND COMMITTEES AS MANY OF THESE, UH, ENTITIES ARE DOING THESE DAYS.

WE TALKED ABOUT MWD RATES.

AND THE MWD RATES ARE CONTINUE TO GO UP AS WE KNOW.

UH, THIS IS THE STATE WATER.

WFA IS THE STATE WATER THAT WE, UH, ACCESS THROUGH EITHER WFA OR THROUGH, UM, MONTE VISTA WATER DISTRICT.

SO THE RATE FOR AN ACRE FOOT IS, UH, NOW $903.

COUPLE YEARS AGO IT WAS 731.

SO YOU CAN SEE IT KEEPS CREEPING UP.

UM, IN 19 IT WAS $731, UH, AND AN ACRE FOOT IS 326,000 GALLONS ENOUGH TO PROVIDE FOR TWO FAMILIES A YEAR AS, AS AN EXAMPLE.

SO WE TALKED ABOUT THE RATES THAT ARE GOING UP.

WE HAVE NO CONTROL OVER THOSE, AND THAT'S BEFORE ANY TREATMENT TAKES PLACE.

WE TALKED ABOUT THE MIDYEAR BUDGET FOR, UH, OFFSETTING SOME COSTS FOR WFA.

AND THEN LASTLY, WE DISCUSSED CONTRIBUTIONS TO CALPERS BASED ON THE NINE EMPLOYEES THAT ARE AT THE WFA WATER PLANT IN UPLAND THAT WE ARE PARTNERS WITH.

FIRST OF ALL, I WANT TO OFFER CONGRATULATIONS TO THE CHINO BASIN WATER CONSERVATION DISTRICT, WHICH WE'RE VERY PROUD TO HAVE IN OUR REGION.

THEIR, THEIR OUTREACH TO THE COMMUNITY WHEN IT COMES TO, UH, WATER CONSERVATION AND PROGRAMS ASSOCIATED WITH IT.

THEY'RE THERE TO HELP ANY OF US THAT WANT TO PLANT IN OUR, IN OUR PROPERTIES.

THEY'VE ALSO HELPED OUT WITH, UH, UM, UH, BIG COMPANIES ALSO, AS FAR AS THEIR WATER MANAGEMENT PLANS.

UH, THEY HAD THEIR 75TH ANNIVERSARY JUST, UH, LAST WEEK.

AND I HAD AN OPPORTUNITY TO ATTEND AND REPRESENT THE CITY THERE.

AND IT WAS A FUN EVENT.

AND JUST CONGRATULATIONS TO, TO THE CONSERVATION DISTRICT.

AND ALSO, UH, WHICH WAS ALLUDED TO A LITTLE BIT AGO, THERE WAS A SPECIAL EVENT THAT TOOK PLACE, UH, SPONSORED BY THE LLANO HOMEOWNERS JUST A COUPLE OF HOURS AGO.

AND AT THAT POINT, THE LLANO, UH, HOMEOWNERS CUMULATIVELY CONTRIBUTED, UH, OR DONATION BOTH TO THE, UH, CITIZENS ON PATROL AND ALSO TO THE FIRE FOUNDATION.

UH, EACH $10,000.

SO THE VALANA RESIDENTS EACH, UH, CONTRIBUTED TO BOTH OF THOSE ENTITIES.

SO FOR A TOTAL OF $20,000.

AND WHEN I GAVE A LITTLE TALK ON BEHALF OF, UH, CYNTHIA, I DID NOTE, NOTE THAT IN ALL MY YEARS, I'D NEVER SEEN A ONE PARTICULAR

COMMUNITY COME TOGETHER THAT WAY TO ACKNOWLEDGE OUR, OUR, UH, EMERGENCY SERVICES.

AND THAT WAS, IT WAS QUITE NOTEWORTHY.

AND, UH, I THINK BOTH CHIEFS, CHIEFS SAID THE SAME THING.

THAT THAT WAS KIND OF A, AN ANOMALY TO, TO WITNESS THAT HAPPENING.

WE'RE VERY PROUD OF OUR SAFETY RECORD IN, IN TOWN.

AND, UM, THAT'S REFLECTIVE OF THE TYPE OF COMMUNITY WE HAVE, WHICH THEY STEPPED UP TO, UH, SUPPORT OUR, WHATEVER THE FOUNDATION NEEDS TO DO TO SUPPORT FAMILIES OR WHATEVER.

SO IT WAS, IT WAS FUN TO SEE.

AND THAT'S WHERE I MET PETER OVER THERE.

UH, THAT'S WHY WE'RE ON FIRST NAME BASIS.

AND WE WERE, THE LAST TIME WE WERE THERE WAS ABOUT, UH, SEVEN YEARS AGO, AND THAT'S EXACTLY ABOUT SIX MONTHS.

JUST BEFORE THAT IS WHEN THEY HAD THE SHOOTING DOWN THERE IN VEGAS.

SO I TOOK A, A WALK DOWN THERE JUST TO REMEMBER SOME OF THE EMOTIONS THAT WERE GOING ON, BUT I CAN'T BELIEVE IT'S ACTUALLY BEEN SEVEN YEARS.

IT'S AMAZING.

FAST TIME GOES.

BUT, UH, WE HAD A GREAT RETREAT IN VEGAS, UH, THE UNITED CARPENTERS.

IT'S THE BIGGEST TRAINING CENTER IN THE UNITED STATES AND ALSO CANADA.

SO IT WAS A REALLY GOOD, UH, WORKSHOP.

AND, UH, SO I HAD A GOOD TIME.

I'M LEARNING HOW TO SPEAK SPANISH.

I'M THE ONLY ONE THAT DOESN'T SPEAK SPANISH, WELL, HOPEFULLY I'LL LEARN REAL SOON.

UM, AND THE ONLY OTHER THING TOO IS I'M DANIEL TCP 1 2 3.

CAN YOU GIVE US A STATUS ON THAT AND WHERE WE ARE AND WHEN THAT'S GONNA BE? OPERATIONAL, UH, CONSTRUCTION OF THE 1 2 3 TCP, UM, WATER TREATMENT FACILITIES MOVING ALONG QUITE WELL.

UH, WE, UH, HAVE A PROJECTED, UH, TIMEFRAME OF COMPLETION OF, UH, THIS SPRING.

UH, WE WILL NEED TO DO, UH, OR UNDERGO SOME TESTING THROUGH THE STATE WATER BOARD.

UH, THE COMMISSIONING TAKES APPROXIMATELY, UH, TWO TO THREE MONTHS.

UH, SO THE, UM, THE GOAL IS TO HAVE THE PLANT UP AND RUNNING BY SUMMER OF THIS YEAR.

JUST A QUICK QUESTION, TO BE ABLE TO SHADE THAT FROM THE STREET.

IS EARNING PLANTS TO PUT OTHER TREES OR CANVAS, I MEAN, WHAT ARE, WHAT ARE WE THINKING ABOUT DOING? UM, TOWARDS THE END OF THE PROJECT, UH, WE WILL BE INSTALLING OR PLANTING, UH, UH, A ROW OF TREES, UH, THAT WILL FRONT, UH, EUCALYPTUS, UH, DRIVE.

UH, THE GOAL IS TO, UH, UH, BUFFER AS MUCH AS WE CAN OF THE EXISTING, UH, VESSELS.

UH, AS BEAUTIFUL AS THOSE VESSELS ARE.

UM, WE, WE UNDERSTAND THEY CAN'T BE AN EYESORE, UM, FROM AN ENGINEERING STANDPOINT, I'D LOVE THE VESSELS.

UH, BUT I UNDERSTAND, UH, IT'S A, IT'S A BIT OF AN EYESORE.

UM, BUT WE WILL BE, UH, UH, BUFFERING, UH, WITH SOME, SOME SIGNIFICANT, UH, SIZE TREES.

THEY WON'T BE AT FULL MATURITY, UH, BUT IN, IN TIME THEY WILL GROW, UH, AS HIGH AS THE VESSELS AND WE'LL FULLY BLOCK THE, THE VESSELS AND ACROSS THE STREET, IS THAT ACTUALLY CITY OF CHINO HILLS OR IS IT CHINO? THE STREET, UH, THE NEIGHBORHOOD ACROSS THE STREET IS IN THE CITY OF CHINO.

THAT SAID, TONIGHT, UM, ON A SOMBER NOTE, WE'RE GOING TO ADJOURN IN THE MEMORY OF LONGTIME RESIDENT NED ROGERS WHO PASSED AWAY ON JANUARY 17TH.

UM, MANY IN OUR COMMUNITY KNEW NED AND HIS LATE WIFE, JUDY, FOR THEIR WORK WITH CARING FOR THE HILLS, A NONPROFIT ORGANIZATION, WHICH THEY STARTED IN THEIR CHINO HILLS HOME IN THE LATE 1990S.

TOGETHER WITH THE HELP OF MANY VOLUNTEERS, THEY PROVIDED MEALS FOR THOUSANDS OF PEOPLE IN OUR COMMUNITY EACH AND EVERY YEAR.

THEY OPENED THEIR HOME SEVEN DAYS A WEEK TO OFFER FOOD AND SUPPLIES FOR ANYBODY WHO NEEDED HELP.

NED WAS A US ARMY VETERAN AND A DUAL RETIREE.

HE RETIRED FROM THE US FOREST SERVICE AFTER 25 YEARS OF SERVICE WHERE HE EVEN PLAYED THE ROLE OF SMOKEY THE BEAR.

AND WE CAN SEE WHY YOU WOULD'VE NED .

HE THEN WORKED FOR THE CHINO VALLEY UNIFIED SCHOOL DISTRICT AS A GROUNDMAN AND A TRUANT OFFICER.

HE WAS VERY ACTIVE IN THE TRACK AND FIELD WORLD, INCLUDING SERVING AS A RACE STARTER IN CHINO VALLEY.

HE WAS ALSO INVOLVED WITH THE OLYMPIC TRACK AND FIELD COMMITTEE FOR OVER 30 YEARS, AND THE MOUNT SAN ANTONIO COLLEGE TRACK AND FIELD PROGRAM FOR OVER 20 YEARS THAT I DID NOT KNOW ABOUT HIM.

ON BEHALF OF THE CITY COUNCIL AND THE ENTIRE CHINO HILLS COMMUNITY, WE EXTEND OUR DEEPEST CONDOLENCES TO NED'S THREE CHILDREN, DEBORAH, ADAM, AND GAVIN, AND HIS FIVE GRANDCHILDREN.

HIS GIVING NATURE AND SELFLESS SPIRIT WILL CERTAINLY BE MISSED IN CHINO HILLS.
