AS A PROFESSOR IN THE COLLEGE OF AGRICULTURE AT CAL POLY POMONA, DAN TAUGHT COURSES ON RANGE MANAGEMENT AND IRRIGATED PASTURES FOR VARIOUS LIVESTOCK.
IN THIS ROLE, HE OFTEN USED THE TRACE HARMON RANCH AS A LOCATION FOR STUDENTS TO LEARN.
OVER THE COURSE OF THIS HIS 42 YEAR CAREER, DAN DEVELOPED EXTENSIVE KNOWLEDGE OF THE HISTORIC PROPERTY, MAKING HIM AN INVALUABLE RESOURCE AND GUIDE.

THANK YOU FOR THE OPPORTUNITY FOR LETTING US GIVE AN UPDATE ON OUR WATER TREATMENT PLANT THAT, UH, YOU'VE SEEN UNDER CONSTRUCTION FOR QUITE SOME TIME OVER ON EUCALYPTUS.
UH, FOR THOSE OF YOU THAT DON'T KNOW ME, MY NAME IS MARK WILEY.
I'M UTILITY THE OPERATIONS MANAGER.
AND WITH ME TODAY, I HAVE TWO LOVELY LADIES, UH, FAYE RAMA, OUR SENIOR ENGINEER, AND KATIE SQUIRE.
SHE IS OUR CONSTRUCTION MANAGER, UM, THAT'S BEEN OVERSEEING THE PROGRESS OF THE PLANT.
UM, BEFORE I MOVE ON, I JUST WANNA TELL YOU THAT THESE TWO LADIES HAVE PUT THEIR BLOOD, SWEAT, AND OFTEN TIMES TEARS AND HEART AND SOUL INTO THIS PLANT.
AND IT WOULDN'T BE AS FAR ALONG IF IT WASN'T FOR THEM.
UM, IF YOU RECALL, UM, THE CITY OF CHIN, CHINO HILLS, UH, 1, 2, 3 PLANT, UH, PROJECT.
THE REASON WE STARTED BUILDING THIS PLANT, IT WAS IN RESPONSE TO, UH, THE STATE OF CALIFORNIA LOWERING THE MAXIMUM CONTAMINANT LEVEL FOR A CONSTITUENT FOUND IN OUR GROUNDWATER CALLED 1 2 3 TCP.
IT'S NOT JUST IN CHINO HILLS, IT'S THROUGHOUT THE STATE OF CALIFORNIA.
AND, UM, THE STATE AND ALL THEIR WISDOM DECIDED TO LOWER THIS MAXIMUM CON CONTAMINANT LEVEL DOWN VERY LOW.
AND SO WE HAD TO TAKE ALL OF OUR WELLS OFFLINE.
UM, SO NOW WITH THE, THIS PLANT COMING ONLINE VERY SOON, UM, WE WILL, WE WILL BE ABLE TO FIRE THOSE WELLS BACK UP.
AND, UH, THIS WILL, UH, ALLEVIATE SOME OF THE, UH, IMPORTED WATER USE THAT WE USE.
UM, WE'LL, WE'LL BE ABLE TO HAVE, UH, A SUPPLY THAT'S MORE ROBUST.
AND WHEN THIS PLANT IS FULLY OPERATIONAL, WE SUSPECT WE'LL GET ABOUT 2000 GALLONS A MINUTE OUT OF IT, OR ABOUT 3 MILLION GALLONS A DAY, RIGHT AROUND THERE.
UM, NEXT UP I'M GONNA HAVE FAYE RAMA.

A FEW OF THE MILESTONES THAT WE HAVE IN OUR PROJECT.GOOD EVENING, MAYOR, CITY COUNCIL MEMBERS, AND ALSO CITY STAFF.
SO, AS YOU CAN SEE IN THIS SLIDE, UM, THE PROJECT HAS PROGRESSED THROUGH THESE SKI MILESTONES.
UH, THE CONSTRUCTION PROJECT WAS, OR CONSTRUCTION CONTRACT WAS AWARDED, UM, TWO GARNEY PACIFIC ON JUNE 28, AND OFFICIALLY STARTED CONSTRUCTION ON OCTOBER 6TH, 2022.
NOW, UM, IN THE LATE DECEMBER, WE ACTUALLY RAN INTO A DELAY.
THIS DELAY WAS ASSOCIATED TO THE UNEXPECTED DISCOVERY OF A UTILITY OR EDISON UTILITY LINE THAT RAN, UH, SMACK IN THE MIDDLE OF OUR PROJECT SITE.
SO, UH, WHILE THE IMPACTED, UH, WHILE THIS IMPACTED OUR SCHEDULE, WE, UH, EVENTUALLY RESOLVED, UM, THE ISSUES EFFICIENTLY.
AND FOR THE MOST PART, WE HAD MOVED ON AND, UM, PROGRESS, UM, LARGELY, UH, SINCE THEN, SO WE'VE NOW REACHED A MAJOR MILESTONE, AS YOU CAN SEE HERE.
UM, SUBSTANTIAL COMPLETION IS ANTICIPATED IN JUNE, 2025.
UM, THAT'S THE END OF THIS MONTH.
UM, THERE ARE CONSTRUCTION AND SYSTEM TESTING HAD BEEN COMPLETED.
WE HAVE FINAL, UH, OPERATOR AND STAFF TRAINING THAT STILL NEEDS TO BE DONE, UM, BEFORE THE PROJECT CAN BE CONSIDERED AS A, A FINAL OR FULLY COMPLETE.
SO WE'VE BEEN WORKING WITH THE STATE WATER BOARD DIVISION OF DRINKING WATER TO, UM, RECEIVED THAT OPERATIONAL PERMIT, WHICH IS ANTICIPATED, UH, THE END OF THIS YEAR, DECEMBER, 2025.
SO NEXT WE WANNA SHARE A BRIEF, UH, 20 MINUTE, OH SECOND, I'M SORRY, 20 SECONDS.

SO, UM, THIS PROJECT HAS TOTAL, UH, APPROVED PROJECT BUDGET OF $23 MILLION.
APPROXIMATELY 3.6 MILLION HAS BEEN ALLOCATED FOR CONSULTANT AND ENGINEERING SERVICES, CON COVERING DESIGN, PERMITTING SUPPORT AND CONSTRUCTION MANAGEMENT.
THE CONSTRUCTION CONTRACT, UH, ITSELF COUNTS FOR $15.6 MILLION.
UM, WHEN WE INCLUDE THE MISCELLANEOUS AND ADMINISTRATIVE EXPENSES, OUR TOTAL EXPENDITURES TO DATE IS JUST OVER, UH, $20 MILLION, MEANING THAT WE'RE STILL PRETTY MUCH WITHIN THE BUDGET APPROVED BUDGET.
SO, UM, IN LOOKING AHEAD, UH, ONCE A FACILITY IS OPERATIONAL, WE, UH, EXPECT ANNUAL, UH, COSTS FOR OPERATION AND MAINTENANCE TO BE IN THE RANGE OF $710,000.
SO THERE HAVE BEEN, UM, THIS HAS BEEN ALREADY, UH, FACTORED IN INTO OUR LONG-TERM FINANCIAL PLANNING.

AND WE THOUGHT THAT IT MIGHT BE WORTHWHILE TO FIND OUT MORE ABOUT, UH, WHO OVERSEES THE STATE PARK AS FAR AS ENSURING THAT THEY HAVE ADEQUATE, UH, UH, RESOURCES IN ORDER TO ACHIEVE ALL OF THEIR, UH, GOALS.

UH, THE BULK OF THE PRESENTATION TONIGHT WILL BE DELIVERED BY PLANNING MANAGER MICHAEL HOFFER.
BUT BEFORE YOU TURN THE PRESENTATION OVER TO HIM, I JUST WANTED TO TOUCH ON THE AMOUNT OF EFFORT THAT THE CITY HAS MADE TO WALK THROUGH THIS PROCESS WITH THE COMMUNITY.
OVER THE LAST FIVE YEARS, UH, WE HAVE HELD, UM, A TOTAL OF 22 WORKSHOPS AND PUBLIC MEETINGS, CONDUCTED TWO SURVEYS, UH, MAILED ALMOST 7,000 NOTICES DIRECTLY TO HOMES AND CONNECTED WITH THE COMMUNITY THROUGH OUTREACH AT, UH, OUR CONCERTS IN THE PARK LAST YEAR.
THIS IS AN EXTENSIVE AMOUNT OF, UH, OUTREACH AND LEVEL OF ENGAGEMENT AND, UM, I'M REALLY IMPRESSED WITH THE MANY INDIVIDUAL CONVERSATIONS THAT I AND MY PLANNING TEAM HAS HAD WITH CITIZENS REGARDING DIFFERENT COMPONENTS OF THIS PLAN, WHETHER IT BE LAND USE CHANGES, THE SAFETY ELEMENT, UH, CIRCULATION OR OR OTHER TOPICS.
UH, ALSO I'D LIKE TO NOTE THAT, UM, THE PLAN, UH, PROVIDES A FRAMEWORK, UH, FOR THE NEXT, UH, APPROXIMATELY 10 YEARS FOR THE CITY.

THE CURRENT GENERAL PLAN WAS LAST UPDATE IN 2015.
UH, IT WAS A COMPREHENSIVE UPDATE, UH, TO IMPLEMENT THE FIFTH ARENA HOUSING CYCLE.
UH, THERE WAS A TOTAL OF EIGHT ELEMENTS THAT, OR SORRY, SEVEN ELEMENTS THAT WERE UPDATED.
WE HAVE A TOTAL OF EIGHT, SEVEN ELEMENTS WERE UPDATED IN THE GENERAL PLAN.
THE ONE THAT WAS NOT UPDATED WAS THE PARKS AND RECREATION OPEN SPACE ELEMENT THAT HAD PRIOR BEEN UPDATED IN 2008.
IT WAS FOUND TO BE ADEQUATE AND DID NOT NEED TO BE UPDATED IN 2015.
UH, SO MOVING FORWARD WITH THE SIXTH ARENA CYCLE, UH, WE HAD A LITTLE OVER 3,700 UNITS

UH, THAT HOUSING ELEMENT WAS ADOPTED AND CERTIFIED IN SEPTEMBER OF 2022.
UH, AND UNDER GOVERNMENT STATE LAW, UH, THEY DO REQUIRE THE GENERAL PLAN UPDATE AND THE ZONING TO BE IMPLEMENTED WITHIN THREE YEARS OF THAT CERTIFICATION.
SO SEPTEMBER, THAT THIRD YEAR IS COMING UP IN A FEW MONTHS HERE.
JUST TO GIVE A COMPARISON OF THE SIXTH ARENA VERSUS THE FIFTH ARENA, UH, THERE'S ABOUT THREE SHY OF 3000 ADDITIONAL UNITS THAT WERE GIVEN TO THE CITY COMPARED TO THE FIFTH ARENA CYCLE.
SO IT WAS A SIGNIFICANT EFFORT TO GET THE HOUSING ELEMENT THROUGH AND AS WELL AS SIGNIFICANT EFFORT TO GET THIS GENERAL PLAN UPDATE THROUGH AS WELL.
UH, SO THE GENERAL PLAN UPDATE IS ENCOMPASSES SEVERAL COMPONENTS.
SO IT, IT UPDATES THE REMAINING SEVEN ELEMENTS, UH, THAT NEED TO BE UPDATED TO REFLECT THE HOUSING ELEMENT, UH, IMPLICATIONS AND PLAN.
UH, AND IT ALSO UPDATES AS NICK HAD STATED, SEVERAL CODE CHANGES OR CODE AMENDMENTS, UH, SPECIFIC PLAN AMENDMENTS, UH, AND ALSO FOR THE, UH, ADOPTION OF THE PARKS AND REC MASTER PLAN, AS WELL AS A COUPLE SPECIFIC PLAN AMENDMENTS.

UH, WHEN YOU'RE LOOKING AT, UH, CA, SO USING THIS METRIC, LOOKING AT THE 11 ARENA SITES, ONLY FOUR OF THEM SCREEN OUT, WHICH MEANS THEY DO NOT HAVE TO GO THROUGH A FORMAL VMT ASSESSMENT OR ANALYSIS.

AND IT'S HAPPENED IN MY HOME BEFORE WITH EXISTING RAINS.
SO IF THEY OVERWHELM THE CREEK WITH THE PAVED HILLS, IT'S NOT A SPONGE ANYMORE, SO IT'S JUST GONNA ALL RUN IN THERE.
SO ONCE IT WASHED THE BANKS OUT, THE TREES JUST TOPPLE AND IT COULD HIT HOUSES OR ANYTHING BACK THERE.
UH, THE PROPOSED BUILDING SITES ARE ON TOP OF A RECORDED FAULT LINE.
FUTURE WATER MAIN BREAKS AND SEWER ISSUES WILL OCCUR AS THE LAND SHIFTS.
FUTURE RESIDENTS WILL INTRODUCE PESTICIDES, HERBICIDES TO MAINTAIN THEIR CONCRETE JUNGLE THAT WILL LEACH INTO THE EXISTING WATERWAYS.
IT WILL TURN RURAL RESIDENTIAL INTO URBAN LANDSCAPE, WHICH WILL DESTROY THE HILLS ECOSYSTEM FOREVER.
IT WILL ALTER THE WIND PATTERNS THAT ARE DIRECTED THROUGHOUT THE HILLS.

UM, OR THERE'S OTHERS THAT ARE CURRENTLY OPEN LAND, UH, THAT'S BEING USED FOR, UH, CATTLE GRAZING OR AGRICULTURE OR SOMETHING LIKE THAT, THAT HAS BEEN ZONED FOR DEVELOPMENT FOR DECADES THAT NOW WOULD HAVE THE POTENTIAL OF CHANGING ITS LAND USE DESIGNATION, MAYBE FROM A LOWER DENSITY RESIDENTIAL TO A HIGHER DENSITY RESIDENTIAL IN ORDER TO ACCOMMODATE THAT ARENA.
UM, IF, UH, WE AS A CITY, UH, DECIDE WE DON'T LIKE A SITE, UM, WE HAVE TO FIND ANOTHER PLACE TO PUT THAT SAME AMOUNT OF POTENTIAL HOUSING.
AND IN A CITY LIKE CHINO HILLS, UH, WHERE WE HAVE A LOT OF GEOGRAPHICAL CONSTRAINTS, UH, WE HAVE A LOT OF HILLS, WE HAVE A LOT OF AREA THAT, UM, IT WILL LIKELY NEVER BE DEVELOPED BECAUSE OF THE LACK OF INFRASTRUCTURE, LACK OF ACCESS.
AS WE GO THROUGH THE YEARS AND AS WE GO THROUGH THESE HOUSING, HOUSING ELEMENT CYCLES, IT BECOMES MORE DIFFICULT TO FIND PLACES TO ACCOMMODATE THIS GROWTH.
AND SO, UM, AND BECAUSE WE HAVE THAT GROWTH CONTROL MEASURE, UNLIKE A LOT OF OTHER CITIES, UM, WE DON'T HAVE THE ABILITY TO ZONE SOME EXTRA JUST IN CASE WE, OUR LAND USE PLAN THAT IS PROPOSED, UH, IN THIS GENERAL PLAN UPDATE HAS NO MARGIN.
IT, IT BARELY MEETS, UM, THE, UH, THE STATE'S, UH, REQUIREMENTS.

AND THE PROBLEM IS THAT IS, SO IT'S PROBABLY TRIPLE OR QUADRUPLE WHAT THE LOW TO MODERATE INCOME HOUSING AVAIL AVAILABILITY WOULD BE OR COST BE.
WE RIGHT NOW, WE, WE HAVE BEEN DOING WHAT WE CALL A PAYMENT IN LIEU FEE WHERE DEVELOPERS CAN BUILD, UH, A DEVELOPMENT WITHOUT ACTUALLY GETTING INTO HAVING TO PRODUCE UNITS THAT ARE SELLING FOR THE LOWER PRICES.

THERE'S A LOT OF CITIES THAT ARE ALREADY IN THAT, UM, SPOT WHERE, UH, HOUSING COMMUNITY DEVELOPMENT IS LEVYING FINES OR, UH, FILING SUITS FOR NON-COMPLIANCE WITH HOUSING ELEMENT.
UM, UH, SO THAT'S A POSITION THAT I WOULD RECOMMEND THAT WE, THAT WE NOT, UH, GET OURSELVES INTO, UH, BY ADOPTING THE ZONING, UH, CHANGES THAT ARE PROPOSED.
HOWEVER, AGAIN, THERE, UM, THE LARGER AREAS WILL REQUIRE FURTHER SQL ANALYSIS, FURTHER STUDY, AND, UH, THERE WILL BE AN OPPORTUNITY FOR, UH, THE PUBLIC TO PARTICIPATE IN THOSE DECISIONS.
UH, AS, UH, DEVELOPMENT PROJECTS ARE PROPOSED ON, ON THOSE SITES, UM, THE CITY STILL DOES HAVE, UH, A LITTLE BIT OF ABILITY, UM, TO, UH, DECIDE WHAT HAPPENS WITHIN THE COMMUNITY.

AND THEN WE HAVE CHALLENGES AT THE FEDERAL LEVEL RANGING FROM THE, UH, NON ADOPTION OF A BUDGET TO THE POTENTIAL ELIMINATION OF PROGRAMS LIKE CDBG.
UH, AND THEN WE HAVE DEVELOPMENT ACTIVITY THAT PAYS FOR CERTAIN, UH, SU STUDIES AND ACTIVITY IN THE CITY, BUT THAT FLUCTUATES BASED ON MARKET.
SIMILAR TO THE COMMENTS THAT WERE MADE WHEN REVIEWING, UH, THE, UH, GENERAL PLAN WE HAVE, UH, UH, THAT'S ALL BEHOLDEN ON THE PROPERTY OWNERS AND THE DEVELOPERS.
UH, LIKE MOST OF OUR RESIDENTS, WE ARE EXPERIENCING INFLATION THAT IMPACTS OUR CONTRACTS, UH, WAGES AND COSTS OF GOODS AND OUR COSTS FOR ELECTRICITY, WATER, UH, ALL OF THAT AFFECTS OUR BUDGET MU MUCH LIKE, UH, INDIVIDUAL HOUSEHOLDS.
AND, UH, AS THIS CITY AGES, UH, IT COSTS US MORE TO MAINTAIN OUR 44 PARKS, OUR ROADWAYS, OUR WATER SYSTEMS. ALL OF THOSE ARE AFFECTED BY THE FACT THAT, UH, THESE ITEMS JUST WEAR OUT AND WE HAVE TO REPLACE THEM OVER TIME.
UH, IN OUR GENERAL FUND, WE TYPICALLY, I MEAN OUR, OUR BUDGET, WE TYPICALLY LOOK AT TWO DIFFERENT TYPES, UH, OF, UH, BUDGET BUCKETS.
WHEN WE LOOK AT ALL OF OUR FUNDS, WE ARE A $148 MILLION OPERATION AS FAR AS REVENUES.
OUR EXPENDITURES THIS YEAR WE'RE PROPOSING TO SPEND $150 MILLION.
UH, BUT WE SPEND A LOT MORE TIME FOCUSED, NOT JUST ON OUR TOTAL ALL FUNDS, BUT THE GENERAL FUND.
THIS IS WHERE THE COUNCIL HAS THE MOST DISCRETION.
UH, AND SO WE ARE PROJECTING THIS YEAR THAT WE'RE, OUR REVENUE WILL BE $56.4 MILLION.
UH, BUT WE ARE PROPOSING, UH, IN ORDER TO, UH, MAINTAIN THE QUALITY OF LIFE, UH, THAT OUR RESIDENTS EXPECT.
UH, AND IN ORDER TO TAKE CARE OF SOME DEFERRED MAINTENANCE THAT WE'VE PUT OFF OVER THE YEARS, WE'RE PLANNING TO, FOR THE FIRST TIME SPEND MORE THAN WE'RE BRINGING IN, IN REVENUE FOR GENERAL FUND, UH, ROUGHLY 2.2, UH, MILLION DOLLARS.
AND I'LL GO A LITTLE BIT IN THE DETAIL WITH THAT.
UH, BUT EVEN THOUGH WE ARE PROPOSING TO SPEND, UH, UH, AT, UH, $2 MILLION MORE THAN REVENUE, WE STILL HAVE A ROBUST, UH, RESERVE OR FUND BALANCE.

UH, WE ARE $3.8 MILLION, UH, IN THE WHOLE.

UH, BRIEF, UH, UH, LOOK, HERE YOU CAN SEE THE SLICES OF THE $147,000, I'M SORRY, $147.9 MILLION OF REVENUE WITH CHARGES FOR SERVICES BEING OUR LARGEST SLICE.

SO WHEN WE LOOK AT THE GENERAL FUND REVENUE BY TYPE, UH, PROPERTY TAXES, UH, REPRESENTS 36% OF THE REVENUE WE RECEIVE ARE 20 MILLION.
AND WE CONSTANTLY HAVE TO DRIVE HOME FOR THE PUBLIC, EXCUSE ME, THAT WHILE, UH, IF YOU, UH, AS AN EXAMPLE, HAVE A MILLION DOLLAR HOME IN, UH, IN TOWN, AND YOU'RE WRITING A $10,000 CHECK FOR YOUR PROPERTY TAXES, 1% OF THAT ASSESSED VALUE, UH, ONLY $400 OF THAT GOES TO THE CITY.
WE ARE A RARE, UH, OCCURRENCE THROUGHOUT THE STATE.
THERE'S A HANDFUL OF OTHER CITIES IN OUR COUNTY THAT ARE LIKE US, BUT, UH, 4% OF THE 1% IS A VERY SMALL SLICE.
UH, AND SO WE'RE, UH, OFTENTIMES RESIDENTS THINK THAT DEVELOPMENT WILL, UH, BE A CASH COW FOR THE CITY AND JUSTICE.

AND WE'RE ABLE TO, FOR $19 MILLION, GET A MUCH LARGER BANG FOR OUR BUCK THAN IF WE HAD TO RUN OUR OWN POLICE DEPARTMENT.
AND SO, UH, IT'S BEEN A GREAT VALUE, BUT IT IS A SIGNIFICANT, UH, UH, UH, PORTION OF THE DISCRETIONARY, UH, GENERAL FUND THAT THE COUNCIL CAN MAKE, UH, DECISIONS ON.
UH, AGAIN, PUBLIC WORKS IS THE NEXT CLOSEST OPERATION, BUT WHEN YOU THINK OF EV 44 PARKS, 3000 ACRES OF OPEN SPACE, THERE'S, THERE'S BOUND TO BE A LOT OF PUBLIC WORK ACTIVITY THAT'S GOING ON HERE.
UH, WHAT'S PROPOSED FOR THE BUDGET, UH, THIS YEAR AND OUR, UH, PERSONNEL IS WE ARE A CITY WITH 156, UH, FULL-TIME POSITIONS.
THOSE TWO ADDITIONAL POSITIONS ARE IN OUR WATER PROGRAM.
UH, WE DO HAVE SEVEN, UH, UH, UH, PERSONNEL RECLASS WHERE WE'RE MATCHING, UH, EXISTING POSITIONS TO THE WORK THAT'S BEING DONE, UH, TO BETTER, UH, UH, EMPOWER OUR STAFF TO SERVE THE, UH, PUBLIC, UH, AND QUITE FRANKLY, FOR US TO BE ABLE TO DO MORE, UH, WITH THE STAFF THAT WE HAVE BY MATCHING THEIR JOBS TO, UH, THE WORK THAT THEY DO.

ONE ON EUCALYPTUS, THE OTHER ON ENGLISH ROAD.
UM, YOU MAY SEE, UM, YOU MAY HAVE SEEN SOME DISRUPTION ON, UH, PEYTON DRIVE AT BOISE REPUBLIC AND ENGLISH ROAD.
AND WHAT THE CONTRACTOR'S DOING RIGHT NOW IS, UH, TYING INTO THE EXISTING, UH, RECYCLED WATER MAIN THAT'S ON PEYTON DRIVE.
UH, AS FAR AS TIME, UH, WE'RE LOOKING AT COMPLETING THE PROJECT BY THE END OF THE SUMMER, IF NOT EARLY FALL.
UM, UH, THAT'S, AND THAT'S FOR BOTH PROJECTS.
THERE MAY BE SOME, UH, DELAYS OVER ON EUCALYPTUS, UH, WITH THE INSTALLATION OF THE, UH, THE HAWK SIGNAL, THE, THE PEDESTRIAN SIGNAL AS WE ARE WAITING FOR, UH, MATERIALS TO ARRIVE.
UH, SOME OF THOSE ITEMS HAVE LONG LEAD TIMES, UM, BUT THE REMAINING IMPROVEMENTS WILL BE DONE BY THE END OF THE SUMMER, UH, AND SHOULD HAVE THAT SIGNAL UP, UM, SOMETIME IN THE FALL WITH ENGLISH ROAD.
PART OF THE PLAN IS TO ALLOW THE, UH, RESIDENTS THAT, UH, ARE ON ENGLISH ROAD TO TIE IN POSSIBLY HAVE WE STARTED INTERACTING.
AND I KNOW I'VE ASKED THIS QUESTION SEVERAL MONTHS AGO WITH THEM AS FAR AS GIVING THEM AN IDEA OF WHAT THE PROCESS WILL BE, WHAT THE POTENTIAL COST MAY BE TO THEM TO DO THAT PLUMBING TIE IN.
HAVE WE STARTED ANY OF THAT YET? WE HAVE, AND THE STAFF HAS REACHED OUT TO ALL THE RESIDENTS, UM, AND SOME RESIDENTS HAVE, UM, CONTACTED US WITH SPECIFIC QUESTIONS, UH, IN TERMS OF UH, WHAT IT WOULD TAKE FOR THEM TO BE ABLE TO TIE INTO IT.
SO WE ARE ACTIVELY WORKING WITH ALL THOSE RESIDENTS AND UH, WE'RE ENCOURAGING RESIDENTS TO, EVEN IF THEY'RE REMOTELY INTERESTED TO CONTACT US AND WE'D BE MORE THAN HAPPY TO GIVE THEM ALL THE INFORMATION THAT THEY MAY NEED TO, UM, TO HELP THEM WITH THEIR DECISION MAKING.

THERE'S PEOPLE THAT, UM, THAT BUT UP TO SHADY VIEW WHERE THEIR BACKYARD WAS THE BEAUTIFUL HILLS FOR DECADES AND THAT'S NOT SOME OF THEM, YOU KNOW, THERE'S, IT IS JUST DIFFERENT NOW.
SO, UM, I'M NOT SURE IF THAT WOULD'VE MADE EVERYONE FEEL BETTER.

I MEAN, THESE THINGS ARE COMING UP, BUT OUR STAFF AND NICK, YOU GUYS, WE ARE ALL DOING A GREAT JOB.

WE UPDATED, GOT AN UPDATE ON THE CALIFORNIA HIGH SPEED RAIL, UM, UNDER NEW LEADERSHIP.
SO I GUESS IT'S GONNA MOVE A LITTLE BIT FASTER.
THEY SAY PHASE ONE IS 494 MILES, PHASE TWO IS 300 MILES, AND THE LAST THING THEY DO IS ACTUALLY LAY TRACK UNDER CONSTRUCTION RIGHT NOW IS 112 MILES.
WE GOT BRIGHT LINE UPDATES, UH, THE REGIONAL COUNCIL, WE APPROVE THE EXECUTIVE DIRECTOR'S CONTRACT AND AMENDMENTS.
AND THEN I WANNA THANK STAFF FOR PICKING UP SOME TIRES ON CARBON CANYON.
