AS A PROFESSOR IN THE COLLEGE OF AGRICULTURE AT CAL POLY POMONA, DAN TAUGHT COURSES ON RANGE MANAGEMENT AND IRRIGATED PASTURES FOR VARIOUS LIVESTOCK.
IN THIS ROLE, HE OFTEN USED THE RANCH AS A LOCATION FOR STUDENTS TO LEARN.

THE NEXT ITEM ON OUR AGENDA IS A PRESENTATION ON THE 123 TCP PROJECT TO BE PRESENTED BY MARK WILEY AND FAYE RAMA.MAYOR, COUNCIL MEMBERS AND STAFF.
THANK YOU FOR THE OPPORTUNITY FOR LETTING US GIVE AN UPDATE ON OUR WATER TREATMENT PLANT THAT YOU'VE SEEN UNDER CONSTRUCTION FOR QUITE SOME TIME OVER ON EUCALYPTUS.
FOR THOSE OF YOU THAT DON'T KNOW ME, MY NAME IS MARK WYLIE. I'M THE UTILITY OPERATIONS MANAGER. AND WITH ME TODAY I HAVE TWO LOVELY LADIES, FAYE RAMA, OUR SENIOR ENGINEER, AND KATIE SQUIRE.
SHE IS OUR CONSTRUCTION MANAGER THAT'S BEEN OVERSEEING THE PROGRESS OF THE PLANT.
BEFORE I MOVE ON, I JUST WANT TO TELL YOU THAT THESE TWO LADIES HAVE PUT THEIR BLOOD, SWEAT, AND OFTENTIMES TEARS AND HEART AND SOUL INTO THIS PLANT, AND IT WOULDN'T BE AS FAR ALONG IF IT WASN'T FOR THEM.
SO WE OWE THEM A LOT. IF YOU RECALL THE CITY OF CHINO HILLS ONE, TWO, THREE PLANT PROJECT.
THE REASON WE STARTED BUILDING THIS PLANT WAS IN RESPONSE TO THE STATE OF CALIFORNIA LOWERING THE MAXIMUM CONTAMINANT LEVEL FOR A CONSTITUENT FOUND IN OUR GROUNDWATER CALLED ONE, TWO, THREE TCP. IT'S NOT JUST IN CHINO HILLS.
IT'S THROUGHOUT THE STATE OF CALIFORNIA.
AND THE STATE AND ALL THEIR WISDOM DECIDED TO LOWER THIS MAXIMUM CONTAMINANT LEVEL DOWN VERY LOW. AND SO WE HAD TO TAKE ALL OF OUR WELLS OFFLINE.
SO NOW WITH THIS PLANT COMING ONLINE VERY SOON, WE WILL BE ABLE TO FIRE THOSE WELLS BACK UP.
AND THIS WILL ALLEVIATE SOME OF THE IMPORTED WATER USE THAT WE USE.
WE'LL BE ABLE TO HAVE A SUPPLY THAT'S MORE ROBUST.
AND WHEN THIS PLAN IS FULLY OPERATIONAL, WE SUSPECT WE'LL GET ABOUT 2000 GALLONS A MINUTE OUT OF IT, OR ABOUT 3 MILLION GALLONS A DAY RIGHT AROUND THERE.

THE CONSTRUCTION PROJECT WAS OR CONSTRUCTION CONTRACT WAS AWARDED TO GARIN PACIFIC ON JUNE 28TH AND OFFICIALLY STARTED CONSTRUCTION ON OCTOBER 6TH, 2022. NOW IN THE LATE DECEMBER, WE ACTUALLY RAN INTO A DELAY, AND THIS DELAY WAS ASSOCIATED TO THE UNEXPECTED DISCOVERY OF A UTILITY OR EDISON UTILITY LINE THAT RAN SMACK IN THE MIDDLE OF OUR PROJECT SITE.
SO WHILE THE IMPACTED WHILE THIS IMPACTED OUR SCHEDULE, WE EVENTUALLY RESOLVED THE ISSUES EFFICIENTLY.
AND FOR THE MOST PART, WE HAD MOVED ON AND PROGRESSED LARGELY SINCE THEN. SO WE'VE NOW REACHED A MAJOR MILESTONE, AS YOU CAN SEE HERE. SUBSTANTIAL COMPLETION IS ANTICIPATED IN JUNE 2025.
THERE ARE CONSTRUCTION AND SYSTEM TESTING HAVE BEEN COMPLETED.
WE HAVE FINAL OPERATOR AND STAFF TRAINING THAT STILL NEEDS TO BE DONE BEFORE THE PROJECT CAN BE CONSIDERED AS A FINAL OR FULLY COMPLETE.
SO WE'VE BEEN WORKING WITH THE STATE WATER BOARD DIVISION OF DRINKING WATER TO RECEIVE THAT OPERATIONAL PERMIT, WHICH IS ANTICIPATED AT THE END OF THIS YEAR, DECEMBER 2025. SO NEXT WE WANT TO SHARE A BRIEF 20 MINUTE.
THERE CAN BE THAT LONG 22ND LAPSE VIDEO OF THE TCP CONSTRUCTION SITE.

WE HAVE ACTUALLY CHANGED OUT FROM HAVING STANDARD ASPHALT PAVING INTO PERVIOUS PAVING SO THAT YOU KNOW, ANY KIND OF RAINWATER THAT WE HAVE WILL ACTUALLY SOAK INTO THE GROUND INSTEAD OF JUST, YOU KNOW, WASHING AWAY.
SO WHAT WE USED WAS A NEWER TECHNOLOGY CALLED ECO RASTER.
AND SO WE HAVE, YOU KNOW, ABOUT A FOOT OF, OF ROCK WITH A KIND OF A PLASTIC TILE, SO TO SPEAK, TO HOLD IT IN PLACE.
BUT IT'S, IT'S HELD UP PRETTY WELL WITH THE RAINS THAT WE'VE, WE HAVE ENCOUNTERED THIS YEAR. YOU KNOW, WE'VE BEEN ABLE TO DRIVE ON IT RIGHT AWAY.

AND YOU KNOW, IT WILL NOW BE A QUIETER, MORE EFFICIENT PUMP THAT'S IN THERE.
THE ABILITY TO RUN, YOU KNOW, ALL FIVE AT, YOU KNOW, THE VARIOUS TIMES DEPENDING ON, ON WHAT THE CITY'S NEED IS, IS THERE FOR YOU. LET'S SEE THE CENTER ONE, JUST A DIFFERENT ORIENTATION.

SO THIS PROJECT HAS TOTAL APPROVED PROJECT BUDGET OF $23 MILLION.
APPROXIMATELY 3.6 MILLION HAS BEEN ALLOCATED FOR CONSULTING AND ENGINEERING SERVICES COVERING DESIGN, PERMITTING, SUPPORT AND CONSTRUCTION MANAGEMENT.
THE CONSTRUCTION CONTRACT ITSELF ACCOUNTS FOR $15.6 MILLION.
WHEN WE INCLUDE THE MISCELLANEOUS AND ADMINISTRATIVE EXPENSES, OUR TOTAL EXPENDITURES TO DATE IS JUST OVER $20 MILLION, MEANING THAT WE'RE STILL PRETTY MUCH WITHIN THE BUDGET APPROVED BUDGET.
SO IN LOOKING AHEAD, ONCE THE FACILITY IS OPERATIONAL, WE EXPECT ANNUAL COSTS FOR OPERATION AND MAINTENANCE TO BE IN THE RANGE OF $710,000.
SO THERE HAVE BEEN THIS HAS BEEN ALREADY FACTORED IN INTO OUR LONG TERM FINANCIAL PLANNING. SO I THINK MOVING FORWARD, I'D LIKE TO TURN IT OVER AGAIN TO MARK WILEY.

AND THEN WE ALSO SPOKE WITH BREA AND BREA FIRE TO WRAP OUR ARMS AROUND WHAT WE THOUGHT THE CONCERNS WERE AT THE STATE PARK.
AND IN SUMMARY, WHAT WAS INTERESTING IS THAT NO ONE,

WE DIDN'T HAVE A CLEAR SENSE OF WHO OVERSAW THOSE ACTIVITIES, AND WE THOUGHT THAT IT MIGHT BE WORTHWHILE TO FIND OUT MORE ABOUT WHO OVERSEES THE STATE PARK AS FAR AS ENSURING THAT THEY HAVE ADEQUATE RESOURCES IN ORDER TO ACHIEVE ALL OF THEIR GOALS. AND WHO OVERSEES THAT? AND DOES THIS LOCAL JURISDICTIONS HAVE ANY ANY AUTHORITY OVER THE STATE PARK? AND SO THAT MEETING THEN LED TO OUR LOCAL STATE SENATOR, KELLY CELARDO WAS VERY INTERESTED IN MOVING FORWARD.
THIS REVIEW, HE SUBMITTED A LETTER THROUGH THE JOINT LEGISLATIVE AUDIT COMMITTEE PROCESS TO HAVE SEVERAL QUESTIONS ANSWERED ON OUR BEHALF.
AND IT'S INTERESTING BECAUSE I KNOW FOR ME, I WASN'T FAMILIAR WITH THIS PROCESS, BUT WHEN WE THINK OF AUDIT, WE USUALLY THINK OF KIND OF A FINANCIAL REVIEW. BUT THIS PROCESS LOOKS AT NOT JUST THE FINANCIALS, BUT WHETHER OR NOT THE PROGRAM OR THE AGENCY IS PERFORMING ALL OF THE DUTIES AND WHETHER OR NOT THEY HAVE THE VARIOUS LEVELS OF ACCOUNTABILITY BUILT IN.
JUST AS AN EXAMPLE, ONE OF THE PERSPECTIVES THAT THE AUDIT COMMITTEE LOOKS AT IS WHETHER OR NOT THE PERFORMANCE OF THE GOVERNMENT AGENCY, THEIR FUNCTION IS CREATING ACCURATE AND RELIABLE RESULTS, WHETHER OR NOT IT'S EFFECTIVE.

WE ALSO INCLUDED THE CITY OF YORBA LINDA IN ORDER TO NOT ONLY DISCUSS THE ISSUES WE HAD RAISED IN THE AUDIT LETTER, BUT JUST DEVELOPING A GENERAL UNDERSTANDING OF WHAT ALL OF OUR AGENCIES SEE AS THE RISKS THAT ARE PRESENTED IN OUR JURISDICTIONS, SPECIFIC WHAT WE'RE RESPONSIBLE FOR, AND THEN ALSO HOW THE STATE PARK IS MANAGING THEIR RISK. WHILE WE HAD A GREAT DIALOG AND A LOT OF A LOT WAS LEARNED AND WE'RE INTENDING TO CONTINUE THESE MEETINGS, WE DIDN'T ANSWER THE QUESTIONS TO THE LEVEL THAT WE THOUGHT THE AUDIT PROCESS WOULDN'T BE BENEFICIAL.

TONIGHT, STAFF IS PRESENTING THE 2025 GENERAL PLAN UPDATE, ACCOMPANYING ENVIRONMENTAL IMPACT REPORT AND DEVELOPMENT CODE AND SPECIFIC PLAN UPDATES, WHICH WILL FULLY IMPLEMENT THE ADOPTED SIX CYCLE HOUSING ELEMENT.
THE BULK OF THE PRESENTATION TONIGHT WILL BE DELIVERED BY PLANNING MANAGER MICHAEL HOEFLINGER. BUT BEFORE YOU TURN THE PRESENTATION OVER TO HIM, I JUST WANTED TO TOUCH ON THE AMOUNT OF EFFORT THAT THE CITY HAS MADE TO WALK THROUGH THIS PROCESS WITH THE COMMUNITY OVER THE LAST FIVE YEARS.
WE HAVE HELD A TOTAL OF 22 WORKSHOPS AND PUBLIC MEETINGS, CONDUCTED TWO SURVEYS, MAILED ALMOST 7000 NOTICES DIRECTLY TO HOMES, AND CONNECTED WITH THE COMMUNITY THROUGH OUTREACH AT OUR CONCERTS IN THE PARK LAST YEAR. THIS IS AN EXTENSIVE AMOUNT OF OUTREACH AND LEVEL OF ENGAGEMENT.
AND I'M REALLY IMPRESSED WITH THE MANY INDIVIDUAL CONVERSATIONS THAT I AM A PLANNING TEAM HAS HAD WITH CITIZENS REGARDING DIFFERENT COMPONENTS OF THIS PLAN, WHETHER IT BE LAND USE CHANGES, THE SAFETY ELEMENT, CIRCULATION, OR OR OTHER TOPICS.
ALSO, I'D LIKE TO NOTE THAT THE PLAN PROVIDES A FRAMEWORK FOR THE NEXT APPROXIMATELY TEN YEARS FOR THE CITY, BUT.
BUT ANY AREAS THAT ARE SLATED FOR SOME TYPE OF CHANGE WILL ALSO UNDERGO THEIR OWN PROJECT LEVEL EVALUATION. BUT A LOT OF WHAT WAS DONE HAS BEEN PREPARED IN-HOUSE BY STAFF.
AND AND MIKE DID A LOT OF THAT AND SPENT A LOT OF TIME IN MEETINGS WITH PEOPLE AT THE COUNTER AND IN THE COMMUNITY AND, AND ON THE PHONE TO HELP REALLY REFINE THESE, AS WELL AS WORKING EXTENSIVELY WITH OUR PLANNING COMMISSION AND OTHER COMMISSIONS.

IT HAS BEEN A LONG PROCESS FIVE YEARS IMPLEMENTING THIS ENTIRE SIX ARENA CYCLE.
I STARTED IN 2020 WITH THE HOUSING ELEMENT.
I THEN MOVED OVER TO THE GENERAL PLAN, WHICH IS BEFORE YOU TONIGHT.
SO A LITTLE BIT OF BACKGROUND, THE CURRENT GENERAL PLAN WAS LAST UPDATED IN 2015. IT WAS A COMPREHENSIVE UPDATE TO IMPLEMENT THE FIFTH ARENA HOUSING CYCLE.
THERE WAS A TOTAL OF EIGHT ELEMENTS THAT OR SORRY, SEVEN ELEMENTS THAT WERE UPDATED. WE HAVE A TOTAL OF EIGHT. SEVEN ELEMENTS WERE UPDATED IN THE GENERAL PLAN. THE ONE THAT WAS NOT UPDATED WAS THE PARKS AND RECREATION OPEN SPACE ELEMENT THAT HAD PRIOR BEEN UPDATED IN 2008 AND WAS FOUND TO BE ADEQUATE AND DID NOT NEED TO BE UPDATED IN 2015.
SO MOVING FORWARD WITH THE SIXTH ARENA CYCLE, WE HAD A LITTLE OVER 3700 UNITS THAT WAS ALLOCATED FROM THE STATE TO THE CITY OF CHINO

HILLS, VARIOUS INCOME LEVELS THAT WERE PLANNED FOR THE HOUSING PERIOD OF 2021 TO 2029. THE HOUSING ELEMENT ESSENTIALLY PUT THAT PLAN TOGETHER, FOUND ARENA SITES TO EITHER REZONE, UPZONE OR ANYTHING LIKE THAT TO ACCOMMODATE FOR THOSE 3700 UNITS. THAT HOUSING ELEMENT WAS ADOPTED AND CERTIFIED IN SEPTEMBER OF 2022, AND UNDER GOVERNMENT STATE LAW, I.THEY DO REQUIRE THE GENERAL PLAN UPDATE AND THE ZONING TO BE IMPLEMENTED WITHIN THREE YEARS OF THAT CERTIFICATION.
SO SEPTEMBER THAT THIRD YEAR IS COMING UP IN A FEW MONTHS HERE.
JUST TO GIVE A COMPARISON OF THE SIX ARENA VERSUS THE FIFTH ARENA, THERE'S ABOUT THREE SHY OF 3000 ADDITIONAL UNITS THAT WERE GIVEN TO THE CITY COMPARED TO THE FIFTH ARENA CYCLE.
SO IT WAS A SIGNIFICANT EFFORT TO GET THE HOUSING ELEMENT THROUGH AND AS WELL AS SIGNIFICANT EFFORT TO GET THIS GENERAL PLAN UPDATE THROUGH AS WELL.
SO THE GENERAL PLAN UPDATE IS ENCOMPASSES SEVERAL COMPONENTS.
SO IT UPDATES THE REMAINING SEVEN ELEMENTS THAT NEED TO BE UPDATED TO REFLECT THE HOUSING ELEMENT IMPLICATIONS AND PLAN.
AND IT ALSO UPDATES, AS NICK HAD STATED, SEVERAL CODE CHANGES OR CODE AMENDMENTS.
SPECIFIC PLAN AMENDMENTS, AND ALSO FOR THE ADOPTION OF THE PARKS AND REC MASTER PLAN, AS WELL AS A COUPLE SPECIFIC PLAN AMENDMENTS.
WHOOPS. YES, I WANT YOU TO REEMPHASIZE FOR THE PEOPLE THAT DIDN'T CATCH THAT THE PREVIOUS FIFTH EDITION WENT FROM HOW MANY? ABOUT 800 UNITS. YEAH, WE HAD ABOUT 800 UNITS IN THE FIFTH CYCLE, A LITTLE UNDER. AND THIS IS A LITTLE OVER 3700.
SO ABOUT 3000 MORE UNITS WERE ALLOCATED.

THE LAND USE ELEMENT, THERE'S A COUPLE ELEMENTS THAT HAD SOME COMPREHENSIVE UPDATES BASED ON THE HOUSING PLAN AND IMPLEMENTATION THAT WE HAD TO DO FOR THE SIXTH ARENA CYCLE.
WE HAD TO INCLUDE THE NEW LAND USE DESIGNATIONS FOR THE ARENA SITES, THERE'S 11 TOTAL ARENA SITES.
BUT AS YOU ALL ARE AWARE, WE MOST OF OUR MULTIFAMILY ZONED PROPERTIES HAVE BEEN DEVELOPED AND WE DO NOT HAVE A LOT OF INVENTORY IN THE CITY.
SO WE IMMEDIATELY ALMOST BECAME INTO A SHORTFALL WHEN WE WERE ALLOCATED THE THE UNITS. NOT ALL 3700 UNITS ARE DESIGNATED FOR HIGH DENSITY.
IT WAS ABOUT 2200 THAT WERE DESIGNATED.
SO WE HAD TO FIND SEVERAL DIFFERENT SITES TO REZONE TO ACCOMMODATE THOSE.
SO THE LAND USE ELEMENT UPDATE IDENTIFIES THOSE NEW LAND USE DESIGNATIONS FOR THOSE ARENA SITES. ALSO UPDATED THE BUILD OUT TABLES 30 YEAR BUILD OUT FOR THE CITY AND AS WELL AS THE POPULATION PROJECTIONS.
MINOR UPDATES TO THE CIRCULATION ELEMENT INCLUDES ROADWAY DESCRIPTIONS, CLARIFICATIONS FOR THAT MATTER PUBLIC TRANSIT.
THE NEW METRIC FOR SEQUA VMT, WHICH IS VEHICLE MILES, TRAVELED AS WELL AS UPDATING THE ROADWAY PLAN.
SOME MINOR UPDATES TO THE CONSERVATION ELEMENT REALLY REFLECT THE CURRENT OR THE RECENTLY DONE WATER AND WASTEWATER MASTER PLANS, AND THEN ALL THE UPDATED MAPS FROM BIOLOGICAL RESOURCES AND SO FORTH HAVE ALSO BEEN INCLUDED IN THE EXHIBIT.
THE PARKS, RECREATION AND OPEN SPACE ELEMENT WAS UPDATED TO INCORPORATE THAT MASTER PLAN THAT WAS UPDATED IN 2020, AND WHICH REALLY FOCUSED ON THE AMENITIES, PARKS, FACILITY UPDATES AND SO FORTH.
THE NOISE ELEMENT PROBABLY HAD THE LEAST AMOUNT OF UPDATES.
IT WAS JUST MINOR UPDATES REFLECTING THE NOISE STUDY THAT WAS DONE FOR THE EIR, THE SAFETY ELEMENT WHICH WAS PROBABLY THE LARGEST UPDATE, MORE COMPREHENSIVE UPDATE.
AS YOU RECALL, WE HAD A JOINT PLANNING COMMISSION CITY COUNCIL WORKSHOP ON THAT SAFETY ELEMENT THAT INCORPORATES MANY COMPONENTS OF STATE LAW COMPLIANCE.
IT INCLUDES CLIMATE CHANGE, VULNERABILITY ASSESSMENT, EMERGENCY EVACUATION ANALYSIS, AND THEN ALSO INCLUDES THE EXHIBITS AND MAPS OF THE UPDATED CAL FIRE HAZARD MAPS.
AND THEN THE LAST ELEMENT THAT WAS UPDATED WAS OUR ECONOMIC DEVELOPMENT ELEMENT, WHICH PRIMARILY FOCUSED ON SOME OF THE COMMERCIAL DEVELOPMENT THAT HAD HAPPENED SINCE 2015. WE WANTED CURRENT INFORMATION.

THERE ARE SEVERAL SECTIONS IN THE MUNICIPAL CODE THAT WAS UPDATED TO IMPLEMENT THE HOUSING ELEMENT PLAN. OTHERS WERE THERE FOR CONSISTENCY AND ALSO TO COMPLY WITH STATE LAW REQUIREMENTS. CHAPTER 1602 DEFINITIONS.
THE MULTIFAMILY DEFINITION WAS UPDATED TO PROVIDE CONSISTENCY WITH STATE LAW DEFINITIONS. CHAPTER 1604 ZONING DESIGNATIONS INCLUDE THE NEW RIJINO ZONES.
SO NOT ONLY WE HAVE TO UPDATE THE LAND USE MAP AND THE ADDITIONAL LAND USES AND THE GENERAL PLAN. WE ALSO HAVE TO INCLUDE IN THE ZONING MAP THE NEW ZONES AS WELL FOR THE SITES. CHAPTER 1611 CONDO CONVERSION.

A LOT OF BUILDING CODE CYCLES HAVE HAPPENED SINCE DEVELOPMENT PRACTICES, BUILDING PRACTICES. SO THIS WAS MOSTLY UPDATED TO FACILITATE HOUSING IN A MANNER THAT IS COMPLIANT WITH BUILDING CODE, STATE LAW AND CURRENT DEVELOPMENT PRACTICES.
CHAPTER 1634 PARKING. UPDATED THE PARKING TABLE TO INCLUDE PARKING REQUIREMENTS FOR THE NEW ARENA ZONES AND. CHAPTER 1658 ADMINISTRATIVE PROCEDURES.
WE ADDED HOUSING PLAN APPROVAL WHICH IS UNDER THE NEW CHAPTER 1615 HOUSING PRIORITY ZONING DISTRICTS. THIS CHAPTER IS FOCUSED ON JUST THE ARENA ZONES THAT WE ARE ADDING TO THE MUNICIPAL CODE AND TO THE ZONING MAP AND GENERAL PLAN AS WELL.
THIS CHAPTER WILL ESTABLISH DEVELOPMENT STANDARDS FOR THOSE ZONES.
THE REVIEW PROCESS FOR THE HOUSING PLAN APPROVAL, WHICH IS ONLY SPECIFIC TO RESIDENTIAL PROJECTS THAT WILL OFFER 20% OR MORE AFFORDABLE TO LOWER INCOME, AFFORDABLE PROJECTS, AND THEN ALSO ESTABLISHES THE FINDINGS, THE BASIS FOR THE APPROVAL AS WELL AS THOSE REQUIREMENTS UNDER STATE LAW TO ALLOW THAT STREAMLINING PROCESS.
THE SECOND NEW COMPONENT TO THE MUNICIPAL CODE IS APPENDIX F, WHICH IS OUR OBJECTIVE DESIGN STANDARDS.
BECAUSE OF MANY RECENT HOUSING, STATE LAWS, HAVE REALLY BEEN PUSHING FOR STREAMLINING HOUSING. AND WHETHER IT'S MULTIFAMILY UNDER MIXED USE PROJECTS, ANYTHING LIKE THAT. AND WHEN YOU STREAMLINE THOSE PROJECTS ADMINISTRATIVELY, YOU HAVE TO HAVE A REALLY GOOD SET OF OBJECTIVE DESIGN STANDARDS THAT MEET YOUR HIGH QUALITY DESIGN, WHAT THE COMMUNITY EXPECTS, WHAT CITY STAFF EXPECTS.
OUR MUNICIPAL CODE WAS LACKING, REALLY DIDN'T HAVE ANY OBJECTIVE DESIGN STANDARDS FOR MULTIFAMILY.
WHAT YOU SEE IN THE CITY NOW IS REALLY A RESULT FROM DEVELOPERS WORKING WITH STAFF AND BEING ABLE TO PUT A HIGH QUALITY DEVELOPMENT TOGETHER, LISTENING TO TO THE COMMUNITY, UNDERSTANDING THEIR NEEDS AND EVERYTHING.
SO THIS OBJECTIVE DESIGN STANDARD SOLIDIFIES THOSE STANDARDS THAT REALLY HAVE BEEN APPLIED TO OTHER PROJECTS IN THE PAST AS WELL.
SO THESE STANDARDS WILL BE ACROSS THE BOARD FOR ALL MULTIFAMILY ZONES AND MIXED USE ZONES WHICH IS, WHICH WILL ADDRESS ARCHITECTURE, MASSING, LANDSCAPING, BUILDING MATERIALS, AND SO ON.
SO THE TWO SPECIFIC PLAN AMENDMENTS WILL BE FOR THE SHOPS AND THE COMMONS PRIMARILY TO INCLUDE THE NEW ARENA SITES IN THE UNIT ALLOCATION TO THOSE AREAS.
SHOPS HAS THREE DIFFERENT AREAS.
IT WILL BE THE SHOPS AREA FOR THE 200 AND I BELIEVE IT'S 64 UNITS THERE.
THE SHOPS TO SITE AS WELL AS THE PARKING OVERFLOW SITE ACROSS FROM COMMUNITY PARK.

THE FINAL EIR INCLUDES THAT DRAFT.
EIR ALSO INCLUDES A COPY OF THE WRITTEN COMMENTS AS WELL AS CITY RESPONSES, AND IT ALSO INCLUDES REVISIONS TO THE DRAFT EIR THAT REALLY ARE FOR CLARIFICATION AND IF THERE'S ANY INCONSISTENCIES CORRECTED, THOSE.
SO STAFF RECOMMENDS CITY COUNCIL TO OPEN THE PUBLIC HEARING AND ADOPT THE RESOLUTIONS AND ORDINANCES APPROVING THE 2025 GENERAL PLAN UPDATE.

AND IF PAVED, THE HILLS WILL NO LONGER BE PERMEABLE TO WATER, WHICH WILL OVERRUN OR OVERWHELM THE WOODVIEW CREEK WITH EXCESS RUNOFF THAT CAN CAUSE THE BANKS TO WASH OUT, WHICH CAN CAUSE THE GIANT EUCALYPTUS TREES TO TOPPLE, CAUSING EXISTING PROPERTY DAMAGE.
AND IT'S HAPPENED TO MY HOME BEFORE WITH EXISTING RAINS.
SO IF THEY OVERWHELM THE CREEK WITH THE PAVED HILLS, IT'S NOT A SPONGE ANYMORE.
SO IT'S JUST GOING TO ALL RUN IN THERE.
SO ONCE IT WASHES THE BANKS OUT, THE TREES JUST TOPPLE AND IT COULD HIT HOUSES OR ANYTHING BACK THERE.
THE PROPOSED BUILDING SITES ARE ON TOP OF A RECORDED FAULT LINE.
FUTURE WATER MAIN BREAKS AND SEWER ISSUES WILL OCCUR AS THE LAND SHIFTS.
FUTURE RESIDENTS WILL INTRODUCE PESTICIDES HERBICIDES TO MAINTAIN THEIR CONCRETE JUNGLE THAT WILL LEACH INTO THE EXISTING WATERWAYS.
IT WILL TURN RURAL RESIDENTIAL INTO URBAN LANDSCAPE, WHICH WILL DESTROY THE HILLS ECOSYSTEM FOREVER.
IT WILL ALTER THE WIND PATTERNS THAT ARE DIRECTED THROUGHOUT THE HILLS.
THE NOISES, THE TRAFFIC AND NEW LIGHT POLLUTION WILL NOT BE PLEASANT TO ANY OF THE EXISTING RESIDENTS. OVERALL, IT IS NOT A LOGICAL DECISION TO BUILD ON SUCH A LOCATION AND ONCE THEY DO IT, IT'S GONE FOREVER.

AND THEN WE HAVE CHALLENGES AT THE FEDERAL LEVEL, RANGING FROM THE NON-ADOPTION OF A BUDGET TO THE POTENTIAL ELIMINATION OF PROGRAMS LIKE CDBG. AND THEN WE HAVE DEVELOPMENT ACTIVITY THAT PAYS FOR CERTAIN STUDIES AND ACTIVITY IN THE CITY, BUT THAT FLUCTUATES BASED ON MARKET, SIMILAR TO THE COMMENTS THAT WERE MADE WHEN REVIEWING THE GENERAL PLAN.
WE HAVE THAT'S ALL BEHOLDEN ON THE PROPERTY OWNERS AND THE DEVELOPERS.
LIKE MOST OF OUR RESIDENTS, WE ARE EXPERIENCING INFLATION THAT IMPACTS OUR CONTRACTS, WAGES AND COSTS OF GOODS AND OUR COSTS FOR ELECTRICITY, WATER, ALL OF THAT AFFECTS OUR BUDGET MUCH LIKE INDIVIDUAL HOUSEHOLDS.
AND AS THIS CITY AGES, IT COSTS US MORE TO MAINTAIN OUR 44 PARKS, OUR ROADWAYS, OUR WATER SYSTEMS. ALL OF THOSE ARE AFFECTED BY THE FACT THAT THESE ITEMS JUST WEAR OUT AND WE HAVE TO REPLACE THEM OVER TIME.
IN OUR GENERAL FUND, WE TYPICALLY, I MEAN, OUR, OUR BUDGET, WE TYPICALLY LOOK AT TWO DIFFERENT TYPES OF BUDGET BUCKETS.
WHEN WE LOOK AT ALL OF OUR FUNDS, WE ARE A $148 MILLION OPERATION.
AS FAR AS REVENUES, OUR EXPENDITURES THIS YEAR, WE'RE PROPOSING TO SPEND $150 MILLION, BUT WE SPENT A LOT MORE TIME FOCUSED NOT JUST ON OUR TOTAL ALL FUNDS, BUT THE GENERAL FUND.
THIS IS WHERE THE COUNCIL HAS THE MOST DISCRETION.
AND SO WE'RE PROJECTING THIS YEAR THAT OUR REVENUE WILL BE $56.4 MILLION.
BUT WE ARE PROPOSING, IN ORDER TO MAINTAIN THE QUALITY OF LIFE THAT OUR RESIDENTS EXPECT AND IN ORDER TO TAKE CARE OF SOME DEFERRED MAINTENANCE THAT WE'VE PUT OFF OVER THE YEARS, WE'RE PLANNING TO, FOR THE FIRST TIME, SPEND MORE THAN WE'RE BRINGING IN IN REVENUE FOR GENERAL FUND, ROUGHLY $2.2 MILLION. AND I'LL GO A LITTLE BIT INTO DETAIL WITH THAT.
BUT EVEN THOUGH WE ARE PROPOSING TO SPEND $2 MILLION MORE THAN REVENUE.
WE STILL HAVE A ROBUST RESERVE.

WHEN WE LOOK AT SOME OF THE BIG IMPACTS ON OUR BUDGET, WE HAVE TWO SUBSIDIES THAT WE NEED TO CALL ATTENTION TO OUR LANDSCAPE AND LIGHTING DISTRICT FUND NUMBER ONE, WHICH COVERS MANY AREAS OF THE CITY, THE REVENUE WE BRING IN VERSUS WHAT IT COSTS TO EXECUTE ALL OF THE OPERATIONS IN THOSE L AND LS. I. WE ARE $3.8 MILLION IN THE HOLE.
SO THE GENERAL FUND SUBSIDIZES THE LNLS FOR THAT ACTIVITY.

AND THEN PUBLIC SAFETY, WHILE IT'S A LARGE SLICE HERE, I'LL GO OVER IT IN GENERAL FUND BECAUSE IT'S A BETTER REPRESENTATION OF WHERE THE CITY COUNCIL HAS PLACED THEIR PRIORITIES.SO WHEN WE LOOK AT THE GENERAL FUND REVENUE BY TYPE PROPERTY TAXES REPRESENTS 36% OF THE REVENUE WE RECEIVE OR 20 MILLION.
AND WE CONSTANTLY HAVE TO DRIVE HOME FOR THE PUBLIC.
EXCUSE ME THAT WHILE IF YOU, AS AN EXAMPLE, HAVE $1 MILLION HOME IN IN TOWN AND YOU'RE WRITING A $10,000 CHECK FOR YOUR PROPERTY TAXES, 1% OF THAT ASSESSED VALUE, ONLY $400 OF THAT GOES TO THE CITY.
WE ARE A RARE OCCURRENCE THROUGHOUT THE STATE.
THERE'S A HANDFUL OF OTHER CITIES IN OUR COUNTY THAT ARE LIKE US, BUT 4% OF THE 1% IS A VERY SMALL SLICE.
AND SO WE'RE OFTENTIMES RESIDENTS THINK THAT DEVELOPMENT WILL BE A CASH COW FOR THE CITY.
AND IT JUST ISN'T. SO OUR SALES TAX IS $10 MILLION OUT OF THE 56 MILLION.
AND THAT'S AN AREA WHERE THROUGH ECONOMIC DEVELOPMENT AND BRINGING IN GOOD BUSINESSES AND ENCOURAGING OUR RESIDENTS TO SHOP LOCALLY, THAT IS SOMETHING THAT THAT BENEFITS US, BUT IT'S, IT'S STILL ONLY, YOU KNOW, ONE FIFTH OF THE, THE TOTAL REVENUE THAT WE'RE BRINGING IN.
LET'S SEE, WHEN WE LOOK AT OUR EXPENDITURES IT'S IMPORTANT TO POINT OUT THAT OF THE $58 MILLION WE'RE PROPOSING FOR THIS YEAR'S BUDGET 32% OF THAT OR 18 ALMOST $19 MILLION IS FOR PUBLIC SAFETY. THIS CITY AT INCORPORATION DECIDED TO RATHER THAN HAVE THEIR OWN POLICE DEPARTMENT TO TAKE ADVANTAGE OF THE ECONOMIES OF SCALE AND THE GREAT SERVICE THAT'S AVAILABLE THROUGH THE SAN BERNARDINO COUNTY SHERIFF'S DEPARTMENT.
AND WE'RE ABLE TO FOR $19 MILLION GET A MUCH LARGER BANG FOR OUR BUCK THAN IF WE HAD TO RUN OUR OWN POLICE DEPARTMENT.
AND SO IT'S BEEN A GREAT VALUE.
BUT IT IS A SIGNIFICANT A PORTION OF THE DISCRETIONARY GENERAL FUND THAT THE COUNCIL CAN MAKE DECISIONS ON.
AGAIN, PUBLIC WORKS IS THE NEXT CLOSEST OPERATION.
BUT WHEN YOU THINK OF 44 PARKS, 3000 ACRES OF OPEN SPACE, THERE'S. THERE'S BOUND TO BE A LOT OF PUBLIC WORK ACTIVITY THAT'S GOING ON HERE.
WHAT'S PROPOSED FOR THE BUDGET THIS YEAR AND OUR PERSONNEL IS WE ARE A CITY WITH 156 FULL TIME POSITIONS. THAT'S UP TWO FROM LAST YEAR.
THOSE TWO ADDITIONAL POSITIONS ARE IN OUR WATER PROGRAM.
RADKE CLASSES WHERE WE'RE MATCHING EXISTING POSITIONS TO THE WORK THAT'S BEING DONE TO BETTER EMPOWER OUR STAFF TO SERVE THE PUBLIC AND QUITE FRANKLY, FOR US TO BE ABLE TO DO MORE WITH THE STAFF THAT WE HAVE BY MATCHING THEIR JOBS TO THE WORK THAT THEY DO. WE HAVE SEVEN PERMANENT PART TIME POSITIONS IN THE CITY.
THESE ARE PEOPLE WHO WORK LESS THAN 40 HOURS A WEEK BUT RECEIVE BENEFITS.
SO THAT'S DIFFERENT THAN THE NON PERMANENT PART TIME POSITIONS YOU MAY BE FAMILIAR WITH IN LIKE A RECREATION PROGRAMS OR PART TIME EMPLOYEES THAT DON'T RECEIVE BENEFITS.
SO IN TOTAL THERE'S 163 FULL TIME, I MEAN TOTAL POSITIONS FOR A $150 MILLION OPERATION. THE GENERAL FUND BUDGET DEFICIT, WHICH WE WENT INTO QUITE A BIT IN OUR WORKSHOP. BUT THE KEY CONTRIBUTING FACTORS TO THIS IS THAT WHILE OUR OPERATING COSTS CONTINUE TO GROW, OUR REVENUES NOT SO MUCH SALES TAX IS ACTUALLY BEING PROJECTED TO BE LESS THIS YEAR THAN LAST YEAR.
PROPERTY TAXES ARE GROWING VERY SLOWLY.
ONE OF THE WAYS THAT THE PUBLIC WORKS DEPARTMENT AND OTHER DEPARTMENTS STRETCH OUR DOLLAR IS THERE ARE THINGS THAT WE PUT OFF UNTIL THE NEXT YEAR UNTIL THEY'RE CRITICALLY NEEDED. YOU GET TO A POINT WHERE THAT STARTS TO COST YOU QUITE A BIT TO CATCH UP TO.
AND SO WHAT WE'RE PROPOSING THIS YEAR IS TO SPEND A LITTLE BIT MORE THAN WE HAVE IN REVENUE IN ORDER TO MAKE SURE THAT WE'RE KEEPING UP WITH ALL OF OUR DEFERRED MAINTENANCE, OUR OPEN SPACE MAINTENANCE WITH 3000 ACRES OF OPEN SPACE AND 44 PARKS AND A VARIETY OF MEDIANS AND SUCH.

THERE'S QUITE A BIT OF ACTIVITY, AND IT'S COSTLY.WE USE CONTRACTORS AND A VARIETY OF OTHER STAFF TO MEET THESE MAINTENANCE NEEDS, BUT THEN WE ALSO HAVE THE PRESSURES OF INCREASING FIRE RISK ASSESSMENTS THAT THEN IMPACT HOW FREQUENTLY WE HAVE TO CUT TURF AND PRUNE TREES, AND SO THAT HAS A BIG IMPACT ON THE CITY.
AND AS I POINTED OUT, THE LANDSCAPE AND LIGHTING DISTRICT SUBSIDY ALSO CONTRIBUTES TO OUR NEED TO HAVE A DEFICIT BUDGET.
IF WE DIDN'T HAVE A L AND L ISSUE OF 3.8 MILLION, THEN WE WOULDN'T HAVE A $2.2 MILLION DEFICIT BECAUSE GENERAL FUND MONEY WOULD NOT BE MOVING IN THAT DIRECTION.
AS I POINTED OUT, EVEN THOUGH WE'RE SPENDING $2 MILLION MORE THAN WE'RE TAKING IN THIS YEAR, WE STILL HAVE A VERY ROBUST SAFETY NET IN OUR RESERVES.
WE HAVE 75% OF THAT IS IN UNRESTRICTED FUNDS.
THE COUNCIL CAN CHOOSE TO USE THAT MONEY FOR ANY LEGAL PURPOSE IN THE CITY.
TWO YEARS PRIOR, WE DECIDED TO TAP INTO THOSE UNRESTRICTED RESERVE FOR SIGNIFICANT IMPROVEMENTS TO THE COMMUNITY PARK.
AND IN THIS CASE, WHAT'S A LITTLE DIFFERENT IS OUR TAP INTO THE GENERAL FUND RESERVES FOR OPERATING EXPENDITURES, WHICH IS SOMETHING YOU NORMALLY TRY TO AVOID.
BUT IN ADDITION TO THOSE UNRESTRICTED RESERVES, WE ALSO HAVE ANOTHER 25% OR, YOU KNOW, TEN ISH PLUS MILLION DOLLARS THAT ARE FOR A PARTICULAR PURPOSE, EVERYTHING FROM ADDRESSING OUR PENSION OBLIGATIONS TO ANY LIABILITY FROM OUR INSURANCE PROGRAM.
AND IT'S IMPORTANT FOR THE CITY TO LOOK BEYOND JUST THE SINGLE YEAR THAT WE'RE PROPOSING. WE LOOK AT WHILE THIS MAY BE A $2.2 MILLION SUBSIDY OR I'M SORRY, A DEFICIT, IF YOU CARRY THAT OUT, LOOKING AT THIS FIVE YEAR PROJECTION THAT REVENUES OVER OR UNDER EXPENDITURES OR DEFICIT GROWS FROM 2.2 TO 4 TO 5.
AND WHAT YOU SEE AT THE VERY BOTTOM IS THE EROSION OF OUR FUND BALANCE, OR RESERVES, DROPPING FROM $46.8 MILLION IN THE CURRENT PROPOSED FISCAL YEAR BUDGET TO 27.1. THE WAY YOU FIX AN IMBALANCE LIKE THIS IS YOU EITHER SPEND LESS, WHICH WE'VE BEEN DOING EVERYTHING WE CAN FOR THE PAST DECADE, OR WE FIND A WAY TO INCREASE REVENUES, WHICH WE DO THROUGH ECONOMIC DEVELOPMENT.
AND WE DO HAVE THOUGHTFUL DEVELOPMENT IN THE CITY.
AND SO WE DO CAPTURE SOME OF OUR PROPERTY TAXES AND HOMES DON'T LOSE VALUE IN CHINO HILLS. SO IT'S STABLE, BUT WE'RE GOING TO HAVE MORE CONVERSATIONS, I BELIEVE, AT THE COUNCIL AND MAYBE WORKSHOPS ON WHAT ARE OUR DIFFERENT REVENUE MECHANISMS. BECAUSE IF YOU CAN'T CUT SPENDING, THEN YOU GOT TO FIND A WAY TO MAKE MORE REVENUE. AND JUST TO QUICKLY GO THROUGH A LARGE PORTION OF OUR ACTIVITY ARE CONSIDERED CAPITAL IMPROVEMENT PROGRAMS. LAST YEAR OR THIS CURRENT FISCAL YEAR, WE HAD 18 COMPLETED PROJECTS, EVERYTHING FROM PARKS WORK TO PUBLIC FACILITIES AND STREETS AND WATER.
THAT'S $10.2 MILLION WORTH OF ACTIVITY PRIMARILY OCCURRING IN OUR PUBLIC WORKS DEPARTMENT. WHAT WE TYPICALLY SEE IS AS A FUNDING SOURCE FOR THOSE ACTIVITIES.
GENERAL FUND. THIS YEAR, WE'RE ONLY PROPOSING A HALF $1 MILLION WORTH OF CIP PROJECTS SPECIFICALLY BECAUSE OUR REVENUE IS NOT MATCHING OUR EXPENDITURES.
BUT THESE ARE ALL ESSENTIAL PROJECTS, BUT THEN WE HAVE OTHER SOURCES OF REVENUE THAT WE ABSOLUTELY CAN PROGRAM OUT IN THE CIP AND THAT THEY'RE OBLIGATED ACTUALLY TO FOR THOSE USES, WHETHER IT'S GAS TAX OR MORE TRANSPORTATION RELATED ITEMS LIKE MRI OR MRA, ROAD MAINTENANCE, REHABILITATION MEASURE I, CDBG, OR COMMUNITY DEVELOPMENT BLOCK GRANTS WATER UTILITIES.
THIS $12.2 MILLION IS REFLECTED IN ALL OF THE CIP PROJECTS.
SPECIFICALLY, WE HAVE PARKS AND OPEN SPACE PROJECTS LIKE BACKFLOW REPAIRS AND GAZEBO REHAB. WE HAVE EMERGENCY POWER PROJECT HERE THAT'S GOING TO ALLOW OUR EXISTING GENERATOR

TO POWER THE ENTIRE CITY HALL AND POLICE DEPARTMENT.WE'RE GOING TO FIX OUR INCREASE, CREATE A SAFETY ENHANCEMENT TO OUR PARKING STRUCTURE NEXT DOOR. WE HAVE A VARIETY OF STREET PROJECTS, SOME THAT ARE SPECIFIC, LIKE OUR TRAFFIC SIGNAL, BACK PLATE IMPROVEMENTS, LOS SERRANOS, RESIDENTIAL STREET IMPROVEMENTS, AND SIDEWALK PROGRAMS. BUT WE ALSO HAVE OUR GENERAL STRIPING PROGRAM THAT'S OCCURRING IN THE CITY, AND WE HAVE STREET IMPROVEMENTS OF 1.8 MILLION THAT WE DO CONSTANTLY.
YOU KNOW, WE ALL TRAVEL QUITE A BIT THROUGHOUT THE REGION.
AND I DEFINITELY THINK THAT WE HAVE SOME OF THE BEST STREETS IN THE STATE AS FAR AS MAINTENANCE. AND WE FOCUS A LOT ON DOING THE MAINTENANCE EARLY SO THAT WE DON'T HAVE TO DO COSTLY FULL REHABS VERSUS SMALLER SLURRY SEALS AND THINGS LIKE THAT.
AND THEN OUR WATER OPERATION HAS QUITE A BIT OF AGING INFRASTRUCTURE.
IT'S JUST AS ONE QUICK NOTE, THE WATER PRODUCTION LADDER A RETROFIT IN ORDER TO PRESERVE THE SAFETY AND TO TAKE CARE OF CHANGES IN REQUIREMENTS BY THE STATE, WE'RE GOING TO PUT $3 MILLION WORTH OF ENHANCEMENTS SO THAT OUR STAFF WHO HAVE TO ACCESS OUR WATER FACILITIES ARE SAFE.
BUT THAT'S QUITE A BIT OF ACTIVITY JUST THERE.
AND THAT'S ALL PAID FOR BY THE WATER FUND.
AND THAT MAYOR IS MY VERY CONDENSED VERSION OF THE BUDGET.

SO WE'RE WE'RE GIVING SERVICES TO THE CITY, AND WE'RE CONTINUING TO SERVE OUR RESIDENTS WITH PROGRAMS THAT ARE TO THEIR BENEFIT, EVEN THOUGH WE HAVE TO DIG INTO THOSE RESERVES TO COVER IT FOR THEM BECAUSE WE WANT TO CONTINUE TO GIVE THEM EVERYTHING THAT THEY HAVE COME TO ENJOY AS RESIDENTS OF THE CITY.

SOME OF THOSE ITEMS HAVE LONG LEAD TIMES.
BUT THE REMAINING IMPROVEMENTS WILL BE DONE BY THE END OF THE SUMMER AND SHOULD HAVE THAT SIGNAL UP SOMETIME IN THE FALL.

THERE'S PEOPLE THAT THAT BOUGHT UP TO SHADY VIEW WHERE THEIR BACKYARD WAS THE BEAUTIFUL HILLS FOR DECADES. AND THAT'S NOT SOME OF THEM, YOU KNOW, THERE'S, IT'S JUST DIFFERENT NOW.
SO I'M NOT SURE IF THAT WOULD HAVE MADE EVERYONE FEEL BETTER.
