CALENDAR.THIS ITEM IS TO PROVIDE INPUT AND COMMENTS TO THE CITY MANAGER REGARDING PROPOSED ADJUSTMENTS TO THE RESIDENTIAL WASTE COLLECTION ROUTES.
AND THIS IS GONNA BE PRESENTED BY SENIOR MANAGEMENT ANALYST SHAKER.
GOOD EVENING, HONORABLE MAYOR, VICE MAYOR AND COUNCIL MEMBERS.
I'M HERE TO PRESENT THE RESIDENTIAL WASTE COLLECTION ROUTE ADJUSTMENT PROPOSED BY WASTE MANAGEMENT THIS EVENING.
SO WASTE MANAGEMENT, AS YOU KNOW, STARTED TRASH SERVICES IN THE CITY ON JULY 1ST, 2022.
SO AT THAT TIME, THEY ASSUMED THE EXISTING COLLECTION ROUTES FROM THE PREVIOUS SOLID WASTE HAULER REPUBLIC SERVICES.
OVER THE COURSE OF THE LAST THREE YEARS, WASTE MANAGEMENT HAS IDENTIFIED INEFFICIENCIES WITH THE EXISTING ROUTES AND HAS PROPOSED AN ADJUSTMENT TO RESIDENTIAL ROUTES TO BALANCE THE ROUTES AND PROVIDE MORE EFFICIENT COLLECTION CITYWIDE.
CURRENTLY THE ROUTES ARE NOT GEOGRAPHICALLY CLUSTERED, WHICH RESULTS IN REDUNDANT VISITS TO IN THE SAME COMMUNITIES AND LONGER SERVICE HOURS.
ADDITIONALLY, THE ROUTES ON MONDAYS AND FRIDAYS ARE THE HEAVIEST SERVICE DAYS, WHICH CAN CAUSE DELAYED PICKUPS.
SO SOME OF THE BENEFITS TO THE ROUTE ADJUSTMENT TO OUR CUSTOMERS OVERALL INCLUDE IMPROVED CUSTOMER SERVICE BY PROVIDING MORE PREDICTABLE SERVICE TIMES AND INCREASED RELIABILITY.
THIS IS DONE BY OPTIMIZING ROUTES AND BALANCING PICKUPS ACROSS THE WEEK.
CUSTOMERS SHOULD SEE TRUCKS ARRIVE WITHIN CONSISTENT TIME WINDOWS AND REDUCE THE NUMBER OF MISSED OR DELAYED COLLECTIONS.
ANOTHER BENEFIT WILL BE REDUCING DUPLICATE TRUCK VISITS TO THE SAME AREAS, WHICH WILL CUT DOWN ON THE WEAR AND TEAR ON OUR STREETS FUEL USE TRAVEL TIMES AND MAKE OPERATIONS CLEANER AND MORE EFFICIENT.
SO REDUCING DUPLICATE TRUCK VISITS, WHAT DOES THAT MEAN? SO, UM, THE WAY IT'S STRUCTURED RIGHT NOW FROM MY UNDERSTANDING IS THERE'S, UH, LET'S SAY ONE COMMUNITY LIKE LOS SERRANOS IS SERVICED ON TWO, UM, DAYS A WEEK AND TWO TO THREE DAYS A WEEK TO CERTAIN AREAS LIKE LAKE LOS SERRANOS MOBILE HOME PARK, WHICH I'LL HIGHLIGHT AS ONE OF THE CHANGES.
SO WE'RE MOVING THAT SO THAT, UM, THE TRUCKS DON'T HAVE TO GO BACK TO THE SAME AREA OF THE, OF THE CITY MULTIPLE TIMES IN THE SAME WEEK.
AND IT CAN BE DONE ON A TIGHTER SERVICE TIME WITHIN A DAY OR TWO.
WELL, I DO HAVE MAPS OF WHAT IS GONNA LOOK LIKE WITH THE CHANGE.
THEY MIGHT BE ABLE TO SPEAK TO MORE DETAIL AS FAR AS WHAT'S CHANGING, WHAT, HOW IT IS NOW AND WHAT IT'S CHANGING TO.
NO, 'CAUSE I'M, I'M JUST WONDERING AND JUST LIKE IF WE HAVE THREE BARRELS AND YOU'RE GONNA NEED A TRUCK TO MAKE THREE DIFFERENT TRIPS, SO NECESSARILY HOW DOES THIS REPLACE NECESSARILY TO THE SAME STREET BUT TO THE SAME NEIGHBORHOOD, I GUESS, OR TO THE SAME AREA OF THE CITY, IF THAT MAKES SENSE.
SO LIKE THE SOUTHERN PART PART IT DOESN'T, BUT THAT'S OKAY.
WELL, MAYBE WE CAN CIRCLE BACK.
WE'LL LOOK AT THE MATCH GOING FORWARD.
SO, UM, AS MENTIONED, MONDAYS AND FRIDAYS, UM, ARE CURRENTLY THE HIGHEST VOLUME DAYS AND MONDAYS TYPICALLY HAVE THE HIGHEST NUMBER OF DRIVER CALL OUTS, WHICH, WHICH CAN RESULT IN LONGER SERVICE HOURS AND REBALANCING THE ROUTES WILL EASE PRESSURE ON MONDAYS.
AND ADJUSTMENTS TO FRIDAYS ARE BEING MADE TO ACCOMMODATE FOR FUTURE DEVELOPMENT, PARTICULARLY IN THE SOUTHERN PART OF THE CITY.
SO THE TOTAL NUMBER OF CURRENT RESIDENTIAL CUSTOMERS IS ABOUT 20,000 122 AND ABOUT 24% OR 4,879 CUSTOMERS WILL HAVE A NEW SERVICE DAY.
THE SERVICE DAY CHANGES WILL BE EFFECTIVE THE FIRST WEEK OF DECEMBER, ON DECEMBER 1ST.
AND WASTE MANAGEMENT HAS COMMITTED TO PROVIDING PICKUPS FOR THREE WEEKS FOLLOWING THE SERVICE DAY CHANGE FOR CUSTOMERS WHO FORGET TO SET OUT THEIR CARTS OUT DURING THE FIRST FEW WEEKS FOLLOWING THE CHANGE.
SO I WANTED TO HIGHLIGHT A FEW

LAKE LOS SERRANOS MOBILE HOME PARK IS MOVING FROM TUESDAY TO WEDNESDAY.
FAIRFIELD RANCH IS MOVING FROM FRIDAY TO THURSDAY.
AND AS YOU MAY KNOW, OR YOU MAY HAVE HEARD THIS DID IMPACT THEIR CURRENT, CURRENT STREET SWEEPING DAY, WHICH WAS ON THURSDAY.
AND WASTE MANAGEMENT HAS WORKED WITH A PROPERTY MANAGEMENT COMPANY AND CONFIRMED THAT FAIRFIELD RANCH WILL SHIFT ITS STREET SWEEPING DAY FROM THURSDAY TO FRIDAY TO ACCOMMODATE THE NEW TRASH DAY.
ADDITIONALLY, WASTE MANAGEMENT WILL COVER THE COST OF THE NEW STREET SWEEPING SIGNAGE IN THAT COMMUNITY.
SO NOW WE'RE GONNA GET INTO THE MAPS.
SO THE MONDAY, THIS IS A MAP OF THE, UH, NEW MONDAY SERVICE AREA.
SO CURRENTLY MONDAY HAS 4,421 STOPS.
AS I SAID, IT'S ONE OF THE HEAVIER DAYS AND THIS WILL BE REDUCED TO 3,505 STOPS.
WHAT, SO THE BOUND, WHAT ACCOUNTS FOR THAT MANY? THERE ARE 900 AND SOME ODD STOPS THAT ARE BEING REDUCED.
SO A LOT OF THE SHIFT IS GOING FROM MONDAY IS GONNA BE, SORRY, I DON'T RECALL OFF THE TOP OF MY HEAD OF THE BIG NEIGHBORHOOD THAT'S MOVING, SO I CAN'T ANSWER THAT RIGHT NOW.
THIS YOU'RE JUST GONNA BALANCE IT OUT DURING THE WEEK, RIGHT? SO IT'S NOT BE ON MONDAY.

AND SOME OF THE BOUNDARIES IN THE NORTH, UM, ARE THE RANCHO HILLS DRIVE.
SO THIS IS WITHIN THE BOUNDARIES IS RANCHO HILLS DRIVE ON THE NORTH SOUTH OF CARBON CANYON AT RAINBOW RIDGE AND PINNACLE DRIVE ON THE SOUTH PEYTON DRIVE ON THE EAST AND NORTH OF CA, CARBON CANYON AT QUES DRIVE ON THE WEST.
SO FOR TUESDAYS, CURRENTLY TUESDAY HAS, UM, 3,436 STOPS, AND THIS WILL BE INCREASED ACTUALLY TO 4,297.
SO IT'S ABSORBING SOME OF THOSE CHANGES.

WELL, WHAT'S HAPPENED IS WE HAVE HAD SEVERAL COMPLAINTS ABOUT PEOPLE SAYING, OKAY, WE'VE GOT A PROBLEM WITH GREEN WASTE ISN'T GETTING PICKED UP UNTIL, YOU KNOW, MAYBE FIVE, SIX O'CLOCK IN THE EVENING OR MAYBE THE NEXT DAY.
AND WITH ALL OF THIS, THESE ISSUES THAT WERE COMING UP, IT WAS DETERMINED BY WASTE MANAGEMENT THAT THEY NEEDED TO KIND OF TAKE A STEP BACK, TAKE ANOTHER LOOK TO HELP FACILITATE MORE EFFECTIVE, UH, UH, PICKUP OF THE TRASH, UH, TO TRY AND MINIMIZE THAT THEY HAVE GONE THROUGH THE LOGISTICS.
NOT ONLY DID THEY HAVE THE TRASH TO CONCERN THEMSELVES WITH, BUT WE HAVE STREET SWEEPING AND STREET SWEEPING HAS ITS DEFINED DAYS.

OF THE $3.93 MILLION THAT, OF WORK THAT HAS OCCURRED, 3.67 OF IT HAS BEEN PAID BY THE INSURANCE COMPANY.
SO SINCE OUR LAST MEETING, OVER A MILLION DOLLARS OF WORK THAT WAS UNDER REVIEW HAS NOW BEEN PAID.

CITY STAFF WORKED WITH WILL DEN FINANCIAL SERVICES TO COMPLETE THIS UPDATE, ANALYZING SERVICE COSTS AND RECOMMENDING ADJUSTMENTS TO ENSURE THE FEES REMAIN FAIR AND DEFENSIBLE.
TONIGHT I'LL PROVIDE A BRIEF OVERVIEW OF HOW USER FEES ARE CALCULATED AS WELL AS THE NEW AND INCREASED FEES BEING PROPOSED.
USER FEES ARE ADOPTED TO FUND PROGRAMS AND SERVICES THAT PROVIDE A DIRECT BENEFIT TO THE INDIVIDUAL PAYING THE FEE WITH LIMITED OR NO DIRECT BENEFIT TO THE COMMUNITY.
THE CITY'S USER FEES ARE BASED ON A COST RECOVERY CONCEPT, MEANING THAT THE AMOUNT OF REVENUE GENERATED FROM THE FEES MAY NOT EXCEED THE ESTIMATED REASONABLE COST OF PROVIDING THE SERVICE.
THE USER FEES ARE CALCULATED BY MULTIPLYING THE FULLY BURDENED HOURLY DEPARTMENT OR DIVISION RATES BY THE AVERAGE TIME SPENT TO PROVIDE THE SERVICE DIRECTLY RELATED TO THE USER FEE.

THE PURPOSE OF THIS STUDY IS TO ENSURE THAT NEW DEVELOPMENT IN CHINO HILLS PAYS ITS FAIR SHARE OF THE FACILITIES AND INFRASTRUCTURE REQUIRED TO SUPPORT IT.
THIS PRO THIS PROTECTS OUR EXISTING RESIDENTS FROM SHOULDERING THE COST OF GROWTH.
THE STUDY THAT WAS PREPARED BY WILLAN FINANCIAL SERVICES EVALUATES FOUR MAJOR CATEGORIES OF FACILITIES, GENERAL CITY FACILITIES, TRAFFIC FACILITIES, PARKS AND RECREATION, AND QUIMBEE AND LOU AND FIRE FACILITIES.

UH, AND I THINK IT WAS IMPORTANT FOR US TO POINT OUT THAT, UH, WE ARE CURRENTLY CONSTRUCTING, AND BY WE, I MEAN THE FIRE DISTRICT IS CURRENTLY CONSTRUCTING A NEW FIRE STATION 68, UH, PART OF THAT AGREEMENT THAT BROUGHT THAT STATION INCLUDED A CONTRIBUTION FROM THE CITY OF CHINO HILLS OF $8 MILLION TOWARD THE CONSTRUCTION OF THAT FACILITY.
UH, WHEN WE NEGOTIATED THAT AGREEMENT TO MAKE THAT PAYMENT, UH, THERE WAS A, A COMPONENT OF LAND THAT WAS CONTRIBUTED BY THE CITY.
UH, THERE WAS ALSO A, A PIECE OF LAND THAT THE CITY RECEIVED, BUT ONE OF THE OTHER PROVISIONS IN THAT AGREEMENT WAS TO BRING TO THE CITY COUNCIL A SPECIFIC DEVELOPMENT IMPACT FEE FOR FIRE FACILITIES.
BECAUSE IN THE PAST, THE COUNCIL HAS ELECTED TO, UH, USE OTHER FUNDS TO SUPPORT FIRE ACTIVITY.
AND SO RATHER THAN USING, UH, EITHER CFDS OR GENERAL FI, GENERAL CITY FACILITY FEES THAT COULD GO TO OTHER PURPOSES IN THE CITY, WE WANTED TO BRING FOR YOUR CONSIDERATION THIS FIRE DIFF OR FIRE DEVELOPMENT IMPACT FEE, UH, AS A VERY SPECIFIC, UH, UH, ASSESSMENT TO NEW DEVELOPMENT FOR FIRE PURPOSES.
AND SO WHAT THIS FEE WOULD PAY FOR ARE THE, UH, VARIOUS, UH, UH, EQUIPMENT AND POTENTIAL STRUCTURES LISTED HERE.

THE PERMIT SHOWS AN $18,425 INCREASE, LARGELY DUE TO THE RISE IN THE MB AND LOUIE, WHICH HAS NOT INCREASED SINCE 1998.

SO THE, UH, COUNCILS RECEIVED SEVERAL LETTERS, UM, FROM, UH, BUILDING INDUSTRY ASSOCIATION OF SOUTHERN CALIFORNIA AS WELL AS, UH, LENNAR AND WARMINGTON HOMES, UH, REQUESTING A COUPLE OF DIFFERENT ITEMS. UM, ONE, UH, WOULD BE TO, UH, GRANDFATHER ALL PROJECTS WHERE THERE'S A CURRENT APPROVED TENTATIVE MAP.
UM, AS LONG AS THAT TENTATIVE MAP IS FINALED BY, UM, NOVEMBER 1ST, 2028.
UH, THE SECOND REQUEST WAS TO PHASE IN THE, UM, PARK AND QUIMBEE AND LOU FEES OVER A FOUR YEAR PERIOD.
SO THE FIRST YEAR WOULD BE 25% THE INCREASE, THEN 50, THEN 75 WORKING UP TO, UM, THE A HUNDRED PERCENT OF THE FEE, UM, IN JANUARY FOR IMPLEMENTED JANUARY 1ST, 2029.
UH, SO SOME THINGS TO CONSIDER, UM, WHEN, WHEN LOOKING THAT IS THAT THE CITY DOES HAVE 44 PARKS.
UM, THE, UH, QUIMBEE FEES, UM, CAN BE USED TO BUILD NEW PARKS.
UM, THEY CAN ALSO BE USED FOR, UM, EXTENSIVE REHABILITATION OF PARKS THAT SERVE THE SUBDIVISIONS, UM, WHERE THE FEE IS PAID.
AND, UM, A LOT, A GOOD CHUNK OF OUR NEW DEVELOPMENT IS IN AREAS, UH, WHERE THERE IS VACANT LAND THAT'S BEEN ZONED FOR DEVELOPMENT SINCE BEFORE INCORPORATION.
UH, BUT IT JUST HAS NEVER DEVELOPED.
BUT THERE'S OTHER ADJACENT PROPERTIES THAT ARE DEVELOPED AND THERE ARE PARKS

ADJACENT TO THEM.SO THERE ARE, UM, EXPENSES THAT THE CITY IS GOING TO HAVE WHEN IT COMES TO MAINTAINING OUR PARKS GOING INTO THE FUTURE.
UH, ADDITIONALLY THE, UH, STUDY IS BASED UPON THE EXISTING STANDARD.
SO AS WE ADD POPULATION TO THE CITY, THE WAY THE FEE IS CALCULATED IS THAT WE'LL BE ABLE TO MAINTAIN THE SAME LEVEL OF PARK AMENITY AND PARK SERVICE TO THE NEW RESIDENTS AS THE EXISTING RESIDENTS ENJOY.
AND SO THAT ACCOUNTS FOR A CHUNK OF THE FEE BECAUSE IT'S BASED UPON CURRENT LAND VALUES AND CURRENT CONSTRUCTION COSTS.
SO, UM, GRANDFATHERING THE PROJECTS THAT HAVE AN APPROVED TENTATIVE MAP, UM, THOSE ARE, THOSE ARE REAL COSTS, RIGHT? THAT THAT'S LOST REVENUE TO THE CITY, UM, THAT WOULD NOT BE GOING INTO THE PROGRAM TO PAY FOR THOSE, UH, FUTURE PARK IMPROVEMENTS UNTIL SUCH TIME AS THOSE PIECES ARE ARE BUILT OUT.
AND THEN, UM, PHASING, AGAIN, PHASING GIVES US A PORTION OF THE REVENUE, BUT, UM, AS THOSE PROJECTS ARE BUILT, WE ARE, WE'RE STILL LOSING THE FULL AMOUNT OF REVENUE.
AND SO THOSE DOLLARS, UM, THAT ARE NEEDED TO BUILD THOSE FUTURE FACILITIES HAVE TO COME FROM OTHER SOURCES.
THEY WOULDN'T BE ABLE TO COME FROM THE, UM, PARK FUND.
UM, BUT THEY MIGHT HAVE TO COME FROM CFDS OR FROM FROM THE GENERAL FUND TO, TO OFFSET THAT.
JUST RELATED TO WHAT HE'S SAYING, CYNTHIA, I KNOW YOU HAVE A QUESTION.
WELL, JUST WITH WHAT NICK'S SAYING RIGHT NOW.
SO I WAS WONDERING LIKE, SO SPECIFICALLY THOUGH, WHEN YOU'RE TALKING ABOUT LIKE, UM, THE GRANDFATHERING, BUT WHAT WOULD THE SPECIFICALLY, WHAT, LIKE WHAT WOULD THE FINANCIAL IMPACT BE WITH THE CURRENT UNITS THAT WE QUALIFY FOR GRANDFATHERING? BUT IN TERMS OF THE GRANDFATHERING, WE'RE BASED UPON THE EXISTING TENTATIVE MAPS THAT HAVE BEEN APPROVED, UH, BY PLANNING COMMISSIONER COUNCIL AS OF THIS DATE.
ASSUMING THAT THEY ALL GET FINALED BY THE PROPOSED, UH, NOVEMBER 1ST, 2028 DEADLINE, WE'D BE LOOKING AT A BETWEEN EIGHT AND $9 MILLION, UM, THAT WE WOULD BE GIVING UP IN FEE COLLECTION IF WE WERE TO JUST CONTINUE COLLECTING THE CURRENT FEE VERSUS, UM, THE NEW FEE.
WHY DID WE DECIDE ON 2028? UH, THAT'S THE PROPOSAL THAT, UH, BIA PUT FORWARD.
WHEN THEY PUSHED IT OUT FOUR YEARS.

AND ONE THING THAT WE'RE DOING IS BUYING DOWN MORTGAGE RATES, UH, TO EXTREME LEVELS, UH, DOWN TO EVEN IN SOME CASES A 3.99% MORTGAGE.

UM, AND I CAN SPEAK FOR THE BUILDER COMMUNITY THAT WE'RE FACING, UH, MUCH HARDSHIP, UH, WITH HAVING TO DO THAT TO, TO GET PEOPLE INTO HOMES.
SO EVERY DOLLAR COUNTS IS, IS KIND OF THE POINT THAT I'M MAKING, THAT WE NEED, UM, THE ENTIRE COST STACK TO COME DOWN FOR SO PEOPLE CAN AFFORD, UH, A HOME IN NELAND EMPIRE.
SO, UH, THIS FEE INCREASE, PARTICULARLY THE PARKS FEE, IS A VERY DRAMATIC INCREASE.
AND WE DO RECOGNIZE THAT THIS CITY DOES NEED TO HAVE QUALITY PARKS.
WE, WE RECOGNIZE THAT THAT'S IMPORTANT FOR US TOO, AS A, AS A BUILDER.
AND I THINK THIS IS WHERE WE NEED TO FIND THE RIGHT BALANCE.
UM, AND THAT'S WHY I THINK THE PROPOSAL THAT WE'VE PUT FORTH, UH, MAKES A LOT OF SENSE FOR PROJECTS THAT HAVE THEIR APPROVED MAPS, THEY HAVE THEIR CAPITAL SECURED, THEY HAVE THEIR BUSINESS PLAN SET.
UM, IT, IT IS AN, A VERY BIG HARDSHIP TO ACCEPT A FEE OF 11,000 PLUS MORE PER HOME.
UM, AND ALSO PHASING IN THE FEE INCREASE OVER TIME CAN HELP, UH, UH, REDUCE THAT BLUNT, UH, OF THE, OF THE FEE INCREASE.

FROM THE LAST CITY COUNCIL MEETING, I HAD EXPRESSED, UH, CONCERN REGARDING EMERGENCY EGRESS OUT OF CARBON CANYON IN THE EVENT OF FIRE, AND THERE WAS GONNA BE SOME ADDITIONAL EVALUATION OF EMERGENCY EXIT ROUTES, AND ESPECIALLY IN LIEU OF THE ADDITIONAL HOUSING BEING BUILT IN CARBON CANYON, ARE THE EXISTING TWO ROUTES, EMERGENCY EXIT ROUTES OUTTA CARBON CANYON GONNA BE, UM, SUFFICIENT, UM, FOR ALL THE ADDITIONAL RESIDENTS.
UM, ONE OTHER ITEM THAT CAME UP DURING OUR LAST NEIGHBORHOOD WATCH MEETING, ONE OF OUR RESIDENTS DID CHECK OUT THE GATES AT THE TWO EMERGENCY EXIT ROUTES AND THEY DISCOVERED THAT THE GATES, UM, AT THE EXIT TOWARD ANO SEEMED TO BE IN POOR REPAIR.
AND THE QUESTION IS, WOULD, UM, ANY WORK BE DONE ON THOSE GATES? AND THERE'S ALSO TWO GATES THAT YOU HAVE TO GO THROUGH TO GET THROUGH TO ANO AND, UM, IS THERE GONNA BE SUFFICIENT TIME AND RESOURCES TO OPEN BOTH GATES SO THAT, UM, PEOPLE CAN GET OUT? SO THAT'S THE FIRST FOLLOW UP ITEM.
THE SECOND ONE ALSO CAME UP DURING OUR LAST NEIGHBORHOOD WATCH MEETING, WHICH IS THAT IN, UM, SUMMIT RANCH WE HAVE, UM, WATER, UH, TANKS, WHICH ARE USED TO GENERATE EXTRA WATER PRESSURE BECAUSE WE'RE UP ON A HILL.
AND OUR QUESTION TO, UM, THE CITY IS THAT IN THE LOSS OF, UM, POWER AND IN AN EMERGENCY SITUATION LIKE A FIRE, WILL WE HAVE SUFFICIENT WATER PRESSURE IF THAT PUMPING STATION LOST POWER? SO THOSE ARE THE QUESTIONS WE HAVE.
IS THAT APPROPRIATE TO HAVE STAFF ANSWER THAT? CAN DANIEL, CAN I ANSWER THAT LITTLE? WE CAN.
WE'VE ASKED THAT QUESTION BEFORE.
UH, YES, WE DO HAVE REDUNDANCY AT OUR, UH, WATER FACILITIES.
UH, WE JUST RECENTLY INSTALLED A, UH, A SYSTEM.
UH, WE, WE DID HAVE AN AREA THAT WAS VULNERABLE TO POWER OUTAGES, BUT THAT'S BEEN ADDRESSED, UM, UH, WITHIN THE LAST COUPLE OF MONTHS.
THAT WAS CANON LANE, RIGHT? CORRECT.
UH, BUT EVERYTHING IN THE CANYON, THROUGHOUT THE CITY, UH, DOES HAVE BA EITHER PERMANENT BACKUP BATTERY SYSTEMS OR, UH, THE ABILITY TO PROVIDE PORTABLE, UH, POWER BACKUP IF NEEDED.
SO THAT WOULD TAKE CARE OF OUR PUMPING STATION IN SUMMIT RANCH.
UH, I DON'T KNOW THE SPECIFIC AREAS, BUT YES, EVERYTHING IN, UH, WITHIN THE CARBON CANYON AREA, UH, UH, THROUGHOUT THE CITY, WE'LL HAVE, UH, UH, BATTERY BACK OF POWER TO BE ABLE TO PROVIDE YOU WITH, UH, ENOUGH PRESSURE SHOULD WE LOSE POWER FOR AN EXTENDED PERIOD OF TIME.

AND SO, UH, WE'RE GONNA BRING THAT BACK TO THE COUNCIL AND JUST, UH, KIND OF LAY OUT ALL THE DIFFERENT ISSUES.

SO I, I I GUESS THE ANSWER IS WE'RE GONNA BRING THAT BACK TO THE COUNCIL TO LOOK AT VARIOUS ASPECTS OF IT, INCLUDING SOME OF THE, UH, RIGHTS OF THE PRIVATE COMMUNITIES, UH, WHEN IT COMES TO, UH, ACCESS AND, UH, THROUGH THEIR GATE.

AND, UH, SO TONIGHT WE ARE GOING TO ADJOURN, ADJOURN IN MEMORY OF DEPUTY SHERIFF ANDREW EZ.
HE, UH, HE PASSED AWAY YESTERDAY, THE 27TH.
THAT WAS HIS END OF WATCH AFTER BEING FATALLY INJURED FROM A GUNSHOT WOUND IN LINE OF DUTY.
DEPUTY NUNEZ WAS A SIX YEAR VETERAN OF THE SAN BERNARDINO COUNTY SHERIFF'S DEPARTMENT.
HE WAS A DEPUTY AT THE RANCHO CUCAMONGA STATION AT THE TIME OF HIS DEATH AND SERVED THE COMMUNITY WITH PRIDE AND PROFESSIONALISM.
I UNDERSTAND HE NEVER DID, UH, SERVE HERE AT, UH, CHINO HILLS IS SOMETHING WE WERE TOLD.
BUT NONETHELESS, HE'S PART OF THE FAMILY AND PART OF WHO REPRESENTS US, SO WE APPRECIATE THAT OUR DEEPEST SYMPATHIES ARE WITH HIS WIFE, HIS 6-YEAR-OLD DAUGHTER, AND THE SECOND CHILD THEY WERE EXPECTING TOGETHER.
HIS FAMILY IS IN OUR THOUGHTS AND PRAYERS DURING THIS EXTREMELY DIFFICULT TIME.
