THE STUDENTS KNOW THAT IN THE FALL CELEBRATE, THE FAMILY COMES AND WE GET TO, WE GET EXCITED ABOUT THE THEME AND HOW WE CAN EXPRESS THAT THEME. SO WE CAN BUILD A MINI LESSON AROUND IT.
AND IT ALSO HELPS US IN THE BEGINNING OF THE YEAR TO BUILD THAT POSITIVE LEARNING COMMUNITY THAT HAS THAT FOUNDATION OF FAMILY, OF A FAMILY UNIT IN THERE, BECAUSE WE CAN NOT ONLY SEE AND APPRECIATE THE DIFFERENT BACKGROUNDS ALL OF OUR STUDENTS HAVE AND THEIR FAMILIES, BUT THEY CAN ALL BRING THAT INTO THE CLASSROOM SO WE CAN START CREATING OUR OWN LITTLE FAMILY IN THE CLASSROOM FOR THE YEAR.

I'LL BE PROVIDING A BRIEF PRESENTATION ON A PROPOSAL TO INCREASE OUR SHARE OF PROPERTY TAX REVENUES FROM THE COUNTY.
IN 1999, SB 166 WAS PASSED AUTHORIZING CHINO HILLS IN THE COUNTY TO NEGOTIATE A GREATER SHARE OF PROPERTY TAX REVENUES SPECIFICALLY RELATED TO COMMERCIAL INDUSTRIAL PROPERTY IMPROVEMENTS MADE ON OR.
THE CITY AND COUNTY ENTERED INTO THEIR INITIAL AGREEMENT ON FEBRUARY 8TH, 2000, AND THE AGREEMENT PROVIDED A 5050 SPLIT OF PROPERTY TAX REVENUES RELATED TO THESE IMPROVEMENTS. THE ORIGINAL AGREEMENT WAS AMENDED TWICE, FIRST IN 2004, TO PROVIDE THE CITY 100% OF THE PROPERTY TAX REVENUES RELATED TO IMPROVEMENTS, AND THEN AGAIN IN 2006.
TO UPDATE ANY OR TO UPDATE THE LIST OF APPLICABLE PROPERTIES THAT RECEIVE THOSE REVENUES. FOR SEVERAL YEARS, THE CITY MANAGER HAS BEEN IN DISCUSSIONS WITH THE COUNTY CAO ON UPDATING OUR PROPERTY TAX AGREEMENT, AND THOSE NEGOTIATIONS OFFICIALLY KICKED OFF IN THE SUMMER OF 2024.
THE PROPOSED AMENDMENT WILL NOW INCLUDE ALL COMMERCIAL INDUSTRIAL PROPERTIES AS IDENTIFIED BY THE COUNTY ASSESSOR, WHICH WILL ADD APPROXIMATELY 70 PROPERTIES TO THE CALCULATION TO OUR LIST OF APPROPRIATE PROPERTIES OR APPLICABLE PROPERTIES. IT WILL CONTINUE TO INCLUDE PROVISIONS THAT ARE 1 MILLION PLUS IMPROVEMENTS TO EXISTING STRUCTURES THAT OCCURRED ON OR AFTER JANUARY 1ST OF 1999, AND IT WILL NOW ALSO INCLUDE ALL NEW COMMERCIAL INDUSTRIAL STRUCTURES BUILT ON OR AFTER JANUARY 1ST, 1999.
IN CONCLUSION, IF APPROVED, THE COUNCIL IS ESTIMATED TO RECEIVE AN ADDITIONAL 260 TO $300,000 ANNUALLY, BEGINNING WITH THE 2425 TRANSFER REVENUE PAYMENT. AND WITH THAT, THAT CONCLUDES MY PRESENTATION.

AND BASICALLY IT TOOK THE DOLLARS THAT WERE BEING CURRENTLY PAID AND ALLOCATED TO THE COUNTY AUDITOR COMPTROLLER'S OFFICE TO GO OUT TO ALL OF THE VARIOUS TAXING ENTITIES WITHIN THE COUNTIES, AND IT WAS BASED UPON ALL THAT EXISTED AT THAT POINT IN TIME.
WE DIDN'T BECOME A CITY UNTIL DECEMBER 1ST OF 1991.
AS A RESULT, WE WERE NEVER INCLUDED IN THAT ORIGINAL ALLOCATION.
AND BECAUSE OF THAT, WE HAVE ONLY BEEN RECEIVING ABOUT 4% OF OUR ANNUAL PROPERTY TAXES PAID TO THE BY EVERYONE IN THE CITY, INCLUDING COMMERCIAL, INDUSTRIAL AND INDIVIDUALS.
BUT IT WAS SOMETHING THAT WAS A FLAW IN THE LEGISLATION.
NO ONE ANTICIPATED THAT THIS WOULD HAPPEN YEARS TO, YOU KNOW, THAT WE'D HAVE ADDITIONAL CITIES.
AND THERE'S ABOUT THREE CITIES, I BELIEVE IT'S ADELANTO, RANCHO CUCAMONGA AND US THAT WERE ALL INCORPORATED SUBSEQUENT TO THAT, THAT PASSAGE BACK IN 1978.
SO WE WERE WE'VE BEEN WORKING OUT SOMETHING WITH AND WORKING VERY DILIGENTLY WITH THE COUNTY SUPERVISOR OFFICE AND THE COUNTY TAX COLLECTOR AND AUDITOR CONTROLLER TO TRY AND

I'M GOING TO WALK THROUGH A LITTLE BIT OF THE HISTORY OF HOW WE CAME TO THIS AGREEMENT.
THE PROPOSED MOU. BUT AND THEN I'LL TALK A LITTLE BIT ABOUT HOW IT'S STRUCTURED.
BUT I DO NEED TO POINT OUT THAT WE HAVE THE DIRECTOR OF COMMUNITY DEVELOPMENT AND HOUSING FOR THE COUNTY, KERRY HARMON, IN THE BUILDING.
IF WE HAVE SOME VERY SPECIFIC QUESTIONS ABOUT HOW THE CENTER WOULD BE OPERATED, SHE MAY BE ABLE TO ADD TO THE MATERIAL THAT I HAVE FOR YOU TONIGHT.
WHAT'S INTERESTING IS THIS ACTUALLY STARTED AS A CONVERSATION BETWEEN WHAT COLLOQUIALLY TERMED THE WEST END CITIES.
AND IT STARTED AT A MEETING OF MAYORS AND STAFF LOOKING FOR A WAY TO ADDRESS SOME OF THE HOMELESS CONCERNS THAT THE INDIVIDUAL CITIES WERE HAVING, BUT LOOKING FOR A REGIONAL SOLUTION.
AND WE WANTED TO MAKE SURE THAT EVERYONE WAS FOLLOWING THE BEST PRACTICES THAT THEY WEREN'T DUPLICATING EFFORTS.
AND THE CONCEPT CAME FORWARD THAT INVOLVING THE COUNTY TO HELP WITH HOMELESS SHELTERING NEEDS WAS WAS A VALUABLE KIND OF JOINT EFFORT.
AND SO THE SAN BERNARDINO COUNTY HAS PROPOSED THAT WE SHOULD HAVE A WEST END REGIONAL NAVIGATION CENTER. AND WE'LL GO INTO A LITTLE MORE ABOUT WHAT HOW THAT'S STRUCTURED.
BUT AT THE TIME WHEN WE WERE HAVING THESE CONVERSATIONS, THE CITY OF FONTANA WAS ALSO LOOKING AT POTENTIAL LOCATIONS FOR A HOMELESS SERVICES SHELTER CENTER. AND SO IN ORDER TO FACILITATE THE, THE MOVING FORWARD OF THIS PROPOSAL, THE COUNTY PARTNERED WITH FONTANA, AND THE PROPOSED NAVIGATION CENTER WOULD BE IN THE CITY OF FONTANA, BUT SERVING MULTIPLE CITIES ON THE WEST END OF THE COUNTY.
THE GOAL OF THIS WOULD BE TO PROVIDE HOMELESS INDIVIDUALS WITH NOT JUST HOUSING RESOURCES, BUT ALSO OTHER SERVICES TO SUPPORT THEIR GROWTH, DEVELOPMENT AND. TRANSITION FROM THE STREETS INTO THE TRADITIONAL HOUSING ENVIRONMENT.
BEHAVIORAL SERVICES AND OTHER RESOURCES WOULD BE AVAILABLE AT THE NAVIGATION CENTER.
THE PLAN IS TO HAVE THIS CENTER UP AND OPERATIONAL IN DECEMBER OF 2026.
SO WHEN WE TALK ABOUT THIS FACILITY AS AN OVERVIEW, IT WOULD PROVIDE EMERGENCY SHELTER SERVICES BUT ALSO RECUPERATIVE CARE.
SOBERING CENTER SERVICES IN ORDER TO SUPPORT THE RESIDENTS AT THE FACILITY.
AND THEN A COMMERCIAL KITCHEN THAT WOULD PROVIDE MEALS FOR THOSE HOUSED THERE.
ON SITE SERVICES WOULD BE BOTH BEHAVIORAL SERVICES, SUBSTANCE ABUSE TREATMENT, PUBLIC HEALTH, TRANSITIONAL SERVICES AND EMPLOYMENT MEALS, CASE MANAGEMENT.

AND SO THIS IS TYPICALLY REFERRED TO AS WRAPAROUND SERVICES.IT'S MORE THAN JUST A PLACE FOR SOMEONE TO LEAVE THE STREETS AND BE ABLE TO YOU KNOW, HAVE A ROOF OVER THEIR HEADS.
BUT ANY SUPPORTING SERVICES THAT THEY MAY NEED WOULD BE PROVIDED AT THIS LOCATION AS WELL. THERE WOULD BE A COORDINATED ENTRY SYSTEM WHEREBY THE CITIES WOULD WORK WITH THE COUNTY AS THE OPERATOR TO SPONSOR, FOR LACK OF A BETTER TERM, INDIVIDUALS TO COME TO THE FACILITY.
THEY WOULD NOT WALK IN FROM THE STREETS.
HAVING LOOKED AT OTHER SIMILAR REGIONAL PROPOSALS, THERE'S ALWAYS A WORRY THAT IF YOU HAVE A SHELTER OR A NAVIGATION CENTER IN YOUR CITY, THAT YOU'RE GOING TO DRAW MORE HOMELESS INDIVIDUALS THAN YOU WOULD HAVE NATURALLY.
AND SO ONE OF THE WAYS THAT WE CAN MANAGE THAT FROM, YOU KNOW, TO A CERTAIN EXTENT FOR THE CITY OF FONTANA, IS THAT THE CITY OF CHINO HILLS PERSON WOULD BE RECOMMENDED BY EITHER OUR LAW ENFORCEMENT OR OUR BOOTS ON THE GROUND STAFF, THEY WOULD BE PLACED IN THE FACILITY AS OPPOSED TO SOMEONE JUST WALKING UP WITHOUT, LET'S CALL IT A REFERRAL FROM THE COMMUNITY.
SO THAT ALSO MEANS, THOUGH, IF THE PERSON EXITS THE FACILITY, THAT THEY'RE GOING TO BE TRANSPORTED BACK TO THE CITY WHERE THEY ORIGINATED.
THE SIZE OF THE FACILITY WOULD BE APPROXIMATELY 200 BEDS, WITH 100 OF THOSE BEDS BEING FOR EMERGENCY SHELTER SERVICES AND 100 FOR RECRUITMENT RECUPERATIVE MEDICAL CARE.
IT WOULD BE A 24 OVER SEVEN NATION.
AND IT WOULD TAKE OTHER NEEDS SUCH AS THEIR PETS OR PARTNERS AND PERSONAL BELONGINGS INTO CONSIDERATION FOR THE NAVIGATION CENTER AND HOUSING.
THE COUNTY WOULD BE RESPONSIBLE FOR THE OPERATIONS AND MANAGEMENT AND GENERAL OVERSIGHT. NOT ANY OF THE INDIVIDUAL CITIES.
IT WOULD BE THE COUNTY THE TYPICAL MODEL.

BUT EVEN THOUGH THE COUNTY WOULD BE OVERSEEING AND OPERATING, THERE WOULD BE, ACCORDING TO THE MOU, AS PROPOSED INVOLVEMENT FROM THE CITY, THERE WOULD BE AN OVERSIGHT COMMITTEE THAT WOULD BE COMPRISED OF LEADERSHIP, EITHER STAFF LIKE CITY MANAGER, ASSISTANT, CITY MANAGER, OR AN ELECTED OFFICIAL GUIDING THE OPERATIONS, AND THEN MORE BOOTS ON THE GROUND OPERATIONS COMMITTEE COMPRISED OF STAFF WITH KNOWLEDGE OF OUR HOMELESS POPULATION ALSO SERVING TO HELP GUIDE THE COUNTY AND THE OPERATIONS.

THEIR BED COUNT WOULD BE SEVEN.
BUT THEIR POINT IN TIME COUNT FOR THIS YEAR WAS 38.
ONTARIO HAS A SPECIAL CIRCUMSTANCE AS FAR AS THE MOU AS DESIGNED, IS THAT THEY'RE ANTICIPATING THEY'RE GOING TO BUILD THEIR OWN SEPARATE CITY, HOMELESS NAVIGATION CENTER OR SHELTER.
AND SO THEY'RE COMMITTING TO PARTICIPATE, BUT THEY'RE LOOKING AT A THREE YEAR COMMITMENT. WHEREAS THE FULL AGREEMENT, A COMMITMENT FOR ALL THE OTHER CITIES IS TEN.
AND I THINK THIS IS A CONCESSION THAT CURRENTLY, THE CITY OF ONTARIO IS WILLING TO BE PART OF THE AGREEMENT FOR AT LEAST THE FIRST THREE YEARS, BUT THEY MAY THEN MANAGE THEIR OWN HOMELESS OPERATIONS OUT OF A CITY OWNED SHELTER. BUT, YES, THIS WOULD BE A GOOD TIME TO ASK THIS, BECAUSE PEOPLE ARE GOING TO LOOK AT THIS AND SAY THERE'S GROSS INEQUITY AS FAR AS WHERE OUR CURRENT HOMELESS COUNT COMPARED TO OTHERS.
AND GIVEN RELATIVELY EQUAL COMMENTS OR PROPOSED COST EACH YEAR SEEMS TO BE OFF.
BUT I THINK THAT THE OTHER THING IS ONTARIO, IF THEY'RE ONLY IN FOR THREE YEARS, IS THERE A CHANCE THAT AT SOME POINT IN THE FUTURE, SINCE THEY'RE A LOT CLOSER, THAT WE COULD JOIN WITH THEM ON THEIR, THEIR PROGRAM? BECAUSE OBVIOUSLY FONTANA IS A LONG WAYS AWAY.
WE'VE HAD MEETINGS, SEVERAL MEETINGS FOR THE LAST OVER THE LAST YEAR WITH THE WEST END MAYORS GROUP THAT MEETS QUARTERLY ABOUT THIS ISSUE.
OUR CITY POLICY HAS ALWAYS BEEN WE'VE NEVER REALLY HAD A HUGE HOMELESS POLICY, YOU KNOW, ISSUE WITHIN THE CITY, BUT ONE IS TOO MANY AND THAT WE ALWAYS HAVE WANTED TO BE PROACTIVE TO DEAL WITH THIS BEFORE IT BECOMES A PROBLEM, BECAUSE WITH THINGS CHANGING AND EVERYTHING ELSE, THERE'S THERE'S ALWAYS THE POTENTIAL THAT IT COULD GET WORSE AS FAR AS THAT GOES.
YOU WANT TO GIVE A GENERAL DESCRIPTION OR, YOU KNOW, EXPLANATION SO WE CAN LET THE PUBLIC KNOW WHY WE'RE INVOLVED RIGHT NOW.
AND YOU KNOW WHAT, WHAT THE LONG TERM MIGHT LOOK LIKE.

WE DID APPROACH THE THE CITY OF POMONA SHORTLY AFTER THEY OPENED THEIR FACILITY TO ASK IF. BECAUSE OUR POPULATION IS SO LOW, COULD WE, FOR LACK OF A BETTER TERM, BUY A BED SO THAT WE WOULD HAVE ACCESS TO THEIR SHELTER? AND WE'VE RECENTLY REACHED OUT AGAIN AND THEY DON'T HAVE AN INTEREST IN, IN PARTNERING WITH WITH A CITY LIKE US.

JUST TO QUICKLY GO THROUGH WITH ONTARIO BEING A LITTLE BIT DIFFERENT AT 250, THEN WE GET INTO RANCHO CUCAMONGA, WHO'S LOOKING TO CONTRIBUTE $300,000 A YEAR FOR THEIR 113 IDENTIFIED HOMELESS POPULATION.
RIALTO, AT 250, HAS ROUGHLY 52 IN THE POINT IN TIME COUNT.
AND THEN UPLAND, WHO'S ALSO LOOKING AT 250, HAS 33.

AND SO THIS IS A LITTLE MORE REASONABLE THAT A MAJORITY OF THE AGENCIES WOULD HAVE TO DISSOLVE THE AGREEMENT.
NOW, THERE IS A MECHANISM FOR ANY INDIVIDUAL PARTY TO LEAVE.
SO LIKE, LET'S SAY THAT AFTER A COUPLE YEARS, THE CITY OF CHINO HILLS DECIDED THAT WE WEREN'T SENDING ENOUGH TO WARRANT OUR PARTICIPATION. THE CHALLENGE IS, IS AS THE MOU IS, IS DESIGNED OUR TENURE AGREEMENT WOULD PUT US COMMITTED FOR $200,000 PER YEAR FOR THE FULL TEN YEARS.
IF WE WANTED TO EXIT, THE TERMINATION PENALTY WOULD BE EQUAL TO THE CONTRIBUTION WE SIGNED UP FOR, SO THERE WOULDN'T BE A WAY FOR US TO STOP PAYING EARLY IF WE WANTED TO LEAVE.
AS THE MOU IS CURRENTLY DESIGNED IN THE NINTH YEAR, IF WE DETERMINE THAT WE DIDN'T WANT TO RE-UP FOR THE NEXT FIVE YEARS, WE COULD THEN GIVE NOTICE THAT WE WEREN'T GOING TO PARTICIPATE PAST THE INITIAL TEN YEARS. BUT AGAIN, IT'S JUST SAFE TO, TO KIND OF THINK OF THIS AS ONCE WE'RE IN

AND THE CONVERSATIONS I'VE HAD WITH OUR SWAG TEAM AND POLICE OFFICERS, BOTH IN OUR TOWN AND OTHERS.
ONE OF THE CHALLENGES IS YOU'VE GOT TO CATCH THE PERSON WHEN THEY'RE WILLING TO TAKE SERVICES, AND THAT BUFFER OF TIME IT WOULD TAKE TO TRANSPORT SOMEONE TO FONTANA, WE THINK, WOULD BE A CHALLENGE FOR GETTING PEOPLE TO ACCEPT SERVICES.

AND SO OUR RECOMMENDATION OR THAT WE'RE LOOKING FOR DIRECTION POTENTIALLY FROM THE COUNCIL IS THAT YOU COULD AUTHORIZE ME AS THE CITY MANAGER TO CONTINUE TO NEGOTIATE THE TERMS, MAYBE LOOK AT REQUESTING A REDUCTION IN THE MINIMUM CONTRIBUTION OF 200,000, OR AT LEAST LOOKING AT OPTIONS FOR A SHORTER MOU TERM THAT WOULD MAKE IT MORE VIABLE FOR US. THE COMMITMENT ON A LOWER NUMBER OF YEARS WOULD BE LESS OF A COMMITMENT.
IF THIS DIDN'T WORK OUT FOR US, IT WOULD GIVE THE COUNTY SOME ASSURANCES THAT WE WOULD BE IN, MUCH LIKE THE SPECIAL CIRCUMSTANCES FOR ONTARIO, OR THE COUNCIL COULD SAY THAT THIS ISN'T A PROGRAM THAT YOU WANT TO PURSUE ANY FURTHER.

THAT IS GREAT. SO FAR, PROP 36 IS NOT DELIVERING ON THE DRUG TREATMENT SIDE. ACCORDING TO CAL MATTERS ARTICLE AND OTHER ARTICLES I'VE READ, CODY HAD THE THREE ARRESTS FOR DRUG POSSESSION, BUT IT WASN'T USED ON HIM.
I KNOW OUR COUNTY HAS TAKEN PRECAUTIONARY APPROACH WITH THE TREATMENT MANDATED PORTION OF THE LAW. WE WILL BE GOING BACK TO COURT ON DECEMBER 8TH TO SEE WHAT ARROWHEAD REGIONAL MEDICAL CENTER, A COUNTY RUN HOSPITAL, HAS TO SAY WHY THEY RELEASED CODY THE WAY THEY DID WHEN IT WAS A 5150 CASE, BUT A COURT ORDERED EVALUATION FROM A JUDGE.
I HAVE INVITED COUNTY STAFF, BY THE WAY, SOME COUNTY STAFFS, SO I DO JUST HAVE SOME CONCERNS ON THE COST AND HOW MUCH YOU KNOW, WE WILL BENEFIT FROM THEM.

I REALIZE THAT THIS IS A BIG DECISION FOR YOUR CITY, AND YOUR NEED VARIES FROM OTHER CITIES THAT ARE PARTICIPATING.

IT DID BEGIN WITH SOME CONVERSATIONS AMONG MAYORS OF HOW TO CREATE A SHELTERING SYSTEM IN THE WEST END THAT HELPED LEVERAGE RESOURCES AND SHARE FACILITIES IN A WAY THAT ACTUALLY WAS A MORE EFFICIENT USE OF BOTH PUBLIC AND PRIVATE DOLLARS.
AND WHAT CAME TO BE WAS THE IDEA OF A WEST END NAVIGATION CENTER THAT WAS CONSIDERABLE, THAT WAS OF CONSIDERABLE SIZE TO SERVE AS A ONE STOP.
AND THAT'S HOW WE ARRIVED AT A 200 BED FACILITY.
FONTANA WAS AGGRESSIVELY BUILDING OUT THEIR OWN SHELTER SYSTEM, AND AGREED TO SERVE AS A HOST CITY AND CONTRIBUTE A MUCH LARGER RATE.
THE COUNTY IS COVERING 100% OF THE DEVELOPMENT COSTS.
SO AT PRESENT TIME THAT'S ESTIMATED TO BE 20 MILLION.
AND THAT'S THE BUDGET THAT I HAVE BUILT THE PROJECT AROUND.
WE ALL KNOW THAT CONSTRUCTION COSTS ARE ALL OVER THE BOARD.
NOW. MANY OF US HAVE SEEN THAT WITH WITH OTHER PROJECTS SO COULD COME IN SLIGHTLY HIGHER. BUT AGAIN, THE COUNTY IS IS WILLING TO BEAR 100% OF THOSE COSTS.
AND IN EXCHANGE FOR THAT, THEY'RE LOOKING AT PUTTING THIS FACILITY INTO USE FOR TEN YEARS JUST TO GET AN ROI FOR OUR ENTIRE CONSTITUENCY ON THIS LEVEL OF INVESTMENT. AND WE'RE LEVERAGING A LOT OF FEDERAL FUNDS, SOME STATE FUNDS, BUT THERE ARE SOME COUNTY GENERAL FUNDS IN THAT AS WELL.
THE IDEA OF A REGIONAL CENTER IS, AGAIN, TO BE MORE EFFICIENT IN OUR USE OF PUBLIC FUNDS, BUT TO AVOID CITIES AND OTHER ENTITIES, LIKE NONPROFIT SHELTERS, COMPETING AGAINST EACH OTHER FOR OPERATING FUNDS. IT'S ONE THING TO BUILD IT.
ACTUALLY BUILDING IT IS THE EASY PART.
BUT TO MAINTAIN OPERATIONS, THESE ARE VERY SERVICE INTENSIVE.
AND THE KEY INGREDIENT HERE IS THE STAFF, RIGHT.
AND THAT REQUIRES, YOU KNOW, A SIGNIFICANT INVESTMENT IN OPERATING DOLLARS. AND SO IF WE CREATE ONE LARGE SHELTER, IT AVOIDS THE NEED FOR SOME CITIES THAT HAVE A MORE SIGNIFICANT ISSUE FROM HAVING TO STAND UP THEIR OWN AND THEN CANNIBALIZING THE OPERATIONAL FUNDING ENVIRONMENT.
I REALIZE JUST TO GET TO WHY THERE'S THE FUNDING RANGE THAT EXISTS, YOU KNOW, BECAUSE IT REALLY RANGES FROM 200 000 WITH THE EXCEPTION OF CITY OF FONTANA, YOU KNOW, IS IS JUST UNDER 400 000.
WE WANTED TO MAKE IT AT A, AT A RATE WHERE, WHERE COUNCILS WEREN'T HAVING TO CHOOSE BETWEEN FUNDING A DEPUTY VERSUS INVESTING IN THE SHELTER BECAUSE WE, WE UNDERSTAND THAT PUBLIC, A PUBLIC SAFETY INVESTMENT IS PART OF THE STRATEGY, BUT WE REALLY WANT TO HONE PEOPLE GETTING PEOPLE INTO SERVICE.
AND IT WAS REALLY IMPORTANT TO US AS WE CREATED THE TIERED SYSTEM TO CREATE EVERYBODY. ALL THIS PARTICIPATING CITIES INVESTMENT RATE BELOW THE $500,000 ANNUAL MARK. I DO THINK THAT THIS IS GOING TO SERVE AS A MODEL ACROSS THE STATE OF NOT JUST CITY AND COUNTY COLLABORATION, BUT OF DEPLOYING COUNTY HUMAN RESOURCES SUCH AS OUR BEHAVIORAL HEALTH DEPARTMENT, OUR SUBSTANCE USE COUNSELORS, OUR PUBLIC HEALTH RESOURCES IN A MORE TARGETED MANNER TO GET PEOPLE WHERE THEY NEED TO BE. WE ARE AT A POINT WHERE WE ARE LIKE OVERHAULING THE BEHAVIORAL HEALTH SYSTEM OF CARE UNDER PROP ONE. SO PROP ONE REQUIRES 30% OF YOUR BEHAVIORAL HEALTH FUNDS FROM THE STATE TO BE INVESTED IN HOUSING INTERVENTIONS.
THAT INCLUDES SHELTER INTERVENTIONS.
SO DOWN THE ROAD, LIKE A YEAR FROM NOW, THIS FACILITY WILL FIGURE INTO THAT OVERHAUL AND THAT THAT REDIRECTING OF FUNDING COULD ALSO DEFRAY YOUR COSTS.
BUT I DO REALIZE THAT THIS IS A BIG DECISION FOR A SMALLER CITY LIKE CITY OF CHINO HILLS.
I'M HERE TO ANSWER ANY QUESTIONS.

YOU KNOW, UPWARDS OF SEVERAL MILLION DOLLARS ARE INVESTED IN THAT TYPE OF HOUSING STRATEGY ACROSS THE COUNTY JUST ON AN ANNUAL BASIS.
SO I THINK THERE'S FUNDING UNDER OUR BEHAVIORAL HEALTH AUSPICES.
I ALSO THINK THAT THIS WOULD BE A VERY COMPETITIVE PROJECT FOR PRIVATE FUNDS LIKE THE HILTON FOUNDATION SOME OTHER LOCAL FUNDING SOURCES, INCLUDING HEALTH CARE FUNDING.
SO I AM OPTIMISTIC THAT EVEN IN OUR FIRST YEARS OF OPERATIONS, THAT THE CITIES WILL SEE A REDUCTION IN THEIR SHARE BASED ON US SECURING COMPETITIVE GRANTS AND REDIRECTING SOME COUNTY FUNDING THAT WAS USED FOR LIKE, MOTEL VOUCHERING IN A MORE COHESIVE WAY IN THIS SHELTER.
BUT I THAT WE HAVE TO SEE HOW THAT PLAYS OUT.
YEAH. THE REASON I ASK IS OBVIOUSLY WE HAVE WE'VE HAD THIS PROBLEM STATEWIDE.
SOME COUNTIES ARE FAR WORSE THAN OTHERS.
IT SEEMS LIKE THE MONEY THAT COMES DOWN FROM THE STATE SEEMS TO BE BEING WASTED, LITERALLY, AND NOT PUT TO GOOD USE.
AND IT SEEMS LIKE THIS TYPE OF A PROCESS IS FAR BETTER USE OF HOMELESS FUNDS THAT ARE AVAILABLE FROM THE STATE THAN MOST OF THE ONES THAT WE HEAR ABOUT.
SO I'M ENCOURAGED THAT WE COULD MAKE THIS HAPPEN.

THAT'S A LOT FOR THE SMALL CITY OF CHINO HILLS TO BEAR ON HOMELESS.
NOW, THE HOMELESS COUNT COULD GO UP OVER TIME AND IT POSSIBLY WILL.
WITH THE OLYMPICS APPROACHING, WE KNOW THAT COULD RELOCATE INDIVIDUALS OUT OF L.A. COUNTY. BUT. I JUST THINK A TEN YEAR COMMITMENT FOR 200,000 IS UNREASONABLE TO ASK FOR THE CITY OF CHINO HILLS.
WITH OUR CURRENT COUNT AND AS PROACTIVE AS WE'VE BEEN WITH SWAGIT, WE'VE HAD VERY LITTLE RESULTS AS FAR AS PLACING SOME OF THOSE INDIVIDUALS IN OTHER FACILITIES. BASED ON WHAT JOANNE SAID AND JUST WHAT WE KNOW FROM DEALING WITH SWAGIT.
SO I KNOW THERE CAN BE MORE DISCUSSION, BUT IF WE WANT TO BE A GOOD A GOOD PARTNER IN THE REGION, ALTHOUGH WE'RE ON THE FAR END, THE WEST END.
SO AS BEN SAID, IT'S A LONG DISTANCE FROM HERE.

UNLESS THE COUNTY OR FONTANA IS WILLING TO GIVE A REBATE ON THE LACK OF US USING ANY OF THE BEDS. I MEAN, IT'S VERY POSSIBLE WE WON'T USE A SINGLE BED DURING THAT ONE YEAR TERM BECAUSE OF OUR WHAT WE'VE SEEN IN THE PAST COUPLE OF YEARS AS FAR AS THE INDIVIDUALS THAT ARE HERE IN TOWN AND THEIR WILLINGNESS TO ACCEPT TREATMENT.
SO I WOULD SUGGEST A SIGNIFICANT REDUCED OVER THE TEN YEARS, AND I'M SUGGESTING THREE YEARS TO MIMIC BEFORE WE HAVE ADDITIONAL DISCUSSION ON THAT.

DURING THE PUBLIC HEARING, REPRESENTATIVES FROM THE BUILDING INDUSTRY ASSOCIATION OF SOUTHERN CALIFORNIA, OR BIA REQUESTED A DELAY IN THE INCREASES FOR THE PARKS AND RECREATION FACILITIES FEE AND THE QUIMBY AND LIEU FEE.

THEY PROPOSE TWO APPROACHES ONE A GRANDFATHERING, WHICH MEANS ALLOWING PROJECTS WITH APPROVED TENTATIVE TRACK MAPS BY OCTOBER 28TH, 2025 TO PAY CURRENT FEES IF THEIR FINAL MAP IS APPROVED BY NOVEMBER 1ST, 2028. AND SECOND IS A PHASE IN APPROACH WHICH GRADUALLY IMPLEMENTS THE NEW FEES FOR ALL OTHER PROJECTS OVER FOUR YEARS.STAFF MET TO CALCULATE THE FISCAL IMPACT OF THESE REQUESTS, SO I'LL GO OVER THE ASSUMPTIONS BEHIND THE ANALYSIS FIRST.
FOR GRANDFATHERING ELIGIBILITY, THE ANALYSIS ASSUMES THAT 79 SINGLE FAMILY UNITS AND 574 MULTI-FAMILY UNITS THAT ARE PLANNED OR UNDER CONSTRUCTION WOULD BE ELIGIBLE FOR GRANDFATHERING.
OF THESE, 44 SINGLE FAMILY UNITS ALREADY HAVE FEES LOCKED AT CURRENT RATES UNDER STATE LAW.
SECOND, THE PROJECT ALREADY HAS PARK FEE CREDITS IN PLACE THAT REDUCE THE FEES OWED BY ABOUT 97%. THESE CREDITS WERE INCLUDED IN OUR ANALYSIS.
THIRD, FOR FUTURE DEVELOPMENT ESTIMATES.
THE ANALYSIS ASSUMES FUTURE PROJECTS WILL INCLUDE 173 SINGLE FAMILY UNITS AND 574 MULTIFAMILY UNITS OVER THE NEXT FOUR YEARS.
FOURTH, LOST REVENUE IS CALCULATED BASED ON THE DIFFERENCE BETWEEN THE NEWLY ADOPTED FEES AND THE CURRENT FEES. ANY REDUCTION IN FEES REPRESENTS A COST THE CITY WOULD NEED TO COVER TO FUND THE INFRASTRUCTURE THE FEES ARE INTENDED FOR.
AND LASTLY, FOR THE PHASE IN OPTIONS, THE ANALYSIS ASSUMES GRADUAL INCREASES EITHER 25% PER YEAR OVER FOUR YEARS, OR 33% PER YEAR OVER THREE YEARS, PLUS ANNUAL ADJUSTMENTS FOR COST ESCALATIONS.
THIS GRAPH SHOWS THE FISCAL IMPACTS OF VARIOUS OPTIONS.
GRANDFATHERING EXISTING PROJECTS ALONE COULD RESULT IN APPROXIMATELY $4.7 MILLION IN LOST REVENUE. A FOUR YEAR PHASE IN ALONE COULD RESULT IN ABOUT 4 MILLION LOST REVENUE.
COMBINING GRANDFATHERING WITH A FOUR YEAR PHASE IN COULD RESULT IN A TOTAL LOST REVENUE OF 5.6 MILLION. THIS IS THE REQUEST THAT BIA MADE AT A THREE YEAR PHASE IN.
IT COULD REDUCE THE LOST REVENUE TO 2.4 MILLION, REPRESENTING THE LOWEST FINANCIAL IMPACT, WHILE STILL PROVIDING RELIEF TO DEVELOPERS.
SO TONIGHT'S STAFF IS SEEKING DIRECTION FROM COUNCIL REGARDING THE GRANDFATHERING AND OR PHASING IN OF THE PARKS AND RECREATION FACILITIES FEE AND QUIMBY IN LIEU FEE FOR RESIDENTIAL DEVELOPMENT.

WE ARE A VERY ATTRACTIVE CITY.
WE'RE VERY POPULAR. PEOPLE ARE BUYING HOUSES, AND WHEN PROPERTIES ARE BUILT RIGHT NOW, THEY'RE SELLING AT CRAZY, CRAZY VALUES. MOST OF US SAY THAT WE CAN'T EVEN AFFORD OUR OWN HOMES AT CURRENT VALUES.
BUT THE REALITY IS, I FEEL FIRM OR FEEL VERY FIRM ABOUT THE FACT THAT WE CANNOT REDUCE THESE FEES, THESE PROPOSED FEES, AND IN ESSENCE, SUBSIDIZE THE DEVELOPMENT.

TONIGHT, WAS SOMETHING THAT YOU HAD PROPOSED AS AN ALTERNATIVE APPROACH THAT HAD TWO IMPORTANT PARTS TO CHANGE THE RULES OR MOVING THE GOALPOSTS, TO BORROW A SPORTS ANALOGY ON THE PROJECTS THAT HAVE SPENT COUNTLESS HOURS, COUNTLESS CAPITAL WORKING WITH STAFF, AND TO SAY, NOW YOUR PROJECT IS OFF BY 450%, IS OFF BY 200 PLUS PERCENT, WAS THE SPIRIT OF WHAT WE HAD TALKED ABOUT AND KEEPING THAT EXEMPTION AND NOT CHANGING THE RULES FOR THOSE PROJECTS, KNOWING THAT ULTIMATELY, AS WAS STATED CORRECTLY BY THE BY THE MAYOR, IT'S GOING TO BE PASSED ON.
BUT MAKE NO MISTAKE, MAKE NO MISTAKE, GOVERNMENT HAS A DEFINITIVE IMPACT ON HOUSING PRICES. ABSOLUTELY. AND THAT'S WHAT WE'RE TALKING ABOUT TODAY.
AGAIN, RESPECTFULLY, YOUR DECISION TO CONSIDER AN EXEMPTION IS A BALANCED APPROACH.

SO ARE YOU RECOMMENDING THAT THE THREE PHASE IN AFTER SEEING ALL THE OTHER ONES AS WELL? YEAH. AND IF YOU LOOK AT THE DIFFERENCE, I WAS TRYING TO DO THE MATH HERE BECAUSE IT'S A SIGNIFICANT FINANCIAL IMPACT FOR REVENUE THAT WE'RE GOING TO LOSE.

THE ONLY DIFFERENCE IS, IS STAFF IS PROPOSING THAT INSTEAD OF DOING BOTH A GRANDFATHERING AND A PHASE IN THAT WE ONLY DO THE PHASE IN.
SO IT ISN'T LIKE THAT WE'VE CHANGED THE THE ALTERNATE TERM FROM FOUR TO 3 TO 2 FOR PHASE IN. WE'RE STILL TALKING ABOUT A THREE YEAR PHASE IN.
WHICH WOULD MEAN THAT THE FEES AS ADOPTED BY THE COUNCIL WOULD BE IMPLEMENTED IN YEAR ONE AT 33% OF THAT FULL AMOUNT.
IN YEAR TWO, IT WOULD BE 66% OF THAT FULL AMOUNT, AND THEN YEAR THREE WOULD GO TO THE FULL AMOUNT.

AT GALLOPING HILLS PART OF THE DELAY WAS WORKING WITH EDISON TO ENERGIZE OR PROVIDE A SERVICE PEDESTAL AND ENERGIZE THAT SERVICE PEDESTAL.
