1. Chelsea Brown, Dog Park for Chino Hills, announced that the organization will hold their 2nd Annual Dog Park for a Day event on Saturday, March 28 at Boys Republic. She invited and encouraged everyone to attend.
2. Suzi Vlietstra, Chino Hills Horseman’s Association, spoke regarding the approval of the Equestrian Overlay District. She thanked the City Council, Planning Commission, and City staff for their efforts to coordinate with the equestrian community and approve the District. Ms. Vlietstra noted that she believes the City has made history in the state of California with the successful handling of the urbanization of equestrian areas. She stated that a permanent equestrian committee is necessary to continue to facilitate the viability and visibility of equestrians in the community. Ms. Vliestra invited everyone to visit Rancho de Felicidad on July 18 at 6:00 p.m. for an ice cream social and movie screening event.

Public Information Officer (PIO) Cattern reminded everyone that City Facilities and the Library will be closed on Monday, February 16 in recognition of President’s Day. She noted that trash service will not be delayed.
PIO Cattern reminded everyone that Healthy Cities Applications are due to the City Clerk’s Office by 4:00 p.m. on Friday, March 6. She noted that applications are available online at www.chinohills.org/HealthyCitiesApplication and at City Hall in the City Clerk’s Office. PIO Cattern announced that Junior High and High School students are invited to submit videos and digital art for the 20th Annual Water Education Awareness Committee (WEWAC) Water Conservation Contest. She reported that applications and information are available online at www.usewaterwisely.com or by calling (909) 62-3628. PIO Cattern noted that entries must be postmarked or delivered by 6:00 p.m. on Thursday, March 12.
PIO Cattern announced that the theme for the 15th Annual Water Conservation Design-A-Sign Contest is “Catch those drops, don’t let them get away!” She noted that the contest is open to Chino Hills students grades K-12 and more information is available online at www.chinohills.org/designasign. Contest entries must be turned in to City Hall by 4:00 p.m. on Friday, March 20.
COUNCIL REPORTS
1. Inland Empire Utilities Agency – Council Member Rogers reported that increases in water rates are anticipated, which will be a pass through charge to the residents. He noted that the proposed increases are anticipated to go into effect in October and will impact connection fees and recycled water rates.
2. Sanbag – Council Member Graham reported that an independent oversight committee, created as a result of Measure I, gave a report indicating approval of the use of Measure I funding by Sanbag. He reported that the County of San Bernardino will be issuing a Visioning Award in June and has requested a nominee from the City of Chino Hills who exhibits leadership and integrity.
COUNCIL COMMENTS
Rogers:
Council Member Rogers reported that the Chino Hills Community Foundation will hold the 5th Annual Spring Home Tour on Sunday, April 19. He encouraged those interested to visit www.chinohillsfoundation.org for further information and to purchase tickets. Council Members Rogers complimented staff on the redesign and presentation of the Chino Hills Facilities map in the Spring City News and Recreation Brochure. He encouraged everyone to visit the Hong Buffett on Peyton Drive. Council Members Rogers reported that he attended a tour of the City’s recycling facility and was impressed by the process for sorting the volume of trash. He noted that he and Mayor Moran attended a tour of the water facilities in the Sacramento Delta sponsored by the Metropolitan Water District.
Marquez:
Council Member Marquez reported that the chARTS event on Saturday, January 31, An Evening with the Beatles, was sold out and the music was exceptional. He noted that he attended the Chinese American Association of Chino Hills Chinese New Year’s Festival and a presentation by the Chino Hills Historical Society . Council Member Marquez requested an update on the dog park project. City Manager Bartlam reported that grading for the park project has been completed and will be built during the construction of the model homes. Community Development Director Lombardo reported that the model homes are undergoing final plan check and that final plans for the dog park are anticipated shortly. Council Member Marquez expressed concern regarding infestation of oak trees by the Gold Spotted Oak Tree Bover.
Bennett:
Vice Mayor Bennett noted that Mark Stone, Ayala Band Director, was recognized as Teacher of the Year and congratulated him on his success.
Graham:
Council Member Graham expressed concern regarding the conditions of streets in the City and inquired whether more money would be dedicated to the street improvements projects in the upcoming 2015/16 budget. He congratulated the Chino Hills Sheriff’s Department on their closing of major cases in the community.
Moran:
Mayor Moran thanked Captain Guillen for reaching out to residents to dialogue regarding concerns in the City. She encouraged anyone interested to apply for the Healthy Cities Steering Committee. Mayor Moran reported that an informational meeting regarding business retention in the City of Chino Hills, titled, “How the City Attracts Restaurants and Shops”, will be held at 6:00 p.m. at the Chino Hills Community Center on Thursday, March 19. She encouraged everyone to attend.

Council Members Rogers complimented staff on the redesign and presentation of the Chino Hills Facilities map in the Spring City News and Recreation Brochure. He encouraged everyone to visit the Hong Buffett on Peyton Drive. Council Members Rogers reported that he attended a tour of the City’s recycling facility and was impressed by the process for sorting the volume of trash. He noted that he and Mayor Moran attended a tour of the water facilities in the Sacramento Delta sponsored by the Metropolitan Water District.
Marquez:
Council Member Marquez reported that the chARTS event on Saturday, January 31, An Evening with the Beatles, was sold out and the music was exceptional. He noted that he attended the Chinese American Association of Chino Hills Chinese New Year’s Festival and a presentation by the Chino Hills Historical Society . Council Member Marquez requested an update on the dog park project. City Manager Bartlam reported that grading for the park project has been completed and will be built during the construction of the model homes. Community Development Director Lombardo reported that the model homes are undergoing final plan check and that final plans for the dog park are anticipated shortly. Council Member Marquez expressed concern regarding infestation of oak trees by the Gold Spotted Oak Tree Bover.
Bennett:
Vice Mayor Bennett noted that Mark Stone, Ayala Band Director, was recognized as Teacher of the Year and congratulated him on his success.
Graham:
Council Member Graham expressed concern regarding the conditions of streets in the City and inquired whether more money would be dedicated to the street improvements projects in the upcoming 2015/16 budget. He congratulated the Chino Hills Sheriff’s Department on their closing of major cases in the community.
Moran:
Mayor Moran thanked Captain Guillen for reaching out to residents to dialogue regarding concerns in the City. She encouraged anyone interested to apply for the Healthy Cities Steering Committee. Mayor Moran reported that an informational meeting regarding business retention in the City of Chino Hills, titled, “How the City Attracts Restaurants and Shops”, will be held at 6:00 p.m. at the Chino Hills Community Center on Thursday, March 19. She encouraged everyone to attend.
