1. Virginia Mondonedo, Rotary Club of Greater Chino Hills, announced that the organization will hold a Multicultural Festival on April 11 from 11:00 a.m. to 4:00 p.m. at the Chino Hills Community Center. She invited everyone to attend.
2. Maria Free, Prison City Derby Dames, spoke regarding the Special Event Permit fee. She requested a fee waiver for non-profit events in the City.
3. Bob Goodwin, resident, thanked the City for the successful Community Information Meeting workshop that was held on March 19th. He requested that future Community Information Meetings have enhanced advertisement to better reach the community.
4. Karen Haughey, on behalf of San Bernardino County Fourth District Supervisor Curt Hagman, announced that Supervisor Hagman’s Office will be hosting two upcoming events in the month of April; a shredding event and an Open House. 7. Robert Ralston, Donate Life Ambassador, announced the 13th Annual Donate Life Run/Walk to be held on April 25th at Cal State Fullerton. He noted that the Chino Valley Fire District will hold a Flag raising on March 30th in honor of Donate Life Month.

MOTION ______. 1) Authorized a budget appropriation in the amount of $47,400 in the Information Technology Fund, to be funded by a transfer from the General Fund; 2) authorized staff to "piggy-back" on the California Multiple Award Schedule (CMAS) contract and issue a purchase order to Mainline Information Systems (MIS) to purchase an upgrade to the existing AS400 server in an amount not-to-exceed $33,304 by waiving the City's normal bidding requirements pursuant to City Council authority in Chino Hills Municipal Code (CMHC) Section 3.16.110, subsection G because the procurement process utilized by the State of California for the CMAS is substantially similar to and achieves the objectives of CHMC Purchasing Chapter 3.16; 3) found that a bidding process is not required to enter into a professional services agreement with MIS because MIS is the best provider based on demonstrated competence, experience, and knowledge of the City's server due to its ten years of servicing the City's current AS400; and 4) authorized the City Manager to negotiate and execute a professional services agreement with MIS for the installation, configuration, maintenance, and ongoing consulting services for an upgraded Finance AS400 server in an amount up to $14,000 in a form acceptable to the City Attorney.

PUBLIC INFORMATION OFFICER REPORT
Public Information Officer (PIO) Cattern reminded everyone that Volunteen applications will be available beginning March 30 for teen residents between the ages of 13 and 16. She commented that teens who participate in the program assist with summer recreation programs and events and some participants eventually become paid recreation leaders. PIO Cattern noted that only the first 80 applications will be accepted, of which approximately 40 teens will be selected for the program. For more information please visit www.chinohills.org/volunteens.
PIO Cattern reported that the 23rd Annual Easter Eggcitement Event will be held Saturday, April 4th, from 11:00 a.m. to 2:00 p.m. at Community Park. She commented the event will feature egg hunts, pictures with the Easter Bunny, art projects, musical entertainment, and a craft fair. PIO Cattern noted that bags will be given to participants and that Easter baskets should be left at home. For more information and specific egg hunt times, visit www.chinohills.org/Easter.
PIO Cattern reported that on Saturday, April 4th, the City will host a free mulch giveaway at Veterans Park beginning at 7:30 a.m. She noted that residents will need to bring their own container and that there is a 60 gallon limit.
COUNCIL REPORTS
1. Chino Valley Fire District – Mayor Moran reported that the Chino Valley Fire District Board approved a new service model. She noted that a presentation regarding the new service model will be given by Fire Chief Shackelford at an upcoming City Council meeting.
COUNCIL COMMENTS
Bennett:
Vice Mayor Bennett reported that expanded regulations have been put in place by the State Water Resources Control Board regarding the conservation and use of water. City Manager Bartlam noted that staff will be requesting the City Council to advance the City’s conservation efforts to a Stage III Water Conservation Alert at the April 14, 2014 meeting. Vice Mayor Bennett asked everyone to please be mindful of children during the week of April 6 as they will be out of school celebrating Spring Break. He reported that the Chino Hills High School basketball team will be playing for the Division 1 State Title at the University of California Berkley over the weekend. Vice Mayor Bennett noted that Ayala High School Vocal Ensemble will be competing in Chicago April 8 through April 12. He concluded by wishing everyone a very Good Friday and a wonderful Easter.
Marquez:
Council Member Marquez raised concerns regarding signage, specifically banner signage, in the City. He requested a more permanent structure, such as a marquee, be considered for the display of signage in the City. City Manager Bartlam reported that there are five approved locations throughout the City for community signage. He noted that the Community Relations Division manages the approval of community signage in the City. Council Member Marquez noted that the City of Rancho Cucamonga is currently investigating Community Facility Districtss in their city to address the collection of assessments and equested staff to monitor the progress of that issue.
Rogers:
Council Member Rogers reported that Chino Hills ARTS will hold a Singer/Songwriter series on Saturday, March 28 at 6:30 p.m. at the Chino Hills Community Center. He reminded everyone that the 5th Annual Spring Home Tour will be held on April 19 and that more information is available through www.chinohills.org or the Chino Hills Community Foundation Facebook page. Council Member Rogers noted that the City of Chino Hills, in conjunction with the City of Chino, will be a host town for the 2015 Summer Special Olympics on July 22 and 23. Upon questioning, Chief Guillen reported that a patrol unit is assigned to the Carbon Canyon area at all times and noted that active patrolling is done within the area. He reported that an average of 180 calls for service occurs in the area of which most are self-generated by the deputies on patrol. Council Member Rogers thanked staff for the successful Community Information Meeting that was held on March 19th. City Attorney Hensley noted that he will provide information to the City Council regarding the issue of the use of foreign languages on commercial signage. Council Member Rogers requested that a formal application be made to Southern California Edison regarding upgrades to the aesthetics of the fencing around the substation on Peyton Drive. He concluded his comments by wishing everyone a Happy Easter.
Moran:
Mayor Moran requested an updated on when permit and user fees were anticipated to be brought back to the City Council. City Manager Bartlam noted that fees are anticipated to be presented to the City Council at the April 14, 2015 Meeting.

PUBLIC INFORMATION OFFICER REPORT
Public Information Officer (PIO) Cattern reminded everyone that Volunteen applications will be available beginning March 30 for teen residents between the ages of 13 and 16. She commented that teens who participate in the program assist with summer recreation programs and events and some participants eventually become paid recreation leaders. PIO Cattern noted that only the first 80 applications will be accepted, of which approximately 40 teens will be selected for the program. PIO Cattern reported that the 23rd Annual Easter Eggcitement Event will be held Saturday, April 4th, from 11:00 a.m. to 2:00 p.m. at Community Park. She commented the event will feature egg hunts, pictures with the Easter Bunny, art projects, musical entertainment, and a craft fair. PIO Cattern noted that bags will be given to participants and that Easter baskets should be left at home. For more information and specific egg hunt times, visit www.chinohills.org/Easter.
PIO Cattern reported that on Saturday, April 4th, the City will host a free mulch giveaway at Veterans Park beginning at 7:30 a.m. She noted that residents will need to bring their own container and that there is a 60 gallon limit.
COUNCIL REPORTS
1. Chino Valley Fire District – Mayor Moran reported that the Chino Valley Fire District Board approved a new service model. She noted that a presentation regarding the new service model will be given by Fire Chief Shackelford at an upcoming City Council meeting.
COUNCIL COMMENTS
Bennett:
Vice Mayor Bennett reported that expanded regulations have been put in place by the State Water Resources Control Board regarding the conservation and use of water. City Manager Bartlam noted that staff will be requesting the City Council to advance the City’s conservation efforts to a Stage III Water Conservation Alert at the April 14, 2014 meeting. Vice Mayor Bennett asked everyone to please be mindful of children during the week of April 6 as they will be out of school celebrating Spring Break. He reported that the Chino Hills High School basketball team will be playing for the Division 1 State Title at the University of California Berkley over the weekend. Vice Mayor Bennett noted that Ayala High School Vocal Ensemble will be competing in Chicago April 8 through April 12. He concluded by wishing everyone a very Good Friday and a wonderful Easter.
Marquez:
Council Member Marquez raised concerns regarding signage, specifically banner signage, in the City. He requested a more permanent structure, such as a marquee, be considered for the display of signage in the City. City Manager Bartlam reported that there are five approved locations throughout the City for community signage. He noted that the Community Relations Division manages the approval of community signage in the City. Council Member Marquez noted that the City of Rancho Cucamonga is currently investigating Community Facility Districtss in their city to address the collection of assessments and equested staff to monitor the progress of that issue.
Rogers:
Council Member Rogers reported that Chino Hills ARTS will hold a Singer/Songwriter series on Saturday, March 28 at 6:30 p.m. at the Chino Hills Community Center. He reminded everyone that the 5th Annual Spring Home Tour will be held on April 19 and that more information is available through www.chinohills.org or the Chino Hills Community Foundation Facebook page. Council Member Rogers noted that the City of Chino Hills, in conjunction with the City of Chino, will be a host town for the 2015 Summer Special Olympics on July 22 and 23. Upon questioning, Chief Guillen reported that a patrol unit is assigned to the Carbon Canyon area at all times and noted that active patrolling is done within the area. He reported that an average of 180 calls for service occurs in the area of which most are self-generated by the deputies on patrol. Council Member Rogers thanked staff for the successful Community Information Meeting that was held on March 19th. City Attorney Hensley noted that he will provide information to the City Council regarding the issue of the use of foreign languages on commercial signage. Council Member Rogers requested that a formal application be made to Southern California Edison regarding upgrades to the aesthetics of the fencing around the substation on Peyton Drive. He concluded his comments by wishing everyone a Happy Easter.
Moran:
Mayor Moran requested an updated on when permit and user fees were anticipated to be brought back to the City Council. City Manager Bartlam noted that fees are anticipated to be presented to the City Council at the April 14, 2015 Meeting.
