7.1. Al Matta, resident, spoke regarding water conservation issues and lane reflectors along Peyton Drive.
City Manager Bartlam reported that the 28 percent water conservation reduction requirement for the City of Chino Hills is based upon the per capita gallons used per day. He noted that the formula is designed to take into account any new growth in the City.
7.2. Peter Usle, Friends of the Prado Dam Mural, spoke regarding the restoration of the Prado Dam Mural. He requested the City Council pass a resolution in support of the restoration and preservation of the Prado Dam Mural.
7.3. Ron Kammeyer, Bicentennial Prado Dam Mural designer, spoke regarding the restoration and preservation of the Prado Dam Mural.
Mayor Moran requested that a resolution in support of the restoration and preservation of the Prado Dam Mural be brought before the City Council.
7.4. Joseph Angiuli, resident, spoke regarding water conservation issues.
City Manager Bartlam commented that the City of Chino Hills is not experiencing a water shortage and has a variety of water sources. He reported that though the City is under a State edict to conserve there is no basis for prohibiting the construction of approved and/or future proposed development projects. City Manager Bartlam noted that if, at some point in the future, there is a shortage of water in Chino Hills, there may be a legal basis to place a moratorium on new development.
7.5. Sharon Wilkins, resident, reported that an interfaith prayer for rain will be held on June 20th from 6:30 to 8:30 at the Bait ul Hameed Mosque. She noted that she witnessed the Flame of Hope torch run for the 2015 Special Olympics World Summer Games at the corner of Ramona Avenue and Chino Hills Parkway on Monday, June 8th.

PUBLIC INFORMATION OFFICER REPORT
Public Information Officer (PIO) Cattern reminded everyone that a Stage III Water Conservation Alert was declared, and Urgency Ordinance No. 286u adopted, on May 28th. She noted that an informational flyer will be included in the water bill in the upcoming month. PIO Cattern reminded everyone that no irrigation should take place between the hours of 9:00 a.m. through 6:00 p.m. She noted that a change in watering schedule has been adopted and more information is available on the website at www.chinohills.org/WaterAlert.
PIO Cattern announced that State of the City will be held on Thursday, June 25th at the Chino Hills Community Center. She noted that tickets are $10 each and can be purchased through the Chino Valley Chamber of Commerce. More information is available at www.chinohills.org/SOC.
PIO Cattern reported that a ribbon cutting for Bane Canyon at Chino Hills State Park will be held on Monday, June 15th from 10:00 a.m. to 12:00 p.m. She noted that access is available at the entrances to Chino Hills State Park located at Elinvar Drive and Sapphire Road.
PIO Cattern announced that the Concerts in the Park series will begin Wednesday, June 24th at Veterans Park. She noted that concerts run from 6:45 p.m. to 8:15 p.m. and includes food vendors and a creative corner for children. For more information contact (909) 364-2799 or visit www.chinohills.org/concerts. PIO Cattern reminded everyone that the July 4th celebration has been moved to the July 1st Concert in the Park and will feature a Bruce Springsteen Tribute Band.

COUNCIL REPORTS
1. Omnitrans – Council Member Graham reported that the majority of the meeting was Closed Session to discuss personnel issues.
2. Sanbag – Council Member Graham reported that discussions are underway regarding the combination of services offered by V-Trans, a disabled person’s access program, and Omnitrans. He noted that services overlap and both organizations receive funding through Sanbag.
3. Chino Basin Desalter – Council Member Rogers reported that the Fiscal Year 2015-16 budget was adopted. He noted that there was discussion regarding the South Archibald plume and the approval of funding for the Phase 3 Desalter.
COUNCIL COMMENTS
Rogers:
Council Member Rogers thanked Wilbur Richardson for his service to the Country and the Chino Valley community. Upon request, City Engineer Nix reported that the Peyton Drive Widening Project has most recently included work in the English Channel, The Gas Company has been working on Peyton Drive relocating a 12 inch gas line, and construction is still estimated to conclude March 2016. Council Member Rogers noted that the City of Chino Hills will partner with the City of Chino to host teams from Laos and Poland for the 2015 Special Olympics World Summer Games. Marquez:
Council Member Marquez spoke regarding water conservation and asked for a report on the City’s process to reduce water consumption. City Manager Bartlam noted that staff has been meeting with non-residential customers along Peyton Drive for recycled water access as well as the feasibility of providing recycled water access to properties along English Springs Road. Upon questioning, Community Development Director Lombardo reported that approximately 1,700 acres of the Tres Hermanos property are within Chino Hills and the majority of the acreage is designated Ag/Ranch. She commented that approximately 50 acres along Grand Avenue, adjacent to Diamond Bar, has been designated very high density. Community Development Director Lombardo noted that a Master Plan or Specific Plan must be submitted to the City of Chino Hills prior to any development approvals of the Tres Hermanos property. She reported that a very comprehensive review of any proposed project for the Tres Hermanos property will be conducted with investigation by staff and input from the community. Council Member Marquez renewed his requested for the creation of an Equestrian Committee or Commission.
Bennett:
Vice Mayor Bennett thanked Wilbur Richardson for his contribution to the community and his service to America. He congratulated the graduating classes of Ayala High School and Chino Hills High School. Vice Mayor Bennett requested that the entrance into the Crossroads Marketplace, near the Costco, be reviewed for traffic control issues.
Upon questioning, City Engineer noted that the contractors are extending the English Channel box culvert to accommodate the Peyton Drive street widening.
Graham:
Council Member Graham spoke regarding the utility billing statement and inquired as to when the new bills could be expected. City Manager Bartlam reported that the new bills are expected within the next year. Council Member Graham expressed concern regarding new language appearing on the water bill. Management Analyst Smith reported that the language in question was provided by the State and is required to be included on every bill.
Moran:
Mayor Moran reminded everyone that dogs are not allowed on trails in the Chino Hills State Park but are allowed at Bane Canyon Road, McLean Overlook, the Rolling M Ranch and in campgrounds. She congratulated Bailey Falter, Chino Hills High School Senior, on being the 144th pick in the Major League Draft for the Philadelphia Phillies.

PUBLIC INFORMATION OFFICER REPORT
Public Information Officer (PIO) Cattern reminded everyone that a Stage III Water Conservation Alert was declared, and Urgency Ordinance No. 286u adopted, on May 28th. She noted that an informational flyer will be included in the water bill in the upcoming month. PIO Cattern reminded everyone that no irrigation should take place between the hours of 9:00 a.m. through 6:00 p.m. She noted that a change in watering schedule has been adopted and more information is available on the website at www.chinohills.org/WaterAlert.
PIO Cattern announced that State of the City will be held on Thursday, June 25th at the Chino Hills Community Center. She noted that tickets are $10 each and can be purchased through the Chino Valley Chamber of Commerce. More information is available at www.chinohills.org/SOC.
PIO Cattern reported that a ribbon cutting for Bane Canyon at Chino Hills State Park will be held on Monday, June 15th from 10:00 a.m. to 12:00 p.m. She noted that access is available at the entrances to Chino Hills State Park located at Elinvar Drive and Sapphire Road.
PIO Cattern announced that the Concerts in the Park series will begin Wednesday, June 24th at Veterans Park. She noted that concerts run from 6:45 p.m. to 8:15 p.m. and includes food vendors and a creative corner for children. For more information contact (909) 364-2799 or visit www.chinohills.org/concerts. PIO Cattern reminded everyone that the July 4th celebration has been moved to the July 1st Concert in the Park and will feature a Bruce Springsteen Tribute Band.

COUNCIL REPORTS
1. Omnitrans – Council Member Graham reported that the majority of the meeting was Closed Session to discuss personnel issues.
2. Sanbag – Council Member Graham reported that discussions are underway regarding the combination of services offered by V-Trans, a disabled person’s access program, and Omnitrans. He noted that services overlap and both organizations receive funding through Sanbag.
3. Chino Basin Desalter – Council Member Rogers reported that the Fiscal Year 2015-16 budget was adopted. He noted that there was discussion regarding the South Archibald plume and the approval of funding for the Phase 3 Desalter.
COUNCIL COMMENTS
Rogers:
Council Member Rogers thanked Wilbur Richardson for his service to the Country and the Chino Valley community. Upon request, City Engineer Nix reported that the Peyton Drive Widening Project has most recently included work in the English Channel, The Gas Company has been working on Peyton Drive relocating a 12 inch gas line, and construction is still estimated to conclude March 2016. Council Member Rogers noted that the City of Chino Hills will partner with the City of Chino to host teams from Laos and Poland for the 2015 Special Olympics World Summer Games. Marquez:
Council Member Marquez spoke regarding water conservation and asked for a report on the City’s process to reduce water consumption. City Manager Bartlam noted that staff has been meeting with non-residential customers along Peyton Drive for recycled water access as well as the feasibility of providing recycled water access to properties along English Springs Road. Upon questioning, Community Development Director Lombardo reported that approximately 1,700 acres of the Tres Hermanos property are within Chino Hills and the majority of the acreage is designated Ag/Ranch. She commented that approximately 50 acres along Grand Avenue, adjacent to Diamond Bar, has been designated very high density. Community Development Director Lombardo noted that a Master Plan or Specific Plan must be submitted to the City of Chino Hills prior to any development approvals of the Tres Hermanos property. She reported that a very comprehensive review of any proposed project for the Tres Hermanos property will be conducted with investigation by staff and input from the community. Council Member Marquez renewed his requested for the creation of an Equestrian Committee or Commission.
Bennett:
Vice Mayor Bennett thanked Wilbur Richardson for his contribution to the community and his service to America. He congratulated the graduating classes of Ayala High School and Chino Hills High School. Vice Mayor Bennett requested that the entrance into the Crossroads Marketplace, near the Costco, be reviewed for traffic control issues.
Upon questioning, City Engineer noted that the contractors are extending the English Channel box culvert to accommodate the Peyton Drive street widening.
Graham:
Council Member Graham spoke regarding the utility billing statement and inquired as to when the new bills could be expected. City Manager Bartlam reported that the new bills are expected within the next year. Council Member Graham expressed concern regarding new language appearing on the water bill. Management Analyst Smith reported that the language in question was provided by the State and is required to be included on every bill.
Moran:
Mayor Moran reminded everyone that dogs are not allowed on trails in the Chino Hills State Park but are allowed at Bane Canyon Road, McLean Overlook, the Rolling M Ranch and in campgrounds. She congratulated Bailey Falter, Chino Hills High School Senior, on being the 144th pick in the Major League Draft for the Philadelphia Phillies.
