13. Authorize execution of License Agreement with Chino Hills Youth Athletics Association for operation of concession stand at Chino Hills Community Park through December 31, 2017
14. Authorize execution of Professional Services Agreement with Linscott, Law, and Greenspan, Engineers (LLG) dba LG2WB Engineers, Inc., in amount not-to-exceed $33,675 to provide traffic consulting services for Founders Village Project
15. Authorize execution of Professional Services Agreement with Rincon Consultants, Inc., in amount not-to-exceed $37,301 to provide environmental consulting services for Founders Village Project
16. Adopt resolution increasing deposits on utility bills and amending Administrative Policy for Utility Customer Service to clarify procedures for transfer of balances to another utility account
17. Authorize write-off of uncollectible utility accounts receivable and general accounts receivable incurred prior to July 1, 2015
18. Authorize execution of License and Services Agreement and DocOrigin End User License Agreement with Tyler Technologies, Inc., in amount not-to-exceed $1,028,006 to provide software, hardware, data conversion, implementation, and training for Tyler's MUNIS Software Systems; authorize City Manager to execute optional items with Tyler not-to-exceed $173,725; authorize Three-party Master Depositor Escrow Service Agreement with Tyler and Iron Mountain Intellectual Property Management, Inc., in amount of $1,500; authorize Amendment No. 2 to Professional Services Agreement No. A2015-191 with NexLevel Information Technology, Inc. to increase amount not-to-exceed $400,000 to expand scope of work to include consulting services; authorize staff to solicit bids for purchase and installation of hardware not-to-exceed $8,300; and authorize termination of Agreement No. 92-11 with H.T.E. Sungard Public Sector in phased manner as replacement services come online

20. Authorize execution of revised Mutual Aid Agreements with San Bernardino County Flood Control District and County of San Bernardino for services rendered for or by the City in event of an emergency

Accept Final Tract Map 18698 - Jade Tree Townhomes - KB Home Coastal, Inc., Applicant, for 65-unit multi-family residential townhome development located at northwest corner of Butterfield Ranch Road and Saint Gaudens Drive; execution of Subdivision Improvement Agreement; improvement securities; deposit of $3,500 to set monuments; and authorize the City Clerk to record Final Map
