17. Authorize City Manager to execute Amendment No. 1 to various Contract Instructor agreements for not-to-exceed amounts as listed in Exhibit A of the written staff report for year-round recreation program instruction through December 30, 2021
18. Authorize execution of three-year agreement with S&H Civil Works, for total not-to-exceed amount of $1,125,000 including two, one-year renewal options to provide on-call concrete repairs and installation of curbs and gutters for City sidewalks
19. Find exception to competitive bidding procedures applies and authorize issuance of purchase order utilizing Cooperative Purchasing Agreement No. 122017-FSC to Haaker Equipment in amount of $479,432.55 for purchase of 2020 Vactor Hydro-Excavator for emergency mainline water repairs

Adopt budget amendment resolution for Fiscal Year 2019-20 increasing Equipment Maintenance budget by $33,511 and revenue by $9,268, find exception to competitive bidding procedures applies, authorize issuance of purchase order utilizing Cooperative Purchasing Agreement No. 120716-NAF to National Auto Fleet Group in amount of $28,510.45 for purchase of 2020 Chevrolet Silverado 1500 double cab work truck for Public Works Department
21. Adopt resolution approving design and plans, authorize staff to solicit bids for construction, and determine project to be exempt from review under California Environmental Quality Act for Construction of Slate Drive Pavement Rehabilitation project
22. Adopt budget amendment resolution for Fiscal Year 2019-20 in amount of $302,000 for construction of Los Serranos Transit Access project and decreasing Rolling Ridge project in amount of $200,000, award bid and contract to Gentry Brothers, Inc., in amount of $387,210, and authorize City Manager to approve cumulative change orders up to 10 percent ($38,721) of awarded contract amount
