Receive and file monthly Financial Report for month ended December 31, 2019, ratify budget amendments in second quarter totaling $89,971.33 and adopt budget amendment resolution for Fiscal Year 2019-20 increasing budget in various funds by $627,117 for adjustments based on second quarter budget review

Adopt Ordinances entitled: "An Ordinance of the City of Chino Hills, Repealing and Replacing Chapter 12.32 City-Owned Open Space Use Regulations in its Entirety" and "An Ordinance of the City of Chino Hills, Repealing and Replacing Chapter 12.40 Park and Recreational Facilities Use Regulation in its Entirety" to revise open space, parks, and facility regulations substantially - Second Reading (Introduced February 11, 2020)
11. Approve updates to Administrative Policies and Procedures Manual
12. Award bid and contract to All American Asphalt in amount of $219,894 for Pipeline Avenue (between Chino Hills Parkway and Glen Ridge Drive) Pavement Rehabilitation Project and authorize City Manager to approve cumulative change orders up to ten percent ($21,989) of awarded contract amount
13. Award bid and contract to Hardy and Harper, Inc., in amount of $208,810 for Pipeline Avenue (between Valle Vista Drive to Bayberry Drive) Pavement Rehabilitation Project and authorize City Manager to approve cumulative change orders up to ten percent ($20,881) of awarded contract amount
14. Accept Los Serranos Streetlight Project by Barnes Electric, Inc., as complete, authorize City Clerk to record Notice of Completion, authorize release of retention monies in amount of $6,823.48 forty-five days after acceptance, and other related actions
15. Adopt budget amendment resolution for Fiscal Year 2019-20 increasing Supervisory Control and Data Acquisition (SCADA) System Upgrade Project in amount of $100,000 and decreasing Butterfield Ranch Lift Station Project by same and approve Change Order No. 4 to Agreement No. A2019-139 with CDM Constructors, Inc., in amount of $44,348 for additional work related to the project
16. Find proposed project to improve 4,800 linear feet of asphalt trail along 2.6 mile Ridgeview Trail Loop is exempt under the California Environmental Quality Act, adopt resolution approving application for grant funds from State of California Department of Parks and Recreation Resources Agency, and authorize City Manager, or his designee, to execute and submit documents necessary for grant application
