15. Authorize execution of agreement with Lew Edwards Group in amount not-to-exceed $30,000 to provide Transient Occupancy Tax measure consulting services
16. Approve Change Order No. 5 to Agreement No. A2019-139 with CDM Constructions, Inc., in amount of $9,930, accept the Supervisory Control and Data Acquisition (SCADA) System Upgrade Project as complete, authorize City Clerk to record Notice of Completion, authorize release of retention monies in amount of $52,045.60, forty-five days after acceptance, and other related actions

Adopt a resolution authorizing the City Manager to sign Program Supplement Agreements with the State of California Department of Transportation for State funded projects up to $200,000 for which no General Fund match is required, and Director of Public Works to sign Caltrans' forms related to project administration and grant reimbursement
