[5. RECOGNITION - Recognition of Principal Thomas S. Mackessy on his retirement from Country Springs Elementary School]

CHERYL NUMBER FIVE.

SO THE NEXT ITEM IS RECOGNITION OF PRINCIPAL THOMAS MCAS ON HIS RETIREMENT AND HE IS ON THE CALL.

ALL RIGHT, THE CITY OF CHINO HILLS WOULD LIKE TO RECOGNIZE THE AMAZING CAREER OF COUNTRY SPRINGS, ELEMENTARY SCHOOL PRINCIPAL, TOM AFTER 35 YEARS IN EDUCATION AND 24 OF THOSE IN AS AN ADMINISTRATOR IN THE CHINO VALLEY UNIFIED SCHOOL DISTRICT, TOM HAS DECIDED TO RETIRE.

HE STARTED HIS CAREER AT THE CHINO VALLEY UNIFIED SCHOOL DISTRICT IN 1996 AS A TEACHING ASSISTANT PRINCIPAL AT HIDDEN TRAILS ELEMENTARY IN 1999 TO 2000, HE BECAME THE PRINCIPAL OF HIDDEN TRAILS AND THEN SERVED AS PRINCIPAL AT GLEN MEAD ELEMENTARY FOR THE NEXT FIVE YEARS.

IN 2006, HE BECAME THE FIRST PRINCIPAL OF CHAPARRAL ELEMENTARY, HELPING TO SET THE FOUNDATION FOR THE SCHOOL, WHICH EVENTUALLY EARNED THE HONOR OF BEING A CALIFORNIA DISTINGUISHED SCHOOL.

HE WORKED CLOSELY WITH THE CITY AND HELPED US ENGAGE WITH THE COMMUNITY.

DURING THE PLANNING OF LOW SORENTOS PARK, OFFERING TO HOLD COMMUNITY MEETINGS AT THE SCHOOL.

AFTER 10 YEARS AT CHAPARRAL, HE WENT,

HE SPENT THE LAST FOUR YEARS OF HIS CAREER AT COUNTRY SPRINGS ELEMENTARY.

TOM WAS ALWAYS SUPPORTIVE OF CITY PROGRAMS, ENCOURAGING HIS STUDENTS TO PARTICIPATE IN A DESIGN ASSIGNED CONTEST AND COMING TO THE CITY COUNCIL MEETING.

WHEN WE HONORED THE WINNERS, HE ALSO SERVED ON THE HEALTHY CITIES STEERING COMMITTEE FOR MANY YEARS, BUT BEFORE FINISHING THE LAST FOUR YEARS OF HIS CAREER AT COUNTRY SPRINGS ELEMENTARY, ALTHOUGH HE HAD MANY CAREER HIGHLIGHTS, HE BELIEVED THAT THE FOCUS SHOULD ALWAYS BE ON THE STUDENTS BY PUTTING THEIR BEST INTERESTS.

FIRST FAR BEFORE HIS OWN, LOOKING INTO THE FUTURE TOM PLANS TO SPEND HIS RETIREMENT TRAVELING, READING, AND HELPING OTHERS IN THE SAME WAY, EITHER THROUGH A NONPROFIT, A CHURCH OR A SCHOOL, TOM AND HIS WIFE MARGO HAVE BEEN CHINO HILLS RESIDENCE SINCE 1992, THEY RAISED THEIR FOUR SONS AND CHINO HILLS.

THEY JUST, OUR FIRST GRANDCHILD BOY BORN ON JUNE 3RD ON BEHALF OF THE CITY COUNCIL.

CONGRATULATIONS ON YOUR RETURN AT TOM AND THANK YOU FOR ALL THAT YOU'VE DONE FOR OUR SCHOOL DISTRICT, OUR COMMUNITY AND THE STUDENTS AND TOM, I BELIEVE YOU'RE ON THE LINE, HOPEFULLY WITH US TONIGHT.

I WOULD JUST LIKE TO SAY THANK YOU VERY MUCH TO THE CITY COUNCIL.

I KNOW THAT, UM, I HAVE LIVED IN THE CITY FOR 28 YEARS AND, UH, IT HAS BEEN MY PLEASURE TO BOTH LIVE HERE AND WORK HERE THE LAST 24 YEARS.

UH, I'M JUST VERY HONORED BY THE CITY COUNCIL TO RECOGNIZE ME TONIGHT.

AND I JUST ENJOYED EVERY SINGLE MINUTE OF WORKING AND BEING A PART OF CHINO HILLS AND RAISING MY VOICE HERE AND THEY HAVE ALTERED OUT THROUGH THE GREAT YOUNG MEN.

SO, UM, I JUST WANTED TO SAY THANK YOU FOR THIS RECOGNITION.

AND, UH, YOU'VE BEEN DOING A GREAT JOB, ALL OF YOU, AND I APPRECIATE EVERYTHING YOU'VE DONE.

UM, SINCE THE STATE, THE CITY HAS BEGUN.

YOU'RE SUCH A GREAT ASSET TO OUR CITY AND UH, THANK YOU FOR SERVING ON, UM, HEALTHY HILLS WHEN I RECRUITED YOU.

YOU'RE ALWAYS A TROOPER.

SO, UM, NOW THAT YOU HAVE SOME FREE TIME, I'M SURE WE'LL FIND SOME THINGS FOR YOU TO FILL IT WITH, WITH THE CITY VOLUNTEERS AND STUFF.

SO YOU AND MARGO ENJOY THIS RETIREMENT AND THAT'S ALL I HAVE.

I'VE KNOWN TOM A LONG TIME, ALSO KIND OF A, AN ALL STAR IN THE CITY WHEN IT COMES TO BEING A PRINCIPAL, VERY GREAT REPUTATION AND TOM, THE BEST OF LUCK AS CYNTHIA SAID, MAYBE WE CAN PULL YOU INTO A FEW COMMITMENTS ON BEHALF OF THE CITY.

WE CAN TAKE YOUR SKILLSETS AND HELP MAKE THE CITY EVEN BETTER, BUT WE'VE ENJOYED HOW YOU'VE HANDLED.

UM, THE VARIOUS SCHOOLS THAT YOU'VE BEEN AT AND THE REPUTATION YOU LEFT BEHIND WHEN YOU MOVED ON TO THE NEXT SCHOOL.

AND THAT SAYS A LOT ABOUT YOU AS A PERSON AND AGAIN, UTILIZE YOUR SKILLS SOMEWHERE ALONG THE WAY.

UH, FIRST OF ALL, WE REACHED AT 10,000 POINTS IN SAN MATEO COUNTY, WHICH IS NOT A GOOD NEWS.

UH, BUT WE'RE ALSO ABOUT 5,600 RECOVERY AT THIS POINT.

AND UNFORTUNATELY WE'RE UP TO 234 DEATHS.

UM, IN THE COUNTY.

WE DO SEE A COUPLE OF SPIKES, ALTHOUGH WE'RE LEVELING BACK OFF, IT LOOKS LIKE WHEN THEY'RE VINCE 10 DAYS, TWO WEEKS AFTERWARD, WE EVER SPIKE MOTHER'S DAY, MEMORIAL DAY, BOTH SHOWED SPIKES IN THE COUNTY AND OBVIOUSLY PEOPLE ARE GOING BACK TO WORK.

AND, AND AS WE DO OUR TRACY, WE ARE SEEING THAT, UM, THE OUTBREAKS ARE THREE BASIC CATEGORIES.

UM, FAMILY, WHEN THEY GET TOGETHER AND FAMILY OUTINGS, UM, OFFICE, AS WE GO BACK TO WORK, WE'RE OBVIOUSLY ENGAGED WITH PEOPLE.

WE KNOW WE'RE PROBABLY TAKING THE MASS, UM, A LITTLE LIGHT AND THEN, UH, THE NEWEST ONE IS THE FASTEST GROWTH GROUP IS, UM, I GUESS YOUNG ADULTS, 20 TO 30 YEARS OLD.

THEY'RE THE ONES THERE SEEM TO BE THE MOST OUTBREAKS RIGHT NOW.

SO LET'S TALK TO OUR TEENAGERS OR YOUNG ADULTS.

LIKE I HAVE JONATHAN ELIZABETH TO MAKE SURE THAT WHEN THEY GO VISIT THEIR FRIENDS, THEY'RE WEARING THEIR MAPS AND THOSE TYPES OF THINGS.

UM, THE GOVERNOR CAME OUT, UM, LATE LAST WEEK, COME OUT FOR MANSON WEARING OUTSIDE.

UM, WHEN YOU'RE IN THE PUBLIC TOO, THEY ALL HAVE TO WEAR A MASK THROUGHOUT THE STATE OF CALIFORNIA.

AT THIS POINT, WE'RE SEEING SOME CHANGES ON ONTARIO NATIONAL AIRPORT.

OBVIOUSLY WE ARE, OUR TRAFFIC IS STARTING TO GO BACK UP, WHICH IS GREAT FOR OUR AIRPORT AND FOR OUR REGION TO HAVE THOSE SWIPES, STARTING TO COME BACK TO THE AIRPORT.

WE ARE REQUIRING MASK AT THE AIRPORT AND MOST AIRLINES REFINING WHERE YOUR MASK, WHEN YOU GO ON THE AIRLINES AS WELL, WE STILL HAVE ALASKA AMERICAN DELTA FRONTIER, JET BLUE, SOUTHWEST UNITED, AND BELARUS, ALL, ALL COMING ON BACK AS WELL AS AIRLINES ALSO.

AND THEY'RE GONNA START A SERVICE AGAIN IN THE NEAR FUTURE.

SO WE'RE WORKING ON THAT WILL BE ADOPTED AS THIS BOARD OF SUPERVISORS BETWEEN PROBABLY THE FIRST FROM THE STATE IT'S DECORATION OF RACISM AS A PUBLIC HEALTH CRISIS RESOLUTION, AND THEN WHERE THE PERSON, COUNTY AND COUNTY WE'RE GOING TO DO THAT, WHICH MEANS WE'RE GOING TO ADD IT TO OUR COUNTY VISION.

CAN WE HAVE 10 ELEMENTS RIGHT NOW TO HELP, YOU KNOW, SET THE VISION OR THE FUTURE FOR OUR RESIDENTS? THIS WOULD BE 11 TO MAKE SURE THAT WE HAVE PEOPLE ARE RIGHT GOING FORWARD AND I'M GOING TO ALWAYS BREAK GOOD NEWS.

AND AT FIRST IT WAS HERE AT CHINO HILLS TO SEE MY HOME CITY, UH, WHEN THE DEALS I'M WORKING JUST LAST COUPLE OF DAYS IS, YOU KNOW, I'VE ALWAYS BEEN PUSHING TECHNOLOGY IN THE COUNTY AND HOW DO WE GET COMMUNICATION THROUGHOUT THE COUNTY? AND, UM, WE'VE ANNOUNCED THE FIRST FIVE G COUNTY PARTNERSHIP WITH T-MOBILE LAST YEAR AND THIS YEAR, UM, OR TWO, THIS IS LAST WEEK, WHICH IS NOT OUT THERE YET.

WE ARE WORKING WITH, UM, SPACE X AND THEIR STAR LIGHT.

I BELIEVE IT'S THEIR COMPANY NAME FOR LOW OUTS, TWO SATELLITES THAT WILL GIVE FELL LIKE COVERAGE.

YOU CAN BUY ACCESS THROUGHOUT ANYWHERE IN NORTH AMERICA.

AND SO WE'RE WORKING WITH THEM TO BE FIRST COUNTY TO, TO BE THERE PARTNERSHIP AS THEIR PILOT AND TO INTEGRATE THE SATELLITE COMMUNICATIONS THROUGHOUT THE COUNTY SAN BERNARDINO, WHICH WILL HELP US ON EVERYTHING FOR VIRTUAL EDUCATION, TO OUR PUBLIC SAFETY, TO OUR TELEMEDICINE PROGRAM, ALL THE DIFFERENT THINGS WE'RE WORKING ON THE COUNTIES WHERE THE FIRST OF MANY THINGS, AND IT'S EXCITING TO HAVE THOSE PARTNERSHIPS WITH THOSE EMERGING TECHNOLOGY.

THE NEXT ITEM IS A PROCLAMATION FOR CLAIMING JULY AS PARKS MAKE LIFE BETTER MONTHS BE ACCEPTED BY COMMUNITY RELATIONS DIRECTOR, JONATHAN MARSHALL.

OKAY.

CHINO HILLS IS VERY PROUD OF OUR PARKS TRAILS AND RECREATION PROGRAMS. AND TODAY WE'VE RECLAIMED JULY AS PARKS MAKE BETTER LIFE MONTH.

THIS CITY PLACES A HIGH PRIORITY ON THINGS THAT IMPROVE OUR QUALITY OF LIFE.

WE REQUIRE NEW DEVELOPMENT TO SET ASIDE LAND FOR THE ENJOYMENT OF OUR RESIDENTS.

AND WE NOW HAVE 44 PARKS, 3000 ACRES OF OPEN SPACE AND 48 MILES OF TRAILS.

OUR PROGRAMS, PARKS TRAILS, AND OPEN SPACES PROVIDE TREMENDOUS BENEFITS FOR OUR RESIDENTS LIKE RECREATIONAL EXERCISE AND JOINING SERENITY, OR EXCUSE ME, ENJOYING SERENITY OR SIMPLY SPENDING TIME
