[4. PROCLAMATION - Proclaiming September 15 - October 15, 2020 as Hispanic Heritage Month]

OKAY.

THE FIRST ITEM ON THE AGENDA IS A PROCLAMATION PROCLAIMING SEPTEMBER 15TH THROUGH OCTOBER 15TH IS HISPANIC HERITAGE MONTH TO BE ACCEPTED BY COUNCIL MEMBER MARQUEZ.

ALL RIGHT, DURING THE NATIONAL HISPANIC HERITAGE MONTH, LET US ALL CELEBRATE THE COUNTLESS TRUNK CONTRIBUTIONS OF MORE THAN 60 MILLION HISPANIC AMERICANS TO OUR CULTURE AND SOCIETY.

ALTHOUGH A SPANISH AMERICANS ARE THE LARGEST MINORITY GROUP IN THE UNITED STATES TODAY, GENERATIONS OF HISPANIC AMERICANS HAVE CONSISTENTLY HELPED MAKE OUR COUNTRY STRONG AND PROSPEROUS.

THEY EMBODIED THE BEST OF OUR AMERICAN VALUES, INCLUDING COMMITMENT TO FAITH, FAMILY, AND COUNTRY.

THEY SERVE IN OUR MILITARY, PROTECT US AS MEMBERS OF LAW ENFORCEMENT AND THEY LEFT, LEFT A LASTING MARK ON OUR GOVERNMENT CULTURE.

IN THAT ECONOMY, HISPANIC AMERICANS WILL CONTINUE TO PLAY AN INCREDIBLE ROLE IN OUR COUNTRY FOR MANY YEARS TO COME ON BEHALF OF THE CITY COUNCIL.

UM, WHAT I DID WANT TO DO, IF YOU COULD ADVANCE THE SLIDE, LET'S GO FORWARD TO PLEASE.

SO, UM, WHAT I CAN OUTLINE TODAY FOR YOU TONIGHT IS A WHAT'S NEW FOR CALIFORNIA VOTERS SPECIFICALLY FOR THIS ELECTION.

UM, AND WHAT THESE CHANGES MEAN, UH, IN SAN BERNARDINO COUNTY AND, AND HOW THINGS ARE NOT CHANGING IN OUR COUNTY, JUST BECAUSE OF THESE MANDATES, WHAT WE'RE DOING SPECIFICALLY TO KEEP VOTERS WHO WANT TO VOTE IN PERSON SAFE, AS WELL AS THE POLL WORKERS AND ELECTION WORKERS THAT ARE ASSISTING THEM AND WHAT WE'RE DOING TO KEEP MAINTAIN THE SECURITY OF THE ELECTION AND YOUR BALLOT.

SO IN TERMS OF WHAT'S NEW FOR CALIFORNIA VOTERS NEXT, PLEASE, UM, THERE WERE TWO, UM, GOVERNOR'S EXECUTIVE ORDERS AND TWO PIECES OF LEGISLATION THAT CODIFIED THE REQUIREMENTS AND THE GOVERNOR'S ORDERS, UH, THAT WERE ENACTED THIS SUMMER.

UH, THERE WERE A NUMBER OF REQUIREMENTS.

THESE ARE KIND OF THE TOP FIVE REQUIREMENTS.

THE FIRST WAS, IS THAT THE COUNTY WAS REQUIRED TO MAIL BALLOT TO ALL ACTIVE, REGISTERED VOTERS IN THE COUNTY, WHETHER THEY REQUESTED A MAIL BALLOT OR NOT.

ADDITIONALLY THOUGH WE MUST CONTINUE TO PROVIDE IN PERSON VOTING OPPORTUNITIES.

SO WE MUST PROVIDE AT LEAST ONE POLLING PLACE FOR EVERY 10,000 VOTERS IN OUR COUNTY.

AND WE ALSO MUST PROVIDE AT LEAST ONE SECURE BALLOT DROP BOX FOR EVERY 15,000 VOTERS IN OUR COUNTY.

ADDITIONALLY, WE MUST PROVIDE A WAY FOR OUR VOTERS TO TRACK THEIR MAIL BALLOT AND TO GET AUTOMATIC NOTIFICATIONS ABOUT THEIR, THEIR MAIL BALLOT.

AND FINALLY, WE ARE REQUIRED TO PROVIDE A VOTER EDUCATION CAMPAIGN.

SO IN THE NEXT SLIDE, SO WHAT THIS MEANS IN TERMS OF SAN DIEGO COUNTY, WHAT HASN'T CHANGED AS WELL, ALL VOTERS ARE RECEIVING A MAIL BALLOT.

UM, AS I SAID, THEY STILL HAVE, UH, IN-PERSON VOTING OPPORTUNITIES, AS WELL AS ALL OF THE REGULAR OPPORTUNITIES THEY HAD FOR RETURNING A MAIL BALLOT.

SO A VOTER CAN CHOOSE TO RETURN THEIR MAIL BALLOT USING THE POSTAL SERVICE BY MAIL.

UM, WE'VE ALWAYS HAD BALLOT DROP OFF LOCATIONS.

WE JUST HAVE A NEW MINIMUM REQUIREMENT NOW TO MEET.

UM, BUT WE ALWAYS HAD, UM, BALLOT DROP OFF LOCATIONS AT CITY CLERK'S OFFICES AND COUNTY LIBRARY BRANCHES AROUND THE COUNTY.

ADDITIONALLY VOTERS CAN RETURN THE VOTED MAIL BALLOT AT AN EARLY VOTE SITE, WHICH INCLUDES OUR OFFICE, UH, AS WELL AS AT FIVE ADDITIONAL SITES THROUGHOUT THE COUNTY THAT WE OPENED UP CLOSER TO ELECTION DAY AND, UM, VOTERS CAN VOTE A MAIL BALLOT AT HOME, UM, PLACE THAT IN THE RETURN ENVELOPE, SEAL IT, SIGN IT AND DATE IT AND JUST DROP IT OFF AT ANY POLLING PLACE IN THE COUNTY AS WELL.

OR THEY CAN STILL VOTE THE POLLS BALLOT AT A POINT PLACE.

NEXT SLIDE PLEASE.

SO IN TERMS OF VOTE BY MAIL, UM, WE DID MAIL OUT, UM, ABOUT 1.1 MILLION BALLOTS, UH, STARTING ON MONDAY MORNING, OCTOBER 5TH.

SO IF ANY MEMBERS OF THE COUNCIL OR ANY RESIDENTS, UH, VOTERS WITHIN THE CITY HAVE NOT YET RECEIVED AS OF TODAY'S MAIL THEIR MAIL BALLOT.

I DO ENCOURAGE THEM TO CONTACT THE REGISTRAR VOTERS OFFICE AND LET US KNOW THAT, AND WE CAN PROVIDE YOU WITH A REPLACEMENT VALUE THAT YOU CAN COME IN AND GET IT, OR WE CAN MAIL YOU A REPLACEMENT BALLOT.

UM, FOR ANYBODY WHO'S NOT CURRENTLY REGISTERED THAT DOES WANT TO PARTICIPATE IN THIS ELECTION IN ORDER TO RECEIVE A MAIL BALLOT, THEY MUST BE REGISTERED TO VOTE BY NEXT MONDAY, OCTOBER 19TH.

UM, THERE ARE OPPORTUNITIES TO READ YOUR APPS REGISTERED TO VOTE AFTER THAT, BUT THEN YOU HAVE TO ACTUALLY COME IN PERSON TO BE SERVICED.

WE CANNOT MAIL YOU ABOUT IF YOU MISS THAT DEADLINE, UM, VOTERS, UM, AS THEY, IF THEY WANT TO RETURN THEIR MAIL BALLOT THROUGH THE MAIL, THEY DO HAVE TO MAKE SURE THAT THEY ARE POSTMARKED ON OR BEFORE NOVEMBER 3RD.

UM, AND THEN THE POSTAL SERVICE FOR THE SELECTION HAS BEEN GIVEN ADDITIONAL TIME TO ACTUALLY DELIVER THAT MAIL BALLOT TO US.

THEY HAVE UP UNTIL NOVEMBER 20TH TO ACTUALLY DELIVER MAIL BALLOTS TO US SO LONG AS THEY ARE POSTMARKED ON OR BEFORE NOVEMBER 3RD OR TRACKING, UH, WHAT SERVICES WE'RE PROVIDING TO VOTERS FOR TRACKING THEIR MAIL BALLOT.

WE DID SIGN UP FOR THE SECRETARY OF STATE'S, UH, TRACKING SYSTEM, WHICH IS CALLED WHERE'S MY BALLOT.

SO NOW THAT WE'VE DONE THAT, UM, AND WE DID THAT SEVERAL MONTHS AGO, VOTERS IN OUR COUNTY NOW CAN ENROLL.

IT'S NOT AN AUTOMATIC THING WHERE ALL VOTERS GET NOTIFIED.

THEY ACTUALLY HAVE TO GO TO SECRETARY OF STATE'S WEBSITE ENROLL IN THAT WHERE'S MY BALLOT TRACKING SYSTEM AND MAKE A DECISION ABOUT WHETHER THEY WANT TO RECEIVE NOTIFICATIONS BY EITHER A PHONE CALL, A EMAIL OR A TEXT MESSAGE.

UH, AND THEN, UM, FOR THOSE WHO WERE SIGNED UP AHEAD OF US MAILING THE BALLOTS LAST WEEK, UM, MONDAY MORNING ON THE FIFTH, THEY WOULD HAVE RECEIVED A NOTIFICATION THAT WE HAD MAILED THEIR BALLOT TO THEM.

ONCE THEY VOTED AND RETURN IT TO US, THEY SHOULD RECEIVE A NOTIFICATION FROM THE SYSTEM TO LET IT, LET THEM KNOW THAT WE HAVE RECEIVED THEIR BALLOT AT

THE RESTAURANT VOTERS OFFICE.

AND ULTIMATELY WHEN WE PROCESS THAT THROUGH AND DETERMINE IT'S ELIGIBLE TO BE OPENED AND TO TAKE THE BALLOT OUT TO BE COUNTED, THAT WE'LL GET A NOTIFICATION THAT WE COUNTED THEIR BALLOT.

ADDITIONALLY, JUST AS AN ASIDE, WE DID, WE DO TRADITIONALLY MAIL, A COUNTY INFORMATION VOTER INFORMATION GUIDE TO ALL VOTERS IN THE COUNTY FOR THIS ELECTION.

WE DID HAVE A SUP AND THE REASON WE HAD A SUPPLEMENTAL GUIDE FOR THIS ELECTION IS THAT, UM, THERE WERE TWO COUNTYWIDE MEASURES MEASURE J AND K, WHICH SEEKS EITHER REVISE OR AMEND THE COUNTY GOVERNMENTS CHARTER.

UM, AND THE BOARD OF SUPERVISORS HAD DIRECTED ME TO PRINT THE FULL PROPOSALS IN THE VOTER INFORMATION GUIDE.

AND SO THOSE TWO MEASURES ACTUALLY TAKE UP 72 PAGES ON THEIR OWN.

SO TO ENSURE THAT WE COULD GET ALL THE VOTER INFORMATION GUIDES AND MAIL TO VOTERS BEFORE WE PUT OUT THE MAIL BALLOTS, AS WELL AS TO SAY IT ABOUT $300,000, WE DID DECIDE TO PUT INFORMATION ABOUT MEASURES J AND K AND A SUPPLEMENTAL GUIDE SEPARATELY.

SO THAT, THAT COULD ALL GET OUT THE FINAL POINT ABOUT BOTH BY MAIL THAT I DID WANT TO MAKE IS THAT, UM, I CAN ASSURE YOU THAT WE HAVE PLENTY CAPACITY TO PROCESS AN INCREASED NUMBER OF MAIL BALLOTS IN THE MARCH PRIMARY.

WE HAD ABOUT 70% OF OUR VOTERS WHO REQUESTED A MAIL BALLOT.

UM, AND THE ADDITIONAL THING BEFORE THAT PRIMARY, WHEN WE REPLACED THE COUNTY'S VOTING SYSTEM IN 2019, WE ALSO REPLACED AND EXPANDED OUR CAPACITY TO PROCESS MAIL BALLOTS.

WE ESSENTIALLY DOUBLED OUR CAPACITY WITH DOUBLE THE NUMBER OF WORKSTATIONS WHERE ELECTION WORKERS EXAMINED SIGNATURES ON THE, ON THE ENVELOPES BEFORE WE OPENED THEM TO COMPARE THEM TO THE SIGNATURES WE HAVE ON FILE.

AND WE DOUBLED THE NUMBER OF MAIL, BOUTS, SORTER SCANNERS THAT WE HAVE IN THE OFFICE.

NEXT SLIDE, PLEASE.

THE OTHER OPTION FOR VOTERS, WOULDN'T SAY, GET A MAIL BALLOT AS THEY CAN.

UM, AGAIN, MARKET PLACE IT IN THE ENVELOPE, SEAL IT, SIGN IT AND DATE IT, AND THEY CAN DROP IT OFF AT ONE OF 72 ABOUT DROP BOXES THROUGHOUT THE COUNTY.

OUR MINIMUM REQUIREMENT WAS 70 LOCATIONS.

SO WE WE'VE MET THAT REQUIREMENT.

UM, THOSE ABOUT DROP BOXES WERE OPENED FOR VOTING, UM, EITHER ON OCTOBER 5TH, BUT THEY HAD TO BE OPENED BY THE MORNING OF OCTOBER 6TH AND THEY WILL REMAIN OPEN THROUGH 8:00 PM ON NOVEMBER 3RD.

SO, WHEREAS IF YOU MAIL BACK YOUR BALLOT, IT HAS TO BE POSTMARKED ON NOVEMBER 3RD.

UM, YOU CAN DROP OFF ABOUT EITHER AT A DROPBOX OR IN PERSON AT ONE OF OUR LOCATIONS UP UNTIL 8:00 PM ON NOVEMBER 3RD.

UM, THE LOCATIONS OF THE DROPBOX BOXES.

UM, AND THERE IS ONE I KNOW AT THE CITY HALL CAMPUS IN FRONT OF THE LIBRARY, UM, BUT VOTERS IN THE CITY OR ANYWHERE ELSE IN THE COUNTY CAN GO TO OUR WEBSITE.

WE'VE GOT A NEW AND IMPROVED MAIL BALLOT DROP OFF LOCATION MAPPING TOOL THAT NOW ALLOWS THE VOTERS TO BE THE USER GPS COORDINATES OF WHERE THEY'RE LOCATED OR TYPE IN AN ADDRESS.

AND THEY WILL BE GIVEN A LIST OF ALL THE DROP OFF LOCATIONS WITHIN A THREE MILE RADIUS TO START AS A DEFAULT.

AND THEY CAN EXPAND THAT RADIUS AND FIND ADDITIONAL LOCATIONS.

THEY CAN THEN, UM, CLICK ON THE ONE THAT THEY WANT TO USE.

AND THEY'LL GET A LINK FOR DRIVING INSTRUCTIONS TO THAT.

DROPBOX, MOST OF OUR DROPBOX HAS, ARE AVAILABLE 24 HOURS A DAY.

UM, WE DO HAVE FOUR LOCATIONS WHERE THE DROPBOXES ARE IN FRONT OF PUBLIC FACILITIES THAT HAVE GATES AROUND THEIR PARKING LOT.

AND SO THEY ARE ONLY AVAILABLE DURING BUSINESS HOURS, BUT OUR MAPPING TOOL DOES INDICATE WHICH ONES ARE 24 HOUR ACCESSIBILITY.

AND WHICH ONES HAVE BUSINESS HOUR ACCESSIBILITY.

QUICK, QUICK QUESTION ABOUT THE DROP OFF BOX, UH, AT 8:00 PM ON THE THIRD, HOW WILL WE MAKE SURE THAT THOSE THINGS ARE, ARE SEALED OR WILL SOMEONE BE THERE TO COLLECT THE BALANCE AT THAT POINT? AND WE'LL SHUT IT.

I NOTICED THAT THE PICTURE SAYS KIOSK CLOSED.

WILL IT BE LOCKED SO THAT NO ONE CAN PUT IN THEIR BALLOTS IN AIR AFTER THE 8:00 PM ON THE THIRD? CORRECT? YEAH.

BY REQUIRED BY LAW, WE'RE REQUIRED TO LOCK THOSE AT 8:00 PM OR A FEW MINUTES AFTER THAT, IF THERE'S PEOPLE IN LINE WAITING TO DROP THEIR BALLOTS OFF AT 8:00 PM, WE ALLOW THOSE PEOPLE TO ACTUALLY DO IT BEFORE WE LOCK IT.

UM, THE BOW BOXES WERE EITHER BE LOCKED BY, UM, TEAM BOUND SECURITY TEAMS FROM THE REGISTRAR VOTERS OFFICE OR SOME OF OUR PARTNERS WHO ALLOWED US TO INSTALL BOXES AT THEIR FACILITIES HAVE AGREED TO, UM, TAKE CARE OF LOCKING THOSE BOXES ON THEIR PROPERTY FOR US EIGHT O'CLOCK.

SO THOSE LOCATIONS WHERE WE'LL HAVE A TWO PERSON TEAM THERE TO LOCK IT OURSELVES, WE WILL RETRIEVE THOSE BALLOTS AT THAT POINT.

UM, FOR THOSE BOXES THAT ARE LOCKED AT 8:00 PM BY ONE OF OUR PARTNERS, WE WILL COME LATER AND PICK UP THOSE, THOSE BALLOTS FROM THE, OKAY.

AND AS FAR AS THE CUSTODY OF THOSE BALLOTS THAT ARE PULLED OUT OF THESE BOXES, UH, WHO WILL MAINTAIN THE CUSTODY OF THOSE UNTIL THEY GET BACK TO YOUR OFFICE FOR COUNTY, UM, WE ARE REQUIRED UNDER STATE REGULATIONS TO BOTH, UM, RETRIEVE THEM IN A CERTAIN SCHEDULE.

SO BETWEEN NOW AND OCTOBER 23RD, WE MUST PICK UP OUT THAT EACH BOX, AT LEAST EVERY 96 HOURS.

AND AFTER OCTOBER 23RD, WE MUST RETRIEVE BALLOTS AT LEAST EVERY 48 HOURS, BUT WE WILL MONITOR

THE USE.

AND IF WARRANTED, WE WILL INCREASE THE FREQUENCY OF THOSE PICKUPS.

WE'RE ALSO REQUIRED UNDER THE REGULATIONS TO HAVE TWO PERSON TEAMS RETRIEVE THE BALLOTS FROM THOSE THAT CAN'T JUST BE A SINGLE PERSON.

UM, AND THERE ARE, UM, CHAIN OF CUSTODY, UM, REQUIREMENTS AND DOCUMENTATION WE HAVE TO MAINTAIN, BUT THE PEOPLE WHO RETRIEVED THE BALLOTS ARE ACTUALLY WORKING FOR US, AUTHORIZED BY US TO RETRIEVE THOSE BALLOTS.

AND SO THEY ARE DRIVING THEM BACK DIRECTLY TO, THEY'LL BE GIVEN A ROUTE OF A CERTAIN NUMBER OF BOXES TO RETRIEVE FROM, BUT THEN ONCE THEY'RE DONE DOING THEIR ROUTE, THEY BRING THOSE STRAIGHT BACK TO OUR OFFICE IN SAN BERNARDINO AND THOSE BALLOTS BEGIN PROCESSING.

OKAY.

I ONLY ASK THOSE QUESTIONS SO THAT THE PEOPLE THAT WILL VIEW THIS MEETING CAN GET THAT INFORMATION BECAUSE THERE'S, AS YOU KNOW, LOTS OF CONCERN ABOUT VOTER FRAUD AND EVERYTHING ELSE.

SO, UH, I JUST WANTED TO MAKE SURE I APPRECIATE THAT.

AND THAT STARTED ON OCTOBER 5TH.

WE HAD ABOUT 250 PEOPLE WHO SHOWED UP AT OUR OFFICE THAT DAY TO VOTE THAT DIDN'T WANT TO WAIT FOR THEIR MAIL BALLOT TO SHOW UP AT HOME.

UM, SO WE SERVICE THOSE VOTERS.

ADDITIONALLY, WE'VE TRADITIONALLY OPENED, UM, FOUR OR FIVE ADDITIONAL LOCATIONS THROUGHOUT THE COUNTY, CLOSER TO THE ELECTION TO PROVIDE ADDITIONAL LEVEL OF SERVICE.

SO FOR THIS YEAR, THOSE, UM, ADDITIONAL EARLY VOTE SITES WILL OPEN THE WEEK OF OCTOBER 26TH, THAT MONDAY, THE 26TH THROUGH FRIDAY, THE 30TH.

UM, THOSE WILL BE OPEN EACH DAY FROM 10:00 AM TO 6:00 PM.

UM, AND THOSE ADDITIONAL LOCATIONS ARE IN ONTARIO, UM, VICTORVILLE, APPLE VALLEY, JOSHUA TREE.

AND THEN WE ARE OPENING A SECOND LOCATION HERE IN SAN BERNARDINO, CLOSE TO OUR OFFICE BECAUSE OUR OFFICE TYPICALLY GETS THE MOST USAGE.

AND, UM, WE'RE ANTICIPATING HAVING SOME WINES HERE AND WANTED TO HAVE A PLACE WE COULD SEND PEOPLE CLOSE BY IF THEY DIDN'T WANT TO WAIT IN LINE.

THOSE LOCATIONS WERE PRINTED INSIDE EACH VOTERS, VOTER COUNTY VOTER INFORMATION GUIDE, AS WELL AS THE LOCATIONS ADDRESSES AND HOURS OF OPERATION ARE AVAILABLE ON OUR WEBSITE, WHICH IS WWW.SBCOUNTYELECTIONS.COM.

FINALLY, AS I SAID, WE ARE REQUIRED TO STILL HAVE POLLING PLACES IN OUR COUNTY.

THE MINIMUM NUMBER OF ONE PER 10,000 THAT WE HAD TO HAVE WAS 105.

WE ACTUALLY SECURED HUNDRED 10 POINT PLACES FOR THIS ELECTION.

SO WE DOUBLED THE MINIMUM REQUIREMENT FROM THE STATE, BUT BECAUSE 210 IS FEWER POLLING PLACES THAT WE HAD IN THE MARCH PRIMARY, WHICH WE HAD 396 FOR THAT ELECTION.

WE ARE REQUIRED TO INCREASE THE NUMBER OF DAYS.

THEY OPERATE TO FOUR DAYS TO ENSURE THERE'S ADEQUATE ACCESS FOR THE VOTERS USING THEM.

SO, UM, AS I SAID, THE EARLY VOTE SITES WILL BE OPEN OCTOBER 26TH THROUGH THE 30TH.

THEN THE NEXT DAY ON THE, ON THE 31ST 210 POINT, PLACES WILL OPEN AT 10:00 AM.

UM, THEY WILL BE OPEN SATURDAY, SUNDAY AND MONDAY, UM, FROM 10:00 AM UNTIL 6:00 PM.

AND THEN ON TUESDAY, NOVEMBER 3RD, ALL THE POINT PLACES WILL BE OPEN THE TRADITIONAL HOURS OF 7:00 AM TO 8:00 PM.

UM, A COMPLETE LIST OF ALL 210 LOCATIONS IS VIEWABLE ON OUR WEBSITE IN OUR PUBLIC NOTICES, UM, SECTION OF OUR WEBSITE FOR THE SELECTION.

UH, DURING THIS, THIS PANDEMIC, WE HAVE SECURED A GREAT AMOUNT OF PERSONAL PROTECTIVE EQUIPMENT, EITHER PURCHASE IT DIRECTLY, UM, OR, UM, IT WAS PURCHASED BY THE SECRETARY OF STATE AND SHARED WITH US.

SO EVERY ONE OF OUR, UM, ELECTION WORKERS, POLL WORKERS, OR, OR PEOPLE WORKING AT OUR OFFICE AS WELL WITH VOTERS OR AT AN EARLY VOTE SITE, WE'LL BE WEARING FACE MASKS AS WELL AS PLASTIC FACE SHIELD OVER THOSE, UM, WE'RE, WE ARE ISSUING GLOVES THAT THEY HAVE THE OPTION OF WEARING.

UM, BUT ULTIMATELY THE KEY THING WITH THE HANDS IS TO MAKE SURE THEY REGULARLY, UH, SANITIZE AND CLEAN THEIR HANDS.

SO WE'LL HAVE

AN AMPLE AMOUNT OF HAND SANITIZER AT EVERY THE VOTING LOCATION, AS WELL AS CLEANING WIPES AND SUPPLIES.

OUR ELECTION WORKERS ARE BEING TRAINED TO WIPE DOWN AND CLEAN DISINFECT HIGH TOUCH SURFACES AT THE VOTING LOCATIONS THROUGHOUT THE DAY.

THEY ARE ALSO BEING TRAINED TO IMPLEMENT SOCIAL DISTANCING GUIDANCE AT THE, UM, VOTING LOCATIONS, UH, WHICH INCLUDES, UM, WE'VE PURCHASED, UM, AND PRINTED FOUR STICKERS SO THAT THEY CAN MARK OFF SIX FEET INTERVALS WHILE PEOPLE ARE WAITING IN LINE TO CHECK IN, UM, AND TO SOCIALLY DISTANCE, THE CHECKING TABLES AND THE VOTING BOOTH.

AND THE FINAL THING I DID WANT TO SAY BEFORE WE ADVANCE THE NEXT SLIDE IS WE DID, UM, SECURE ENOUGH, UH, PPE TO BE ABLE TO OFFER IT TO THE VOTERS THEMSELVES.

SO IF THEY VOTER COMES INTO A POLLING PLACE OR AT A REALLY VOTE SITE, OR OUR OFFICE WOULD NOT WEARING A FACE COVERING, WE DO HAVE ENOUGH TO OFFER THEM ONE, A DISPOSABLE FACE MASK TO WEAR.

UM, BUT I WILL KNOW THAT IF A VOTER REFUSES TO WEAR A FACE MASK, UM, I STILL HAVE TO ALLOW THAT VOTER TO VOTE.

UM, AND SO WHAT WE WILL DO BECAUSE THEY HAVE TO HAVE THAT RIGHT TO, TO EXERCISE AND VOTE.

SO WHAT I HAVE TO DO THEN IS, UM, WE WILL OFFER PLASTIC FACE SHIELDS TO EVERY OTHER VOTER WHO'S PRESENT AT THAT TIME TO PROVIDE THEM WITH AN EXTRA LEVEL OF PROTECTION WHILE SOMEBODY ELSE'S PRESENT NOT WEARING ANY FACE COVERING AT ALL.

SO FINALLY, I DID WANT TO TOUCH ON THE SECURITY OF THE ELECTION AND THE MEASURES WE'RE TAKING NEXT FLOOD.

WE TYPICALLY GET ASKED THREE QUESTIONS ABOUT SECURITY, THE ELECTION, AND THE FIRST ONE IS ABOUT CYBER SECURITY.

AND I DID WANT TO SHARE WITH THE COUNCIL AND THE RESIDENTS THAT THIS IS SOMETHING THAT IS AN ONGOING, IMPORTANT EFFORT AT OUR OFFICE TO CONSTANTLY MONITOR OUR SYSTEMS AND IMPROVE THEM.

WE HAVE IN THE LAST THREE YEARS, INVITED IN EITHER A STATE AGENCY OR A FEDERAL AGENCY TO ASSESS OUR SYSTEMS, TRY TO HACK INTO THEM AND WHERE THEY MAKE RECOMMENDATIONS OF WHAT WE CAN DO TO STRENGTHEN OUR PROTECTIONS.

WE DO IMPLEMENT THOSE.

OBVIOUSLY I CANNOT SHARE WITH ANY OF THOSE MEASURES ARE BECAUSE THEY LOSE THEIR ABILITY TO PROTECT OUR SYSTEMS. BUT WHAT I CAN'T SHARE WITH YOU IS A COUPLE OF THINGS ABOUT OUR SYSTEM AND OUR TRAINING OF OUR EMPLOYEES IS ANNUALLY.

WE REQUIRE ALL OF OUR EMPLOYEES TO TAKE CYBER SECURITY TRAINING, UM, YOU KNOW, PRIMARILY TO MAKE SURE THAT THEY DON'T FALL VICTIM TO ANY KIND OF PHISHING EMAIL SCAM THAT WOULD ALLOW PEOPLE TO ACCESS OUR, OUR, UM, GENERAL COUNTY SYSTEMS, AS WELL AS, UM, I DID WANT TO SHARE THAT THE LAW REQUIRES THAT THE BALLOT SCANNERS AND THE VOTING SYSTEM THAT AND SERVERS THAT TABULATE COUNT AND TABULATE, THE VOTES TO ADD UP THE RESULTS ARE REQUIRED TO NOT BE CONNECTED TO THE INTERNET.

UM, BUT ADDITIONALLY TO THAT, WE ALSO DO NOT CONNECT ANY OF THAT EQUIPMENT AND SYSTEMS TO THE COUNTIES, INTERNAL WIDE AREA NETWORK.

THOSE, THOSE, THAT EQUIPMENT IS, IS AIR GAPPED IN OUR, A FEW ROOMS IN OUR OFFICE.

AND EACH OF THOSE ROOMS THAT, THAT HAS THAT EQUIPMENT HAVE CARD, KEY ACCESS, SECURE DOORS THAT ONLY CERTAIN PEOPLE ARE ALLOWED TO GO IN AND OUT OF.

UM, SO IT WOULD BE VERY DIFFICULT TO HACK, UH, IN A, IN EFFECT, THE, UM, RESULT OF AN ELECTION FROM OUTSIDE AND BOTTOM LINE IS REQUIRED IN THE STATE.

ALL VOTES MUST BE, UM, CAST ON PAPER.

SO EVEN IF THERE WAS SOME WAY THAT SOMEBODY COULD ATTACK THAT SYSTEM, WE WILL ALWAYS HAVE PAPER BACKUPS AND BE ABLE TO COUNT THE BOATS THAT WAY.

UM, AS YOU MENTIONED, THERE WAS SOME EARLY WITH YOUR QUESTIONS.

THERE HAVE BEEN ALSO A LOT OF QUESTIONS WE'VE RECEIVED ABOUT THE SECURITY OF THE BALLOT DROP BOXES.

UM, SO WHAT I CAN SHARE, ADDITIONALLY, FROM WHAT I HAD MENTIONED BEFORE, ABOUT A FREQUENCY OF OUR PICKUPS AND THE CHAIN OF CUSTODY IS THAT THOSE, UM, MAILBAG DROPBOXES ARE CONSTRUCTED OUT OF 18 GAUGE STEEL.

THEY WEIGH JUST UNDER 200 POUNDS.

SO THEY'RE NOT SOMETHING SOMEBODY COULD JUST WALK UP WITH AND OFF.

UM, BUT TO PROTECT ABOUT AGAINST SOMEBODY, UM, COMING UP WITH A WAY OF WALKING OFF WITH THEM OR CARRYING THEM, THEY ARE ALSO BOLTED TO THE CONCRETE.

THOSE ANCHOR BOLTS ARE ACTUALLY INSIDE THE BOXES THEMSELVES.

THEY'RE NOT ACCESSIBLE FROM OUTSIDE.

SO YOU, EACH BOX HAS ITS OWN UNIQUE TOO, A SET OF TWO KEYS TO OPEN THE DOOR TO THE BOXES.

SO SOMEBODY WOULD HAVE TO BE ABLE TO GET PAST THAT, TO GET TO THE BALLOTS, GET TO THE, UM, THE ANCHOR BOLTS.

ADDITIONALLY, THE, ANY OF YOU HAVE USED, ONE OF OUR BOXES YOU'LL KNOW THIS, UM, THE BALLOT DEPOSIT SLOT IS VERY NARROW AND ESSENTIALLY ONLY ACCEPTS A AND AN ENVELOPE.

I KNOW WHEN I USED IT, I TRIED TO SEE IF I COULD EVEN GET MY FINGER THROUGH, THROUGH THE CRACK IN THE, IN THE SLOT AND MY FINGER WOULDN'T EVEN FIT IN THERE.

THE OTHER THING ABOUT THAT BALLOT DEPOSIT SLOT IS IT IS ANGLED UPWARDS SO THAT IT PROTECTS AGAINST ANYBODY TRYING TO POUR LIQUID INTO THE BOX TO DAMAGE THE BALLOTS.

SO DIFFERENT PROTECTIONS FOR THOSE AS WELL AS BECAUSE WE HAVE, UM, WORKED WITH OUR PUBLIC AGENCY PARTNERS, EITHER CITIES OR COUNTY LIBRARIES OR SOME OTHER COUNTY FACILITIES, AS WELL AS SOME SCHOOL DISTRICTS AND CAL STATE SAN FRAN.

DO YOU KNOW, UM, WE HAVE ENSURED THAT THESE LOCATIONS ARE PLACED IN AREAS THAT ARE NOT ONLY ACCESSIBLE TO VOTERS, UM, BUT ALSO ARE IN

FINALLY, UM, WE HAVE BEEN GETTING QUESTIONS ABOUT, UM, POTENTIAL VOTER INTIMIDATION AT OUR POLLING PLACE AND WHAT WE'RE DOING TO ENSURE THAT VOTERS, UH, REMAIN SAFE, UM, IF THEY DO WANT TO VOTE IN PERSON.

SO WHAT I CAN SHARE WITH YOU AND, AND THE RESIDENTS IS THAT, UM, IT IS SORT OF STANDARD PROCEDURE TO TRAIN OR POLL WORKERS ON CUSTOMER SERVICE, RIGHT? AS WELL AS GIVING THEM SOME BASIC DEESCALATION TECHNIQUES SO THAT THEY LEARN HOW TO REMAIN CALM AND NOT ALLOW A SITUATION TO ESCALATE IF SOMEBODY COMES IN AND SET.

UM, BUT WE'VE ALSO, UM, BEEN WORKING WITH THE SHERIFF'S DEPARTMENT TO EXPAND THAT, UM, DEESCALATION TECHNIQUE TRAINING FOR OUR POLLING PLACE, SUPERVISORS AND ASSISTANT SUPERVISORS WHO WILL BE A TREND NEXT WEEK ON THE SHERIFFS HAS, HAS PROVIDED US WITH AN ADDITIONAL, UM, HALF HOUR TO HOUR OR SO OF TRAINING TO PROVIDE EVEN MORE ASSISTANCE TO OUR STAFF, TO MANAGE THEIR POLLING PLACES.

AND ULTIMATELY IF THEY, IF THEY CAN'T ESCALATE, WE DO TRAIN THEM TOO AND INSTRUCT THEM TO CALL OUR OFFICE FOR ASSISTANCE.

AND IF A SITUATION THEY FIND YES IS, UM, POSES AN IMMEDIATE DANGER, THEY ARE TRAINED TO CALL NINE ONE ONE.

UM, AND TO ENSURE THAT WE HAVE A QUICK RESPONSE FROM LAW ENFORCEMENT, WE HAVE SHARED THE LOCATIONS OF ALL OF OUR POINT PLACES OR DROPBOX.

THIS IS AN EARLY VOTE SITES WITH THE SHERIFF'S OFFICE AND ALL THOSE CITY CITY POLICE DEPARTMENTS IN THE COUNTY.
