THIS MEETING WAS ORIGINALLY SCHEDULED FOR LAST NIGHT, THE 27TH, BUT DUE TO THE FIRE ACTIVITY IN THE AREA, WE ADJOURNED IT UNTIL TONIGHT.

SO THIS IS THE OFFICIAL MEETING, UH, FOR OCTOBER 28TH.

THIS IS A PROCLAMATION PROCLAIMING OCTOBER 25TH THROUGH 31ST AS RED RIBBON WEEK TO BE ACCEPTED BY SERGEANT LAURA ADDIE AND UNMUTE HER PHONE.

ALL RIGHT.

AND I WILL LEAD INTO THIS SUBSTANCE ABUSE IS PARTICULARLY DAMAGING TO ONE OF OUR MOST VALUABLE RESOURCES.

OUR CHILDREN, THE THEME OF THIS YEAR'S RED RIBBON WEEK IS BE HAPPY, BE BRAVE, BE DRUG-FREE.

AND OUR GOAL IS TO PROMOTE INDIVIDUAL RESPONSIBILITY FOR LIVING A DRUG OR HEALTHY DRUG, FREE LIFESTYLE BUSINESSES, PARENTS, LAW ENFORCEMENT SCHOOLS, AND THE ENTIRE COMMUNITY CAN DEMONSTRATE THEIR COMMITMENT TO A HEALTHY DRUG-FREE LIFESTYLE BY WEARING AND DISPLAYING RED RIBBONS.

AS WE ALL ARE UP HERE THIS EVENING, DURING THIS WEEK LONG CAMPAIGN, THE CITY OF CHINO HILLS IS PLEASED TO PARTICIPATE IN RED RIBBON REEF AS A WAY TO UNITE OUR COMMUNITY IN THE FIGHT AGAINST DRUGS TONIGHT.

MAYOR AND COUNCIL, THE CITY AND THE CHINO VALLEY INDEPENDENT FIRE DISTRICT HAVE REACHED A TENTATIVE UNDERSTANDING FOR THE TRANSFER OF LAND AND DEVELOPMENT IMPACT FEES FOR THE CONSTRUCTION OF THE, UM, POTENTIAL CONSTRUCTION OF THE NEW FIRE STATION NEAR PIPELINE AVENUE AND SOKO CANYON ROAD.

UH, THIS WILL IS BEING MEMORIALIZED IN A LETTER OF INTENT THAT WILL BE MADE AVAILABLE FOR THE PUBLIC, UM, TOMORROW.

AND ALSO, UH, JUST TO NOTE THAT THIS IS JUST, UH, A STEP IN THE PROCESS THAT THERE WILL BE, UH, THIS WILL LIKELY COME BACK TO COUNCIL IN SEVERAL WEEKS FOR, UH, THE FORMAL AGREEMENT AND THAT WILL BE FOLLOWED BY AS REQUIRED, UH, PUBLIC MEETINGS FOR THE COUNCIL AND POTENTIALLY THE PLANNING COMMISSION TO MAKE DECISIONS, UH, NECESSARY TO, UM, CARRY OUT THE AGREEMENT OR TO PUT IT IN PLACE IN MOTION.

I'M VERY PLEASED TO ANNOUNCE THE STEAMING THAT SINCE 5:00 PM THIS EVENING, ALL EVACUATION ORDERS HAVE BEEN LIFTED AND THERE ARE NO FURTHER RESTRICTIONS OR ROAD CLOSURES.

UM, IT'S TRULY AMAZING WITH HOW CLOSE THE FLAMES GOT, UM, THE FIRE DEPARTMENT IN TOWN AND ALL THE OTHER DEPARTMENTS THAT CAME, DID AN OUTSTANDING JOB.

SO I WANT TO REMIND EVERYBODY THAT, UM, AS WE'RE REINTEGRATING INTO OUR NEIGHBORHOODS, UM, PLEASE DRIVE SAFELY.

FIRST TIME THAT, UM, I'VE ACTUALLY JUST GOT HOME.

UH, I'VE BEEN ON THE FIRE STRAIGHT FOR THE LAST 72 HOURS.

UM, AND IT'S BEEN A TOUGH ROAD FOR ALL OF THE FIREFIGHTERS HERE AT THE DISTRICT, AS WELL AS AROUND SOUTHERN CALIFORNIA.

SO WANTED TO GIVE YOU SOME BACKGROUND, UM, ON THE FIRE ITSELF.

SO THE FIRE, UH, STARTED AT 12:56 PM WHEN IT WAS FIRST REPORTED AND IT ACTUALLY STARTED ON A SANTA ANA RIVER ROAD TRAIL.

THIS IS A TRAIL THAT LEADS INTO THE STATE PARK USED BY, UH, BIKERS AND HIKERS.

UM, THIS TRAIL EXISTS NORTH OF GREEN RIVER GOLF COURSE.

IF YOU WERE TO LOOK ON A MAP, IT'S A VERY SMALL SLIVER OF LAND THAT IS ACTUALLY, UH, COVERED BY THE FIRE DISTRICT WHERE WE HAVE AN AGREEMENT WITH THE KRONE FIRE DEPARTMENT.

CAUSE THEY ACTUALLY HAVE A FASTER TIME INTO THAT AREA JUST DUE TO THE UNIQUENESS AND THE STATE PARK.

UH, THE ACTUAL FIRE IS, UH, STARTED THERE JUST ABOVE THE GOLF COURSE AND THAT AREA WHERE THE FIRE STARTED IS ACTUALLY OWNED BY THE ORANGE COUNTY FLOOD AUTHORITY.

BUT IT IS IN SAN RENO COUNTY.

AT THE TIME WE HAD EXTREME FIRE WEATHER, WHICH YOU WERE AWARE OF, WINDS THAT WERE, UM, CONSISTING AT, UH, EXCUSE ME, SUSTAINING AT 30 MILES PER HOUR WITH GUSTS UP TO 50 MILES PER HOUR.

AND THAT WAS OUT OF THE NORTHEAST.

THE TEMPERATURE WAS 50 DEGREES AND THE HR OR THE HUMIDITY WAS VERY, VERY LOW AT ABOUT 10%.

SO THE FIRE WAS KNOWN AND TO BECOME CALLED THE BLUE RIDGE INCIDENT.

AND ACTUALLY THAT WAS NAMED AFTER A STREET THAT'S IN YORBA.

UM, THE CITY OF YORBA, IT WAS WHERE ONE OF THE, UH, UH, FIRST HOUSES WAS AFFECTED BY THE FIRE.

SO, UH, TODAY, UM, THERE A TEAM HAS COME IN, I'LL EXPLAIN A LITTLE BIT MORE ABOUT THAT.

AND THEY'RE WORKING TO PUT THOSE THE SILVERADO, WHICH WAS A FIRE AND ORANGE COUNTY AND THE BLUE RIDGE FIRE.

THEY'RE ACTUALLY RUNNING BOTH THOSE FIRES AT THIS TIME.

IT'S STILL GOING TO BE KNOWN AS THE BLUE RIDGE.

UM, BUT IT WAS UNDER ONE UMBRELLA BETWEEN THE TWO FIRES.

THE TOTAL SIZE OF THE FIRE WAS 14,334 ACRES AT THIS TIME TO GIVE YOU SOME BACKGROUND ON HOW BIG THAT FIRE IS.

UM, MOST OF THAT WAS IN SAN MATEO COUNTY AND IN CHINO HILLS, THE STATE PARK IN SIZE IS 14,173 ACRES.

SO, UH, YOU CAN SEE THAT IT ENCOMPASSED A VERY LARGE AREA OF, UH, OUR COUNTY AS WELL AS US, A SMALLER AREA OF ORANGE COUNTY CURRENTLY.

UM, THEY'RE STATING THE ESTIMATE, UH, CONTAINMENT AT 16%, UH, AT THE HEIGHT OF THE FIRE.

IT THREATENED OVER 20,000 ON, ON, UH, HOMES IN BOTH, UH, ORANGE COUNTY, AS WELL AS OUR AREA AND THE CITY OF CHINO HILLS 5,958 HOMES, UH, RECEIVED EVACUATION ORDERS.

THAT'S WHERE WE'RE SAYING THAT, UM, DUE TO YOUR LIFE SAFETY, WE, UH, YOU NEED TO EVACUATE YOUR HOME.

UM, AND THOSE EVACUATION ORDERS, UH, ARE CARRIED OUT BY THE SHERIFF'S DEPARTMENT.

AND, UH, I'D LIKE TO JUST GIVE A VERY KUDOS TO, UH, CAPTAIN WALKER FOR HIS STAFF.

I WORKED VERY CLOSELY WITH THEM ON EVACUATION ORDERS.

UM, THEY WERE EXTRAORDINARY AND A GREAT HELP IN THAT EFFORT.

AND THEY ALSO DID PUT IN TREMENDOUS HOURS OF TIME, UH, IN THE, IN THE BEGINNING OF THE FIRE OVER A THOUSAND HOMES, UH, DID RECEIVE EARLY PHASE OF WHAT WE CALL EVACUATION WARNINGS.

UM, BUT THAT DID EVENTUALLY TURNED INTO EVACUATION ORDERS.

SO, UH, OVERALL THOSE EVACUATION ORDERS AFFECTED AND OUR CITY, UH, IN OUR AREA HERE AT 19,730 RESIDENTS, UH, THE DAMAGE FROM THE FIRE SEVEN STRUCTURES WERE DAMAGED.

ALL OF THOSE WERE IN ORANGE COUNTY AND ONE, UH, STRUCTURE WAS DESTROYED AGAIN IN ORANGE COUNTY HERE IN CHINO VALLEY, UH, AND THE CHINO VALLEY AND CHINO HILLS, WE DID NOT RECEIVE ANY, UH, DAMAGED STRUCTURES OR STRUCTURES OR ANY, UM, ANY OF OUR STRUCTURES WERE DESTROYED CURRENTLY WORKING ON THE FIRE THEY'RE BUILDING CONTAINMENT LINES AND EVENTUALLY THE RESTORATION OF THE EFFECTED AREAS FROM, UM, THE RETARDANT, THE BULLDOZER WORK, UH, THE HAND CREW WORK, ALL THAT WILL OCCUR, UH, OVER THE NEXT WEEK AND INTO THE NEXT MONTH OR SO TO GIVE YOU AN IDEA OF HOW MANY CHINO VALLEY FIRE PERSONNEL WERE ON THE FIRE.

WE HAD 10 CHIEF OFFICERS OVER 30 FIREFIGHTERS.

WE HAD 10 FIRE ADMINISTRATION STAFF ASSIGNED THROUGHOUT, UM, DIFFERENT POSITIONS, UH, ON THE FIRE.

AND, UH, TO GIVE YOU A BIG IDEA OF HOW BIG A THE PERSONNEL CAME FROM AROUND THE STATE, AS WELL AS, UH, UH, HERE IN OUR OWN DISTRICT, WE HAD 15 TYPE ONE STRIKE TEAMS. SO TO GIVE YOU AN IDEA, UM, ONE STRIKE TEAM CONSISTS OF FOUR ENGINES AND A LEADER.

SO USUALLY ABOUT 22 PERSONNEL ON THAT STRIKE TEAM.

AND WE HAD 15 OF THOSE IN, UM, JUST ON OUR SIDE OF THE FIRE.

WE HAD 10 TYPE THREE STRIKE TEAMS, THE TYPE THREE STRIKE TEAMS,

SAME PERSONNEL, BUT A TYPE THREE IS A BRUSHED ENGINE ENGINE THAT DESIGNED TO SPECIALLY GO INTO THE BRUSH.

WE HAD EIGHT STATE HAND CREW TEAMS. UM, EACH ONE OF THOSE TEAMS CONSIST OF TWO, WHAT WE CALL CREW BUGGIES WITH 17 PERSONNEL AND A LEADER.

WE HAD FOUR DOZERS, ONE SPECIALIZED GEL TASK FORCE THAT CAME FROM SAN BERNARDINO COUNTY FIRE THAT SPECIALIZED JILL TASKFORCE IS SOMETHING THAT'S, UM, REALLY UNIQUE.

AND, UM, AND THEY WERE UP MOSTLY IN THE CARBON CANYON AND THEY SPRAY A SPECIAL GEL ON BUILDINGS, UM, ESPECIALLY IN AREAS THAT MAY BE PRONE TO, UM, A VERY, UM, DIFFICULT AND A DANGEROUS AREA.

WE CAN SPRAY THAT JAIL ON A BUILDING AND IT ACTUALLY, UM, WILL PREVENT FIRE FROM STARTING ON IT.

SO THEY DID SPRAY NUMEROUS BUILDINGS, UM, UP IN THE CARBON CANYON.

THEY ALSO WENT BACK INTO THE STATE PARK AND DID THAT TO SOME OF THE BUILDINGS.

UH, THEN WE ALSO HAD 20 OVERHEAD OFFICERS OR OTHER CHIEF OFFICERS THAT CAME IN FROM, UH, AROUND THE AREA TO GIVE YOU AN IDEA HOW FAR SOME UNITS TRAVELED.

WE HAD UNIONS FROM ALL OVER SOUTHERN CALIFORNIA, BUT WE ALSO HAD UNITS FROM THE CITY AND AREA OF SAN FRANCISCO.

UH, ON THE AIRCRAFT SIDE, WE HAD SIX LARGE AIR TANKERS.

WE HAD ONE VERY LARGE AIR TAKER.

THAT'S WHAT IT'S KNOWN AS A D LAB.

THAT WAS THE DC 10, UH, PRETTY SPECTACULAR TO WATCH THAT DRY, UH, DROP THE RETARDANT.

WE HAD FOUR TYPE ONE AIR TANKERS.

WE HAD ONE AIR ATTACK, WHICH THE AIR TECH IS OFTEN ONLY SEEN, UH, HOVERING ABOVE THE INCIDENT.

THAT'S AN, UH, AEROTEK, UM, CONTAINS THE COMMANDER OF ALL THE AIR ASSETS AND THEY WILL, UM, UH, DECIDE WHERE ALL THAT RETARDANT IS GETTING DROPPED AND DIRECT THAT WE HAD ONE NIGHT FLIGHT COVERAGE.

SO WE ACTUALLY HAD A HELICOPTER FLYING AT NIGHT AND WE HAD SEVERAL, UH, SEVEN HELICOPTERS TOTAL THROUGHOUT THE INCIDENT.

AND THE ONE UNIQUE THING THAT IS REALLY UNIQUE TO THIS FIRE THAT I HAD NOT REALLY BEEN A PART OF.

UM, UH, HERE IN THE CHINO VALLEY IS WE ACTUALLY HAD A DRONE AND THAT DRONE WAS UP, UM, AT BOTH NIGHTS AND IT WAS MAPPING THE FIRE AND ALSO PROVIDING DIRECTION.

SO AT THE PEAK OF THE BLUE RIDGE FIRE, A TOTAL OF OVER 1200 PERSONNEL WERE ASSIGNED TO FIGHT THE FIRE.

UM, THE COMMAND POST WAS SET UP IN YOUR BILL, YORBA REGIONAL PARK, AND WE STAFFED THAT WITH TWO OF OUR CHIEF OFFICERS, ONE OF OUR DEPUTY CHIEFS, AND ONE OF OUR BCS WAS, UH, DOWN AT THAT, UH, COMMAND POST REPRESENTING, UH, THE CITY, AS WELL AS THE FIRE DISTRICT.

UH, THE, AT THAT COMMAND POST, THEY WENT INTO, WHAT DO WE CALL A UNIFIED COMMAND, WHICH JUST MEANS ALL THE ENTITIES THAT ARE INVOLVED IN THE INCIDENT, UH, WERE, UH, WORKING TOGETHER TO MAKE DECISIONS.

SO THAT UNIFIED COMMAND, UM, UH, WAS COMPOSED OF ORANGE COUNTY FIRE, CAL FIRE, FULLERTON FIRE DEPARTMENT, ORANGE COUNTY SHERIFF'S DEPARTMENT, THE SAN JUAN COUNTY SHERIFF'S DEPARTMENT, AND ALSO THE CHINO VALLEY FIRE DISTRICT.

UH, AS OF TWO O'CLOCK YESTERDAY, I FIRE TEAM FROM THE STATE CAME IN AND TOOK OVER COMMAND OF THIS FIRE AS WELL AS SILVERADO AND PUT THOSE TWO FIRES TOGETHER.

AND THEY ARE COMMANDING AT THIS TIME IN THE STATE, THERE ARE SIX FIRE TEAMS. THESE FIRE TEAMS CONSISTS OF SENIOR FIRE PERSONNEL THAT COME IN AND, UH, DECIDE, UH, THE ACTIONS.

UH, USUALLY THEY COME IN WHAT WE CALL AFTER THE INITIAL ATTACK, UM, ON THE, UH, OPERATIONAL PERIODS WHERE WE'RE AT CURRENTLY EITHER A LONG FIRE, SUCH AS YOU'LL SEE IN NORTHERN CALIFORNIA OR WHERE WE'RE AT TODAY, WHERE WE'D ACTUALLY, UH, THE FIRE'S UNDER CONTAINMENT AND THEY'RE WORKING, UH, TO, UH, CONTAIN THE FIRE, PUT UP PERIMETER LINES AND WORK ON, ON THE, UH, RESTORATION.

ONE OF THE LETS YOU KNOW, THAT WE DID, UH, RECEIVE, UH, WHAT WE CALL AN F MAX.

SO THAT STANDS FOR FIRE MANAGEMENT ASSISTANT GRANT.

THE GOVERNOR OF CALIFORNIA, UM, GAVE THIS GRANT.

IT COMES FROM THE FEDERAL EMERGENCY MANAGEMENT AGENCY, FEMA TO HELP THE AVAILABILITY OF VITAL RESOURCES SUPPRESS THE BLUE RIDGE FIRE BURNING, UH, HERE IN OUR COUNTY, AS WELL AS ORANGE.

THE F MAGAZINES KNOWN, WHICH IS PROVIDES, UH, IS PROVIDED THROUGHOUT THE PRESIDENT'S DISASTER RELIEF FUND.

AND IT'S A COST SHARE BASIS.

IT'S GOING TO ASSIST US HERE IN THE LOCAL AT THE STATE.

AND, UH, ALSO IT DOES WORK FOR TRIBAL AGENCIES.

UH, WE APPLY FOR THAT IS THERE'S A VERY SPECIFIC WAY TO APPLY FOR THAT WHEN THE FIRE IS GOING ON AND YOU GET 75% REIMBURSEMENT OF ELIGIBLE FIRE SUPPRESSION COSTS.

SO THE GOVERNOR HAS GRANTED THE BLUE RIDGE FIRE, UH, THE F MAG, AND THAT'S A VERY SIGNIFICANT, UM, WHEN IT COMES TO BEING ABLE TO, UH, PAY FOR ALL THE RESOURCES THAT WERE ON THE FIRE ITSELF.

UH, LET'S SEE HERE, LET ME GIVE YOU A LITTLE BIT MORE, UM, THE CHINO VALLEY FIRE, FIRST OF ALL, WE WOULD LIKE TO THANK OUR PARTNERING AGENCIES, EVERYBODY THAT CAME INTO THE CHINO VALLEY AND ASSISTED WITH, UH, WITH THE FIRING, UH, FIGHTING HERE IN THE DISTRICT WAS VERY

YOU MAY ALSO SEE AIRCRAFT AND OTHER, UM, FIREFIGHTING EQUIPMENT THAT, UM, WILL NEED, UH, AVAILABILITY TO HAVE, UH, JUST COMPLETE ACCESS TO GO UP AND DOWN STREETS AND, UH, AND OUR FIRE PERSONNEL TO BE ABLE TO GET IN THERE.

AND THIS WILL GO ON FOR WEEKS TO COME.

WE AT THE CHINO VALLEY FIRE, WE'LL BE CONTINUING TO SUPPORT THE OPERATION OVER THE NEXT WEEK AND A HALF.
