THIS NATIONWIDE COORDINATED EFFORT IS HELD EACH YEAR TO INCREASE PUBLIC AWARENESS ON THE IMPORTANCE OF PREPARING FOR EMERGENCIES AND TAKING ACTION.

ON BEHALF OF THE CHINO HILL CITY COUNCIL, WE URGE ALL RESIDENTS TO ENHANCE THEIR KNOWLEDGE OF PROPER SAFETY MEASURES TO FOLLOW DURING, BEFORE, DURING, AND AFTER AN EMERGENCY.

SO, DURING THE MONTH OF SEPTEMBER, THE CITY OF CHINO HILLS FOCUSES ON READINESS, EDUCATION AND PROMOTING FAMILY AND COMMUNITY DISASTER PLANNING.

UM, AND SO DURING THIS MONTH AND THROUGHOUT THE YEAR, WE URGE ALL RESIDENTS TO CREATE AN EMERGENCY PLAN WITH THEIR FAMILIES AND EXERCISE IT AS WELL AS BUILDING AN EMERGENCY KIT AND THEN ENHANCING THEIR KNOWLEDGE OF THE PROCTOR SAFETY MEASURES TO TAKE, UH, DURING, BEFORE AND AFTER AN EMERGENCY.

SO, LIKE THE MAYOR SAID, ON SEPTEMBER 28TH, WE WILL BE HAVING A EMERGENCY PREPAREDNESS WORKSHOP AT 7:00 PM AT THE COMMUNITY CENTER.

AND THAT WORKSHOP WILL GO OVER TOPICS INCLUDING HOW, HOW TO BUILD AN EMERGENCY PLAN, WILDFIRE PREPAREDNESS AND EMERGENCY COMMUNICATION TIPS, AS WELL AS EVACUATION PROCEDURES AND PUBLIC

AND TODAY WE HAVE, UM, OUR AMBASSADOR TEAM HERE TO TALK ABOUT CHILDHOOD, CHILDHOOD CANCER AWARENESS.

SOMEONE LET THEM TAKE OVER.

HI, MY NAME'S ETHAN LAUREN AND I'M THE CAPTAIN OF THE AMBASSADOR TEAM.

THE TEAM THAT YOU SEE BEFORE YOU TODAY.

WE ARE HERE REPRESENTING 38 MEMBERS FROM 10 DIFFERENT SCHOOLS THAT ARE ALL WITHIN OUR YOUTH LEADERSHIP PROGRAM AT LET IT BE.

SO FOR THOSE OF YOU THAT DON'T KNOW, LET IT BE IS A NONPROFIT FOUNDATION THAT FOCUSES ON FAMILIES WHO HAVE CHILDREN WITH EITHER CANCER OR LIFE-THREATENING ILLNESSES.

WE TRY TO FOCUS ON THE WHOLE FAMILY AT LEDE, SO THAT INCLUDES THE PARENTS AND THE SIBLINGS, NOT JUST THE KID.

WE FOCUS ON THE WHOLE ENTIRE FAMILY AND WE, SPECIFICALLY THE YOUTH LEADERSHIP TEAM, FOCUS ON EVENTS FOR OUR FAMILIES.

SO I'M GONNA LET MY TEAM TALK ABOUT SOME OF THOSE EVENTS.

WE DO MANY EVENTS HERE AT THE LED B FOUNDATION AND ONE PROGRAM THAT WE RUN IS CALLED LOVE.

LOVE IS A SIX WEEK PROGRAM THAT WE HAVE FOR THE SIBLINGS CHILDREN, AND WE BRING 'EM INTO OUR OFFICE AND THERE'S A THERAPIST THERE WITH US AND WE JUST TALK TO THEM AND MAKE SURE THAT THEY KNOW THAT ALL THEIR FEELINGS THAT THEY HAVE RIGHT NOW ARE COMPLETELY VALID AND EVEN KNOW THAT SIBLING IS GOING THROUGH A SUPER HARD TIME AND ALL THE ATTENTION MIGHT BE ON THEM RIGHT NOW.

WE JUST WANNA LET THEM KNOW THAT THEY'RE STILL IMPORTANT AND THEY STILL MATTER.

THE NEXT EVENT IS FAMILY DANCE, WHICH IS RUN BY US.

IT IS OUR BIGGEST EVENT OF THE ENTIRE SEASON THAT WE PREPARE FOR.

UM, AND IT'S A TIME WHERE WE GET ONE-ON-ONE WITH ALL OF THE KIDS AND IT'S JUST SUPER FUN.

SO THE MAIN FOCUS OF LET IT BE CURRENTLY IS OUR GOLD OUT.

CHINO HILLS ONLY HAS ONE PUBLIC BUS ROUTE ACCESSIBLE TO ALL RESIDENTS ON A REGULAR BASIS OTHER THAN CALL AHEAD RESERVATION SERVICES.

AS A CITY, WE NEED TO CONTINUE TO ATTRACT YOUNG WORKERS AND FAMILIES IN ORDER TO SUSTAIN THE HEALTH OF OUR ECONOMY.

BY 2030, MILLENNIALS AND GEN Z WILL MAKE UP 58% OF THE WORKFORCE.

OUR GENERATIONS WANT ACCESS TO PUBLIC TRANSPORTATION IN ORDER TO REDUCE TRAVEL EXPENSES, REDUCE OUR CARBON EMISSIONS, AND IN ORDER TO SPEND LESS TIME IN TRAFFIC, UM, AND MORE TIME SPENDING OUR DISPOSABLE INCOMES ON GOODS AND SERVICES THAT IMPROVE THE ECONOMIC SUCCESS OF LOCAL BUSINESSES.

ACCORDING TO THE AMERICAN PUBLIC TRANSPORTATION ASSOCIATION, 71% OF PEOPLE WHO USE PUBLIC TRANSPORTATION IN THE US ARE WORKERS, AND 7% ARE STUDENTS.

PROVIDING ALTERNATIVES TO CARS WILL ALSO HELP REDUCE TRAFFIC CONGESTION AND MAKE LIVING IN OUR CITY MORE APPEALING FOR EVERYONE, INCLUDING, AND ESPECIALLY CAR USERS.

I'M ASKING THAT OUR CITY COUNCIL PUT TOGETHER AN EQUITABLE PUBLIC TRANSPORTATION IMPROVEMENT PLAN IN ORDER TO MAKE OUR CITY LESS CONGESTED, LESS POLLUTED, AND MORE ACCESSIBLE FOR EVERYONE.

GOOD EVENING, MAYOR AND CITY COUNCIL.

UH, INLAND VALLEY HUMANE SOCIETY APPROACHES CITY WITH CONCERNS ABOUT THE CURRENT MUNICIPAL CODE AND HOW IT PREVENTS THE RETURN OF ANIMALS TO THEIR OWNERS IF THEY'RE DETERMINED TO BE EITHER POTENTIALLY DANGEROUS OR DANGEROUS.

IN RESPONSE TO THIS CONCERN, THE PROPOSED CODE AMENDMENT WAS DRAFTED TO ALIGN THE MUNICIPAL CODE WITH THE FOOD AND AGRICULTURAL CODE, WHICH DEFINES AND REGULATES BOTH POTENTIALLY DANGEROUS AND VICIOUS ANIMALS.

THE AMENDMENT ESTABLISHES CONDITIONS, UH, RELATED TO THE RELEASE AND RETURN OF ANIMALS, WHICH FURTHER IS INTENDED TO ENSURE THE SAFETY OF THE COMMUNITY.

ADDITIONALLY, THE CODE, UH, WAS AMENDED AND ESTABLISHES AN ADMINISTRATIVE HEARING PROCESS TO DETERMINE IF DOGS ARE EITHER POTENTIALLY DANGEROUS OR VICIOUS.

AND THIS NEW PROCESS WILL EXPEDITE THE DETERMINATION, WHICH WAS PREVIOUSLY HANDLED BY THE COURTS, AND HAS BEEN ADVERSELY IMPACTED AND DELAYED, UH, SINCE THE ONSET OF COVID.

THE NEW HEARING PROCESS ALSO INCLUDES THE ABILITY TO APPEAL THE ADMINISTRATIVE DECISION TO THE CITY MANAGER AND ULTIMATELY TO THE SUPERIOR COURTS.

THE STAFF FEELS THIS AMENDED ORDINANCE IS IN THE BEST INTEREST OF THE ANIMAL OWNERS AND SHOULD SIGNIFICANTLY REDUCE THE UNNECESSARY DELAYS RELATED TO THE SAFE RETURN OF ANIMALS OR THEIR OWNERS.

SO THIS IS ACTUALLY A POSITIVE GOOD THING FOR OUR RESIDENTS THAT ARE DOG OWNERS.

IT'S LOCATED ALONG CHINO HILLS PARKWAY AND CARBON CANYON ROAD.

AS YOU CAN SEE IN THE AREA HIGHLIGHTED IN RED, THAT IS WHERE THE PROPOSED CONSTRUCTION WILL BE, UM, IMPLEMENTED.

UM, AND YOU CAN ALSO SEE THE SKETCH HERE WILL, WHICH WILL BE THE PROPOSED DESIGN, UM, WHICH WILL BE THE NEW SCOPE, AND WE'LL GET INTO A LITTLE BIT LATER.

AND, UH, TO REFRESH OURSELVES WITH THE BACKGROUND TIMELINE, UM, IT'S, IT STARTED IN JULY, 2021, WHERE, WHERE THE CITY WAS AWARDED THE PROPOSITION 68 PER CAPITA GRANT AND SELECTED CROSSROADS PARK TO IMPLEMENT THIS FUNDING.

UH, THIS WAS LATER THEN IMPLEMENTED TO BE FORMALLY, INFORMALLY DONE, UH, WITH JUST REMOVING AND REPLACING THE EXISTING PLAYGROUND EQUIPMENT.

UH, BUT THEN LATER ON DISCOVERED TO REALIZE THAT, UM, SOME NEW REVISIONS NEEDED TO BE REQUIRED.

AND, UH, WE THEN SELECTED DESIGN GROUP TO PERFORM THOSE UPDATED REVISIONS, WHICH I'LL GET INTO IN FURTHER SLIDES.

AND, UH, WITH THESE NEW REVISIONS.

THIS WAS RECENTLY, UM, BID IN JUNE AND ON JULY THERE WERE FOUR CONTRACTORS WHO, UH, WHO WERE, WHO BID THIS PROJECT.

AND PUB CONSTRUCTION INC.

WAS THE LOWEST RESPONSIBLE BIDDER.

SO IF, UH, THIS WAS APPROVED AND SELECTED, UM, BY TODAY ON OCTOBER, 2023, WOULD BE BE BEGINNING OF THE CONSTRUCTION OF THIS PROJECT.

AND IN JANUARY, 2024, WE ANTICIPATE COMPLETING THIS PROJECT.

UM, SO TO GET INTO MORE DETAIL OF THE ORIGINAL SCOPE OF THE WORK, IT WAS JUST SIMPLY TO REMOVE AND REPLACE THE EXISTING PLAYGROUND AND REPLACE IT WITH THE NEW PLAYGROUND EQUIPMENT, WHICH WAS ALREADY PURCHASED AND IT'S CURRENTLY, UH, IN THE CITY YARD.

UM, HOWEVER, AFTER UH, REVIEWING THE, UH, PROJECT LOCATION AND UPDATES THAT WERE REQUIRED TO MEET THE A D A ALL-INCLUSIVE PLAYGROUND, UH, WE DECIDED TO, UH, PROVIDE NEW REVISIONS FOR THAT SCOPE, WHICH DOES INCLUDE IMPROVED GRADING MODIFICATIONS TO MEET IN ALL INCLUSIVE FACILITY STANDARDS FOR THIS, UH, PLAYGROUND, UH, WHICH, WHICH REQUIRES IMPROVED CONCRETE PATHWAYS, AND ALSO, UH, REMOVING THE EXISTING, UH, THE, UH, PORT IN PLACE, UH, PIT.

AND REPLACING THAT TO MEET A D A STANDARDS.

WE ALSO HAD TO INCLUDE THE PARKING LOT EXPANSION, WHICH DOES INCLUDE ADDITIONAL A D A STALLS AS WELL AS REGULAR PARKING SPACES.

UM, SO WHEN WE INCLUDED THIS ADDITIONAL REVISION TO THE SCOPE, UM, I WANTED, UH, THIS WAS ORIGINALLY FUNDED FOR $387,000, UM, AND ALSO SPECIAL SHOUT OUT TO CHINO HILL'S COMMUNITY FOUNDATION FOR PROVIDING SOME FUNDING, WHICH ALLOWED US TO PURCHASE THE, UH, NEW PLAYGROUND EQUIPMENT AND GET THAT SOARED SO WE CAN GET THAT READILY ACCESSIBLE FOR THE NEW CONSTRUCTION EQUIPMENT.

AND, UH, BASED ON THE NEW SCOPE WITH THE NEW ADDITIONS THAT WERE REQUIRED FOR THE A D A COMPLIANCE, UH, THE NEW FUNDING, UH, CAME OUT TO 1.15 MILLION, UH, WHICH DOES INCLUDE THE CONSTRUCTION MANAGEMENT, UH, THE NEW CONSTRUCTION COSTS OF THE PUB CONSTRUCTION BEING $833,526, UH, TO BEING THE LOWEST RESPONSIBLE BIDDER.

AND, UM, THAT WOULD TOTAL TO BE 1.15 MILLION.

AND IT IS IMPORTANT TO NOTE THAT BW W AND COMPANY INC, WAS AT THE APPARENT LOWEST RESPONSIBLE BIDDER AT THE TIME.

HOWEVER, WE, THE CITY STAFF DEEMED, UH, THIS CONTRACTOR TO BE NON-RESPONSIVE, AND THEREFORE, PUB CONSTRUCTION INC WAS THE LOWEST RESPONSIBLE BIDDER.

SO IN CONCLUSION TO THE FINAL RECOMMENDATIONS, UM, THE CITY STAFF RECOMMENDS THE RESOLUTION OF THE CITY OF CHINO HILLS TO AMEND THE FISCAL YEAR 2324, INCREASING THE REGIONAL FUND BUDGET FOR CROSSROADS PARK, UM, BY $762,750, AND ALSO A WARD PUMP CON PUMP CONSTRUCTION IN THE AMOUNT OF $833,526 FOR THE CROSSROADS PARK PLAYGROUND RETROFIT AND PARKING LOT EXPANSION PROJECT.

IT DATES BACK TO THE TIMEFRAME THAT WAS, UH, SHOWN ON THIS, ON THE, UH, POWERPOINT HERE.

AND, UM, THE REASON WHY IT WAS ATTRACTIVE TO THE COMMUNITY OR TO THE CITY, UH, FROM A STAFF PERSPECTIVE IS BECAUSE WE DON'T HAVE ANYTHING LIKE THIS IN THE CITY, UM, WHERE OUR PLAYGROUNDS ARE, UM, A D A ACCESSIBLE TO A POINT.

THIS ONE WOULD BE, UM, A HUNDRED PERCENT A D A ACCESSIBLE.

REALLY THE DIFFERENCE IN THIS ONE IS, IS THAT YOU WILL SEE LOTS OF RAMPING.

SO SOMEBODY WHO'S ON A WHEELCHAIR WILL BE ABLE TO RAMP, UH, TO WHEEL THEMSELVES TO CERTAIN, UM, AMENITIES THAT'S ON THE PLAYGROUND ITSELF.

AND SO IT'S JUST SOMETHING THAT WE HAVEN'T HAD BEFORE AND JUST TRYING TO BE UNIQUE AND OFFER, YOU KNOW, THE COMMUNITY SOME, UH, OTHER OPPORTUNITIES TO, UH, RECREATE AND SUCH.

AND SO, UH, THANKFULLY $125,000 WAS, UH, DONATED BY THE, UH, THE FOUNDATION AS WELL.

AND SO, UM, YOU KNOW, THIS PROJECT, UH, ONE THING STARTED WITH THE PLAYGROUND, OF COURSE, BUT THEN THAT BY HAVING THE PLAYGROUND, YOU HAVE TO HAVE, UH, ACCESSIBLE WA UH, PATHWAYS TO GET TO THE PLAYGROUND.

IF YOU'RE GONNA BUILD A PARK, UH, YOU'RE GONNA DO THIS TYPE OF AMENITY.

IT'S ALMOST LIKE LLANO AS WELL, WHERE LLANO, WE HAVE PICKLEBALL THERE AND WE'RE NOW INCREASING THE PARKING THERE TO BE ABLE TO HANDLE THE CAPACITIES OF THE FOLKS THAT ARE THERE.

AND THE REASON WHY WE BELIEVE THAT THE PARKING IS, UH, UH, CRUCIAL TO BE ADDED AT THIS PARK AS WELL IS BECAUSE OF THE NUMBER OF PEOPLE WE BELIEVE IT'S GOING TO ATTRACT.

IT'S ALREADY A POPULAR PARK ALREADY WITH, UH, GAZEBO.

SO I'LL SAY ANY PARENT THAT HEARS ABOUT THIS THAT HAS A CHILD WITH SOME TYPE OF DISABILITY, LET'S SAY AUTISM, THEY ARE OVERJOYED TO HEAR THAT THIS IS HAPPENING BECAUSE THE KIDS NEED A SPECIAL TYPE OF ENVIRONMENT, A TOUCHY FEELY TYPE OF ENVIRONMENT.

AND I THINK A LOT OF OUR PLAYGROUND EQUIPMENT EQUIPMENT'S GONNA HOST THE PERFECT ATMOSPHERE FOR THE KIDS.

EVEN THIS MORNING I GAVE A LITTLE TALK TO OUR ROTARY GROUP, UM, A LITTLE STATE OF THE CITY FOR CHINO HILLS, AND I MENTIONED THIS, AND ONE OF OUR, ONE OF OUR MEMBERS HAS A CHILD THAT FITS IN THAT CATEGORY, AND HE HAD NOT HEARD OF THIS PROJECT, AND HE WAS OVERJOYED, EVEN TEXT HIS WIFE DURING THE MEETING TO LET HER KNOW.

SO ANY PARENT THAT HAS A CHILD WITH A DISABILITY IS GOING TO BE, UH, OVER THE MOON, HAPPY THAT THIS IS HERE FOR THEIR KIDS.

SO ONE, THE THING MAYOR IS, IS THAT, UH, THE FOUNDATION ALSO OVER TIME HAS, UM, DONATED, UH, ADAPTABLE SWINGS THAT WE'VE INCLUDED AT OUR VARIOUS PARK SITES AS WELL.

THAT VEHICLE WAS LATER RECOVERED IN A NEIGHBORING CITY, AND DETECTIVES AND SHERIFF SERVICE SPECIALISTS PROCESSED THE RECOVERED VEHICLE AND WERE ABLE TO LOCATE POSSIBLE D N A EVIDENCE.

UH, RECENTLY WE RECEIVED NOTICE THAT COLLECTED D N A EVIDENCE WAS FOUND TO BE A MATCH FOR A SUBJECT WHO LIVED NEAR WHERE THE VEHICLE WAS RECOVERED.

UH, THROUGH INVESTIGATIVE MEANS THEY WERE ABLE TO, UH, IDENTIFY TWO SUSPECTS.

THEY WERE ALSO ABLE TO PLACE THEM IN THE VICINITY OF THE BURGLARY AND, UH, ABLE TO ARREST BOTH SUSPECTS AND GOT A FULL CONFESSION BY ONE OF THEM.

ONE IS TAXES, ANOTHER IS ASSESSMENT DISTRICTS.

HERE IN THE CITY, WE HAVE OUR LIGHTING LANDSCAPING DISTRICTS AND, UM, STREET SWEEPING DISTRICT.

AND THEN WE HAVE, UM, AND THEN THE THIRD PART IS FEES, WHICH GENERALLY FOR CITIES, THAT MEANS WATER, WASTEWATER AND SOLID WASTE FEES, TRASH FEES.

AND THE TAX ISSUE IS, UM, THAT IS A MATTER THAT IS TAKEN TO THE VOTERS ON A REGULAR BALLOT IN MARCH, NOVEMBER, DEPENDING ON WHEN THE, UH, ELECTION'S HELD.

BUT VOTERS HAVE TO APPROVE AT THE BALLOT BY EITHER A MAJORITY VOTE, UM, A GENERAL TAX, OR IF IT'S A SPECIAL TAX, THAT MEANS IT'S, IT'S DEDICATED TOWARDS LIKE POLICE FIRE.

SOMETHING LIKE THAT TAKES TWO THIRDS VOTES FOR AN ASSESSMENT DISTRICT.

IT IS A, UM, IT TAKES A MAJORITY OF THE PARCELS THAT ARE PART OF THE ASSESSMENT DISTRICT TO APPROVE THE ASSESSMENT.

IT'S ON A WEIGHTED BASIS BASED UPON THE AMOUNT OF THE ASSESSMENT.

THAT'S THE PROCESS.

THE THIRD TYPE IS FEES.

AND THAT WAS THE ONE THAT WOULD, I THINK MR. BRUNER WAS REALLY, UH, ADDRESSING WHEN AND HIS OBJECTION

THAT, UH, THE, THE PROCESS THAT IS UTILIZED IS IT'S A, UM, IT'S AN, AN OBJECTION PROCESS.

THAT IS, THE LAW REQUIRES THAT A MAJORITY OF THE PARCELS HAVE TO FILE A, UM, OPPOSITION OR OBJECTION, IF YOU WILL, TO THE, UM, FEE.

AND IF THEY DO, THEN THE COUNSEL CANNOT IMPOSE THE FEE.

HE WOULD LIKE TO CHANGE THAT AND MAKE IT A MAJORITY APPROVAL PROCESS.

AND WHAT I EXPLAINED PREVIOUSLY, AND I EXPLAINED AGAIN THIS EVENING, IS PROP TWO 18 WAS A CALIFORNIA CONSTITUTION, UH, PROVISION THAT WAS PUT ON THE BALLOT BACK IN 1995.

IT WAS APPROVED BY THE VOTERS.

THE CITY DOES NOT HAVE THE AUTHORITY TO CHANGE THE PROCESS.

IF HE WANTS TO CHANGE THAT PROCESS, CONTACT THE HOWARD JARVIS TAXPAYER ASSOCIATION, AND, YOU KNOW, THEY'RE THE ONES THAT BRING FORWARD THESE TAX MEASURES AND GET THOSE THINGS, UM, TO THE VOTERS APPROVED.

BUT THE CITY OF CHINO HILLS CANNOT JUST CHANGE THE PROCESS FOR FEES.

UH, IT'S, AGAIN, IT'S A STATE CONSTITUTIONAL PROVISION.

IT, UH, THE CITY CAN'T CHANGE IT.

I DON'T KNOW IF I'M, HOPEFULLY I'M CLEAR ENOUGH.

I KNOW I'VE EXPLAINED THIS A NUMBER OF TIMES.

UM, YOU EXPLAINED IT THE NIGHT OF THE LAST, UH, TWO 18 VOTE.

AND I WOULD SAY TOO THAT THE COUNCIL ON THIS CITY GOES BEYOND AND ABOVE WHAT IS REQUIRED, BROUGHT BY PROP TWO 18 AS FAR AS ALERTING THE AMOUNT OF INFORMATION THAT'S PROVIDED TO THE RATE PAYERS IN THE CITY.

YOU PROVIDE THEM WITH A, A PROTEST BALLOT SO THAT YOU MAKE IT EASIER FOR THEM TO PROTEST IT IF THEY WANT TO.

YOU GIVE THEM AN ENVELOPE.

UM, AND A LOT OF CITIES DON'T DO THAT.

AND I KNOW IT WAS BROUGHT UP THAT EVENING THAT WHILE YOU HAD, UM, I DON'T REMEMBER THE EXACT NUMBER, THAT 6,068, ABOUT 6,800 THAT OBJECTED OR, UM, TO THE, UH, THE PROPOSED FEE INCREASE IN CHINO WHERE THEY DON'T GET ALL THE INFORMATION.

THEY HAD LIKE ONE OR 2% OR SOMETHING MORE GET A BALLOT TO, TO MAIL BACK.

RIGHT.

THEY DON'T, THEY DON'T GET ANY INFORMATION.

SO YEAH, CHINO HILLS IS VERY TRANSPARENT ABOUT THE PROCESS.

YOU FOLLOW THE RULES, UM, GO ABOVE AND BEYOND, GO ABOVE, ABOVE AND BEYOND.

AND IF, IF MR. BRUNO WANTS TO CHANGE IT AGAIN, YOU REALLY OUGHT TO CONTACT THE HOWARD JARVIS TAXPAYER ASSOCIATION.

AND IT REMINDS US OF WHAT TOOK PLACE 22 YEARS AGO.

AND THAT WAS, I THINK, RENAMED PATRIOTS DAY ALSO.

SO HOPEFULLY SOME PEOPLE PUT THEIR FLAGS OUT.

GLENN'S LEGACY IN CHINO SPANNED DECADES MARKED BY HIS CEASELESS EFFORTS TO BETTER HIS COMMUNITY, HIS LEADERSHIP ROLES, INCLUDING HIS TENURE AS TWO-TIME PRESIDENT OF RANCHO DEL CHINO ROTARY AND LONGTIME PRESIDENT OF CHINO NEIGHBORHOOD HOUSE, LONGTIME PRESIDENT OF CHINO NEIGHBORHOOD HOUSE.

HE REALLY BROUGHT IT BACK ALIVE, RESONATED WITH THE VALUES THAT EACH COMMUNITY SEEKS SERVICE, UNITY AND PROGRESS.

BUT IT WAS HIS DEDICATION TO THE CHINO CITY COUNCIL THAT TRULY SET HIM APART.

HE SERVED AS A COUNCIL MEMBER FOR 25 YEARS, ATTENDING OVER 600 COUNCIL MEETINGS AND COUNTLESS CIVIC MEETINGS, ALWAYS WITH THE GOAL OF MAKING A POSITIVE DIFFERENCE IN THE LIVES OF CHINO RESIDENTS.

GLENN AND I SERVED TOGETHER FOR MANY YEARS ON THE WATER FACILITIES AUTHORITY AND C D A, WHICH I JUST GAVE A REPORT ON THOSE BOARDS ALONG WITH THE CHAMBER OF COMMERCE BOARD FOR MANY YEARS.

WE WERE TOGETHER ON THAT.
